    The 37th Canada Quebec District Assembly was opened at 1:30 pm with prayer by District

    Superintendent Ian Fitzpatrick. The District Superintendent then introduced the presiding General

    Superintendent Dr. Gustavo Crocker.

    Dr. Crocker called the meeting to order and asked the assembly to join in song worship.

    He then turned the organizational matters over to District Secretary, Claudia Avila. The recording

    secretary: John Schulman; statistical secretary: Claudia Avila; Pages: Vanesa Manroop and

    Estefania Vazquez; Board of Tellers: Marlene Bayley-Brown and Vanesa Manroop. Translation:

    Jean Charest; The voting area will be the center section of the auditorium. There was a motion to

    accept the above, seconded and carried.

    Dr. Crocker brought greetings from the Nazarene church and the Board of General

    Superintendents. Special greetings from Angela a Syrian refugee living in Armenia.

    Dr. Crocker introduced Rev. Ian Fitzpatrick and called on the District Superintendent to

    give his report. Rev. Fitzpatrick extended greetings to Dr. Crocker and his wife Rachel. A gift was

    given to Dr. Croker and Rachel as a token of appreciation for their sacrifice and service. Rev.

    Fitzpatrick gave a message of encouragement and dedication based on Ephesians 3:14-21. His

    written report is included with these minutes. There was a motion to receive the District

    Superintendents report, seconded and carried.

    Dr. Crocker referred the delegates to The Board of Ministry report and the report was

    adopted on a motion, seconded and carried.

    Dr. Crocker presented the Nominating Committee report for election to the District

    Advisory Board, and Alternate Delegate to General Assembly 2017, after the ballot was explained it

    was distributed and the voting was completed. The Tellers were dismissed to tally the ballots.

    The District Advisory Board report was received on a motion, seconded and carried.

    The District Treasurer`s report was presented and read; it was adopted on a motion

    seconded and carried.

    The Finance Committee report, was presented as printed. There was a motion for this

    report to be adopted, the motion was seconded and carried.

    The General Superintendent then invited Dr. Clair MacMillan to give The National

    Director`s report. A motion to adopt this report was seconded and carried.

    Dr. Riley Coulter, Ambrose University College president, was asked to come before the

    assembly to receive a gift from the Nazarene Church for his retirement. His report is included in the

    Assembly Journal.

    The Assistant District Superintendent the Anglo and the Haitian Church Coordinators

    reports are printed in the journal.

    The following pastors reports for their churches were presented:

    Marie-Denise Mondesir (Ahuntsic), Randy Barrington (Franklin Centre), Joelle Constant

    (LAquarium), Fernand Duvers (lOuest de Lle), Ednal Marc (Longueuil), Saul Vazquez (Montreal

    Central and Laval), Pierre-Michel Paul (Centre Evangelique), Simon Lapointe (Centre Evangelique

    Elim), Dianna Bradshaw (Montreal First), Jacques Pierre (Montral Nord), Lovanis Jean-Louis

    (Rivire des Prairies), Wilber Tony Paul (Rocher des Sicles), Dr. Jocelyn Svre (Montreal St.

    Michel).

    The General Superintendent thanked the pastors on behalf of the church and encouraged

    them with prayer in their work for Him.

    A motion was made to adopt these reports, seconded and carried.

    The Tellers reported the results of the balloting, 48 votes were cast, Marc Fortin (40)

    elected as lay member to the District Advisory Board for four years. The alternate delegate to 2017

    General Assembly, Randy Barrington (23), Jean-Louis Lovanis (33), elected for four years. The

    results were accepted by a motion, seconded and carried.

    Dr. Crocker declared the business of the district assembly concluded and a motion was

    introduced to adjourn the meeting following the conclusion of the ordination service this evening, the

    motion was seconded and carried.

    The Assistant District Superintendent closed the afternoon session with prayer.

    SATURDAY EVENING, JUNE 11, 2015 6:30 PM

    WORSHIPING SERVICE

    (Montreal First Church, DDO)

    The resumption of the meeting was opened with welcome the congregation and a prayer

    by the District Superintendent.

    The District Superintendent turned the service over to Dr. Crocker who stated the purpose

    and Invocation of the service.

    The youth group of Montreal-Nord Church led the congregation in the hymn Holiness

    Unto the Lord in English and French. As the hymn was being sung, the ordinand and his wife were

    led into the sanctuary by District Secretary, who presented Jean Lexandre Julien for ordination as

    elder to Dr. Gustavo Crocker.

    Dr. Crocker received the ordinand and proceeded to his examination.

    Rev. Lovanis Jean-Louis read to the congregation the Scripture from 2 Timothy 4:1-8 .

    The District Superintendent presented renewal District Licenses for Simon Lapointe,

    Emmanuel Malivert, Seepersad Mohan, Paul Richard Sguin, Marie Nellie Thimoleon Leonard and

    Saul Vazquez. Rev. Fitzpatrick challenged those granted a District Ministers license by vote of this

    District Assembly: Marie Yola Joseph Severe, Ednal Marc and Vilus Pierre. A blessing was prayed

    for each of these licensed ministers by the District Superintendent.

    A distinguished Service Award was presented by Mrs. Rachel Crocker to Mrs. Claudia

    Avila for dedicated service to Christ and His Church.

    Musical contributions from several of our churches led the gathering into congregational

    singing, displaying a diverse range of worship music styles in French, Creole and English.

    Dr. Gustavo Crocker preached a powerful sermon entitled One can make a difference. In

    times of Ezekiel (Eze 22:30) there was sin, slavery, corruption; the Church needed renewal, revival.

    God was looking for one, so the land will not be destroyed, but He couldnt find one. God was

    looking for someone would answer: Here I am. Send me (Is 6:8).

    Dr. Crocker highlighted that there is no need to go somewhere else, the need is here in

    this country. God is looking for one who could lead the people back to Him, to stand in the gap. We

    are Gods plan to communicate the good news to others.

    Dr. Crocker concluded his message challenging the congregation. We are His plan and

    He is looking for someone. The question is would you be that one? (Live translation provided by

    Rev. Joelle Constant).

    Following the sermon, Dr. Crocker invited the ordinand and all ordained elders to the

    platform. He issued a charge to the ordinand and led in the ordination ritual over him.

    The District Superintendent thanked all concerned for their service on behalf of the

    assembly. He then closed the meeting with prayer and adjourned the 37th District Assembly.

    It is my joy and privilege to bring to you my third report as District Superintendent. Since my

    appointment in June 2013 we continue to build strong and lasting relationships. I believe that we

    have addressed several important issues and that we are well positioned to fulfill the mandate and

    mission of Jesus in this great province.

