Welcome, and thank you all for granting me this opportunity to invite you to the 2015 CUTA State Championships. It is with great honor and excitement that I present you with this special event. Many thanks to all of the students, instructors, masters, parents and staff that made this tournament happen. Taekwondo tournaments are not simply about the shiny medals, it is about gaining valuable experience, developing self-confidence and most of all, fostering a winning attitude in the heart of a champion. It is an invaluable opportunity to show all the hard work, dedication, and passion you and your students have put into the art of Taekwondo. We look forward to seeing you and your child at the tournament and your continued support.

As we approach the opening of our 2015 Championship season, it is a great pleasure and honor to serve the California Taekwondo community as a member of the 2015 Event Director. The 2014 State Championships was a great and successful. This year’s venue will feature spacious surroundings, convenient access, electronic poomsae scoring and Daedo/Truescore Kyoroogi scoring with E-Hogue for all belts.
I am dedicated to providing a quality event for 2015 for our athletes, coaches, referees, and parents. My goal is to improve every year with a better event than before for the growth of Taekwondo in California. We can be proud of our organization as second only to USAT in stature and as a consistent provider of national level competitors. The upcoming championship will showcase some of the best and brightest of our young Taekwondo athletes.

COACHING: All coaches ARE required to hold at minimum an Associate Coach (AC) Certification within the USA Taekwondo CIDP program and be a current member of USA Taekwondo with a background check. Coaches may obtain the AC certification by passing the Associate Coach Quiz within the Hangastar system. All coaches are required to hold the appropriate and current USA Taekwondo membership prior to the start of the competition. Coach dress-code requirements: No hats; slippers, sandals, flip-flops, tank tops or jean shorts or shorts. While Coaching on the floor.

MANDATORY EQUIPMENT: Black Belts must wear black-collared uniforms; color
belts must wear white-collared uniforms. Sparring competitors must wear (WTF approved): white, red or blue head gear (red & blue headgear must be matched with chest protector color) and, red and blue reversible chest protector, forearm guard, shin and instep guard, groin cup (males only, worn inside) and CLEAR mouthpiece. Each competitor must provide his or her own equipment. All ages Sparring competitors will be required to provide their own electronic socks – CUTA will provide electronic chest guards for all divisions. 2015 USAT National Championships Qualifications
All athletes participating in the following divisions at a sanctioned USAT State Championship will automatically qualify to compete at the USAT National Championships. **The word participating means athletes must have officially weighed-‐in at the event scales and/or participated on the competition mats in front of the event referees and received a place within the division.** SPARRING Color Belt Sparring – Dragon (6-‐7), Tigers (8-‐9), Youth (10-‐11), Cade t(12-‐14), Junior(15-‐17), Senior(18-‐32) & Ultra(33+) Black Belt Sparring – Dragon (6-‐7), Tigers (8-‐9), Youth (10-‐11), & Ultra (33+) POOMSAE Color Belt Poomsae – Dragon (6-‐7), Tigers (8-‐9), Youth (10-‐11), Cadet (12-‐14), Junior(15-‐17), 1st Senior(18-‐29), 2nd Senior (30-‐39) & 1st, 2nd, 3rd Masters(40+)
Athletes must compete in the age category according to the age he/she will be as of December 31, 2015.
World Class vs. Grass Roots
Starting in 2015 the only divisions that will have both a World Class and a Grassroots Division will be Cadet SPARRING black belts. For these black belt divisions all athletes placing in the top 4 (top 8 for those state with “larger” state championships; example California and Texas) per weight category at a sanctioned USAT State Championship will automatically qualify to compete in the World Class Divisions at the USAT National Championships. Those athletes placing outside the top 4 will qualify for the Grass Roots divisions at the USAT National Championships. Cadet Poomsae; Junior Poomsae and Sparring; Senior Sparring and Poomsae black belts will have World Class Divisions ONLY (no Grassroots divisions). Those athletes that “participate” at a USA Taekwondo State Championships in the black belt divisions will qualify for the World Class Divisions. Misc. Information
• If an athlete wants to compete in both Junior and Senior divisions, they must compete and qualify for both divisions.
• Winner of the Cadet Grassroots divisions will no longer qualify for the World Class division because Grassroots division will use Junior Safety Rules and World Class divisions will use full head contact rules (see competition rules for full explanation of rules). Once qualified for World Class, an athlete is not eligible for Grass Roots divisions.
o Exception – A coach/parent must provide the USAT Director of Events a legitimate reason why an athlete should not compete in the World Class division. If approved, the athlete will be placed in appropriate Grass Root division.

