Los Cerritos Community Newspa-per has learned that the city of Bell has remained unaudited for the past

tect Cliff Garten that will be placed in the city’s Sculpture Garden at its July 9 meet-ing.

The sculpture consists of three stain-less steel rods that will be illuminated with LEDs and programmed to change color. They will be located on a mound across from the garden’s entrance from the civic center.

City Councilmembers Carol Chen and Joseph Cho voted no with Councilmem-bers Mark Pulido, Mayor Pro Tem Bruce Barrows and Mayor Jim Edwards voting yes.

NBC4 Southern California will be tracking the journey of the Cerritos High School Wind Symphony Or-

chestra on their upcoming trip to perform at the London Olympic Games, thanks to the help of the Los Cerritos Com-munity Newspaper.

Several weeks ago, Brian Hews, LCCN owner/publisher, and Randy Econo-my, reporter with LCCN, reached out to Robert Kovacik, anchor and reporter for NBC4 Southern California, about covering the Cerritos High School Symphony’s “jour-ney of a lifetime” to London during the station’s coverage of the Olympic Games.

“Talk about a great human interest sto-ry. This one is amazing!” said Hews. “We had to get this information in front of our

friend Robert over at NBC4. These kids have worked their hearts out to prepare for this event.”

NBC is the official network for the 2012 Summer Olympics. Kovacik will be representing NBC4 Southern California in London, bringing viewers both local and global Olympic highlights.

dow was the point of entry in the lone case where a loss could not be initially deter-mined. The 2012 weekly average in resi-dential burglaries is now 4.3

Open windows equal easy access for the burglar. Don’t make anything easy on the criminal. Make sure that your resi-dence is secured prior to leaving.

Commercial burglaries were down from four to one last week. A closed busi-ness was targeted and a security camera was taken. The 2012 weekly average in “other structure”/commercial burglaries is 1.8.

Vehicle burglaries increased from seven to nine. Six of the crimes last week occurred in high-volume commercial parking lots. Eight were SUVs. Purses, wallets, ID, cell phones, plumbing tools, cash, a garage remote control and a DMV disabled placard were taken. In addition to those items, third-row seats were removed from SUVs. The 2012 weekly average in vehicle burglaries is 7.6.

Garage door remote control devices are of valuable use to a residential burglar. It is almost like giving the thief a key to your home. Think about locking it in the trunk if you must park outside, or take it with you.

Vehicle thefts were down from five to four last week. Three of the cases were from lots. Two Hondas and two Toyotas were stolen. The new 2012 weekly aver-age in vehicle thefts is now 3.4.

ANY form of an anti-theft device is better than nothing at all. A wide range exists from simple steering wheel locks to global positioning satellite tracking (GPS). Steering wheel locking devices can cost as little as $30.00 and are a visual deterrent. Use of these devices tells the would-be thief to find an easier target.

Aggravated Assault: An assault was reported on the 15600 block of Surrey Ln. A suspect was arrested by responding deputies.

Other Structure Burglary: An inci-dent was reported on the 14000 block of Estero Rd. A tool box was stolen after the latch was pried off from a carport storage locker at the location.

Vehicle Burglary: Six vehicle burglar-ies were reported last week.

A vehicle’s door lock was punched in on the 16700 block of Trojan Way. Speaker boxes and an MP3 player were stolen.

A window smash burglary was report-ed on the 12000 block of Santa Gertrudes Ave. A purse was stolen from the vehicle.

A burglary occurred on the 14600 block of Mercado Ave. A car stereo, third row seat, and other items were taken.

A window smash burglary was report-ed on the 13500 block of Dalmatian Ave. A laptop computer was stolen.

Two separate incidents occurred on the 14200 block of Firestone Blvd. and the 14500 block of Artesia Blvd. Car stereos were stolen from both vehicles.

Grand Theft: Two grand thefts were reported last week.

A theft was reported on the 15200 block of Rosecrans Ave. A suspect was ar-rested in connection with the incident.

A theft of air conditioning units was reported on the 13000 block of La Mirada Blvd.

Grand Theft Vehicle: Two stolen ve-hicles were reported last week.

A vehicle was stolen from the 14900 block of Gagely Dr. The vehicle was re-covered the same day.

A vehicle theft was also reported on the 13000 block of Mcnally Rd.

Los Angeles County’s emergency mass notification system, called Alert LA County, will be used to contact residents and businesses using recorded phone mes-sages, text messages or e-mail messages in the event of an emergency. Alert LA County will be used by the Sheriff’s De-partment to notify residents and business-es of emergencies and critical information regarding necessary actions that should be taken, such as evacuation or shelter-in-place orders.

The system utilizes the telephone com-panies’ 911 database to contact both listed and unlisted land-line telephone numbers. CITIES MAKE PAYMENTS TO STATEBy Jerry Bernstein

The cities of Cerritos, Artesia and Ha-waiian Gardens were notified by the state they had to make payment on

money it says the cities owe related to the dissolution of their Redevelopment Agen-cies authorized by an act of the state legis-lature signed by the Governor on June 27.