    THANKS & RECOGNITION: My contribution to this ministry is meant to help, add to, and

    compliment what already exists. I wish to thank my immediate predecessor Dr. Clair MacMillan for

    his wise and dedicated leadership and I thank you all for your faithfulness to God, His Church and

    The Church of the Nazarene, local district and global. Thank you to the members of the Quebec

    District Advisory Board for your partnership in ministry. I am blessed to serve alongside you. I

    would also take this opportunity to thank our Executive Administrative Assistant Mrs. Claudia Avila

    for her Godly ministry. She fulfills her responsibilities with grace and efficiency. Her role on this

    district cannot be underestimated and these words of thanks can only go so far to express my

    gratitude. I wish also to thank District Treasurer, Mr. Don Tweedle, who serves both Canada

    Central and Canada Quebec districts. Dons ministry in this crucial area is fulfilled with clarity and

    grace. I would also thank my Assistant District Superintendent, Reverend Steve Ottley. Steves

    ministry allows me to fulfill these expanded responsibilities. I am so grateful for this arrangement. I

    would be remiss if I did not take this opportunity to thank the Canada Central District Advisory Board

    and the people of the district for their willingness to embrace this new arrangement for me to serve

    both districts.

    ACCOUNTABILITY:

    I have sought to be physically present in Quebec as much as I can. My visits to the district

    include convening District Advisory Board meetings (7), preaching at local churches, meeting

    individuals and speaking at the SDMI Convention April 2016. In addition to regularly scheduled visit

    there has been the need to address some continuing local church issues. This is all part of the

    responsibility of the role of the superintendent and I seek to fulfill this with the help of God.

    I wish to thank our HAITIAN COORDINATOR: Dr. JOCELYN SEVERE: and ENGLISH

    COORDINATOR: REV RANDY BARRINGTON for their work serving in this important role. I will

    comment further on this later in this report. As the district develops, it is my desire to create a

    QUEBECOIS and SPANISH COORDINATOR positions. As we continue to develop our ministry to

    all people groups, I believe we are best served through missional leaders who are familiar with

    language and cultural expression.

    NMI 100th Anniversary Project: I am happy to report that the Canada Central District NMI

    Council has decided to make Quebec the anniversary project. Canada Central NMI will match (two

    to one) funding for Quebec Nazarene Bible Institute. We are seeking to purchase laptop computers

    and library resources (electronic & hard copies). We believe that this equip the institute to better

    serve in the role of leadership development in Quebec..........UPDATE: The Quebec Nazarene

    Bible Institute (Ministry Development Centre) has now re-located to the District Centre, 451

    Spring Garden, Dollard-des-Ormeaux (Montreal) and the above described equipment has now

    been purchased and is being used by the students. This is truly a tremendous step forward.

    INTO THE FUTURE:

    As we anticipate an exciting future let us remember that we are part of a great church in the

    Wesleyan/Arminian tradition. We are CONNECTED to each other, not only through an

    organizational system, but also by the Holy Spirit. We have a mission and we are part of a mission

    that produces...

    Vibrant Church Renewal

    Clear and Coherent Theological Identity

    Passionate Missional Outreach

    Multi-Faceted New Church Development

    Let it be our goal, let it be our wish and let it be our strong desire to align ourselves with

    these seven missional priorities so that we all can become better equipped to serve the Lord and His

    Church.

    SPECIFIC RECOMMENDATIONS MADE IN 2015 & STATUS UPDATE

    In November 2014 we convened a joint meeting of the Quebec and Central District Advisory

    Councils with General Superintendent, Dr. Jerry Porter; USA/Canada Regional Director, Dr. Bob

    Broadbooks; National Director, Dr. Clair MacMillan and the National Board Executive Committee.

    There was much discussion about next steps in the relationship between the two districts. Since

    that time, we have had further individual discussions and following a presentation to the above, I

    now make the following recommendations for implementation.

    That we continue to operate as two districts (Canada Central & Canada Quebec)

    under the leadership of one District Superintendent: There are many reasons why we cannot

    and should not seek to merge at this time. However, we can fulfill the missional objective under this

    two district/one D.S. model (with a few modifications).............COMPLETE.

    That we appoint a Haitian Co-ordinator who will take care of the micro leadership of

    this segment of our district family: I am happy to provide macro leadership of the entire district

    but the coordinator will deal with the on the ground issues and will be the liaison between Haitian

    ministries and me............COMPLETE.

    We move Quebec Nazarene Bible Institute from the premises of the St. Michel Church

    to the District Office. All classes will be held at the new centre and webinar meetings will be

    conducted from this new hub. This will open up the potential for leadership development in a

    geographically more accessible venue.............COMPLETE.

    That we appoint Reverend Diana Bradshaw to the District Advisory Board: This will

    broaden the multi cultural representation of leadership on the district............COMPLETE.

    That Manuel Vazquez be appointed as the Quebec District Vision Co-ordinator:

    Manuel is the author of a document entitled The Quebec District Model in which he has recorded

    findings from his research of the history and condition of the Quebec District. From this he has made

    several suggestions for strategic forward missional movement. I want him to deliver this to the on

    the ground ministries within the district. Reverend Steve Ottley assisted Manuel in the production of

    this work............COMPLETE.

    That we reduce Newstart funding by 50% effective Church Year 2015/2016: This has

    been endorsed by the District Advisory Board in May 2015. We need to do this in order that

    congregations move to the next level of self funding sustainability (or not!) ............COMPLETE.

    NEW INITIATIVES:

    Encourage and implement NYI partnership between Quebec and Ontario: We held our

    first event in November 2015 in Ottawa, Ontario when both NYI groups met together for a weekend

    of ministry conversation and celebration.

    Pioneer ministry in western Quebec.....Quebec / Ontario border.

    Explore ministry opportunities in the Quebec City area.

    Encourage strongly Continuing Education of all ministry leaders.

    To teach Church of the Nazarene doctrine and polity in order to establish an authentic

    denominational / missional movement in this province. This will be done through workshops

    and seminars for Pastors and Church Boards.

    CONCLUSION: We are now in the 4th Year of the 4 year investment by the Church of the

    Nazarene, Global Mission Department, USA/CANADA Regional Office and the National Church of

    Canada. We have made progress regarding the need for the district to become self-sufficient.

    However, there is a long way to go. We must pray that God will help us to find a way forward that will

    establish the Canada Quebec District on a solid financial foundation. Increased giving at the local

    level is an absolute necessity. From that source, pastors should be remunerated adequately for their

    service, World Evangelism Fund at 5.5% of all monies raised and the payment of District Tithe (10%

    of local tithes and offerings) are nonnegotiable components of a healthy, vibrant, self-sustaining and

    missional district. I remind you of these things with a sense of urgency, dependence upon God and

    the obedience of His children.

    I would express my love and sincere gratitude to my wife Pat and to my family for their

    understanding and encouragement to serve in this role. Yes, there are added responsibilities, yes

    there are many more nights away from home, but, there is the great joy of serving Jesus and His

    Church, to Him be the Glory now and forever.........AMEN.

    2. Assistant District Superintendent

    General Superintendent, Dr. Gustavo Crocker; District Superintendent, Reverend Ian Fitzpatrick; National Director: Dr. Clair MacMillan; Pastors, Delegates and friends of this the Thirty-seventh Annual District Assembly of the

    Canada Quebec District Church of the Nazarene.

    I am honoured to bring to you my third report as Assistant District Superintendent. I have been blessed to work alongside our District Superintendent, Rev. Ian Fitzpatrick these past three years. I thank God for the godly wisdom and steady hand with which he continues to lead both the Canada Central and Canada Quebec Districts.

