A CALL TO UNITYThe 75th Annual Communication of the Grand Lodge of the Philippines
held in Bacolod City on Apil 25-27, l99l was unprecedented in many ways.For one thing, it was the first time in the history of this Grand Lodge that twobrethren were actually nominated forthe highest office in this Grand Jurisdictionand the controversy that this circumstance generated did, for a time, threaten todisrupt the peace and harmony that prevailed among the brethren.
No less than a senior Past Grand Master, upon leaming of the events thattranspired, said that what happened in Bacolod was a tragedy for Freemasonry.By this he meant that words, like bullets, can kill. Unfortunately, once a bullethas been fired and left the barrel of a gun, it can no longer be recalled. It is thesame thing with words. We killed many in Bacolod. So mused a Past GrandMaster.
But once the democratic processes have been scrupulously observed'andsatisfied, and which resulted in the unquestionahly valid election of our 74thGrand Master, the question of who was elected is not as important as the matterof his being given will support.
Whether one likes the choice or not, it is the duty of alltrue and genuineMasons to unite behind the Grand Master and support him and Grand Lodge incharting the direction of Freemasonry in this part of the world. And if anyonefinds himself unable to give that support, he should nevertheless go to GrandLodge, to protect it, if he feels it necessary to do so, and not shy away fromGrand Lodge.
We therefore, call on all Masons to put the events of Bacolod behind usand unite behind Grand Lodge and our Grand Master. (FVP)
THE MISSIOil OF THE "GABLElloltrThe annual communication of the Grand Lodge in 1922 passed a resolution
to create an editorial staff composed of three brethren who would continue withthe publication of a magazine denominated "THE LEVEL" (El Nivel) whichwas owned and was being published at the time by Bro. Miguel Artigas-Cuerva.As Brother $rtigas declined to surrender control of his fnagazine to Grandlodge, the Grand Master then, MW Frederic H. Stevens, found it necessary tostart a new publication that year (1923) which he called "THE CABLETOW"and thus this magazine came into existence.
Our predecessors have endeavored to make of this magazine not only oneof interest but also of educational value to the Fratemity. Whether yourmagazine has succeeded in this mission is for the brethren to decide.
It is in this spirit that we welcome comments and suggestions from thebrethren, if not articles of interest and educational value for publication. (FVP)

arises from a benign, compassionateheart raring and ready to assist persons

Maturing Effect of aFamily Tragedy
household was preparing for a cel-ebration in the Guerrero farm, DonGregorio, who was overseeing the ex-cited preparations together with hiswife, was aMuctedby abandof armedmen. That was the last time Don Gre-gorio was seen alive. The would-befeast, in effect, tumed out to be a sor-rowful, nightmarish event.

" both father and mother to her only son,who she rqared like a man. Thus, whilehis contemporaries were engaged inpuerile games, including childishpranks and mischiefs, the youngJoselito leamed the ropes of supervis-ing and managing their family proper-ties. His early initiation into adult life,particularly in the practice of leader-ship and in the performance of respon-sibilities, was, paradoxically, a happyresult of that fateful aMuction of hisfather by some faceless, ruthless, con-scienceless armed men.
Dofra Mercedes offered monetaryreward to the persory's who would beable to pinpoint the place where the
. abductors had taken herhusband. Sheeven asked the National Bureau of In-vestigation to get involved in thesearch, which was protracted for years.
When Bro. Joe was a freshman atthe Ilocos Norte High School, theskeleton of his father was found atlong last, inside a grave, with bulletholes in the skull. That honiffing scenemust have left an indelible imprint onthe young Joe's mind. fu first, he

thought of taking the law into his ownhands, but his mother whispered thewise counsel of restraint to her onlyson. [n any case, nemesis caught upwith the perpetrators of the heinouscrime. Dofia Mercedes sent her son to Ma-nila forhim to pursue his studies at theU.P. College of Agriculture in prepa-ration for mechanized management oftheir properties. But while passing bythe Feati University, his fancy wa$at-tracted by an inscription on the univer-sity building's stairs, which read, "L@kup, young man! Look up!" Hence, in-stead of proceeding to the U.P,, heenrolled as an engineering student atFeati.
An active student leader he came tobe. He was twice President of the llo-cano AssociatiorWarsitarian and thricePresident of the engineering fratemitycalled "Mu Delta Omega". He also be-came squadron commander of the AirROTC Model Squadron, which wasawarded with trophies as the bestmarching unit in all parade competi-tions, thereby bringing honor and gloryto the school. For such achiev'ements,he was presented with the LeadershipAward and with the Presidential StarAward by no less than the UniversityPresident herself.

