The keynote speech and presentation of Paul Van Gardingen, of ESPA, at the IIED-hosted Innovations for equity in smallholder PES: bridging research and practice conference.

The presentation, made at the start of the conference, questioned whether ecosystem services could reduce poverty, concluding that yes, they could, providing a number of problems could be overcome.

Yes….. But!

• It’s often difficult to reach the poor.

• Households require access to key capitals– Land, water, natural resources,

finance, social, education.

• Good governance, effective institutions and markets are often required

• Capacity strengthening needs to be addressed

• But….• It’s not automatic or

even easy.• Badly designed

schemes can enhance poverty.

• There are risks of elite capture.

• Schemes may not be sustainable.