Cerritos City Manager Art Gallucci said the city received an e-mail [demand] on July 9 at 5 p.m. calling for a payment of $6 million by July 12 at 5 p.m. He said e-mail arrived just prior to the city council meeting but would not effect the budget be-cause city had anticipated what the amount might be and was prepared for the hit.

The city of Hawaiian Gardens had to pay $74,207. Artesia officials were in a meeting at press time and could not be reached.

At the July 9 city council meeting, Cerritos Assistant City Manager Kathy Matsumoto gave a brief report on AB1484, the Redevelopment Budget Trailer Bill that was signed by the Governor on June 27. The 73 page document expanded the pow-ers of the Department of Finance, empow-ering them to suspend the payment of sales taxes and property taxes to successor agen-cies if they do not make a payment of prop-erty taxes to other local taxing agencies by July 12. The $6 million allegedly will be paid to the local taxing agencies.

Matsumoto said the bill also allows the Department to impose $10,000 a day in fines to the successor agencies. She said the League of California Cities has called the bill unconstitutional as sales taxes that are used at the local level and the reallocation of property taxes requires a 2/3 vote of the legislature which AB1484 did not receive.

My Friend from Fruit-cake, Flor-

ida looked sad as he walked into the of-fice. “Is something wrong?” I asked. “You look like you lost your best friend.”

“I was going over some of my files when I was recently in Fruitcake and found this poem written by one Brian Watkins, a

member of the Montgomery, Alabama Fire Department. It was written in memory of the firefighters who gave up their lives on the 9-11 attack on the twin towers in their attempt to get people out of the towers.

“I think the entire country not only felt their loss but also for the people who were trapped in the towers as well as the victims in the airplanes that crashed into them. “I said.

You know,” he said, “I sometimes won-der if we Americans take too many things for granted.”

“Like what?” I asked.“Well for one thing, here in California

we expect our leaders in Sacramento to do what is right. For instance, our schools have been downgraded into the bottom third in the country. Most Districts have cut back because the state legislature and the gover-nor refuse to tackle the economic problems facing the state.”

“Wait a minute,” I said, “The governor has a tax increase on the November ballot that will reduce the budget deficit by ap-proximately $9 billion.”

“I know,” my Friend from Fruitcake, said. That leaves a deficit balance of ap-proximately $7 billion. How is that going to be covered? he asked.

I looked at my friend and replied, “I don’t really know.”

“What gives me hope,” he said, “is a lit-tle city like Hawaiian Gardens that is giving your local school district $88,500 thousand so their kids can go to summer school. They didn’t have to do that, but the city council takes seriously the city’s motto “Our Youth is our Future.”

“Hawaiian Gardens is a small city, nine-tenth of a square mile, and it has a casino that provides revenue and keeps the city’s budget balanced and puts money into the city reserve.” I said. “Most important the city council believes it’s important that their children attend summer school.”

“That leads me to another subject.” my Friend from Fruitcake said. “What’s go-ing to happen at ABC, now that the court has ruled the “evidence” used against the former Stower’s principal Eileen Blagden, to remove her from her job as principal at Stower’s Elementary School was ruled as being fabricated by the Superior Court?

“I don’t know,” I replied, The District and Mrs. Blageden are meeting July 17 at Mandatory Settlement Conference. Hope-fully they’ll reach agreement on a settle-ment. If not the case will go to trial.”

“My Friend from Fruitcake, Florida asked what happened to the teacher.”

“I understand he had moved to northern California.”

“That’s what we were told,” I replied,

“but when we last checked, he was still re-siding in Long Beach.”

My Friend from Fruitcake, Florida looked at me. This brings me back to the poem I found in my files,” he said.

How’s that? I asked.The poem is entitled “Giving a Life.” It

starts as follows:“It’s twenty past the hour nowThe stations neat and clean.They’ve had their morning exercise,Their bodies are tough and lean.They know their job’s to Serve and Pro-

tect.Sometimes they just can’t wait.But none of them knew what was nearOn that September date.”He paused and said. Shouldn’t the Dis-

trict staff and superintendent worked with the principal instead of sweeping it under the rug. Where were the firemen to protect the principal, school staff and most of all the school children?

“I don’t know,” I replied.“I’ll tell you where they were,” he said.

Progress Reveals Herself on Artesia’s Thoroughfares

Forty-five years ago, a man named Richard

Salisbury won a con-test put on by the City of Artesia, which at the time had ten years of incorporation under its belt. The contest was to give the city a motto, and the words that Mr. Salisbury had chosen were, “Ser-vice builds tomorrow’s progress.”

Since then, progress has been building and this year is no exception. Even despite economic hardships, we as a City are pull-ing out all the stops this year.

For example, we recently were recog-nized for our efforts on Artesia Blvd. with the 2012 Compass Blueprint Award for Achievement in Livability by the Southern California Association of Governments (SCAG). This is impressive because SCAG represents plenty of cities, and to be rec-ognized among so many cities means that

what we’ve done is truly remarkable.

