    School Growth Study Part I:

    School Level Performance on a Growth Index(June, 2009)

    Introduction

    Interest in the academic growth of individual students has risen steadily over the past decade. Such interest is at

    least acknowledged in virtually all contemporary declarations of the mission of K-12 schools, school districts and

    charter school organizations. Beginning in 1999, NWEA initiated a series of triennial norms studies that provided

    references for individual growth. The first study summarized individual student growth within grade levels. In the

    2002 study, growth norms were reported by grade level and by 10-point blocks that contained the starting RIT

    score. The 2005 study reduced the size of the starting unit to the individual RIT level, allowing norms to be

    produced for each starting RIT value across the achievement range for reading, language usage, and mathematics

    in grades 2 through 10. Evolving from the 2005 study was the concept of a growth indexscore. This index

    provided a straightforward way of referencing individual student growth to the RIT point growth norms:

    Growth Index= student RIT growth RIT point growth norm.

    A positive Growth Index value indicates how far above the norm the students growth is, a negative Growth Index

    value indicates how far below the norm the students growth is, and a zero Growth Index value indicates that the

    students growth is consistent with the norm group.

    The Growth Index concept has been shown to appeal to parents, teachers and school leaders as a quick way to

    reference and screen student achievement growth. In addition, Cronin and Bowe (2006) used the Growth Index

    concept as a basis for developing school growth norms. Just as the Growth Index itself has been used to evaluate

    individual student growth, this extension has been used by school leaders, district and organizational administrators

    and local policy makers to examine and evaluate school-level gains using term-to-term comparisons.

    This report covers the first part of a two-part study. It represents an update of the 2006 study, using data from the

    2008 RIT Scale Norms. Like the 2006 study it is limited to change that occurred on a term-to-term basis:beginning-of-year to end-of-year, beginning-of-year to beginning-of-next-year, and end-of-year to end-of-next-year.

    Part 2 of the study will take advantage of the longitudinal nature of the data used for the 2008 norms study. It uses

    student and school characteristics as covariates of growth and examines school level growth over 3 to 4 year time

    frames. Release of Part 2 is tentatively scheduled for early in 2010.

    Method

    Candidate Test Records

    The same initial pool of candidate test records that was used for the NWEA 2008 RIT Scale Norms(NWEA, 2008)

    was used for this study. This pool was created by retrieving test event records from all NWEA MAP test events thathad been administered as part of a school- or school district-sponsored testing program in fall 2002 through fall

    2007. The content domains for these tests included reading, language usage, mathematics, science concepts and

    processes, and general science topics. All tests were built around a multi-goal structure that was based on a set of

    content standards. In most instances, the content standards from the state in which the test was to be

    administered were used to structure the tests content. Mathematics test content was partitioned into blocks that

    were bounded by the content specifications of multiple grades. The objectives and skills that defined these

    boundaries were those provided in the states content specifications for grades 2 through 5 and for grades 6 and

    above. When a students instruction fell outside this basic structure, other MAP tests were used (such as MAP for

    Primary Grades tests and upper level mathematics tests.

    In order to be included in the candidate pool for the study, each test record from a standard MAP test was required

    to meet all of several conditions. These conditions were imposed to ensure that test scores were valid and could

    be associated with segments of the U.S. school age population in terms of ethnic background and school level

    poverty. The conditions also ensured that the test events could be tied to the amount of instructional time that had

    elapsed from the beginning of the school year or from the last test event for the student prior to taking the test of

    interest. The specific criteria required that each standard MAP test record included data to verify that the test

    event:

    Represented a complete, normally terminated test administration

    Was one for which at least 40% of the items were answered correctly a fairly liberal lower limit for

    computerized adaptive tests

    Came from a school for which the 2006-2007 instructional calendar was known

    Came from a school which administered the MAP tests to at least 80% of its students who were in the

    same grade in the same testing time frame (term)

    Came from a school that was included in the National Center for Education Statistics 2005 Common

    Core of Data and had non-missing school level information concerning the number of students who

    were eligible to receive free and reduced priced lunches

    Came from a school where the specific MAP test was not part of the schools first term of administering

    the test

    Was the more precise (lower standard error of measurement) of two test events in the same domain

    area that were administered within a three-week period of one another

    Included the students ethnic code on the test event record.

    In addition to these basic criteria, student-level test histories in the pool were further screened for several additional

    criteria. These included:

    The presence of at least two test events that occurred in the beginning of and at the end of oneacademic year and were separated by 28 to 34 instructional weeks and occurred in the same school,

    OR

    The presence of at least two test events that occurred in the beginning of one academic year and in the

    beginning of the next academic year and were separated by 35 to 40 instructional weeks, OR

    The presence of at least two test events that occurred at the end of one academic year and at the end

    of the next academic year and were separated by 35 to 40 instructional weeks.

