FOREWORD
The nature of work is of composite type for the construction of buildings
and provision of other facilities including electrical. Many problems are being
faced by executing agencies due to lack of co-ordination between the various
department.
To ensure proper co-ordination, CAMTECH has prepared this report on
"Recommendation on procedure order for composite tender work for building
wiring".
This handbook also comprises general instructions and guidelines for
inspection and testing apart from recommendations for composite tenders. This
handbook will be useful for streamlining the joint procedure orders among
civil, electrical and other departments as well as will be useful for site officials.

PREFACE
This handbook on “Recommendation on procedure order for composite
tender work for building wiring" is prepared with the objective to unify and
standardize the joint procedure orders being used by various Railways.
In course of preparation of this report, some important guidelines for
work execution and inspection testing are also included which are referred
from Indian Standards related to subject matter.
CAMTECH has also recommended a layout for standardizing the
sequence of switches for light, fan and sockets. By adopting this standard
layout, it will be convenient for user to approach the light switch first while
entering in the room/premises.
It is clarified that this report/ handbook does not supersede any existing
provisions laid down by Indian Standards, RDSO or Railway Board/Zonal
Railways. This handbook is for guidance only and it is not a statutory
document.
I am sincerely thankful to ECM directorate of RDSO & all field
personnel who helped us in preparing this handbook. Technological up-
gradation & learning is a continuous process. Please feel free to write us for
any addition/ modification in this handbook.

INTRODUCTION
Due to difficulties being experienced in work of composite nature where Civil
Engineering and Electrical works both are involved, such as service building/staff quarter
works, only composite tenders shall be invited to ensure better co-ordination of civil &
electrical works during construction of buildings/quarters.
1. GUIDELINES FOR INVITING COMPOSITE TENDERS
The following guidelines should be followed on inviting composite tenders:
1.1 Executing agencies fixed by both PHODs of civil and electrical department for
carrying out sanctioned composite works.
1.2 For construction of all buildings/quarters, composite tenders shall be invited by the
civil engineering department including civil and electrical works where civil
engineering cost forms the major percentage.
1.3 The main executing agencies calling the tenders for composite work, shall ask also
other departments like telecom department etc. for their work details in advance if
applicable.
1.4 The civil engineering department shall provide a plan for the building works to the
electrical department in advance for them to submit necessary electrical details.
1.5 The duties of the electrical department in respect to such building works where civil
engineering cost forms the major percentage are given below:
Following documents/details shall be provided by electrical department –
i. Technical specifications, drawing and wiring plan.
ii. Special conditions.
iii. Schedule of items with technical specification alongwith quantities.
iv. LAR of the items with supporting documents for the electrical portion in the
composite tender.
v. List of approved makes to be specified in the tender. The list of approved
makes for different items shall be reviewed periodically by competent
authority.
vi. Electrical department shall nominate electrical SSE/JE & officer responsible
for the work.
vii. Such composite tender shall have the tender schedule in two parts.
Part-I will be civil engineering portion and
part-II will be the electrical engineering portion.

1.6 The schedules should include all necessary items like air conditioning, fan hooks,
duct/ conduit for cables, wiring, road/floor crossing, telephone/ projector/ cable/ tv
connection etc. to facilitate expeditious commissioning of the building.
1.7 The tenderer shall be evaluated on total offer i.e. combined offer of part I & II. For
evaluation of the tender, technical and financial criteria shall be applied based on the
total cost of work i.e. including part I & II.
1.8 The contractor himself shall have valid electrical license or shall have a prior joint
venture (JV) with the sub-contractor having valid license for carrying out electrical
works. The details of which shall be furnished in tender by the main tenderer.
1.9 The tender committee shall have invariably an officer of electrical department as its
tender committee member. In case where the tender committee consists of only two
members, the 3rd member from electrical department should be co-opted.
1.10 The execution of electrical works shall be under the supervision of electrical
department and the measurement for the same shall be made separately through their
own measurement book.
1.11 The final payment shall be released by engineering department only after receiving
NOC from the electrical department for satisfactory completion of part-II works. The
final authority for any issue related to electrical work shall be controlling officer of
Electrical department.
1.12 For electrical works, which have a small element of civil engineering works, the
same procedure shall be followed and the composite tender for the work shall be
invited by the electrical department.
1.13 If an architect consultant is appointed, the scope consultancy should also include lay-
out of conduit, electrical points and fixtures.
1.14 The officer calling the tender from civil/electrical who controls the major portion of
contract shall be fully responsible for the progress of the civil as well as electrical
works. He shall extend all helps to other portion of contract.
1.15 After awarding of work, civil Engineering department shall provide a copy of LOA
to the electrical department.
1.16 Civil engineering department will inform to electrical department for the date of
starting of casting of roof work, plastering of walls etc. where ever electrical work
like conduit, duct, etc. is involved.
1.17 Before starting wiring and installation of electrical fitting and accessories,
information shall be given in writing by the controlling department / contractor to
other department.
The above procedure order (duly modifying to include local conditions if any)
may be jointly signed by PCE and CEE of Zonal Railways.