On Pioneer Blvd. today, we can witness some of the spirit that Mr. Salisbury must have envisioned for the new city. We can also see the obstacles that such spirits of-ten must overcome. Wh ile the final piece of downtown Pioneer’s renewal was under way, the State’s Department of Finance decided on a technicality that it won’t let the City use the redevelopment money that was already set aside for the project. The DOF informed the Successor Agency to the Artesia Redevelopment Agency (or just “Successor Agency) that it rejected the three contracts which were involved with the project.

The Successor Agency will be amend-ing the documentation that governs these contracts on June 27, and will resubmit these documents tothe DOF for approval.

40 years ago Pioneer Blvd. was still the place to be in the region. Later, when the malls started popping up, the public’s in-terest became dispersed. But still, the cul-tural delights that we find downtown have created such a niche that it can and does compete well with surrounding markets. Being that downtown Artesia is probably the biggest financial engine for our City, it makes sense to invest in it. I truly believe

that almost all of us (there will always be exceptions) will love what we have in store for downtown.

Just to give you the reader a hint about what’s coming, the project boundaries for Pioneer Blvd. are between 183rd and Pio-neer, and 188th and Pioneer . The plan is to build a narrow median of various widths which will feature palms, climbing roses, lantana, Australian poppies, and ground cover. These plants will be drought re-sistant and help conserve water while also creating beautiful scenery. The plants will be watered through a drip and bubble ir-rigation system which will be operated by solar timers.

Along the sides of the street will be ‘bulb planters for various trees. Also along the street will be different types of ‘street furniture’, like benches for example.

Barrowsgate: Crime, Cover-up and Conspiracy at Cerritos City Hall

“I don’t give a sh** what happens. I want you all to stonewall it, let them plead the Fifth Amendment, cover up or anything else, if it’ll save it—save this plan. That’s the whole point. We’re going to protect our people if we can.”

The previous quote is the words of Richard Nixon back in the days of the infa-mous Watergate crimes and cover-up that eventually forced Nixon from the White House. They were probably the words of Acting Mayor Bruce Barrows with regard to Barrows’ admitted battery of Cerritos resident Jay Gray.

What did he do and when did he do it? The facts are plain; Bruce Barrows ad-mits to committing battery upon Cerritos resident Jay Gray. Barrows’ own account of the incident to the Cerritos Sherriff’s Of-fice states that Barrows initially profaned Gray, calling him an a**hole BEFORE Barrows says Gray responded “Your wife doesn’t think so” which then resulted in Barrows’ actions, in Barrows own words “I LOST CONTROL” resulting in a clear case of BATTERY; grabbing and pushing Gray in a threatening manner, indicating a threat of bodily harm.

Gray withdrew pressing legal charges against Barrows in order to give Barrows the opportunity to do the right thing; apol-ogize publicly, tell the truth and own up for his actions, instead Barrows has en-gaged himself and the City of Cerritos in a shameless cover-up. At a recent city coun-cil meeting from up on the dais, Barrows contradicted his own account by claiming that he was “Defending the honor of my wife” A cowardly and patently false obfus-cation of what really happened.

The District Attorney brought Barrows in to the Los Cerritos Municipal Court-house DA’s Office and reportedly asked Barrows to take Anger Management and/or Psychological Therapy to deal with his erratic behavior. Barrows counter claims against Gray (Barrows claimed Gray “Dis-turbed my peace”) were dismissed by the DA’s representative out of hand.

Council Cover-up and conspiracy? The entire city council was silent on the issue of Barrow’s altercation and assault upon Gray, they neither commented on this nor responded to community mem-bers asking that they condemn this behav-ior in the strongest terms. Barrows should be censured and/or removed from office. Barrows himself along with Mayor Jim Edwards and the full city council voted to Censure former City Councilmember John Crawley for sending an email under Ed-wards name, Crawley eventually resigned from office. How long will it take Barrows

to own up to his actions?Curiously, the Cerritos City Council

went on the attack, cutting their print ad-vertising from the Los Cerritos Communi-ty News after LCCN printed the Barrows story and demanded answers from the si-lent city council and city management.

Why all of a sudden, after MILLIONS of lost revenue on the Performing Arts Center, is it necessary to cut PRINT ad-vertising in LCCN? This is an obvious at-tempt at taking punitive measures against Publisher Brian Hews to silence the paper that exposed ousted L.A. County Tax As-sessor Noguez under a corruption scandal. Will ‘Barrowsgate’ be the downfall of a Cerritos City Council that appears to be in collusion with Barrows to lie, deny and get by’?

