OUR EXPERIENCEBIRMINGHAM PUBLIC PRIVATE PARTNERSHIP

Teams in our Birmingham and Orpington offices joinedforces at bid stage, to develop three scheme proposals inconjunction with Housing 21, for submission to BirminghamCity Council. Following bid stage, one of the schemeswas withdrawn. Our Birmingham office investigated aconsiderable number of scheme options with BirminghamCouncil for two remaining sites at Turves Green andMeadway, in order to balance the requirements ofBirmingham Housing Department maximising the numberof units, also those of the planners and urban designersachieving an acceptable site coverage, massing and streetscene frontage treatment.

Each scheme has 87 units comprising oneand two bedroom apartments with associatedcommunal facilities, together with new bungalowson Turves Green and integrating existing bungalowson Meadway.

The schemes vary from two to four storeyto create an acceptable massing in relationto their surroundings.

LITTLEMORE BAPTIST CHURCH, OXFORD

We were commissioned to provide a new mixed-usedesign for the site of an existing semi derelict BaptistChurch. Consisting of eight single bedroom flats to allowindependent living, set within a scheme that provides acommunal hall and associated facilities for the local villagecommunity, to be managed by the local Baptist Union.

The very sympathetic aesthetics of the scheme assisted inobtaining planning permission. The scheme is currentlybeing constructed on site and promises to produce aninteresting and sympathetic building that will contribute tothe local community in a number of differing ways.

HASLUCKS GREEN ROAD, SHIRLEY

We were appointed to develop design proposals, from anoriginal residential and retail masterplan, to create a newextra care facility within a restricted site. South WarwickshireHousing Associations brief required a minimum of 30 unitsfor elderly and/or disabled residents, on a site that sat overa proposed underground car park, serving the adjacentdevelopment.

The design complements the surrounding residentialstreet scene, incorporating a variety of communal areasand auxiliary facilities, as well as considered landscapingand car parking.

The project was particularlychallenging as the sitewas confined and locatedin a conservation area witha variety of architecturefrom numerous periods. Haslucks Green, Shirley

OLDHAM PFI

TANDLE VIEW COURT

Nearing completion this scheme comprises 59 one andtwo bed apartments with extensive extra care communalfacilities set around two courtyards. The building occupiesformer public green open space to allow constructionadjacent to existing properties whose residents are movingto the new scheme, allowing demolition and the returnof the land to landscaped public green open space.

The communal facilities will provide for both the residentsand the wider elderly community in the area.

The project has been well received locally and provides asignificant landmark to the street scene along RochdaleRoad and is currently being considered for a Local AuthorityBuilding Control Quality Award.

HOLLAND CLOSE

Following the successful refurbishment, the scheme nowprovides 24 high quality and spacious one-bedroom flats,with additional high quality communal facilities. Despite thescheme comprising of three separate blocks, we were ableto provide full disabled access to all areas for residents andvisitors alike.

LEES HOUSE

Completed as the first Oldham PFI scheme, it comprises of14 one and two bed apartments with communal facilities,built to replace bed-sit accommodation.

Oldham Private FinanceInitiative consists of threenew build schemes, 19remodelling / refurbishmentschemes and 825 bungalowrefurbishments, totallingsome 1500 properties.

SURE START INITIATIVE, BIRMINGHAM

Our team were appointed by Turner & Townsend ProjectManagement, on behalf of Birmingham City Council todevelop various projects under the Sure Start Initiative.The schemes comprised the extension or refurbishmentof existing facilities through to new build on six separateeducational sites. With contract sums ranging from£100,000 - £400,000 the projects were particularlychallenging as all projects were constructed during termtime, where inquisitive minds watched on during theconstruction process.

The variation of building projects range from theprovision of a new ‘welcome’ entrance to Bells FarmPrimary School, the reorganisation of an existing churchhall to provide child facilities at Gospel Oak, theprovision of health care facilities to existing PrimroseHill, Cape Street and Anderton Park Children’s Centres,through to a 460m2 new build project at AlbertBradbeer Primary School, to provide a Sure Startfacility to support the existing site facilities.

GLEBE ROAD, STRATFORD UPON AVON

The redevelopment of an existing site of 38 unity houses, setwithin an existing residential estate on the edge of StratfordUpon Avon. Working with residents to accommodate theirrequirements for their return upon completion of the project,options have been created by reviewing wish lists against thecommercial requirements of our client to reflect currentplanning directives.

The chosen proposal mixes the desires of the residents, byensuring all dwellings are designed to Lifetime HomesStandards, and the development requirements of our client fora mixture of housing types, including bungalows.

SANDWELL PUBLIC PRIVATE PARTNERSHIP

What started as a single scheme proposal has nowdeveloped into a rolling programme of three, andperhaps more ongoing scheme developments, withcalfordseaden for Housing 21. To date, the mostadvanced of these schemes is the 87-unit scheme atBrandhall. The site was formally a care home and flats.High voltage underground cables dissecting the sitehave resulted in the scheme being designed as twoblocks which address the steeply sloping site.

RAGLAN STREET, COVENTRY

We were appointed as architects and lead consultantsassisting our client to develop a restricted corner siteon the periphery of Coventry City Centre. In additionto the 16 two bedroom apartments for general needsuse, the ground floor was designed to provide fourapartments with full disability access as alternativeaccommodation for existing residents being decantedfrom a nearby redevelopment area.

The site was challenging in view of the specific spacialrequirements associated with disabled users, andthe location within a high density area adjoining acombination of established residential developmentsand newly constructed contemporary designedbuildings. The scheme received planning permissionwithout any difficulty and the completed project

has been complimented as a highly successfulscheme for our client.

WALSALL PUBLIC PRIVATE PARTNERSHIP

Six schemes have received planning permission as part ofthe Walsall PPP initiative for the re-provision of Residentialand Day Care Services. Five of the schemes are for extra-careaccommodation providing over 280 units in total. The sixthis a specialist dementia unit for 40 residents with communalareas set in clusters of ten around four courtyards.

calfordseaden worked closely with Housing 21’s ‘DementiaVoice’, who specialise in advice on dementia care indesigning the scheme proposals. The unit will be phaseone of a master-plan, including other health care facilitiesat the Goscote Hospital site, Walsall, where calfordseadenco-ordinated their proposals with other architects for themaster-plan proposals.

Although each scheme shares similar apartment layouts,an extensive range of communal facilities and day centreprovision, each is different in responding to the siterequirements and constraints. calfordseaden developed agood working relationship with the local authority, plannersand the urban design team in developing the schemeproposals to achieve the various permissions required.All the schemes utilise off site manufacture (MMC) withlightweight steel frame construction and achieve a‘very good’ BREEAM rating.