His Mother's Intuitive Decision
Afterreceiving the degree of Bache-lor of Science in Management Engi-neering (B.S. Man.E) from the Feati
University, he was also commissionedas Second Lieutenant of the PhilippineAir Force (PAF). His priority, at thisjuncture, was to pursue the career ofmilitary pilot at the PAF. He passed allrequired examinations. Buthe was un-derage, being only 19 to 20 years oldthen, and had to secure the consent and
signature of his mother, who expect-edly, tumed her thumbs down because
she feared to lose him early if, trc wouldbecome a military aviator.
His mother's contrary but intuitivedepision tumed out to be a blessing inclisguise. After having been called toActive Service for a short stint as aground officer and having passed theCareer Service Professional Examina-tion, ancl became First Grade civilservice eligible, he was taken in at theBureau of Customs as an IntelligenceOfficer with the rank of a Lieutenant,thereby leaving the military service.
Steadily CommendableRise at Customs
In April 1963, he was promoted Po-
lice Special lnvestigatorof the defunctLaw Enforcement Command, at theBureau of Customs. That was the startof his colorful life as a public servant.To date, he has spent alnostthree dec-
ades of dedicated public service.He has even risked his own life in
the performance of duty. In recogni-tion of this, his superiors, as well as
other persons/agencies, gave himawards/commendations or rewardedhim with promotions.
Toward the end of his third year ofpublic service, for instance, he wascommended by then Customs Com-missioner Juan Ponce Enrile for theseizure of "hot cars" to include a RbllsRoyce. In the same year, he was
awarded by the U.S. Treasury Depart-ment with a Certificate of Recognitionas Pistol Sharpshmter.
In April 1965, he was promoted toithe position of Assistant IntelligenceOfficer with the rank of Captain.
In November 1966, he was SeniorIntelligence Officer. In May 1967, he
got the rank of Major and was desig-nated Supervising Intelligence Offi cer.
Afterless than a year, he was AssistantInspector General. Later, he was pro-moted to the position of InspectorGeneral.
In March 1968, the Commissionerof Customs then, Juan Ponce Enrile,awarded him, for ihe second time, a
commendation for his expertise in ap-prehending smuggled gmds to the tuneof multi-million pesos and for his un-questioned dedication and loyalty topublic service. As a result of this un-prececlente<l accomplishment, he wassent on a scholarship grant to theUNITED STATES TREASURY OF-FICERS LAW ENFORCEMENTSCHOOL IN WASHINGTON, D.C.,USA.
In 1970, Customs Police ServiceChief, Pedro C. Mendoza, Jr. alsocommended him for unfaltering dedi-

cation to duly, particularly, for coordi-native ability in the all-out effort of the
South Harbor Command to combat
smuggling in all forms, whichresulted,among other things, in the recovery ofa Mercedes Benz CS, which was the
subject of an attempt to defraud thegovemment of its rightful revenues
through the use of forged documents.ln 1971, he was awarded by the
Commanding General of the AFPSupply Center with a MapexMimexOperations Plaque of Commendation.ln 1972, the Intgrnational PoliceAcademy, USA, awarded him with aCertificate of Recognition as PistolSharopshooter, he was commended bythe PNRC Secretary General for a jobwell done on the arrival of IWS Ant-ing, a Chinese ship that donated reliefgoods ofall kinds.
ln 1973, he was again commgnded,this time by the Director of the Na-tional Intelligence CoordinationAgency (MCA) for successfrrl intelli-gence operations during the anival ofS/S RUSS, a Russian tourist vessel, atthe ports of Manila and Zamboanga.
ln 197 4, the Customs Commissionercommended him for valuable services
towards the Bureau's personnel train-ing and development during the Cus-
toms Narcotics Interdiction Course(CMC). The US Customs Commis-sioner, likewise, extended sincere rec-
ognition of Major Guerrero's excel-lent cooperation with the US CustomsTraining Team in the concluct of the"Customs Narcotics InterdictionCourse" series, under the United States

Cabinet Committee on IntemationalNarcotics Control Program.
In September 1975, he was made
National Police Coordinator. Then he
was promoted to the rank of Lieuten-ant Colonel, holding different positions
in the period 1975-1978, including thefollowing: Region III Director and Po-
lice Coordinator Special Assistant tothe Vice Commander, PAP-4PP' gut-toms Po.lice Chief II with the designa-tion of Inspector General and concur-rently Chief of the Customs NarcoticsSuppression Unit; Physical FitnessTraining Director; Official designateof the Customs Commissioner to theFmd and Drug hspection Board, FDA;and official designate of the CustomsCommissioner to enforce Chapter XIIof R.A. 3720 rel*ive to Import=Ex-port.
During the same period he got morecommendations/awards. Itr 1975, he
was commended by RASAC WestemMindanao relative to anti-smugglingactivities in that area. He also got acommendation from the ZambodngaPort Collector for "your knowlFdge-able and expert management of thetask given, your showing dynamicleadership in the Bureau of Customsunder our New Society". Moreover, he
was awarded with a Letter of Merit forexemplary service rendered to themembers of the Zambanga BarterTraders Kilusang Bayan, Inc. for in-troducing systematic bUsiness man-agemefit operations. as well as easy
detection and apprehension of male-factors at the Barter Trade Market.