    The Christian heritage of godly parents who taught me about the love of Jesus right from birth, is not something I take for grantedI recognize how blessed I am. I gave my life to Jesus at a young age. He sanctified and cleansed my heart a few years later, and has been faithful in keeping me through all these years. He has blessed me with a wonderful wife, and has blessed Pat and I with three great children. We want to thank our district family for your prayers this past year as I journeyed through two cancers. God has been faithful and I am cancer free. Praise God!

    Allow me to share with you, how God is helping us to fulfill the mission He has given us.

    There are three specific areas of ministry Im responsible for on our two districts: New Church Development, Congregational Health, and Transformational Leadership Development.

    NEW CHURCH DEVELOPMENT

    At our 2013 District Assembly we set a goal of starting at least 30 new congregations across Ontario and Quebec. We need different kinds of churches for different kinds of people. With some twenty million people in our two provinces needing to experience a relationship with God, there is urgency and a real need to join Him in what He is already doing to reconcile people to Himself in our communities.

    Its been three years since setting those goals. God has helped us to start 12 new congregations/ministries to date. We praise the Lord for what He is doing through New Church Development in Ontario and Quebec. As we continue to work towards our goal, here are some of the things that will assist us to not only realize them but to surpass them.

    1. Training

    USA/Canada New Church Development has partnered with Dynamic Church Planting International (www.dcpi.org) to provide sound and affordable training. The training is built upon 12 biblical principles of church planting.

    We currently have 3 certified DCPI trainers in Ontario and Quebec: Reverend Hector Del Valle (Hispanic Trainer), Reverend Junior Sorzano, and myself (English Trainers). Reverend Sorzano is a Master Trainers, able to certify Trainers. I am a Senior Master Trainer, able to certify Master Trainers and Trainers. I thank God for these two gentlemen who are dedicated to further the mission of the church through church planting. In July, we plan to certify two trainers in Quebec.

    Four training courses have been conducted to date: In Ontario, Reverend Del Valle directed a Spanish CPE, Reverend Sorzano directed an English CPE, and I directed an English CPC. In Quebec I directed a bi-lingual CPC. Over 60 pastors and leaders attended these DCPI training events.

    2. Assessing

    The Church Planter Assessment Center (http://usacanadaregion.org/assessment) is an intensive four-day event during which ministers and spouses are observed and evaluated to determine the appropriateness of a specific minister to serve as the founding pastor of a new church.

    To date, we have sent candidates to Assessment Centres in US locations. We are yet to organize a Canadian Assessment Centre. We hope to do so in the near future.

    3. Mentoring

    As church planters are assessed and trained, our desire is to develop a Church Planting Mentor Team, who have themselves planted, and have been through DCPIs Becoming A Mentor course. Each planter will then be assigned a mentor to journey with them through the planning and the planting process.

    HEALTHY EXISTING CONGREGATIONS

    We recognize that church planting cannot be our sole focus. We must also invest in our existing congregations. Its not an either/or Its a both/and.

    According to the 2014 General Superintendents Report, Research tells us that the average lifespan of a local church is 40 70 years. In Canada Central, 50% of our churches were birthed more than 40 years ago25% were birthed more than 70 years ago. We must plant new churches. No local congregation will last forever, so every congregation needs to be thinking of its legacy. Starting new congregations extends the reach and ministry of the mother congregation long after it ceases to exist.

    Having said that, we need to be very focused on every existing congregation, working towards becoming healthySelf-Propagating (Spiritually Healthy), Self-Supporting (Financially Healthy), and Self-Governing (Leadership Healthy). We need to extend the lives of all our churches. We also need healthy churches planting healthy new congregations.

    This new church year, we are embarking on a new church health initiative in Ontario (Our desire is that in the near future, well be able to initiate a similar program in Quebec). This is a Three-Step Process:

    1. Church Health Workshop: This three-hour workshop is designed for pastors, church boards, and ministry leaders. It will be offered in 4 geographical locations across Ontario. It will be an interactive time of information sharing and guided church health analysis.

    2. Church Health Dynamics: This twenty-one-hour course is designed for the pastor and church leader who want to lead their church to a vibrant future with greater community impact and deeper discipleship. This three-day event provides practical tools to implement systems for growing a dynamic, missional church. The course is built upon twelve Biblical Principles and eight Critical Systems of a Healthy Church.

    3. Church Health Impact Team: This team is created to do an in-depth assessment of local churches who, after the Church Health Workshop, and the Church Health Dynamics Course, extends an invitation to the team.

    TRANSFORMATIONAL LEADERSHIP

    As we work towards being change agents in our communities, we continue to offer two vehicles in our efforts to intentionally develop transformational leaders.

    1. Equipping for Effective Ministry

    This is a bi-monthly workshop series designed for the licensed minister working towards ordination. The workshops cover practical areas through an interactive format. After receiving the training, attendees have the opportunity to work through what and how they can implement what was learned, in their ministry context.

    Though they are designed for the licensed minister, all pastors and lay leaders are welcomed, and a number have taken advantage of these equipping opportunities.

    These sessions are held at the Canada Central District Office and are available by GoToMeeting Video Conferencing to pastors and leaders across Ontario and Quebec.

    2. Ministry Development Centre (MDC)

    QNBI MDC has gone through some changes this year. All classes are now held at the Canada Quebec District Office. A new format has been set for the courses a mix of in class as well as directed study. While allowing flexibility, especially for the bi-vocational pastor, the quality and required standard of the MDC curriculum will be adhered to. Dr. Jocelyn Severe is the director of this MDC, with the direction of an appointed QNBI Board.

    In Ontario, Reverend Donna Wilson leads the Georgian Bay Missional Zone MDC, and the Western Missional Zone MDC has reopened under the leadership of Reverend Rose Sorzano.

    We are thankful for these leaders commitment to the preparation of ministerial candidates in Quebec and Ontario.

    CONCLUSION

    I am grateful to God for all the things He is doing among us. To Him be all the glory and praise. I believe He is going to do even greater things through our ministries across Canada Central

    I thank God for my wife, Pat and our children, Nicole, Shauna, and Dylan. They continue to be a great support of the ministry role God has called me to.

    Dear Pastors and Friends,

    In the name of all the pastors and members of the Haitian churches of Quebec, I greet you in the name of Jesus.

    I must note that, despite all the difficulties we encounter in our work to advance the kingdom of God, we are firm and unshakable and our ties are still solid, and are becoming more and more so. I encourage you to keep on the path and not to give up because the Lord doesnt reward us at the beginning, but at the end of the race. Therefore you must fight until the final victory, for your reward will be great. Also, I encourage you to remain in prayer so God will help you to overcome the enemy.

    As for us, we dont miss any occasion to meet together and gathering news from the churches and also taking time to pray for each other. There are ten Haitian Nazarene churches and our goal is to work very hard to increase that number. To attain this objective, we must continue to move forward without ceasing in evangelism in order to conquer and reach new territories for the Lord. We thank the Lord for the presence of Pastor Ednal Marc at the Longueuil Church of the Nazarene.

