A draft resolution (PSPC-1) of the Consumer Protection and Safety Division will be placed on the Commission Meeting Agenda of January 27, 2005. The Telecommunications Division noticed all telecommunications carriers by letter sent by USPS Mail June 8, 2004, that it would communicate future notices and inquiries with carriers by e-mail. All carriers were instructed to provide the Division an email address for their Primary Regulatory contact. To date the Division does not have valid email addresses for the Primary Regulatory contact for the following carriers. Carriers on this list should update their Utility Contact System (UCS) database records for this email address by submitting the UCS update form available at http://www.cpuc.ca.gov/telcocarriers.The Division will send notices via email to all carriers with valid email addresses of important tariff changes and filing deadlines initiated by Resolution T-16901, passed December 2, 2004. Carriers without valid email addresses submitted to the Division will be unable to receive direct notice of these requirements and are hereby noticed by this Daily Calendar notice. Failure to respond to the tariffing requirements contained in Resolution T-16901 may result in penalties as provided by Sections 581, 2107, and 2108 of the Public Utilities Code.

Zafar explained that while the proposed decision (PD) and Edison claim wrongdoing by SoCalGas due to low storage withdrawals in December, the noncore customers were injecting gas into their storage inventories. Zafar also explained that contrary to the PD and Edison’s claims that SoCalGas congested the market in December, SoCalGas actually reduced the amount of gas due to flow into the hub during December by about 150 MMcf. Robinson explained that Verizon’s batch hot cut process is state-of-the-art. Verizon pointed out that the DD requires it to adopt the prices established for SBC’s Batch Hot Cut Process, which in no way compares to Verizon’s process. Robinson indicated that the Commission should consider adopting the prices established for Verizon by the New York Public Service Commission on an interim basis.