Losing Control in Public Office: Congressman Jesse Jackson Jr. is report-edly undergoing treatment for a “Mood Disorder” but his office only came forward with this revelation, months after he took a leave from his elected duties and under pressure from congressional colleagues. Unlike Barrows, Congressman Jackson, never assaulted a constituent but the stig-ma of mental illness was apparently too great to come forward in a forthright man-ner and admit his problem. Barrows has not only not been forthright he has devised a delusional version that contradicts his own testimony and that of eye witnesses. Barrows may in fact have a psychologi-cal problem and definitely has displayed out-of-control anger issues but his latent maniacal tendencies go unattended while Barrows drags the city of Cerritos deeper into his cover-up.

Recently, I sat down with Thomas Hua, the assistant manager at the fabulous Royal Garden Restaurant

and had the opportunity to talk about the new Royal Garden restaurant.

Family owned and operated, the res-taurant at 11828 South Street in Cerritos. The Prince lounge located downstairs seats approximately 220 diners and the upstairs dining area seats about 190 diners making it a perfect location for weddings, life cel-ebrations, corporate parties, seminars and service club dining opportunities.

Royal Garden serves the traditional Chinese food selections with a Vietnam-ese twist on some entrees. However, the specialty of this dining house is seafood. In fact, Royal Garden specializes in exotic Chinese seafood. You can even select your fresh entrée of live seafood from the spe-cially designed salt and fresh water viewing

Many years ago my wife introduced me to Mexican food. Until then I was a New England steak and

lobster man. It only took me a short time, like the first meal, to add Mexican food to my menu.

Recently, I was asked to do a review on a Mexican restaurant, Su Casa Garcia in La Mirada. “What do I know about writing a restaurant review,” I said. “Go,” I was told. “You’ll do fine.”

Su Casa Garcia is a Mexican Chipotie Grill located at 13926 Imperial Highway in La Mirada is in a strip mall. When I walked into the restaurant I was surprised. Most Mexican restaurants I’ve gone to are enclosed and dark. Su Casa Garcia was light, airy and inviting.

I was greeted by Shantel, the owner’s daughter, who led me to a table. “Can I get you something to drink?” she asked. “A glass of water,” I replied. Shantel handed me a menu and as I scanned it, I said, “This is a big menu.” She smiled. I asked her if she could sit down for a few minutes while I asked a few questions.

She told me her father, Juan Dior bought the restaurant four months ago and has been remodeling it. Juan later told me he bought the restaurant for the family. I noticed the walls were decorated with oil paintings and was told they were painted by local

La Mirada artists and yes, they are for sale. They come in once a month and replace them with new paintings, Shantel explained.

The restaurant’s tables and chairs are hand-made and were imported from Mexico, Future plans call for Mexican na-tive plants to decorate the restaurant and eventually an old church statue will take its place in the restaurant. Juan walked me to the back door and asked me what I saw. I said a screen door. He closed the outside door and suddenly the screen door came to life with a famous Mexican pianist on it. As we walked back to the table, Juan was beaming with pride.

I looked at the menu and commented everything was below $12 with the aver-age breakfast and lunch costing $7. The luncheon menu offered a variety of dishes, including a Texas Style Burrito, Taco or Tostada with a choice of meat. It also of-fered a Carne Asada which consists of charbroiled thin steak, rice, beans, gua-camole and a totilla. There was also an Enchilada Plate. I ordered the Texas Style Tosada with chicken. I wasn’t disappointed with my selection.

The menu also offers an “all you can eat” buffet with soups made daily. For those who wish a lighter lunch there are torita,

taquitos, quesadillas, carcirories [Breaded Shrimp Plate] Nachos and a Chef Salad.

Other items on the menu include Gas-cias” Chicken Lettuce Wraps, Deluxe Mexican Pizza, Ceviche Acopcico Style,

fresh fish marinated in special spices and heated in lime juice combined with Pico De Gallo and Sudina and a tortilla topped with a slice of avocado.

For dessert I had a Shantel special, with

my coffee that was excellent!, but helped wash down a delicious lunch.

Su Casa Garcia is open from 8:30 a.m. to 11 p.m. six days a week. The restaurant is closed on Monday.

The backup data needed to perform a complete and thor-ough audit has been missing, misfiled, or misplaced,” Willmore told members of the Bell City Council this week in an internal email that was obtained by Los Cerritos Community Newspaper.

Sandi Gibbons, spokeswoman for the Los Angeles County District Attorney’s Office confirmed to LCCN on Wednes-day that their office “was aware of it” but stressed that the DA has not received any-thing officials from city officials in Bell about the new found possible impropri-ates.

“Some of the items (in the audit) were presented to the County Grand Jury in the

past,” Gibbons said. She also pointed out that a new Grand Jury is impaneled every six weeks and that if there is new evidence of a crime that comes from the audit that a new case could be prepared and present-ed.

Cities, like counties and other local government agencies must produce annual financial statements and use outside audi-tors to review those statements.

Hallye Jordon, Deputy Controller of Communications said that these audits are used to determine the city’s financial posi-tion, its ability to meet its obligations, and the performance of the city’s management and governing board.

“The purpose of any quality-control review is to ensure the city’s contracted

“Hearings like this are to resolve dis-putes,” Gibbons said. She also confirmed that in Office Hearing matters, the suspect “must do what is required by the hearing officer in an allotted amount of time, or if they fail to do so, the criminal case will continue through the legal system.”