    I want to take this opportunity to ask all the pastors and the members of their respective congregations to participate fully in the Annual Convention of the Haitian Nazarene Churches of the US and Canada. This year, this great event will be held in Montreal from the 14th to the 17th of July 2016.

    I remind you that this convention will be a way for all of us to strengthen our bonds of love.

    As for the Quebec Nazarene Bible Institute, courses are offered at the District office on specified Saturdays from 9:00 AM to 3:30 PM.

    Let us keep praying that God will open new doors.

    Colleagues, Members and Delegates of the Assembly,

    Dear Pastors and Friends,

    As coordinator, this year I have worked with Pastor Mohan by trying to help him re-start the Grace church. They are presently meeting in Pastor Mohan's sister's place, with the hopes that they could one day move into a rental property. We feel that this would help the church to once again begin to grow and reach out to different people groups. We have also discussed the idea of maybe bringing to someone in to be trained. In order to take over for pastor Mohan when he returns back to Trinidad for the winter months.

    We held one English speaking Pastors breakfast where each one was encouraged to bring their concerns and prayers for their ministries and their families. Then we had a time of prayer. My hope is that we would be doing this regularly in the future.

    I also took part on a panel to discuss marriages. This was held at first church on valentines weekend. I am planning on working with Pastor Dianna to start a mens group here at first church in the near future.

    General Superintendent, Dr. Gustavo Crocker; District Superintendent, Reverend Ian Fitzpatrick; National Director: Dr. Clair MacMillan; Pastors, Delegates and friends of this the Thirty-seventh Annual District Assembly of the

    Canada Quebec District Church of the Nazarene.

    I am honored and humbled to present this NMI report to you this year. I attended the district NMI presidents convention. Leaders from across Canada and the US met and were inspired to continue to support the work of missions around the world.

    In January, missionaries Stephane and Sandra Tibi, from South Africa were on deputation on the district. They did a weekend of teaching and training.

    I met with the Pastors on three occasions to share with them my vision for the district and NMI. I was well received by the pastors and hope that the vision was effectively communicated.

    Over years, the district NMI spent much time training and informing the churches about missions. We have received physical and financial support from other districts across Canada and the US. It is time for our churches to stand on their own and stand strong and united. Some of our churches are self supporting, but most are not.

    I proposed to the pastors that we begin firstly, by creating a district directory of all the available skills including small business in their churches. This is in an effort to create an awareness of the resources available on the district.

    Secondly, to develop a group who will be willing to share their skills as a part of a District Work and Witness Team. Many of the churches need help and I believe that God has already given us the resources to meet these needs. It is now for us to come together as a district and work together.

    Thirdly is my desire to have another bus load of leaders and potential leaders attending General Convention next year. This will be the third time for us to travel as a district by bus to the Convention. I suggest that you consider sending at least 4 leaders from your church including your pastor and spouse. Begin in the month of July to send 50$ per person to the district office cheques made out to the district NMI. Details are available at the presentation table in the gym.

    Pastors and leaders, the success of this district lies in your obedience to God and your willingness to work together in unity. If you have not yet done so, please visit the tables in the gym for more information on the missions projects.

    I would like to take the time now to recognize those churches who have financially supported Global Missions.

    I thank the District Superintendent and the NMI Council for their support. Let us work together for the future of our district and the future of missions.

    6. Sunday School and Discipleship Ministries Chairperson

    Madame District Secretary,

    Dear pastors, delegates, teachers, distinguished guests, workers and friends,

    Dearly loved brothers and sisters, I greet you in the precious name of our Lord and Savior

    Jesus Christ. We are already in our thirty seventh District Assembly.

    2015/2016 was a successful year for the SDMI in terms of the activities and discipleship

    many churches who emphasized the training of teachers and leaders of our churches. As every

    year, we we multiplied our meetings, our visits to help and equip our churches emphasized the

    training of teachers.

    We do not stop glorifying the Lord's name for Sunday school classes which are multiplying

    in our churches. The SDMI Convention of April 9, 2016 under the theme Study to show thyself

    approved unto God 2 Timothy 2:15 was a success thanks to the participation of pastors, churches,

    presidents of the Sunday school, translators, musicians and especially to the speakers: Kerby

    Stavropoulos, Marg Stahlbaum, Felix Paulus, Pasteur Steve Ottley and District Superintendent Ian

    Fitzpatrick. Also we are very grateful for the good work done by the beloved sister Paula Augustus

    and her kitchen team. In a particular way, I thank my wife Guirlne P. Julien and my children for their

    spiritual and physical support.

    We have many projects to help our churches to make disciples for Christ and we are

    pleased to see how the Holy Spirit manifests His power in all our churches in the study of the Epistle

    to the Romans. We ask your prayers for our fourth edition of the great Inter Church Contest which

    will be held this 2016 summer.

    Also, we held many other activities centered on training leaders and Youth of our churches,

    such as:

    I encourage you all to remain firm in the faith, the fraternal love and the teaching because

    Sunday School is the heart that makes breathe the church and it is the ideal place to train

    disciples.

    B. DISTRICT BOARDS AND STANDING COMMITTEES

    1. District Advisory Board

    The District Advisory Board has met throughout the 2015-2016 year on seven (7) occasions to

    ful-fill its duties as outlined in the Manual. Minutes have been officially recorded and are kept on file

    by the District. We are thankful for our District Superintendent, Rev. Ian Fitzpatrick, who has guided

    us with Spirit-led wisdom, and a forward-thinking attitude.

    Following is a summary of the Boards work:

    1. Approved the motion to drop the PAC Iglesia del Nazareno de Laval and CTM Anjou

    2. Approved the motion to change the name of the Bible Institute for: QNBI-MDC (Quebec

    Nazarene Bible Institute-Ministry Development Center);

    3. Approved the new Board for the QNBI/MDC:

    a. Dr. Jocelyn Severe. Director;

    b. Jean Lexandre Julien. Administrator;

    c. Rev. Steve Ottley, Representative of the District Superintendent;

    d. Rev. Randy Barrington. Responsible for the availability of courses translated into

    different languages;

    e. Marcel P. Michel. Courses Coordinator.

    f. Manuel Vazquez. Responsible for set up the library (physical and virtual).

    4. Approved the new format for the QNBI-MDC Courses:

    - 12 hours in class teaching (Saturday)

    - 2 Books to be read prior to class

    - 12 hours Independent Study

    - Book Review (3 pages)

    - Course Review (5 pages)

    5. Approved the recommendation made by the QNBI-MDC Board to buy three computers

    and one printer;

    6. Approved the motion to affirm and support the real estate transaction on the donation of

    Ormstown property to the Franklin Centre Church of the Nazarene; and in the event of

    dissolution, the reinvestment of those funds for ministry in the Chateauguay Valley.

    7. Approved the appointment of Paul Seguin as Associate Pastor at Franklin Centre Church

    of the Nazarene;

    8. Approved the appointment of Ednal Marc as Pastor at Longueuil Church of the Nazarene;

    9. Approved the motion to host the Haitian Convention Church of the Nazarene USA/Canada

    from Thursday July 14th to Sunday July 17th, 2016 in Montreal;

    10. Approved recommendations made by District Ministerial Credentials;

    11. Advised and consulted with the District Superintendent on matters for the continued work

    of ministry in the Quebec District.