In 1976, he received an award forexemplary public service in the fieldof narcotics suppression. The follow-ing year, he was awarded by Brig.Gcneral Venades with the MilitaryHome Defense Badge. In 1978, Com-missioner Ramon J. Farolan gave hima Plaque of Appreciation for his val-ued contribution and support to theBureau's personnel training and de-velopment, particularly during the NewPerformance Appraisal System Semi-nar-Workshop.
In the same year, he received aPlaque of Appreciation for his invalu-able services to the Dangerous DrugsBoard during the Drug Abuse heven-tion and Control Week (November 12-I 8).
In 198 1, our Grand Master was pro-moted to the rank of Colonel. Subse-quently, he was assigned as Ctrief of .
Operations, Intelligence and Commu-nications (OIC).
In 1981, he received a Letter ofCommendation from CommissionerFarolan once more, for numerous sei-zures and apprehensions effected inlinewith the Bureau's anti-smugglingcampaign. ,
In 1982, for his invaluable assis-tance, he received a Plaque ofRecog-nition and Appreciation fromHongkong's Commissioner of Customsand Excise. After the govemment ofHongkong, thru its Magistrate, won a
twenty five million ,dollar($25,000,000.00) smuggling caseagainst a Taiwanese syndicate appre-

hended for smuggling of gold bars into
Hongkong, wherein his expert's testi-mony as a star witness, consequently,resulted to the incarseration of all thecrew members involved.
Then came his suspension from Of-fice in February 1984 due to "simpleneglect of duty". Although our distin-guished brother had acted the way hedid under the circumstances out ofprinciple and with good intentions, heaccepted the consequences ofhis deci-sion with stiff upperlip. He views thisas one ofthe hazards ofhis profession.
ln a few months, he was reinstated,with back pay, to his post as SouthHarbor Commander. In May 1985, hewas given back his concurrent positionof Acting Deputy Director. In 1986, hewas awardedwith a Certificate of Rec-ognition for very satisfactory perform-ance in all phases,relative to the Inci-dent Management Special Seminar,sponsored by the U.S. Govemment'sCounter Terrorist Training Group atthe SITS, Fort Bonifacio, Rizal. Alsoin 1986, he was recognized for his na-tional accomplishment in the Field ofCustoms Administration and law en-forcement, thus rewarding him theprestigious and coveted, "TawidAward" which is considered the NobelPrize in the country per the late MWAmbassador Mauro O. Baradi, Chair-man, Board of Tnlstees 1976-79.
In January 1987, he was DeputyDirector. Two months later, he wasalso designhted Deputy Collector forDavao. November 1987, he wasrecalled from Davao to assume asDeputy Director, ESS in a fuIl time
capacity. On February 26, L989, he
was awarded the Kagitingan saBarangay Awarcl. On July 23,1990,hewas designated as Assistant ServiceChiel ESS, the position whichheholdsto date.
Our illustrious Brcther, I submit, has
more than made up for that "simpleneglect of duty". A real warrior, he
does not only rise when he has fallen,but he works harder, demonstrating hispersistent dedication to the work at
hand.
Advance Studies
Colonel Jose Reyes Guerrero pur-sued graduate studies. He completedthe academic requirements for twomasteral degrees - Management En-gineering at the Feati and BusinessAdministration at the Ateneo de Ma-nila Graduate School of Business. Hefinished Master in National SecurityAdministration (MNSA) at the Na-tional Defense College of the Philip-pines (NDCP) in Fort Bonifacio, Ri-zal, the highest military school in theArmed Forces of the Philippines. Todate, he holds the record of being theyoungest graduate of NDCP, for noless than the then President of the Phil-ippines gave him a waiver of age.

Colonel Jose Reyes Guerrero com-plemqnted his academic pursuits byattending a string of specialized train-ing prognms, seminars, workshops andconferences.ln 1967, aside from go-

ing on active duty at the PAF, he tooka Police Military Training Course atthe Bureau of customs in Manila. Inthe following year, he took the firstBureau.of-Customs-sponsored Super-visory Management Course. Moreover,he went on OB/OJTto Hongkong andTokyo, where he observed preventiveservice, as well as enforcement proce-dureslharcotics investigation at airportsand harbors.
In 1968-69, he attended the Cus-tonrs Intelligenc e &Lavt EhforcementOfficers School in Washington D.C.,USA, where he obtained more know-how on customs/enforcement opera-tions and intelligence investigation.Toward the end of 1969, he was inKeelung, Taipei, observing once again,customs enforcement procedures.
lnl972,he attendedthe second Bu-reau-of-Customs-sponsored Seminaron Tourism and Public Assistance. Healso took the Narcotics Investigator'sCourse, sponsored by the Bureau ofNarcotics and Dangerous Drugs, U.S.Deparunent of Justice, and the NationalPolice Commission Academy at FortBonifacio. Then, he went to the Inter-national Police Academy in Washing-ton D.C., USA; where he took the Su-pervisory Management Support Coursein Narcotics and Dangerous Drugs. Healso went to Gtam for observation ofcustoms/immigration procedures.

