9 貧困削減に向けたよい政策をとり、よい制度をもつ国に対する援助がより成長に貢献するという実証研究(Burnsideand Dollar(2000)、Collier and Dollar(2002))は、援助の選択的実施論(selectivity)につながっており、世銀IDAの国別政策制度アセスメント(CPIA)に基づくパフォーマンス・ベースの資金配分や、米国が2004年から新規に導入したミレニアム・チャレンジ・アカウント(MCA)の配分基準などに反映されている。一方で、異なる時間軸で、援助や政策の定義を変えてみると、違う結果が出るという反論(Easterly et al.(2003))や、同じ所得レベルの国を比較すると、よい政策と制度をとる国における援助はより効果的といえる、などの議論(Radelet(2004))が続いている。援助の選択的実施論については、9-2-3(3)を参照。
10 世銀研究所(WBI)のKaufmannらによるガバナンス指標研究では、「国民の声と説明責任」、「政治的安定と暴力の不在」、「政府の有効性」、「規制の質」、「法の支配」、「汚職の抑制」の6つの側面から200ヵ国近いクロス・カントリー・データを整理している(Kaufmann and Kraay(2003))。1997/98、2000/01、2001/02の3回にわたり集計されたデータでは、6つの側面のデータは、いずれも、1人当たりGDP(PPPベース)との強い正の相関を示している。

28 1980年代に導入されたアフリカの構造調整融資は、コンディショナリティに基づく財政緊縮政策と経済危機のインパクトとがあいまって、優秀な人材をさらに政府部門から流出させ、低賃金にあえぐ公務員の汚職を増幅し、国家の能力をさらに損なったとの批判がある(Brautigam(2000))。世銀のワーキング・ペーパーでは、インドを事例にとり、情報のギャップや、社会的な多極分断、信頼しうる政治家候補の欠如などの政治市場の不完全さのなかでは、選挙制度や地方分権化制度の導入は、必ずしも、所期の成果を生まないことを指摘している。なかでも、多様な利害が分かれるなかで、特定の対象に支援が偏ることは、社会的分断をさらに助長しかねないとしている(Keefer and Khemani(2003))。DFIDによると、国家機能の脆弱な国(次節9-2-4を参照)であるほど、援助の活用能力が低く、開発のパフォーマンスも悪いため、各ドナーは、それぞれの視点から援助を停止したり、再開するといった変動が大きいとする。また、これらの国の政策改善能力には大きな制約があるにもかかわらず、世銀自身の分析によれば、国家機能の脆弱な国に対する1998年から2003年までの構造調整融資条件は、パフォーマンスのよい国のそれらよりも、2倍近い改革項目を求めていたという(DFID(2005))。
29 German Development Institute(GDI)の評価調査では、ドイツの援助をレビューし、援助の方針の不整合により、ガバナンスの不適切な国に対する武器輸出が継続したり、援助に伴う強制移住によって、民族集団間の格差が増幅したこと、特定の援助事業の実施はパトロン・クライアント構造を支える結果となったことなど、エルサルバドル、エチオピア、マリ、ケニア、ルワンダ、スリランカの例から説明している。(Klingebiel(1999)、Keefer and Khemani(2003))。
Low-Income Countries Under Stress(LICUS)(世銀):「LICUS的傾向」は連続的なもので、明確な区分はないとするが、政府の能力が欠けているか、貧困削減に向けて資金を有効に使う姿勢に欠けた貧困国で、往々にして表現の自由や参加が制限された国。紛争終結国、国家が機能していない国、ガバナンスの悪い強権国家も含まれ、多様性に富む。なお、国別政策・制度アセスメント指標(CPIA)による5区分のうちボトム2/5にある国から26ヵ国を2004年モニタリング国に選定した。国家やNGOのキャパシティが低く、貧困削減が達成できない国や、紛争やHIV/AIDS、環境問題などを抱え、周辺諸国や国際社会に対し負の外部効果のある国を指す。国内の多様なアクターとの対話促進や資源管理面での透明性向上などの絞り込んだ制度改善のためのキャパシティ・ビルディングと、基礎的なサービス提供の拡充の2つを行う。LICUSの75%は紛争国。政治的危機が長引いている国、復興・改革途上の脆弱な国、ガバナンスが弱く発展が進まない国、ガバナンスが悪化しつつある国など、タイプに分けて支援を考えようとしている31。
Fragile States Strategy(USAID):発展軌道に乗っていない国を、破綻しつつある国家(failing)、破綻した国家(failed)、復興国(recovering states)と区別して呼び、治安や基本サービスの提供を保障できない脆弱な国家(failingand recovering states)と、紛争のリスクの高い危機状態にある国家(failed states)とに分けて、取り組みを考える。国家の脆弱さは、ガバナンスの非効率と正当性の欠如にあるとして、現象面での問題(飢餓やその他の人道的な危機)への対処のみならず、脆弱さの原因に焦点を当てて、国家の安定や治安、ガバナンス改革、制度的能力の向上に優先度をおくべきであるとする。具体的には、国家機能の有効性(治安維持や社会サービス提供を確実に行いうる政府の能力)、正当性の有無(権力行使が公正であるかどうか、国家全体の利益に応えているかどうか)を、治安、政治、経済、社会の4つの側面から分析する「脆弱性分析枠組み」を提起している。危機に脆い国家への支援は、脆弱さの原因が国家の有効性にある場合は、国家の基本的な保健教育サービス・システムの強化や雇用機会や市場の拡大、法制度の改善などに幅広く取り組むことを提案する。一方で、正当性が問題である場合は、NGOや民間部門を通じた援助が望ましいとする。危機状態にある国家に対しては、紛争を伴う場合は、人道援助や、迅速な雇用促進や所得向上、子どもの教育支援などに絞ることを提案している32。

だ、短期ベースの支援により、内からの変化を促す
ための方策を検討している35。また、米国は、脆弱
な国家を、破綻しつつある国家(failing)、破綻し
た国家(failed)、復興国(recovering states)に分
けて、国家能力の有無と、正当性の有無を踏まえて、
援助や軍事、司法などによる包括的取り組みを行う
戦略指針を出したところである36, 37。さらに、英国
も、人道緊急支援に加えて、国家の慢性的な脆弱性
に向き合うため、軍事・外交努力・援助の国際協調
に基づく効果的かつ現実的な援助アプローチを検討
している38。(Box9-6参照)
国家の脆弱性の程度は、紛争リスクの高い破綻国
家、きわめてガバナンス状況の悪い紛争終結国、破
綻しそうな脆弱な国などに分けて考えることが必要
である。また、国家の脆弱性の背後には、当該政府
の改善意思の欠如と、政府自体の能力の不足の2つ
の問題があり、これらを区別してとらえる考え方が
主流である。
(2)脆弱な国家の区分
具体的にどの国が脆弱な国家であるかを規定する
基準は、ドナーによっては必ずしも明らかにしてい
ない。また、情勢の変動もあり、その区分も、明確
なものとはなっていない。世銀は、譲許的援助の国
別配分の基準である国別政策・制度アセスメント指
標(CPIA)による5段階区分のうち、下位2区分
にある国26ヵ国をLICUSとする39。紛争要因や、融
資の対象となるかどうかによって、より状況の深刻