• ALL athletes MUST participate in a State Championship to compete at a The USA
Taekwondo National Championship. If an athlete is in a state that does not host a State Championship, then will need to participate in another State’s Championship.
2015 USAT National Championships Qualifications
Winner of these Grass Roots divisions will automatically qualify for the corresponding World Class division at the USAT National Championships. Grass Roots Divisions will not compete in the World Class division. Coaching Requirements All coaches ARE required to hold at minimum an Associate Coach (AC) Certification within the USA Taekwondo CIDP program and be a current member of USA Taekwondo. Coaches may obtain the AC certification by passing the Associate Coach Quiz within the Hang-‐a-‐star system. All documents regarding the State Championship must inform coaches that each coach is required to be a member of USA Taekwondo and have, at minimum, an AC certification to participate in the event. POOMSAE: Poomsae competitors must perform only the Poomsae designated for their specific rank. Scores will be based on: proper order, beauty, grace, rhythm, accuracy, power, technique and attitude. Authorized Poomsae are those approved by the World Taekwondo Federation: Taeguek 1-8 and black belt Poomsae: Koryo, Keumgang, Taebaek etc.,
KYOROOGI: The current USAT & WTF competition rules will govern this the state championship.

Junior Kyoroogi (Sparring) Safety Rules
A. No Head Contact Ages 7 & Under (All Belts) and Ages 11 & Under (Color Belt Divisions) 1. In USAT State Championships, National/Regional Qualifiers and USAT National Championships sparring competition, the rules concerning a kick to the face shall be as follows:
a. Any technique contacted to the head area which does not cause any injury, will be given a warning by the referee (“Kyong-go”).
b. Any technique, which causes injury to the head area will result in a one-point penalty by the referee (“Gam-jeom”).
c. If the competitor cannot continue because of the injury to the head area, the attacker will be disqualified. NOTE: Inability to continue because of fright, crying or loss of will following a kick to the head which did not cause injury does not constitute grounds for disqualification of the attacker.
B. Junior Safety Rules Ages 8-11 (Black Belts), 12-14 Year Old Cadet Division (Grass Roots Black Belts and Color Belts), and 15-17 Year Old Junior Division (Color Belts) 1. In USAT State Championships, National/Regional Qualifiers and USAT National Championships sparring competition, the rules concerning a kick to the face shall be as follows: a. The competitor is allowed to kick to the facial area; however, the kick must be light contact with appropriate control without causing any injury or excessive contact, or the appropriate penalty; shall be invoked. b. The competitor who executes a successful technique (light contact without causing any injury) shall; be awarded three (3) points. c. The competitor who executes a kick to the face that results in a minor injury shall receive a one-point (“Gam-jeom”) penalty. A minor injury is "defined" as abrasion or bleeding caused by non-excessive contact. The referee, with or without consultation with the tournament physician, shall determine if the abrasion or bleeding is a minor injury, and if the attack is a non-excessive one. d. The competitor who executes a kick to the face that results in the inability of the opponent to continue sparring because of injury shall be disqualified. The referee, with or without consultation with the tournament physician, shall determine if the attack is an excessive contact and if the injury is a major one.

REFEREE INFORMATION 1. The CUTA would be honored to have you serve as an official at the upcoming official USAT event.
2. Each participating referee will receive: a) An Officiating Certificate, b) Cash reward by referee rank, c) Invitation to lunch and dinner.
3. All referees must be certified by USAT to officiate for this qualifier event. If you are not USAT certified then you must attend the USAT Referee Seminar on April 10thth 2015. This will insure that the referees participating in this qualifier event are up to date on the USAT/WTF rules.