Monitoring of Social DevelopmentPrograms, conducted by the Research,
Statistics ancl Training Division, Dan-gerous Drugs Board, Republic of thePhilippines. Then he went to Fort Royalin Virginia, U.S.A., where he'partici-pated in the Narcotics Detector DogProgram for Supervisors, sponsored bythe US Customs Service. Then he flewto Newton, Nottingham, England,where he observed how the famedRoyal Air Force carried out dog train-ing flights. He also attended aUS Cus-
toms-sponsored intemational confer-ence on Narcotics Detector Dog forsupervisors in Singapore.
In 1978, he attended the DAP Semi-nar for Trainors at the Philippine Vil-lage Hotel, as well as the Symposiumon the Implications of TechnologyTransfer to Govemment Administra-tion, conducted by the Philippine As-
sociation of Technical Assistance Par-ticipants (PATAP).
In 1980, he attended a seminar onSecurity of Installations, which waspart of the NISA-Metrocom program.
In the following year, he was delegateto the Regional Airport Customs Con-ference held in Manila. In Decemberof that year, he received a Certificateof Proficiency from the All JapanBUDO Federation, SEIBUKANAcademy No. 1602 as 3rd DAN inKarate. In 1982, he was on OB/OJTwith the Hongkong customs and Ex-cise. In 1986, he attended a UnitedStates sponsored Counter Terrorist"Incident Management Special Pro-gram". This was the year he was in-vited as guest of honor and guestspeaker at the Installation of the MWGrand Master, Grand Lodge of China,in Taipei, Taiwan.

attended other seminar-workshops,conferences and training programs, butthe foregoing are sufficient to showhow busy he has kept himself all theseyears, in order to complement his for-mal schooling.

Our Grand Master for Masonic Year1991-1992 has inyolv'ed himself inmany organizations. Currently, he has
been amemberof the following: Inter-national Association of Chiefs of Po-lice (IACP), Washington D.C., USA;Intemational Narcotics Officers En-forcentent Association (INOEA), Al.bany, New York, USA; National De-

fense College Alumni Association(NDCAA); and Philippine Associarionof Technical Assistance Participants(PATAP).
One of his greatest achievementshas been the moving of the forces hecoulcl muster to give birth to his brainchild, viz., the Association of ReserveOfficers of the Philippine Air Force(AROPAF), which was duly registeredwith the Security and Exchange Con-mission in 1985. Thence, he served as
the interim president of AROPAF,which now serves as a voice of theReserve Officers in the shaping of na-tional policies and in solving nationalproblems. Colonel Josb Reyes Guer-rero was unanimously elected CharterPresidenr (1988-89) of rhe AROPAF.After his term as its first President, hewas elevated to the Council of Eldersof which he is Chaimran up to now.
Since 1990, he has been WingCommander, Air Reserve ConpositeWing (Sep) of the Philippine AirForce(PAD.

Our Grand Master has been a Free-mason forapproximately 12 years, buthe has packed those years with dedi:cated service to the Fratemity ancl hasinvolved his family in its activities.
He was initiated on January 26, 197 7and passedon June 22of the same yearin Bagumbayan Lodge No. 4, F. &A.M. OnMarch 28, l979,he was raisedto the Sublime Degree of Master Ma-son.
"My life became complete only af-ter I was raised to tlrc Sublime Degreeof the Brotherhood of Man under theFatherhoocl of God," Bro. Joe oncedisclosed to his brethren.
Having sincerely felt thus, he in-volved hismelf so actively in hisMother Loclge's projects/activities thathis brethren elected him as JuniorWarden in 1980 and then catapultedhim to the Oriental Chair in 1981.
As Worshipful Master, he provedhis dynamic leadership. Among hisaccomplishments was "filling to thebrim" his Loclgp's coffers once again.This was the year that the Grand Lodgeof the Philippines (GLP) adjudged Ba-gumbayanLodgeNo.4 as "Most Out-standing Blue Lodge" and its Wor-shipful Master, MW Joe, as "MostOutstanding Master Mason" in thewhole jurisdiction.