    In the case of beginning-of-year to beginning-of-next-year comparisons, observed growth was attributed to the

    school in the first time period. For end-of-year to end-of-next-year comparisons, observed growth was attributed to

    the school in the second time period.

    Analysis

    Growth Index scores were calculated using the formula given in the introduction. The RIT point growth norms were

    taken from the tables in Chapter 5 of the NWEA 2008 RIT Scale Norms(NWEA, 2008) that provide growth

    estimates for 32 and 36 instructional weeks in reading, language usage, and mathematics for starting grades 2

    through 10. These scores were aggregated for each school-grade combination to determine:

    1. The direction and magnitude (mean) of the observed growth, and

    2. The proportion of students that had observed growth greater than or equal to the mean projected

    growth (the norm).

    The aggregates from school-grade combinations that were based on fewer than 20 observations were dropped

    from further analyses. Descriptive statistics were computed for the remaining combinations (school-grade means).

    Results

    The final set of test records came from 6,264 individual schools nested in 1,184 school districts in 41 states. Over

    1.8 million individual students test records were included, with the vast majority tested in multiple content areas.

    Table 1 provides an example of state by grade level breakdown of the number of schools represented in the study.

    This particular table is based on reading data from the beginning-of-year to end-of-year comparisons. Other

    content areas and comparison periods would look similar, although the beginning-of-year to beginning-of-next-year

    and the end-of-year to end-of-next-year comparison periods represent more schools.

    The distributions of school-level growth index means are summarized at the top of Tables 2-10 for reading,

    language usage and mathematics. These tables also provide the percentile rank distributions for these growth

    index means. In each content area the tables are sequenced in the order of beginning-of-year to end-of-year,

    beginning-of-year to beginning-of-next-year, and end-of-year to end-of-next-year. At the top of each table are the

    means and standard deviations of the school levelmean growth index scores. Since the school-level means are

    based on varying numbers of students, weighted means are also included. These provide more accurate estimatesof the average growth index across schools. To provide a better sense of the variability of growth index scores

    within schools, the average of the standard deviation of the school-level growth index was also provided. The

    percentile ranks in these tables are the raw (un-weighted) school-level growth index scores.

    Taken as a set, Tables 2-7 generally mimic a familiar pattern of growth across grade levels: the aggregate rate of

    growth decreases as grade level increases. In these tables we see that for reading and language usage this

    pattern holds with only minor exceptions. In mathematics (Tables 8-10), this pattern does not hold in the way that it

    does when individual students mathematics scores are not clustered within their school.

    When type of comparison is made the focus, a second pattern can be seen across Tables 2-10. The means for

    beginning-of-year to end-of-year comparisons are above, and often substantially above, the corresponding means

    for either beginning-of-year to beginning-of-next-year or end-of-year to end-of-next-year comparisons. Thesedifferences are on the same order as those observed in the 2006 study.

    Tables 11-19 summarize the distributions of school-level means of the proportion of students whose growth was

    greater than or equal to the mean projected growth given the starting RIT, grade level and content area. The

    percentile distributions of these proportions are also included. These tables are sequenced in the same order as

    Tables 2-10. It will be noted that the tables reporting beginning-of-year to end-of-year comparisons show that the

    average proportions of students meeting or exceeding growth projections that are somewhat above ( 20%) the

    corresponding average proportions for either beginning-of-year to beginning-of-next-year or end-of-year to end-of-

    next-year comparisons. These differences are somewhat more pronounced than those observed in the 2006 study.

    Discussion

    The patterns of findings from this study generally echo those of the 2006 study. Where differences are observed

    and beginning-of-year to end-of-year comparisons are involved, sampling differences can serve as at least a part of

    a plausible explanation. The 2006 study used fall and spring test records from the same students, without

    consideration of the instructional time that elapsed between the two tests. In this study, instructional weeks

    between tests were tightly constrained to 28-34 weeks. Comparisons made over shorter time frames in the 2006

    study may have contributed to differences between the two sets of findings.

    Finally, it is worth mentioning a subtle shift made in this study: the term growth target has been avoided. Mean

    growth or mean growth projection are used instead. This is not a substantive difference but one that is intendedto acknowledge that growth means were being referred to as growth targets. At best growth means would be used

    as referencesfor setting growth targets. Growth targets result from professional judgments that are hopefully

    informed but not dictated by empirical data.