According to the police report, ob-tained and published by Los Cerritos Community Newspaper, Barrows said that during an argument with Gray out-side Chambers, he got angry and called Gray an a**hole and after that Gray said, “you may think that, but your wife sup-ports me”.

At the June 11, 2012 Council meeting Barrows contradicted his statement in the police report and said “Gray made some extremely offensive comments about my wife and that is when I called him a**hole.”

Greg Berg, Director of Community Services for the City of Cerritos had spo-ken at the Council meeting in public on the incident (at the insistence of Barrows), but attempted to distance himself from the matter on Monday afternoon in an inter-view with LCCN.

“I am not going to comment about the matter any further, this does not involve the city of Cerritos,” he said.

Cerritos Councilwoman Carol Chen, an ardent support of Barrows said the inci-dent was “not her concern, and it shouldn’t be the concern of Los Cerritos Commu-

nity Newspaper.”City spokeswoman Annie Hylton said

“the city has no official comment on the matter at this time.” Barrows has not re-turned repeated calls to Los Cerritos Community Newspaper regarding the in-cident.

the time to be spending that kind of money “The timing is wrong. I don’t think this is the time to be spending $275,000 for an art piece, even though the money is in a spe-cial trust fund that was established for that specific purpose,” she said.

Assistant City Manager Kathleen Jung Matsumoto explained the trust fund re-ceives its funding from one percent of building permits valuation on new projects and major renovation valued at $250,000 or more. The money can only be used to pur-chase permanent or lease temporary sculp-

tures. She said in this year’s budget the city carried over $50,000 from the previous budget for maintenance and cleaning of the existing sculptures. In addition the council stipulated that 10 percent of new contribu-tions to the Trust Fund would be set aside for maintenance of the sculptures.

Councilman Joseph Cho voted against the expenditure because he felt this partic-ular art piece should be located outside the garden where it would act like a beacon for residents to the sculpture garden.

In other business the council awarded a bid in the amount of $29,693.70 for the printing of programs for the Cerritos Cen-ter for the Performing Arts to Diversified Printers in La Mirada.

The council also approved an increase of $1 across the board in fees for the Iron-wood Nine Golf Course. Recreation Ser-vices Superintendent Sherre Titus said a survey of area golf courses showed that Ironwood Nine fees were lower than other golf courses in the area. She said eight golf courses were used in comparison surveys.

The Council approved a contract with Waukesha Pearce Industries for repairs, replacement and rehabilitation of the natu-ral gas engines at four city water facilities. Vince Brar, Senior Assistant City Manager said the four existing engines were initially installed by Waukesha in 1970. Brar said the company warrants all parts and servic-es and performs the service work. He said Valley Power System, Inc. had been the licensed Waukesha representative for Cali-fornia. The work to be provided includes repair, replacement and rehabilitation of the Waukesha engines. He said Waukesha is the only service provider in California authorized to do such work.

$150,000 a year will be covered by the pro-posed license rate increase. Ennis said that Resolution 12-2349 ordering a proposed ballot measure to this effect shall be sub-mitted to the voters of the city for consoli-dation in the statewide general elections on Nov. 6. The city attorney is also directed to prepare an impartial analysis regarding the former measure that will be presented to the Los Angeles County Board of Supervi-sors no later than Aug. 10, 2012 explained Deputy City Manager Justine Menzel, during a telephone interview.

When asked how much the proposed rate hike was, she said, “that remains to be seen in next meeting.” In addition, the city of Artesia is supposed to make a request to the County Registrar of Voters to per-form related services in connection with the consolidated election.

On June 11, the council directed staff to commence the process of preparing adjustments to the City’s business license ordinance and to prepare to have those adjustments submitted to the voters at the Nov. 6 election. On July 2, an Ad Hoc Committee comprised of Council Mem-ber Miguel Canales and Mayor Pro Tem Sally Flowers met with City Manager Ma-ria Dadian, Deputy City Manager Menzel, Administrative Services Manager Pradeep Elayath, and City Attorney Ennis to review a draft of the proposed ordinance which according to reports had undergone nu-merous changes.

Bryce said his dedication and passion for amateur motocross biking began at age 12 with just “riding around on bikes” as a

child. Over the past years he has developed

a strong passion for the sport and has now fully dedicated himself to amateur moto-cross, now on his way to becoming profes-sional.

Bryce has just graduated high school from Capistrano Connections Academy, a free virtual online school in Southern Cal-ifornia. Capistrano Connections Academy has extremely helped Bryce by providing flexibility with time in order for him to pursue motocross biking and to obtain an education.

The dedication that Bryce has had for motocross biking has left him extremely injured with broken bones, broken legs, and emergency lift helicopter rides from motocross championship events but that does not seem to stop him from continuing his passion.

His mind, his heart, and his desire have left him thriving for the success during re-cuperation from a broken leg injury. Bryce has decided to fully dedicate himself with all that he has got and with his life in the sport.