As Immediate Past Master in 1982,
he was appointed Grand I-odge In-spector (GLD to Walana Lodge No.13. Once more, he demonstrated ac-
tive involvement in his MasonicDistrict's affairs.
MW Joe became a dual memberofJose Rizal l.odge No. 2?andan honor-ary member of Cordillera Lodge No,178 (in Nueva Vizcaya).
He became a 32 degree member ofthe Philippine Bodies, A. & A.S.R.
and is a Companion in C.W. Rosen-
stock Chapter No. 6, RAM. Besides,
in the ceremonials held in October1980, he became a member of Bam-boo Shrine Oasis, under the AFIFITemple in Tacoma, Washington D.C.,USA: Since then, he has Persistentlypursued the Shrine's noble cause ofshowing concern for crippled and
bumed children.Actively involved and consistently
reliable, he has been Ambassador forAloha Temple since 1985.
In 1985 and 1986, he served as
Grand Marshal of the GLP. In 1987,
he was Junior Grand Steward until he
was elected Junior Grand Warden(JGW) in April 1988, during the An-nual Communication in Cebu City, de-
spite the existence of an Edict whichstipulated that a Master Mason musthave been in goorl standmg for at leastten years prior to his bemg elected as
JGW.In-between regular Masonic activi-
ties and official visitations, MW Jose
Reyes Guerrero was active in otherMasonic organizations. He was Very

In 1984, he got exposed to theToasunasters movement. Gifted Withstentorian voice, he has continuouslysharpened his communication skillstoward becoming, say, anotherGraciano Jaena Lopez, the so-calledFilipino Demosthenes.
In 1985, he was Protoco[ Officer/Sergeant-at-Arms of Square and Com-pass Toastmasters Club No. 4749,District 75, an affiliate of Toastrnas-ters Intemational in Mission Viejo,Califomia, USA. As such, he showedhimself an exemplar of perfect affen-dance and unquestioned leadership in
weekly meetings, so that in 1986, hewas elected unanimously, as the Presi-dent of the Club. It was during hispresidency that his club got a nationalaward as the President's Most Distin-guished Club.
In 1986, hg was the Club's first maleAble Toastnaster. As such, he receivedawards from Toastmasters Intema-tional. One of these awards was a goldmedal received in 1987, in recognitionof his being the leader of the bestspeaking team in the Area at theRamble Impromptu Speech Contest.In the same year, he was awarded byToastmasters Intemational with the'

true, whenever I assume a promotionin the military or a new position in ourGovemment, no matter how prestig-ious the position may be; for I believethat a public office is a public trust,ancl that I am and will always be apublic servant to our taxpayers and
citizens, just as I have been for the past
almost 29 years of dedicated anduntainted sewice.
Iri line with this philosophy, I wishto assure you, my beloved Brethren,that I am more concemed with the du-ties and responsibilities of the Office,rather than the glamor, prestige and
distinction that this office lavishes uponits occupant, knowing fully well thatthe Office of the Grand Master carrieswith it awesome powers and honor.
I nay be the highest-ranking ornumber-one Mason in the jurisdictionof our Grand Loclge but I do not intendto lord over all of you. I will never take
advantage ofthese powers and author-ity over my Brethren but will serve as
a big brother and servant, to lead and
set the example in the great task ofcxemplifying, putting into practice andaction, and living our great tenets ofbrotherly love, relief and truth.
At this point, allow me to express inmy behalf and in behalf of my family
composed of my one and only wife,(your sister Baby), and our only childBabette, my deep gratitude firstly, forthe blessings of the Supreme GrandMaster of the Universe in making truthprevail; and secondly, for the trust andconfidence that you, my dearbrethren,have reP'osed uPon me, in giving meyour overwhelming mandats, duringyesterday's election elevating me tothe most exalted position in the GrandOriental Chair as your Grand Master.
I fully believe and realize my short-comings and limitations. But I acceptthis honor with all my heart, with allhumility, and with highest of spirit.With dignity, I pledge to keep the nobletraditions of our Grand Loclge, the

I will now refer to the Program ofAdministration of your Grand Masterfor the Masonic Year 1991-1992. Iwoulcl like to aclvise you here ancl nowthat I advocate a call to masonic disci-pline. The root of the many and variedproblems that we, as a nation or as apeople, are confrontecl with today, canbe-traced to one cduse: discipline, or to
put it more accurately, the lack of it.The root cause of the many and variedproblems which permehte our Craft teday, as an organization, and which like-wise prevails among us individuals re-
ferred to as Masons, is Masonic disci-pline or, to put itmore harshly and ac-curately, lack of it. Modesty asicle, Iam not talking to you here about clisci-pline, like a preacher who, more oftenthan not, does not practice what he
preaches. I am a practitioner ofdisci-pline. Having being orphaned at myinfancy, I did not have any father im-age to look up to. But even as a young
boy, I already felt a deep attraction tothe martial arts and military science.
Because of this atttaction, it was notsurprising that I should pursue my ca-reerrThe greatest fascination I have, inmy career and profession, is with mili-tary cliscipline. My family name ofREYES which means Kings from mymother, and Guerrero meaning War-rior from my father, may perhaps be
only a coincidence of history or an
accident of birth that gave more colorand dignity to my image as a militaryman.
It is not an easy job to command a
force of more than 2,000 people with-out discipline. It is a great responsibil-ity to be a Wing Commander. One has
to master the neecled image, personal-ity and most importantly, the mentalanct moral training of discipline. Thisis the reason I am sure that many mis-take me for being nray aba n g. But whatis important is what is inside and whatcompassion I feel when any one is in

