note that as one of your states constituents "l never wrote to you for assistance"
and I have come to learn that my VA OIG and VA EEO complaints were "handed
off" to you as a courtesy 6f the Senate Committee Veterans Affairs.
Most recently and after careful examination, I have discovered that the Los
Angeles VA Medical Center conspired with the Los Angeles EEOC Regional Office
to hide and conceal my original VA OIG complaint within the body and text of my
VA EEO complaint. That move allowed both agency's to hide and conceal the
truth about the "criminal misconduct" of those officials I reported on.
Additionally, that move by the agency and the Administrative Law Judge was and
is conspiratorial and illegal. Both agency's conspired to conceal the complaint andevidence in order to downplay the fact that an African American male had
reported such grave and systemic issues. I believe these tactics are what led to
you and your staff being unable to assist me. Thus your letter dated February 2,
2011..

have occurred since my "constructive discharge" from the agency.
lf I may, I would like to highlight and point out a few items I have issues
with. Upon my discharge, I and my domestic partner relocated from California to
Mobile, Alabama. Within several months of our relocation, many strange and odd
events began to happen. Senator, words alone cannot convey my feelings
regarding the level of violence and chaos that had occurred.
On more than one occasion both my partner and I feared for our lives and
safety. ln or around the summer of 2O 2, a VA Official made a statement saying"we need to get you out of here" referring to my legal residence of Mobile,
Alabama. Then on March 4,2013, the same official stated "l know you love him,
but forget about him, he will be collateral damoge" in reference to my domestic
partner. ln response to the "domestic warfare" waged upon my partner and l, on
the evening of March 9,2AL3 he called saying "Bruce, are these people going to
kill me, is the VA going to kitt me?" Just imagine Senator, if your husbandlcalled you in the dead of night rnaking such a statement. How would you feel?
What would you do?
Then on April 4,2013 a VA Official stated "you know whot I don't know, Idon't see how it could becduse they keep drogging it out, they keep pulling you
in, I mean thet're not letting you go. We've talked about it before, they want to
get rid of those other people thot did it but they gotta use you to be the one that
con justify, that cdn give them the evidence they need to get rid of those people
I guess, why pull you in unless they wdnna pull you in to get rid af you becouse
you knew it but then if it's all put out in public so whot, why hurt you, why get
rid of you, it's gonno be known onyway."
Senatorlll when the evidence is viewed in whole, it is clear and
convincing that officials and co-conspirators engaged in a scheme of conspiracy to
entrap and commit murder. At this point civil disobedience is not the first option,
but the last option. Civil disobedience to the Fugitive Slave Act and Jim Crow laws
provoked the end of slavery and the civil rights movement. As Dr. King once
stated "He who passively accepts evil is as much involved in it os he who
perpetuotes it."
Senator, both my partner and I are [not] slaves, nor are we niggers, niggas,
blacks or colored's. We are [not] the property of the United States Department of
Veterans Affairs, and to be treated as such, in the year 2014 is a slap in the face to
Dr. King and those both black and white who fought and marched for equality.
The agency's vindictive and retaliatory conduct, regarding my legal and
lawful disclosures has been inhumane, immoral and unconstitutional. My contact
with Congress has been unsuccessfulto say the very least. Members of Congress
have remained silent and without oversight.
Since 2008 this agency along with its co-conspirators has engaged in a
systemic scheme to deprive us of life, liberty and due process. This behavior is
contrary to the spirit and letter of the law. I chose duty and honor and the