When junior year ended on that Thursday, when the school bells rang, and when mobs of us ran

out the gates, I was overwhelmed with happiness. The huge blocks of stress that hung over my shoulders, were finally lifted. However, despite the pool parties and late night movies, my happiness didn’t linger as long as I hoped. After about a few days into summer, I was faced with the inevitable fact that in just a couple of months, I would have to start college applications. So, the most academically challenging school year was ultimately over, but I was engulfed in even more stress, pressure, and confusion. I had no idea what major I wanted to do, which school I wanted to apply to, and I was just lost. How do I even start deciding my major? How do I even know where I want to go? I began to believe that I was going crazy from all the endless, unanswered questions.

Soon enough though, I decided I didn’t have the time to sit around all summer sulk-ing in my state of despair and uncertainty. And so, I gathered up all the college letters and pamphlets I’ve received throughout the year and sorted them out into piles: ones that I definitely was going to apply to, ones that I had no interest at all, and ones that I deemed worthwhile to look into. I spent my afternoons looking up the different uni-versities I categorized in my research pile and their schools and majors they offered, the campus environment, the ranking, the costs, admissions rates, and even took a look at the virtual tours. Sure, it gave me a sense of the different types of universities, but the real question was what I wanted to do. I mean, each school has their own range of opportunities for certain majors, like, the University of Pennsylvania, which has the

Wharton School, one of the most prestige business programs in the nation, or even Williams College, the top ranked liberal arts school in America.

Now the question was what I wanted to spend my time in college majoring in. This was the most challenging part for me. I un-derstood that the average college student changes their major at least twice, but I still wanted a sense of direction. Then I thought about a special guest speaker I got to lis-ten to during school. Lt. Haney D. Hong, a Stanford graduate, who spent only a mere 40 minutes talking to us, truly inspired me and got all 30 of us in that room really thinking. “What are you passionate about?... What’s important to you?” He told us about his own college experiences and pinpointed those two questions as basically the high-light to college life and the road ahead.

And so this whole new journey begins with our own choices for once. A frighten-ing, yet exciting experience. An experience that I wasn’t alone in. I realized that there were thousands, even millions, of future seniors that were just in the same panic as I was. Valerie Chan, a future senior at Cer-ritos High School, admits. “I’m honestly so scared out of my mind, but I did take a look at the official UC website to check out the online applications and everything.” Whether you’re enjoying summer or fret-ting over applying to college, there’s hon-estly nothing to get head over heels stressed with. Cerritos High graduate, Jesse Lin, advises, “The most important thing is to find out which college suits you. Then just research colleges and get a head start on the essay topics.” He couldn’t have said it any better. Take the time to research the differ-ent universities. Spend some time figuring out what the majors cover. And remember: What are you passionate about? What’s im-portant to you?

End of Junior Year Brings New Stress

The up and coming Norwalk Girls Softball Association just added another historic-making event to

its small list of success. In its first year of existence, the Norwalk 18-Under All-Star team captured the Amateur Softball Association 18-U ‘B’ State Tournament last weekend in Palmdale.

This is the third straight summer that a NGSA all-star team has advanced to the ASA ‘B’ Western Nationals. Last summer, the 16-U All-Stars won the state tournament and finished in second place in the Western Nationals in Prescott, AZ. This year’s ASA 18 ‘B’ Western Nation-als will be held in Turlock Aug. 1-5.

This season’s squad is young with the majority of the girls being 15 and 16-years old with two 17-year old play-ers, one 18 and another 19. Manager Jesse Hernandez added that he lost about five girls from last year’s team and this year’s team is basically rebuilding from a 14-U team.

“A lot of our girls who have played don’t have to plan multiple sports, so they’re not into travel ball,” Hernandez said. “We kept these girls from 8-Under and they stayed together and this is their last year. We wanted to go out one more year as an 18-Under team.

The team got off to a fast start last Friday morning with a 14-0 win over Santa Monica. About 19 hours later, Nor-walk edged Rialto 5-3 with the winning

runs coming in the seventh inning. Later in the day, Norwalk slammed the Vista Thrillseekers 11-2, a team that has had vast experience in the state tournament.

Norwalk resumed action this past Sunday morning with a 4-3 victory over the San Fernando Valley Xplosion in a game that went into the international tiebreaker. The loss sent the Xplosion to the losers bracket where later in the day, the two teams hooked up again with Norwalk winning in convincing fashion, 13-1. The game was put away in the first inning as Norwalk scored five runs, then added four more runs in the second in-ning before the game was called in the fourth inning due to the mercy rule.

For the past several months, the first-year team has had to deal with a lot of adversity, beginning with starting two weeks later than the other all-star teams. But once the team got under way, it was looking as if it had been around for years. Norwalk advanced to the championship game of the North Torrance Tournament June 24 before falling to Paramount 9-4.