distress and is in need of relief.I wouldliko each one ofus brothers to engagein deep soul searching, to retirc as itwere, into the Sanctum/Santorum ofour minds and to recognize that whatis Philippine Masonry toclay is not thefailure of its principles but our failureto live by its principles in our dailylives. This is what I choose to call a
failure in Masonic discipline. It is forthis reason that I issue forth the clarioncall to Masonic discipline before wecan even venture to say, that the pro-gram of administration for MasonicYear 1991 -l 992 will succeed. I wouldlike all of us to understand Disciplinein is three senses:
1. as a branch of knowledge,leaming or instruction;
2. as a training that develops self-control, or orderliness andefficiency and which enforcesobedience; and
3. as a treatrnent that corrects andpunishes.
We must take note, however, thatthe third is rendered unnecessary, bythe practice of discipline in its first twomeaning I have just mentioned.
All these three senses of disciplineare applicable at three levels in ourhierarchy.
First level,lhe individual mason inits first sense has the duty to leam andstudy Masonry, its history, jurispru-dence, ritual, etc. In its second senqe,
Masonic Disclpline ought to notivatehim to attencl meetings, pay his dueson tinte, perform assigned tasks,

thereby.avoiding the application of the
third meaning of discipline as a tfeat-ment that corrects and punishes.
Seconcl level oi discipline is in theLodge. In the First sense, MasonicDiscipline should make the lodge pro-vide its members with the proper in-formation on such matters as prepar-
,ing budgets, programs in education inthe provisions of the Constitution, the
study of Masonry, etc. so as to makethe members knowledgeable in theMystic Art. In its second sense, Ma-sonic Discipline at Loclge level im-plies, among otherthings, prompt per-
formance of duties and obligations tothe Grand Lodge, such as submissionof reports and payment of financialobligations.
The third level of application ofMasonic Discipline is the Grand Lodgeitself ancl at this level, I can only pledgeto you my best endeavors to improveAdministration, exercise fi scal restraintand provide the direction and leader-ship to make of Freemasonry a stron-ger force for the good of society thanwhen it has been in recent years.
With your cooperation and yourpositive response to this call for Ma-sonic Discipline, we can achicve thegoals I have set for our pr6gram ofAdministration for Masonic Year I 99 I -
1992. We can again demonstrate thatthe image of Philippine Masonry to-day is as noble, as ethical ancl as patri-otic as it was in the days of Aguinaldoand the rest of our masonic heroes andthat breed of men, who are really men,who can stand for their principles and
convictions, who can look straight intoone's eyes and say the same thingsthey say at your back, that breed ofmen that has made us proud of OurMasonic Heritage.
Your Grand Master, dear Brethren.is not a businessman by profession and
I intend to run the Grand Lodge notlike a businessman, but more of a Dis-ciplined Mason.
Having said all of that, I can nowshow you this complete set of hand-outs I have prepared containing theprogram of Administration for MasonicYear 1991-1992.1will just show you
the cover and read to you the table ofcontents. we have the outline of the
objectives which are Fidelity and Pride,leadership with Team Work and Disci-pline, Acconnts and Assets, MasonicEducation. Then we have the calendarof activities, organizational set up ofourFratemity, the traditional view and
the inverted pyramid and the conlnlu-nication that will be sent to the Breth-ren. These handouts will be dissemi-nated thru a covering letter to the Dis-trict Deputy Grand Masters of Dis-tricts l-A to 40. Thru DDGMS, theBrethren in the blue lodges will beapprised, infomred and involved, andmy message to the Brethren will bereacl by the DDGMs in the first statedmeeting of the blue'lodges in the'firstnonth of nrasonic year 199l-1992.

RATIONALE
Our Fraternity, likethe "Evergreen", has survivedthecrests and ebbsof tirne.Today, it manages to stay relevant and viable even as we persevere, more thanever, to invigorale and rejuvenate our esteemed organization by undertakinginnovative development prog rams.
We Masons have resorted to the mass media as one of the avenues forreaching out to our non-Mason brethren. ln our own little ways, we havemanifested our spirit of brotherly love, relief and truth so that they may be able tofeel, understand and accept the way of life that our Fraternity has espoused. Ouroutstanding achievements, consequently, have become bywords on the lips ofthe beneliciaries themselves.
As we moveontotread the path of truth, we fortify ourbelief thatour Fraternitywill attain greater heights and will continue to be the haven of meh who graduallyevolve to be better. Together, we can make that belief a universal reality, if andwhen, we Master Masons consistently adhere to our ancient landmarks, the so-called basic guidelines laid down by the ancient Masters of our Craft.