    12. Approved the renewal of Marie Nellie Thimoleons EVR status.

    C. DISTRICT ASSEMBLY COMMITTEES

    1 (A) Finance Committee Report We, your committee on District Assembly Finance, have met and recommend the following:

    1. That all local churches send a tithe of their full income to the district office each month. From that tithe, we will pay all of the district, educational, new start and other commitments.

    2. That all our local churches pay 5.5% of their local income as their commitment to the World Evangelism Fund. That money should be sent to the National Office twice a year, during October and April. (20 Regan Road, Unit 9, Brampton, ON, L7A 1C3)

    3. That each local church contributes regularly to the pension fund established for the retirement of its pastor.

    4. That each church will be sent 3 copies of the district journal and one copy will be given to each auxiliary president at district expense. Additional copies may be ordered from the district office at a cost of $5 each.

    5. That each church provides adequate fire and liability insurance for buildings and contents where applicable to the extent of at least 90% of replacement value.

    6. That all mileage to District Board and committee meetings will be reimbursed at flat rate of $25.00 per meeting.

    7. That the financial records of the district and its organizations be audited annually and that each church has its financial records audited annually, at their expense, in harmony with Manual paragraph 129.23

    8. That we adopt the following operating budget in part B of this report for the coming church year.

    The 37th Canada Quebec District Assembly was opened at 1:30 pm with prayer by District

    Superintendent Ian Fitzpatrick. The District Superintendent then introduced the presiding General

    Superintendent Dr. Gustavo Crocker.

    Dr. Crocker called the meeting to order and asked the assembly to join in song worship.

    He then turned the organizational matters over to District Secretary, Claudia Avila. The recording

    secretary: John Schulman; statistical secretary: Claudia Avila; Pages: Vanesa Manroop and

    Estefania Vazquez; Board of Tellers: Marlene Bayley-Brown and Vanesa Manroop. Translation:

    Jean Charest; The voting area will be the center section of the auditorium. There was a motion to

    accept the above, seconded and carried.

    Dr. Crocker brought greetings from the Nazarene church and the Board of General

    Superintendents. Special greetings from Angela a Syrian refugee living in Armenia.

    Dr. Crocker introduced Rev. Ian Fitzpatrick and called on the District Superintendent to

    give his report. Rev. Fitzpatrick extended greetings to Dr. Crocker and his wife Rachel. A gift was

    given to Dr. Croker and Rachel as a token of appreciation for their sacrifice and service. Rev.

    Fitzpatrick gave a message of encouragement and dedication based on Ephesians 3:14-21. His

    written report is included with these minutes. There was a motion to receive the District

    Superintendents report, seconded and carried.

    Dr. Crocker referred the delegates to The Board of Ministry report and the report was

    adopted on a motion, seconded and carried.

    Dr. Crocker presented the Nominating Committee report for election to the District

    Advisory Board, and Alternate Delegate to General Assembly 2017, after the ballot was explained it

    was distributed and the voting was completed. The Tellers were dismissed to tally the ballots.

    The District Advisory Board report was received on a motion, seconded and carried.

    The District Treasurer`s report was presented and read; it was adopted on a motion

    seconded and carried.

    The Finance Committee report, was presented as printed. There was a motion for this

    report to be adopted, the motion was seconded and carried.

    The General Superintendent then invited Dr. Clair MacMillan to give The National

    Director`s report. A motion to adopt this report was seconded and carried.

    Dr. Riley Coulter, Ambrose University College president, was asked to come before the

    assembly to receive a gift from the Nazarene Church for his retirement. His report is included in the

    Assembly Journal.

    The Assistant District Superintendent the Anglo and the Haitian Church Coordinators

    reports are printed in the journal.

    The following pastors reports for their churches were presented:

    The General Superintendent thanked the pastors on behalf of the church and encouraged

    them with prayer in their work for Him.

    A motion was made to adopt these reports, seconded and carried.

    The Tellers reported the results of the balloting, 48 votes were cast, Marc Fortin (40)

    elected as lay member to the District Advisory Board for four years. The alternate delegate to 2017

    General Assembly, Randy Barrington (23), Jean-Louis Lovanis (33), elected for four years. The

    results were accepted by a motion, seconded and carried.

    Dr. Crocker declared the business of the district assembly concluded and a motion was

    introduced to adjourn the meeting following the conclusion of the ordination service this evening, the

    motion was seconded and carried.

    The Assistant District Superintendent closed the afternoon session with prayer.

    SATURDAY EVENING, JUNE 11, 2015 6:30 PM

    WORSHIPING SERVICE

    (Montreal First Church, DDO)

    The resumption of the meeting was opened with welcome the congregation and a prayer

    by the District Superintendent.

    The District Superintendent turned the service over to Dr. Crocker who stated the purpose

    and Invocation of the service.

    The youth group of Montreal-Nord Church led the congregation in the hymn Holiness

    Unto the Lord in English and French. As the hymn was being sung, the ordinand and his wife were

    led into the sanctuary by District Secretary, who presented Jean Lexandre Julien for ordination as

    elder to Dr. Gustavo Crocker.

    Dr. Crocker received the ordinand and proceeded to his examination.

    Rev. Lovanis Jean-Louis read to the congregation the Scripture from 2 Timothy 4:1-8 .

    The District Superintendent presented renewal District Licenses for Simon Lapointe,

    Emmanuel Malivert, Seepersad Mohan, Paul Richard Sguin, Marie Nellie Thimoleon Leonard and

    Saul Vazquez. Rev. Fitzpatrick challenged those granted a District Ministers license by vote of this

    District Assembly: Marie Yola Joseph Severe, Ednal Marc and Vilus Pierre. A blessing was prayed

    for each of these licensed ministers by the District Superintendent.

    A distinguished Service Award was presented by Mrs. Rachel Crocker to Mrs. Claudia

    Avila for dedicated service to Christ and His Church.

    Musical contributions from several of our churches led the gathering into congregational

    singing, displaying a diverse range of worship music styles in French, Creole and English.

    Dr. Gustavo Crocker preached a powerful sermon entitled One can make a difference. In

    times of Ezekiel (Eze 22:30) there was sin, slavery, corruption; the Church needed renewal, revival.

    God was looking for one, so the land will not be destroyed, but He couldnt find one. God was

    looking for someone would answer: Here I am. Send me (Is 6:8).

    Dr. Crocker highlighted that there is no need to go somewhere else, the need is here in

    this country. God is looking for one who could lead the people back to Him, to stand in the gap. We

    are Gods plan to communicate the good news to others.

    Dr. Crocker concluded his message challenging the congregation. We are His plan and

    He is looking for someone. The question is would you be that one? (Live translation provided by

    Rev. Joelle Constant).

    Following the sermon, Dr. Crocker invited the ordinand and all ordained elders to the

    platform. He issued a charge to the ordinand and led in the ordination ritual over him.

    The District Superintendent thanked all concerned for their service on behalf of the

    assembly. He then closed the meeting with prayer and adjourned the 37th District Assembly.

