「エンベディッド・ライブラリアン」:図書館サービスモデルの米国における動向
1. エンベディッド・ライブラリアンとは あるものをなにかに埋め込む、という意味を持つ“embed” という語を用いた、エンベディッド・ライブラリアン(embedded librarians)と呼ばれる図書館司書、またはエンベディッド・ライブラリーサービスというサービス提供の形態が、近年米国の図書館界で一つの潮流となっている。このテーマについては論文に加え、米国カトリック大学(Catholic University of America)図書館情報学准教授のシュメイカー(David Shumaker)氏といった人物がブログでも積極的に発信している(1)。この呼称は、2003 年のイラク戦争で広く知られるようになった、エンベディッド・ジャーナリスト(embedded journalists)に由来している(2)。これらのジャーナリストは、戦闘部隊と行動をともにし、進行中の事件の内部から取材活動を行い、自らをこのように呼ぶようになったとされている(3)。彼らは自らを部隊に「埋め込んだ」ことによって、事件のストーリーに直接アクセスできることができた(4)。このことから、エンベディッド・ライブラリアンとは、日常の業務において、図書館を離れ、利用者が活動している場から、利用者と活動をともにしつつ情報サービスを提供している図書館司書を指す。 この、「埋め込まれて」いる程度には様々なものがある。図書館司書がどの程度「エンベッド」されているかを計る目安としては、普段ほかの図書館司書と同じ場所で業務をするのか利用者とおなじ場所にいるのか、給料・諸経費は図書館と利用者のどちらに充てられた予算から出るのか、誰が司書の監督・業務評価をするのか、主に利用者たちの会議に参加するのか、または図書館での会議に参加するのか、といったものがある(5)。こういった組織、人員配置、業務形態からみた目安でいえば、図書館司書が、図書館から離れて利用者たちと一体となり、利用者側から予算を充てられてサービスを提供しているケースがあれば、それはより高度なかたちでのエンベディッド・ライブラリアンともいえる。 エンベディッド・ライブラリアンというモデルの重要な点は、図書館司書が、利用者の環境に自分を「埋め込み」、利用者と作業等で協働し、混じり合うことによって、利用者の行動、またそれによる利用者の情報、情報サービスに対するニーズをより直接的に知り、より迅速なサービスをその場で提供できることにある(6)。利用者の置かれた環境や状況によって、必要と
4. エンベディッド・モデルが効果をあげるためには エンベディッド・ライブラリアンとして図書館司書個人に求められる資質には、図書館を離れた新しい環境・経験に臨機応変に対応することができること、今までの図書館での形式にとらわれない、オープンな思考を持っていること等がある(23)。そして、エンベディッド・モデルが効果をあげるための重要な要素として、利用者とより一体となるような密接な関係を作り上げることがある(24)。 エンベディッド・モデルでは、図書館司書は利用者に、よりカスタマイズされた高レベルのサービスを提供するため、そのために費やす時間と労力は増え、また図書館を離れて利用者と交わる時間も多くなる。こういったことを図書館の経営側が理解する必要がある。エンベディッド・モデルを導入し、エンベディッド・ライブラリアンを支援するためには、図書館はエンベディッド・ライブラリアンとしての資質を備えた人材を採用・養成し、図書館司書が利用者との関係を深め、対象とする利用者集団の活動内容、専門分野、または彼らが属する組織への理解を深めることを奨励すべきである(25)。そして、図書館内部での組織や業務慣行等にとらわれず、図書館司書を、図書館外の利用者がいる現場で活動させる体制を整えることが重要となる。さらには、図書館は利用者が属する組織と連携し、エンベディッド・ライブラリアンの業務を、利用者への効果の面で利用者側から評価してもらい、利用者が属する組織からもエンベディッド・モデルへの支持を得ることが、成功へとつながるとされている(26)。 エンベディッド・モデルは、特定分野の小規模な図書館においては、その専門性、臨機応変さを活かして比較的容易に導入できるが、大規模な大学図書館では、多数のそれぞれ専門が異なる利用者に対応しなければならず、その広範囲な導入は容易ではない(27)。先のパデュー大学のように、図書館全体でこのモデルを導入して行く試みはあるが、多くの大学図書館では、少数の司書がいくつかの授業でこのモデルを導入しているのが現状のように思われる。ペンシルバニア州のバックス郡コミュニティーカレッジ(Bucks County Community College)における、オンライン学修支援システム “WebCT” をもとにした導入例では、エンベッドされた図書館司書がオンラインチャット等で学生に個別にサービスを提供することに加えて、オンラインチュートリアルや、多くの大学図書館で取り入れられ