Qutin truth, the opposite pyramid, as shown on page 6, wherein the base is occupiedbythe Brethren, whiletheapex iswherethe highest ranking Mason should be. Forthe Grand Master looks up to the Brethren for support and cooperation in theservice and labor he can muster. You, Brethren, are the voice that will spellthegreat difference between a successful 1991 - 1992 administration, or by yourchoice, a failure.
ln retrospect, however, my inner Bell, which has never failed me, rings andtolls,tellingmethatshouldofoptimism,tellingme,thatyouandlareone. Forbothof us aim for the best welfare of everyone and for our Fraternity. That together,we will meet our goals and objectives to produce a lruitfyl end, come 1992.

CREATING A COMMISSION ON PHILIPPINE NATIONHOOD
WHEREAS, the Republic of the Philippines will celebrar. i, .rnr.*ial as a
nation in 1998;
WHEREAS, it is a fact of history that Freemasons and the Fratemity playedprominent and important roles in our country's nationhood;
WHEREAS, the roles and contributions of our Brethren and the Fraternity have
not been properly appreciated and recorded by historians;NOw, THEREFORE, I, JOSE REYES GUERRERO, by virtue of the power in
me vested as Grancl.Master o'f Masons in the Jurisdiction of the
Philippines hereby create a GRAND LODGE COMMISSION onPhilippine Nationhood to be composed of distinguished Masonichistorians and writers for the purpose of undertaking the research
on and writing the history of the role and contributions made byFreemasons in the building of the Philippine nation.
It is further decreed that in the furtherance of its functions, the Commissionshall have authority to raise funds for this project including, but not limited to,proposing assessments to be paid by each loclge in this Jurisdiction until the
completion of the project but which in no case shall extend beyond the year 1998
A.D.This Comnission shall be in existence up to June 12, 1998 unless sooner
dissolved.This Edict shall take effect irnmediately and shall be read in open Loclge at

In connection with Resolution No. 3, we hereby rule that the term "present
membership of the Lodges" as used in the Resolution shall refer to the 1990
Annual Report of Membership of each Lodge.As agreed in the meeting of DDGMs and DGLs with the Grand Masterlast
May 25,1991 at the New Plaridel Masonic Temple in Manila, each DDGMshall, for all loclges in their respective juriscliction, verify the list of lodgemembers as of December 1990 and determine from that verified list the numberof loclge members that have not yet paid the P200.00 Grand Loclge Temple Fund
assessment. This verified number, upon submission by each DDGM, shall be the
basis of Grand Lodge in assessing and collecting this long overdue assessment

SUBJECT : AID AND ASSISTANCE TO VICTIMS OF MT. PINATUBOVOLCANIC ERUPTION
Once more a calamity has befallen our country. This time the havoc'aruldestruction was caused by a major eruption of Mt. Pinatubo volcano in Zam-bales province on June 15, 1991. The sufferings and misery it has caused againclcmand of us the perfomrance of our obligation to aid and assist our distressed

worthy brethren, their widows ,and orphans, especially those living in thedevastated areas of Zambales Province including Olongapo City, the Provinceof Tarlac, Pampanga and Bataan.
To this end we formed on June 18, 1991 the Masonic Districts DisasterTask Force (MDDTF) headed by RW Agustin V. Mateo, Deputy Grand Master,to coordinate all Masonic relief and charity work and to ensure that relief isgiven and distributed to the truly deserving. .
In order to consolidate and centralize all masonic disaster relief and aid,
and to present a united front in ourMasonic relief efforts, all lodges and Masonsin this Jurisdiction are enjoined to assist in whatever they can, in cash or in kind,and send these to the Grand Lodge, care of the Task Force of RW Mateo.
Members of the other Rites, Scottish and York, as well as those of otherappendant boclies and organizations are ako urged to send in their assistance tothe Grand Lodge.
Those Lodges and brethren who in the meantime have already sent in theirassistance as Brothers in the Fatherhoocl of God to other relief agencies and
organizations, or have given aid to direct beneficiaries, are requested to make a
written report to the Task Force or to the office of the Grand Master. of such
assistance made, in order to have as complete a record as possible of the eflortsand contributions of the entire Fratemity.
The Grand Lodge has already on hand several donations in cash and goocls
and we continue to have pledges for more.As it is anticipated that the need for our assistance will continue for some
time to come, again we urge every lodge and Masons in this Jurisdiction tocontinue sharing what they can with our less fortunate countrymen, particularlyour brethren who are. and continue to be, victims of this calamity, by sendingyour assistance to the Grand Lodge.

