Investing in Canada’s Defence Industry The Canadian defence and security sector is a highly skilled, knowledge based industry which includes over 1,000 Canadian companies, employing 109,000 people, and generates in excess of $12 billion in annual sales. Approximately 85% of these firms are small and medium enterprises (SMEs). Exports account for about half the annual revenues, or $5 billion per year, with approximately 85% destined for the US market.

Robust Defence Program Requirements While other nations have slashed procurement budgets, Canada has stayed the course. Canada is buying new military vehicles, aircraft and building ships requiring all types of technologies, know-how and products at all points in the supply chain. Our government has committed to a 20 year military modernization program valued at $490 billion, with approximately half for personnel and the balance for equipment, infrastructure, and readiness.

R&D Support & Tax Credits To Enable You to Develop World Class Products Canada has a number of defence R&D programs and tax incentives that rank among the best in the world. Hundreds of millions of dollars in development assistance are awarded to Canadian companies who propose to develop new world class products and invest their own funds in partnership with the federal government. Many of these funding mechanisms are to develop next generation products for use in Canada and internationally – these have resulted in global product mandates being pursued, built and exported from Canada.

Low Risk Business Environment The stability of the country’s fiscal management, its sound banking system, abundance of natural resources and human talent, along with good growth and lowest corporate tax rates in the G-8 countries add substance to your decision to invest in Canada. This year, economic growth is likely to be more than 3%, with inflation around 2%.

World Class Defence Technology & Suppliers Many international firms invest in Canada to gain world class technology, find a highly educated workforce, take advantage of modern infrastructure and transportation networks, and have close proximity to the U.S. market. They grow their operations from a Canadian base, and access the lucrative North American markets through the North American Free Trade Agreement (NAFTA) and the Canada-US Defence Production Sharing Agreement. This provides strong linkages forming an integrated North American defence industrial base.

Canadian Government Financing and Export Sales Support for Foreign Investors There are two Canadian federal government agencies that can either help finance your defence sector investment or support export growth from a Canadian base.

As a defence exporter, the Canadian Commercial Corporation (CCC) can help you to structure and capture business with foreign government military buyers. CCC is the Government of Canada’s defence and security export sales organization, and continues to be an effective partner for hundreds of Canadian firms selling into the US defence market. The Export Development Corporation (EDC) offers financial support for inbound foreign investment. You could be eligible to receive inbound foreign direct investment financing support for up to the full capital costs or purchase price of your investment. The decade following 9-11 featured regular increases in military and security-related spending worldwide including in the United States, Canada’s principal export market. Recently, austerity measures at home and within the rest of NATO - plus the effects of sequestration, the withdrawal of U.S. forces from Iraq and the draw-down in Afghanistan – have led to a softening of defence spending in many traditional markets.