    It is my joy and privilege to bring to you my third report as District Superintendent. Since my

    appointment in June 2013 we continue to build strong and lasting relationships. I believe that we

    have addressed several important issues and that we are well positioned to fulfill the mandate and

    mission of Jesus in this great province.

    THANKS & RECOGNITION: My contribution to this ministry is meant to help, add to, and

    compliment what already exists. I wish to thank my immediate predecessor Dr. Clair MacMillan for

    his wise and dedicated leadership and I thank you all for your faithfulness to God, His Church and

    The Church of the Nazarene, local district and global. Thank you to the members of the Quebec

    District Advisory Board for your partnership in ministry. I am blessed to serve alongside you. I

    would also take this opportunity to thank our Executive Administrative Assistant Mrs. Claudia Avila

    for her Godly ministry. She fulfills her responsibilities with grace and efficiency. Her role on this

    district cannot be underestimated and these words of thanks can only go so far to express my

    gratitude. I wish also to thank District Treasurer, Mr. Don Tweedle, who serves both Canada

    Central and Canada Quebec districts. Dons ministry in this crucial area is fulfilled with clarity and

    grace. I would also thank my Assistant District Superintendent, Reverend Steve Ottley. Steves

    ministry allows me to fulfill these expanded responsibilities. I am so grateful for this arrangement. I

    would be remiss if I did not take this opportunity to thank the Canada Central District Advisory Board

    and the people of the district for their willingness to embrace this new arrangement for me to serve

    both districts.

    ACCOUNTABILITY:

    I have sought to be physically present in Quebec as much as I can. My visits to the district

    include convening District Advisory Board meetings (7), preaching at local churches, meeting

    individuals and speaking at the SDMI Convention April 2016. In addition to regularly scheduled visit

    there has been the need to address some continuing local church issues. This is all part of the

    responsibility of the role of the superintendent and I seek to fulfill this with the help of God.

    I wish to thank our HAITIAN COORDINATOR: Dr. JOCELYN SEVERE: and ENGLISH

    COORDINATOR: REV RANDY BARRINGTON for their work serving in this important role. I will

    comment further on this later in this report. As the district develops, it is my desire to create a

    QUEBECOIS and SPANISH COORDINATOR positions. As we continue to develop our ministry to

    all people groups, I believe we are best served through missional leaders who are familiar with

    language and cultural expression.

    NMI 100th Anniversary Project: I am happy to report that the Canada Central District NMI

    Council has decided to make Quebec the anniversary project. Canada Central NMI will match (two

    to one) funding for Quebec Nazarene Bible Institute. We are seeking to purchase laptop computers

    and library resources (electronic & hard copies). We believe that this equip the institute to better

    serve in the role of leadership development in Quebec..........UPDATE: The Quebec Nazarene

    Bible Institute (Ministry Development Centre) has now re-located to the District Centre, 451

    Spring Garden, Dollard-des-Ormeaux (Montreal) and the above described equipment has now

    been purchased and is being used by the students. This is truly a tremendous step forward.

    INTO THE FUTURE:

    As we anticipate an exciting future let us remember that we are part of a great church in the

    Wesleyan/Arminian tradition. We are CONNECTED to each other, not only through an

    organizational system, but also by the Holy Spirit. We have a mission and we are part of a mission

    that produces...

    Intentional Leadership Development

    Vibrant Church Renewal

    Clear and Coherent Theological Identity

    Passionate Missional Outreach

    Multi-Faceted New Church Development

    Let it be our goal, let it be our wish and let it be our strong desire to align ourselves with

    these seven missional priorities so that we all can become better equipped to serve the Lord and His

    Church.

    SPECIFIC RECOMMENDATIONS MADE IN 2015 & STATUS UPDATE

    In November 2014 we convened a joint meeting of the Quebec and Central District Advisory

    Councils with General Superintendent, Dr. Jerry Porter; USA/Canada Regional Director, Dr. Bob

    Broadbooks; National Director, Dr. Clair MacMillan and the National Board Executive Committee.

    There was much discussion about next steps in the relationship between the two districts. Since

    that time, we have had further individual discussions and following a presentation to the above, I

    now make the following recommendations for implementation.

    That we continue to operate as two districts (Canada Central & Canada Quebec)

    under the leadership of one District Superintendent: There are many reasons why we cannot

    and should not seek to merge at this time. However, we can fulfill the missional objective under this

    two district/one D.S. model (with a few modifications).............COMPLETE.

    That we appoint a Haitian Co-ordinator who will take care of the micro leadership of

    this segment of our district family: I am happy to provide macro leadership of the entire district

    but the coordinator will deal with the on the ground issues and will be the liaison between Haitian

    ministries and me............COMPLETE.

    We move Quebec Nazarene Bible Institute from the premises of the St. Michel Church

    to the District Office. All classes will be held at the new centre and webinar meetings will be

    conducted from this new hub. This will open up the potential for leadership development in a

    geographically more accessible venue.............COMPLETE.

    That we appoint Reverend Diana Bradshaw to the District Advisory Board: This will

    broaden the multi cultural representation of leadership on the district............COMPLETE.

    That Manuel Vazquez be appointed as the Quebec District Vision Co-ordinator:

    Manuel is the author of a document entitled The Quebec District Model in which he has recorded

    findings from his research of the history and condition of the Quebec District. From this he has made

    several suggestions for strategic forward missional movement. I want him to deliver this to the on

    the ground ministries within the district. Reverend Steve Ottley assisted Manuel in the production of

    this work............COMPLETE.

    That we reduce Newstart funding by 50% effective Church Year 2015/2016: This has

    been endorsed by the District Advisory Board in May 2015. We need to do this in order that

    congregations move to the next level of self funding sustainability (or not!) ............COMPLETE.

    NEW INITIATIVES:

    Encourage and implement NYI partnership between Quebec and Ontario: We held our

    first event in November 2015 in Ottawa, Ontario when both NYI groups met together for a weekend

    of ministry conversation and celebration.

    Pioneer ministry in western Quebec.....Quebec / Ontario border.

    Explore ministry opportunities in the Quebec City area.

    Encourage strongly Continuing Education of all ministry leaders.

    To teach Church of the Nazarene doctrine and polity in order to establish an authentic

    denominational / missional movement in this province. This will be done through workshops

    and seminars for Pastors and Church Boards.

    CONCLUSION: We are now in the 4th Year of the 4 year investment by the Church of the

    Nazarene, Global Mission Department, USA/CANADA Regional Office and the National Church of

    Canada. We have made progress regarding the need for the district to become self-sufficient.

    However, there is a long way to go. We must pray that God will help us to find a way forward that will

    establish the Canada Quebec District on a solid financial foundation. Increased giving at the local

    level is an absolute necessity. From that source, pastors should be remunerated adequately for their

    service, World Evangelism Fund at 5.5% of all monies raised and the payment of District Tithe (10%

    of local tithes and offerings) are nonnegotiable components of a healthy, vibrant, self-sustaining and

    missional district. I remind you of these things with a sense of urgency, dependence upon God and

    the obedience of His children.

    I would express my love and sincere gratitude to my wife Pat and to my family for their

    understanding and encouragement to serve in this role. Yes, there are added responsibilities, yes

    there are many more nights away from home, but, there is the great joy of serving Jesus and His

    Church, to Him be the Glory now and forever.........AMEN.