RE : FUND RAISING CAMPAIGNS
It has corne to our attention that many subordinate Lodges have undertakenand continue to undertake fund-raising activities for their purposes withoutcomplying with the requisite regulations conceming such activities.
Our forefathers saw the wisclom of ancl founcltheneed for regulating suchactivities to prevent thp indiscriminate raising of funds especially when non-masons are solicited fronl, and to avoid possible abuses that might result indiscredit to the Crafttnd prejuclice tHe image of Frebmasonry. Precisely, ourOrdinances empower subordinate Loclges to raise funds to finance its programsin two ways, namely:
a). by voluntary contributions from its members, orb) through other fund raising campaigns, after approtal by the Grand
Master
(Art.II, Sec. 3, Par. e, Ordinances).
In the light of the above-stated regulation, and in the interest of regulatingfund raising campaigns by subordinate lodges forthe reasons mentioned before,the following are hereby ordeged:
1. No subordinate Lodge shall even begin to unclertake any fund raisingcampaign where funds are solicited especially from non-masons, with-out the express and written approval of the Grand Master.
2. Subordinate Loclges that are currently undertaking on-going fund-raising campaigns involving non-masons without having first obtainedthe approval of the Grand Master are hereby ordereh to desist fromsuch undertakings until they comply with the following procedures:
a) Inform the Grand Master in writing, thru the DDGM con-cemed, the data such fund-raising activity commenced, ageneral description of th9 fund-raising activity, and the pur-pose for which the funds to be derived from such activity willbe used.

b) Request for approval of the Grand Master, to be given inwriting addressed to the Worshipful Master of the Lodge.
c) In the event of a disapproval by the Grand Master, all fundssolicited by the Lodge from non-masons shall be retumed tothe donors, unless the donors voluntarily choose notlo acceptthe retum of such funds, after a proper explanation by thesolicitor of the reasons for retuming the funds.
3. Subordinate Lodges that hereafter intend to undertake fund-raisin_ccampaigns shall follow the procedure laid down in Par.2(a) & (b) ol'the foregoing.
All DDGMs are hereby charged with the strict implementation of thiscircular and written report shall duly be submitted to the Grand Master within 30days from receipt hereof.
Non-compliance with this circular may subject the Lodge and/or its Masterto such disciplinary action as may be deemed proper under the circumstancesand the law applicable at the time.
This Circular shall be read in open Lodge at the stated meeting nextfollowing its receipt and action thereon duly recorcled in the Minutes.

Lodges is the Grand Loclge Inspector (GLI). A failure in this link could meari afailure inthe chainof command, authorities and responsibilities from the GrandIodge to the Subordinate Lodges. The GLIs have vital roles in the efficientadministration of subordinate Lodges.
The ideal situation is for a loclge to have always a GLI in attendance at allstated and special meetings. If the assigned GLI canqot attend for whateverreason, it is suggested that the DDGM or DGL be informed beforehand so thateither of them may act as substitute forthe GLI at that meeting and accbmplishthe attached check list and report.
This Check List and Report was designed to assist the GLIs in the perfor-mance of their assigned tasks and at the sane time inform Worshipful Mastersof the matters that the GLI would observe and evaluate during his attendance atLodge meetings. When properly accomplished, itcan be an aid in the evaluitionof Loclges on Lodge management and in the proficiency of the members.
This Check List and Report is, therefore, hereby prescribed as the standardformat for GLI reports to be used for all stated ancl special meetings of the Lodgeto which the GLIS are assigned.

Agoncillo, daughter of themaker of the first Philippine Flag, re-enacted the raising of the PhilippineFlag from the balcony of the Agui-nalto Snrine simultaneously with theplaying of the Philippine NationalAnthem..Immediately thereafter, astirring salute to the flag was deliveredin behalf of the Grand L-odge of thePhilippines by VW Fernando V.Pascua, Jr., Senior Grand Lecturer.

I was born in antiquity, in the ancient days when menlirst dreamed of God. I have been tried through theages, and found true. The cross-roads of the Worldbear the imprint of my feet, and the cathedrals of allnations mark the skill of my hands. I strive for beautyand for symmetry. ln my heart is wisdom and strengthand courage for those who ask. Upon my altars is theBook of Holy Writ, and my prayers are to the OneOmnipotent God. My sons work and pray together,without rank or discord, in the public mart and in theinner chamber. By signs and symbols, I teach thelessons of life and of death, and the relationship of manwith God and of man with man. My arms are wide-spread to receive those of lawful age and good reportwho seek me of their own free will. I accept them andteach them to use my tools in the building of men, andthereby, find direction in their own quest for perfectionso much desired and so difficult to attain. I lift up thefallen and shelter the sick. I hark to the orphan's cry,the widow's tears, the pain of the old and destitute, I amnot church, nor party, nor school, yet my sons bear afull share of responsibility to God, to country, to neigh-bor and themselves. They are freemen, tenacious oftheir liberties and alert to lurking danger. At the end I
commit them as each one undertakes the journey be-yond the vale into the glory of everlasting life. I ponderthe sand within the glass and think how small is a singlelife in the eternal Universe. Always haVe I taughtimmortality, and even as I raise men from dar[<ness intoLight, I am a way of life. I am Freemasonry.