“Last year, I felt confident because it was our second-year 16s and we already had that one year of experience,” Her-nandez said. “We had a great pitching staff last year. This year, just knowing we were going to the state tournament with basically two pitchers-the [Madri-gal] sisters, we were really nervous.”

Hernandez added that lot of people were not too supportive of the NGSA adding an 18-U All-Star team. Hernan-

dez said his team had to practice at oth-er sites while the other NGSA All-Star teams practiced at its home base at Los Alisos Middle School.

“We weren’t really welcomed at first,” he stated. “I guess that was the thing that got us going. We wanted to show every-body that we’re here and we have quality players.”

Also last weekend, the Norwalk 8-U All-Star team won three of its four pool play games. After falling to Charter Oak 2-1 last Friday, the team rebounded for a 7-1 win against Corona last Saturday. This past Sunday, Norwalk edged Te-mecula 5-4 and knocked off Peninsula 9-1. The Norwalk 8-U All-Stars are: Ashley Benavides, Jolie Cabrera, Ce-rise Cervantes, Dalilah Garcia, Haylene Gonzalez, Alyvia Hernandez, Leilani Juan, Clarissa Marrujo, Layla Martinez, Gabriela Ortega, Estefania Perez and Malea Ritcharoen. The manager is Mike Ritcharoen and is coaches are Armando Benavides and Ralph Ortega. The team mom is Carol Hernandez.

ROP Welding Instructor Brent Tuttle and his SkillsUSA La Mirada High Welding Fabrication team of Jordan

Asti, Ryan Cooper and Dakota Sun (Skill-sUSA California State Officer) competed at the SkillsUSA 48th Annual National Leadership and Skills Conference in Kan-sas City, Missouri during the Week of Champions, June 20-27, 2012.

They placed in the Top 10! They fin-ished 7th out of 35 other high school weld-ing fabrication teams from across the country.

The welding fabrication competition consisted of two parts: a 100 question written test covering safety, and welding fabrication; and the hands-on portion. The following day, the fabrication team com-peted in their hands-on competition, a gru-eling schedule from 8am to 4pm.

Since April, the team has spent ap-proximately 30 hours designing a fire pit using Google Sketch-up, a free on-line de-sign program. To prepare for Nationals, the team actually fabricated 3 fire pits as practice.

Competitors Jordan, Ryan and Dakota participated in the orientation and passed the written exams for their specific com-petition.

In addition to the national competi-tions, advisors and students enjoyed all

the fun festivities of Nationals. All at-tended the Champions Night at the Power and Light concert on June 24th. The next evening was the Official Opening Cer-emony for SkillsUSA. After a grueling day of competition, everyone attended the SkillsUSA Nite at the Royals Stadium and watched the Kansas City Royals take on the Tampa Bay Rays.

Congratulations to Jordan Asti, Ryan Cooper, Dakota Sun and their SkillsUSA Advisor Brent Tuttle for earning a spot at Nationals and finishing in the Top 10!

Artesia Survey Shows Residents Value City Services, Want More Local Control Over Funds

According to a recent community survey, residents of Artesia want to protect and maintain their local

community services, placing a high degree of importance on protecting public safety services and street maintenance. Residents also indicated support for local revenue generation that would serve as a protected, reliable source of revenue for local needs that cannot be taken by the State.

The survey was conducted March 14 through March 26 by opinion research firm Godbe Research with 183 residents across the community. The City commis-sioned the survey to evaluate the Artesia community’s views related to the City’s fiscal challenges, general City services, and attitudes toward potential local fund-ing measures.

Maintaining crime, drugs and gang prevention programs was the top priority at 73 percent, as was maintaining 9-1-1 po-lice response times (72 percent) and main-taining neighborhood police patrols (69 percent). Fixing potholes and maintaining and repairing neighborhood streets and roads both scored 70 percent. 69 percent of Artesia residents also valued and want-

ed to maintain the City’s efforts to remove blight by preventing dumping and discard-ing of waste, debris, furnishings and appli-ances on public streets.

“With Artesia facing so many difficult budget decisions due to State takeaways and declined revenue, it was important to have community feedback on what our service priorities must be,” stated City Manager Maria Dadian. “It is clear from the survey that we must find ways to en-hance local control over revenue sources in order to maintain current levels of pub-lic safety and police services, including neighborhood patrols, and crime and gang prevention programs.”

The City Council received the results of the community survey at the City Coun-cil meeting on Monday, May 14.

Artesia participates in America in Bloom

This year, Artesia is participating in the America in Bloom program, which is a national program that judges cities based on their floral displays, landscaped areas, urban forestry, environmental efforts, her-itage preservation, and the overall impres-sion left on the judges.

The judges were here on the weekend of July 5th. Evelyn Alemanni, one of the America in Bloom judges, said she was amazed by the amount of work Artesia has done toward greening its community, and found especially moving the partnerships between the City, local volunteer organi-zations like Artesia in Action, and with the school district. The judges were also very impressed by the nature gardens at Niemes Elementary.