    2. Assistant District Superintendent

    General Superintendent, Dr. Gustavo Crocker; District Superintendent, Reverend Ian Fitzpatrick; National Director: Dr. Clair MacMillan; Pastors, Delegates and friends of this the Thirty-seventh Annual District Assembly of the

    Canada Quebec District Church of the Nazarene.

    I am honoured to bring to you my third report as Assistant District Superintendent. I have been blessed to work alongside our District Superintendent, Rev. Ian Fitzpatrick these past three years. I thank God for the godly wisdom and steady hand with which he continues to lead both the Canada Central and Canada Quebec Districts.

    The Christian heritage of godly parents who taught me about the love of Jesus right from birth, is not something I take for grantedI recognize how blessed I am. I gave my life to Jesus at a young age. He sanctified and cleansed my heart a few years later, and has been faithful in keeping me through all these years. He has blessed me with a wonderful wife, and has blessed Pat and I with three great children. We want to thank our district family for your prayers this past year as I journeyed through two cancers. God has been faithful and I am cancer free. Praise God!

    Allow me to share with you, how God is helping us to fulfill the mission He has given us.

    There are three specific areas of ministry Im responsible for on our two districts: New Church Development, Congregational Health, and Transformational Leadership Development.

    NEW CHURCH DEVELOPMENT

    At our 2013 District Assembly we set a goal of starting at least 30 new congregations across Ontario and Quebec. We need different kinds of churches for different kinds of people. With some twenty million people in our two provinces needing to experience a relationship with God, there is urgency and a real need to join Him in what He is already doing to reconcile people to Himself in our communities.

    Its been three years since setting those goals. God has helped us to start 12 new congregations/ministries to date. We praise the Lord for what He is doing through New Church Development in Ontario and Quebec. As we continue to work towards our goal, here are some of the things that will assist us to not only realize them but to surpass them.

    1. Training

    USA/Canada New Church Development has partnered with Dynamic Church Planting International (www.dcpi.org) to provide sound and affordable training. The training is built upon 12 biblical principles of church planting.

    We currently have 3 certified DCPI trainers in Ontario and Quebec: Reverend Hector Del Valle (Hispanic Trainer), Reverend Junior Sorzano, and myself (English Trainers). Reverend Sorzano is a Master Trainers, able to certify Trainers. I am a Senior Master Trainer, able to certify Master Trainers and Trainers. I thank God for these two gentlemen who are dedicated to further the mission of the church through church planting. In July, we plan to certify two trainers in Quebec.

    Four training courses have been conducted to date: In Ontario, Reverend Del Valle directed a Spanish CPE, Reverend Sorzano directed an English CPE, and I directed an English CPC. In Quebec I directed a bi-lingual CPC. Over 60 pastors and leaders attended these DCPI training events.

    2. Assessing

    The Church Planter Assessment Center (http://usacanadaregion.org/assessment) is an intensive four-day event during which ministers and spouses are observed and evaluated to determine the appropriateness of a specific minister to serve as the founding pastor of a new church.

    To date, we have sent candidates to Assessment Centres in US locations. We are yet to organize a Canadian Assessment Centre. We hope to do so in the near future.

    3. Mentoring

    As church planters are assessed and trained, our desire is to develop a Church Planting Mentor Team, who have themselves planted, and have been through DCPIs Becoming A Mentor course. Each planter will then be assigned a mentor to journey with them through the planning and the planting process.

    HEALTHY EXISTING CONGREGATIONS

    We recognize that church planting cannot be our sole focus. We must also invest in our existing congregations. Its not an either/or Its a both/and.

    According to the 2014 General Superintendents Report, Research tells us that the average lifespan of a local church is 40 70 years. In Canada Central, 50% of our churches were birthed more than 40 years ago25% were birthed more than 70 years ago. We must plant new churches. No local congregation will last forever, so every congregation needs to be thinking of its legacy. Starting new congregations extends the reach and ministry of the mother congregation long after it ceases to exist.

    Having said that, we need to be very focused on every existing congregation, working towards becoming healthySelf-Propagating (Spiritually Healthy), Self-Supporting (Financially Healthy), and Self-Governing (Leadership Healthy). We need to extend the lives of all our churches. We also need healthy churches planting healthy new congregations.

    This new church year, we are embarking on a new church health initiative in Ontario (Our desire is that in the near future, well be able to initiate a similar program in Quebec). This is a Three-Step Process:

    1. Church Health Workshop: This three-hour workshop is designed for pastors, church boards, and ministry leaders. It will be offered in 4 geographical locations across Ontario. It will be an interactive time of information sharing and guided church health analysis.

    2. Church Health Dynamics: This twenty-one-hour course is designed for the pastor and church leader who want to lead their church to a vibrant future with greater community impact and deeper discipleship. This three-day event provides practical tools to implement systems for growing a dynamic, missional church. The course is built upon twelve Biblical Principles and eight Critical Systems of a Healthy Church.

    3. Church Health Impact Team: This team is created to do an in-depth assessment of local churches who, after the Church Health Workshop, and the Church Health Dynamics Course, extends an invitation to the team.

    TRANSFORMATIONAL LEADERSHIP

    As we work towards being change agents in our communities, we continue to offer two vehicles in our efforts to intentionally develop transformational leaders.

    1. Equipping for Effective Ministry

    This is a bi-monthly workshop series designed for the licensed minister working towards ordination. The workshops cover practical areas through an interactive format. After receiving the training, attendees have the opportunity to work through what and how they can implement what was learned, in their ministry context.

    Though they are designed for the licensed minister, all pastors and lay leaders are welcomed, and a number have taken advantage of these equipping opportunities.

    These sessions are held at the Canada Central District Office and are available by GoToMeeting Video Conferencing to pastors and leaders across Ontario and Quebec.

    2. Ministry Development Centre (MDC)

    QNBI MDC has gone through some changes this year. All classes are now held at the Canada Quebec District Office. A new format has been set for the courses a mix of in class as well as directed study. While allowing flexibility, especially for the bi-vocational pastor, the quality and required standard of the MDC curriculum will be adhered to. Dr. Jocelyn Severe is the director of this MDC, with the direction of an appointed QNBI Board.

    In Ontario, Reverend Donna Wilson leads the Georgian Bay Missional Zone MDC, and the Western Missional Zone MDC has reopened under the leadership of Reverend Rose Sorzano.

    We are thankful for these leaders commitment to the preparation of ministerial candidates in Quebec and Ontario.

    CONCLUSION

    I am grateful to God for all the things He is doing among us. To Him be all the glory and praise. I believe He is going to do even greater things through our ministries across Canada Central

    In the name of all the pastors and members of the Haitian churches of Quebec, I greet you in the name of Jesus.

    I must note that, despite all the difficulties we encounter in our work to advance the kingdom of God, we are firm and unshakable and our ties are still solid, and are becoming more and more so. I encourage you to keep on the path and not to give up because the Lord doesnt reward us at the beginning, but at the end of the race. Therefore you must fight until the final victory, for your reward will be great. Also, I encourage you to remain in prayer so God will help you to overcome the enemy.