2. GUIDELINES FOR WORK PROCEDURE FOR COMPOSITE TENDERS
2.1 Time Schedule
i. Electrical installation in a new building should normally begin immediately on the
completion of the main structural building work.
ii. For concealed conduit wiring (except roof/ceiling), the work should start before
finishing work like plastering etc. has begun.
iii. Electrical wiring is to be concealed within the structures, the necessary fan hooks,
conduits should be positioned during the shuttering is in place and before the
concrete is poured, provision being made to protect conduits from damage.
iv. Electrical department will ensure for laying of PVC conduit of nominal size 25 mm
(outside dia 25 mm /inside 21.4 mm) or higher, medium grade confirming to IS:
9537-1983 Pt-3 or latest) with earth wire at the time of casting roof for provision of
electrical fittings such as fans/lights as per drawing.

v. Electrical department will ensure for proper provision of PVC conduits with earth
wire and switch boards etc. on wall before plastering.
vi. Provision for opening for air conditioners, geyser fixing rods etc. at proper place
shall be ensured before plastering.
vii. Conduit fittings and accessories shall be as per IS: 3419-1988.

3.0 GENERAL REQUIREMENT
3.1 General
All fittings, accessories and appliances shall conform to the relevant Indian Standards
wherever available. A list of Indian Standards applicable for the purpose is given in
Appendix A.
3.2 Installation
i. The system should provide ease of access to fittings for maintenance and repair and
for any possible modification to the system.
ii. Switch boards for light & fan should be on the adjacent wall on which door open.
iii. After completion of plaster work wiring shall be done.
iv. Wiring work along with box/board for cable connection to TV, net connection etc.
should be in separate conduit and connection point shall be at 1.5 to 2 feet of height.
v. Switch boards should be flushed in the wall and should not protrude out.
vi. Window AC to be fitted 2 to 3 feet above the floor level where ever applicable.
vii. Provision of door closer, sun protection film on glass window & sealing of all the
opening in case AC room.
3.3 Energy meters, main switches and cut-outs
i. It is recommended to have two distinct circuits, one for light and fans and the other for
high wattage (power) appliances.
ii. Energy meters shall be installed at such a place which is readily accessible to both the
occupant of the building and the authorized representative of the supply authority.
iii. Energy meters should be installed at a height where it is convenient to note the meter
reading, it should preferably not be installed below 1 meter from the ground.

3.4 Isolation and Protection
A. PROTECTION
1) Means for isolating the supply to the building shall be provided immediately after
the energy meter and near to the point of commencement of supply.
2) Main Incoming circuit should be provided with 300 mA sensitive ELCB, if
individual earth is not available for the building or there is possibility of earth value
to go beyond 80 Ω during summer, ELCB of 30 mA (instead at 300mA) should be
used. Additional 30 mA sensitive ELCB should be provided for circuit feeding to
bathroom & kitchen.
3) Each circuit must include protective conductor that should connect for earthing pin
in each socket outlet & earthing terminal other equipment to the main earthing
4) The main switch controlling the supply to the building should be readily accessible
to the occupant.
5) All switches shall be installed on the live lines only and never on the neutral.
B. SUBDIVISION
Subdivision of circuits will be based on number of utilization categories :-
1) One independent circuit should be provided for appliance such as air conditioner,
water heater, washing machine etc.
2) No individual light & fan circuit should supply more than 10 points of lights, fans
