LAFCo review and update SOIs not less than every five years and to review municipalservices before updating SOIs. The requirement for service reviews arises from theidentified need for amore coordinated and efficient public service structure to supportCalifornia’s anticipated growth. The service review provides LAFCowith a tool to studyexisting and future public service conditions comprehensively and to evaluateorganizationaloptionsforaccommodatinggrowth, preventingurbansprawl, andensuringthatcriticalservicesareprovidedefficiently.

This section reviews indicators of road service adequacy, including, condition ofroadways, deferredmaintenance, andcongestion.

The condition of street pavement is typically evaluated by local agencies using aPavementManagementSystem(PMS),whichregularlyevaluatespavementconditionandestablishes a cost-effectivemaintenance strategy. Each segment of pavement is rated fordistress(i.e.,cracksandpotholes)andtheextentandseverityofdistress.Havinganup-to-datePMSallowsthelocalagencytoquicklyandefficientlygaugeroadmaintenanceneedsandefficiently allocate resources.Aswasmentionedbefore,CSA1doesnotmakeuseofPMS. However, theCountyreportedthattheCSA’sroadswereingoodtopoorcondition.Despitetherecentoverlay, roadsmaybesubjecttoprematureagingandeventual failureduetostructuralflawsdiscussedinInfrastructureNeedssection.

The life cycle of pavement in good condition can be extended through preventativemaintenancebyapplyingathinlayerofasphaltmixture,betterknownasslurrysealingorseal-coating.Whenpavementis infaircondition—withmoderatepotholesandcracks—itcan be treated with one- to two-inch thick overlays. Pavement with minor structuraldistress—with significant cracks—often requires rehabilitation, involving grinding ofportions of the existing street and application of a thick overlay. Pavement with majorstructural distress—with extensive cracks—often requires reconstruction involvingremovalandreplacementofthestreetsegment.

Pavementmanagement studies have shown that it ismore cost effective tomaintainpavementingoodconditionoveritsusefullifethantoletitdeterioratetothepointthatitrequiresamajoroverlayorreconstruction.Deferringmaintenancecanincreaselong-termmaintenance costs as much as four times greater than a consistent preventativemaintenance strategy, according to the Transportation Research Board.

Each segment of pavement is rated fordistress(i.e.,cracksandpotholes)andtheextentandseverityofdistress.Havinganup-to-datePMSallowsthelocalagencytoquicklyandefficientlygaugeroadmaintenanceneedsandefficiently allocate resources.Aswasmentionedbefore,CSA2doesnotmakeuseofPMS. However, theCounty reported that theCSA’s roadswere ingood to fair condition, dependingonthetimeoftheyear.

The CSA’s roads need ongoing maintenance. Generally, costs increase exponentiallyonce the roadway deteriorates to a “poor” or worse condition. Therefore, maintenancedollars are most effectively spent when pavement is maintained in at least a “fair”condition.

Each segment of pavement is rated fordistress(i.e.,cracksandpotholes)andtheextentandseverityofdistress.Havinganup-to-datePMSallowsthelocalagencytoquicklyandefficientlygaugeroadmaintenanceneedsandefficiently allocate resources.Aswasmentionedbefore,CSA8doesnotmakeuseofPMS. However, the County reported that the CSA’s roads were in generally in faircondition, withafewbeinginpoorcondition.