    As for us, we dont miss any occasion to meet together and gathering news from the churches and also taking time to pray for each other. There are ten Haitian Nazarene churches and our goal is to work very hard to increase that number. To attain this objective, we must continue to move forward without ceasing in evangelism in order to conquer and reach new territories for the Lord. We thank the Lord for the presence of Pastor Ednal Marc at the Longueuil Church of the Nazarene.

    I want to take this opportunity to ask all the pastors and the members of their respective congregations to participate fully in the Annual Convention of the Haitian Nazarene Churches of the US and Canada. This year, this great event will be held in Montreal from the 14th to the 17th of July 2016.

    I remind you that this convention will be a way for all of us to strengthen our bonds of love.

    As for the Quebec Nazarene Bible Institute, courses are offered at the District office on specified Saturdays from 9:00 AM to 3:30 PM.

    Colleagues, Members and Delegates of the Assembly,

    Dear Pastors and Friends,

    As coordinator, this year I have worked with Pastor Mohan by trying to help him re-start the Grace church. They are presently meeting in Pastor Mohan's sister's place, with the hopes that they could one day move into a rental property. We feel that this would help the church to once again begin to grow and reach out to different people groups. We have also discussed the idea of maybe bringing to someone in to be trained. In order to take over for pastor Mohan when he returns back to Trinidad for the winter months.

    We held one English speaking Pastors breakfast where each one was encouraged to bring their concerns and prayers for their ministries and their families. Then we had a time of prayer. My hope is that we would be doing this regularly in the future.

    I also took part on a panel to discuss marriages. This was held at first church on valentines weekend. I am planning on working with Pastor Dianna to start a mens group here at first church in the near future.

    5. District NMI President

    Canada Quebec District Church of the Nazarene.

    I am honored and humbled to present this NMI report to you this year. I attended the district NMI presidents convention. Leaders from across Canada and the US met and were inspired to continue to support the work of missions around the world.

    In January, missionaries Stephane and Sandra Tibi, from South Africa were on deputation on the district. They did a weekend of teaching and training.

    I met with the Pastors on three occasions to share with them my vision for the district and NMI. I was well received by the pastors and hope that the vision was effectively communicated.

    Over years, the district NMI spent much time training and informing the churches about missions. We have received physical and financial support from other districts across Canada and the US. It is time for our churches to stand on their own and stand strong and united. Some of our churches are self supporting, but most are not.

    I proposed to the pastors that we begin firstly, by creating a district directory of all the available skills including small business in their churches. This is in an effort to create an awareness of the resources available on the district.

    Secondly, to develop a group who will be willing to share their skills as a part of a District Work and Witness Team. Many of the churches need help and I believe that God has already given us the resources to meet these needs. It is now for us to come together as a district and work together.

    Thirdly is my desire to have another bus load of leaders and potential leaders attending General Convention next year. This will be the third time for us to travel as a district by bus to the Convention. I suggest that you consider sending at least 4 leaders from your church including your pastor and spouse. Begin in the month of July to send 50$ per person to the district office cheques made out to the district NMI. Details are available at the presentation table in the gym.

    Pastors and leaders, the success of this district lies in your obedience to God and your willingness to work together in unity. If you have not yet done so, please visit the tables in the gym for more information on the missions projects.

    I would like to take the time now to recognize those churches who have financially supported Global Missions.

    Dearly loved brothers and sisters, I greet you in the precious name of our Lord and Savior

    Jesus Christ. We are already in our thirty seventh District Assembly.

    2015/2016 was a successful year for the SDMI in terms of the activities and discipleship

    many churches who emphasized the training of teachers and leaders of our churches. As every

    year, we we multiplied our meetings, our visits to help and equip our churches emphasized the

    training of teachers.

    We do not stop glorifying the Lord's name for Sunday school classes which are multiplying

    in our churches. The SDMI Convention of April 9, 2016 under the theme Study to show thyself

    approved unto God 2 Timothy 2:15 was a success thanks to the participation of pastors, churches,

    presidents of the Sunday school, translators, musicians and especially to the speakers: Kerby

    Stavropoulos, Marg Stahlbaum, Felix Paulus, Pasteur Steve Ottley and District Superintendent Ian

    Fitzpatrick. Also we are very grateful for the good work done by the beloved sister Paula Augustus

    and her kitchen team. In a particular way, I thank my wife Guirlne P. Julien and my children for their

    spiritual and physical support.

    We have many projects to help our churches to make disciples for Christ and we are

    pleased to see how the Holy Spirit manifests His power in all our churches in the study of the Epistle

    to the Romans. We ask your prayers for our fourth edition of the great Inter Church Contest which

    will be held this 2016 summer.

    Also, we held many other activities centered on training leaders and Youth of our churches,

    such as:

    I encourage you all to remain firm in the faith, the fraternal love and the teaching because

    Sunday School is the heart that makes breathe the church and it is the ideal place to train

    disciples.

    1. District Advisory Board

    The District Advisory Board has met throughout the 2015-2016 year on seven (7) occasions to

    ful-fill its duties as outlined in the Manual. Minutes have been officially recorded and are kept on file

    by the District. We are thankful for our District Superintendent, Rev. Ian Fitzpatrick, who has guided

    us with Spirit-led wisdom, and a forward-thinking attitude.

    Following is a summary of the Boards work:

    Ormstown property to the Franklin Centre Church of the Nazarene; and in the event of

    dissolution, the reinvestment of those funds for ministry in the Chateauguay Valley.

    7. Approved the appointment of Paul Seguin as Associate Pastor at Franklin Centre Church

    of the Nazarene;

    8. Approved the appointment of Ednal Marc as Pastor at Longueuil Church of the Nazarene;

    9. Approved the motion to host the Haitian Convention Church of the Nazarene USA/Canada

    from Thursday July 14th to Sunday July 17th, 2016 in Montreal;

    11. Advised and consulted with the District Superintendent on matters for the continued work

    of ministry in the Quebec District.

    C. DISTRICT ASSEMBLY COMMITTEES

    1 (A) Finance Committee Report We, your committee on District Assembly Finance, have met and recommend the following:

    1. That all local churches send a tithe of their full income to the district office each month. From that tithe, we will pay all of the district, educational, new start and other commitments.

    2. That all our local churches pay 5.5% of their local income as their commitment to the World Evangelism Fund. That money should be sent to the National Office twice a year, during October and April. (20 Regan Road, Unit 9, Brampton, ON, L7A 1C3)

    3. That each local church contributes regularly to the pension fund established for the retirement of its pastor.

    4. That each church will be sent 3 copies of the district journal and one copy will be given to each auxiliary president at district expense. Additional copies may be ordered from the district office at a cost of $5 each.

    5. That each church provides adequate fire and liability insurance for buildings and contents where applicable to the extent of at least 90% of replacement value.

    6. That all mileage to District Board and committee meetings will be reimbursed at flat rate of $25.00 per meeting.

    7. That the financial records of the district and its organizations be audited annually and that each church has its financial records audited annually, at their expense, in harmony with Manual paragraph 129.23

    8. That we adopt the following operating budget in part B of this report for the coming church year.