Participation in the America in Bloom program benefits the community because it gives Artesia a chance to document ev-erything that it has done over the last few years to make a more verdant city.

In return, America in Bloom judges provide a report to the community, with suggestions on how it can improve.

“We’re a built up urban community,” said Mayor John P. Lyon, “but we’ve done a lot that we can be proud of and showcase. I think we’re ready for this program.”

The City last participated in 2008, and since then the community has developed enough “green” projects, and has come to understand just what needs to be done in order to do well in the America in Bloom

No proposal will be received unless it is made on the official forms in the Contract Documents that include the Proposal Cost Schedule/Non-Collusion Affidavit. Failure to properly execute the Proposal Cost Schedule/Non-Collusion Affidavit will render the proposal non-responsive and the proposal will not be accepted.

The work or improvement to be performed consists of providing all labor, services, tools, equipment, materials, appurtenances and incidentals necessary for performing miscellaneous annual plumbing maintenance for the City of Cerritos. Typical tasks completed under past contracts include; clearing laterals and drain lines, replacing plumbing fixtures and lines, minor repairs, conducting video inspections and other similar tasks (the “Work”). Contractor shall have a minimum of five (5) years experience performing similar tasks.

The City intends to retain the services of the two lowest responsive and responsible contractors through the term of the contract to be utilized at City’s sole discretion for the performance of specific plumbing maintenance tasks as may arise. During the Term, City reserves the right to solicit cost proposals from any or all retained contractors for work tasks as they arise, and assign work to one of the retained contractors based on cost proposal received, availability of resources, experience with completing a particular type of work and other relevant factors.

The City’s final selection criteria for award of contract will be based on, but not limited to the following analysis:

• City’s evaluation of the Contractor’s Qualification Statement, Experience in a Plumbing Maintenance Service Questionnaire and proof of State Contractor’s License. • Commitment by contractor to supply necessary services and equipment to fulfill the contract specifications, experience with completing a particular type of work and other relevant factors. • Availability of resources. • The best economic value of the proposal. • Contractor’s ability to provide the required insurance certificate(s) and satisfactory references.

No proposal will be accepted from a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code of the State of California. The contractor must possess a license of the following classification at the time the contract is awarded: "C36". The contractor’s attention is also directed to Section 7028-15 of the Business and Professions Code.

The contractor agrees to indemnify, defend and hold harmless the City, its officers, officials, employees and volunteers from and against any and all claims, losses, liabilities, damages, costs of expenses, of whatever character, type or description, including attorney’s fees and costs, in law or equity, arising from, by reason of or resulting from damages to property or personal injury, including death, as a result of or arising out of, in whole or part, of the performance of any and all obligations and/or work on the project by contractor, any of the contractor’s employees or agents, or any of its subcontractors. This indemnity and hold harmless shall be construed to the fullest extent allowable under the law, except that if any such liability is determined by agreement between the parties or by the findings of a court of competent jurisdiction to have been caused by the active negligence or willful misconduct of the City, the contractor shall not be required to indemnify and hold harmless the City for the percentage of liability attributable to the City’s active negligence or willful misconduct.

Before a contract is entered into with the successful contractor, the contractor shall present evidence in writing to the City of Cerritos that he or she has current public liability and property damage insurance from a responsible insurance company authorized to do business in California that is acceptable to the City of Cerritos of at least the following amounts:

Bodily injury and property damage - Combined single limits in the amount of $1,000,000.

NOTE: The insurance policy must include a special endorsement to policy that provides:

1. The City, its officers, officials, employees, agents and volunteers are included as additional insureds but only insofar as operations under the contract are concerned. 2. The insurer shall not cancel or reduce the insured's coverage without first providing (30) thirty days advance written notice to the City of Cerritos. 3. The City of Cerritos will not be responsible for premiums or assessments on the policy.

The Insurer shall furnish the City of Cerritos a certified copy of the policy within five (5) days of the City requesting a copy. The successful contractor shall maintain during the life of the contract the above specified insurance with the above-referenced special endorsement.

Pursuant to the provisions of Section 1776, et al. of the Labor Code of the State of California, the Director of Industrial Relations for the State of California has determined the general prevailing rate of wages and employer payments for health and welfare, vacations, pensions and similar purposes applicable to the work to be done. The successful contractor will be required to comply with all requirements of the Immigration Reform and Control Act of 1986 ("Act"). The successful contractor agrees to defend, indemnify and hold the City of Cerritos harmless from any penalties imposed as a result of non-compliance with the Act.

By submitting a proposal, the contractor offers and agrees that if the proposal is accepted, it will assign to the City of Cerritos all rights, titles, and interest in and to all causes of action it may have under §4 of the Clayton Act (15 U.S.C. §15) or under the Cartwright Act (Chapter 2 commencing with §16700) of Part 2 of Division 7 of the Business and Professions Code, arising from purchases of goods, materials or services by the contractor for sale to the City of Cerritos pursuant to the proposal. Such assignment shall be made and become effective at the time the City of Cerritos tenders final payment to the contractor.
