1 應用 Google Maps GIS 建置農田水利會災情通報系統 之研究 劉日順 財團法人農業工程研究中心 助理研究員 國立中央大學土木研究所博士班研究生 摘 要 由於台灣地區位處亞熱帶西太平洋及南海颱風行徑之要衝,其年 平均雨量高達 2,510 公釐,尤其 80%雨量集中在夏季期間,多為颱風豪 雨所帶來者,其降雨量高且瞬間強度極大,以致部分低窪及地層下陷 區域,容易造成淹水災害。行政院農業委員會為加強各農田水利會對 於災害防救之災前預防、災中應變及災後整頓之能力,乃積極推動災 害防救相關業務,以強化各水利會防災相關業務及緊急應變能力,達 成減災目的。為提升災中應變效率,乃積極規劃建置農田水利會災情 通報系統平台,期能以有效率的災情通報系統,減少行政程序、爭取 時間,降低颱洪侵襲對農作物之傷害。 資訊化可有效改善傳統紙本通報所需花費之成本,是故為提升各 農田水利會對於災害通報之效率,本文以建置防災通報系統並結合 Google Maps GIS 圖資,以達成即時通報並展示其環境位置,供主管機 關判斷該受災地點是否可能造成重大影響,以利後續防災應變措施辦 理優先順序之依據。 關鍵字:水災、防災、災情通報、資料庫 THE STUDY ON ESTABLISHMENT OF THE DISASTER NOTIFICATION SYSTEM USING GOOGLE MAPS GIS J.S. 摘 要

Abstract
Taiwan is located on the main typhoon track in the northwestern Pacific
Ocean. The average annual rainfall is up to 2,510 mm, in particular, 80% of
the rainfall concentrated in summer, mostly heavy rains brought by
typhoons. Because of the heavy rainfall and the great strength, so that some
low-lying and subsidence areas, become flood hazard areas. To strengthen
the capabilities of disaster prevention, disaster response and disaster relief
of the Irrigation Association's (IA’s), the Council of Agriculture (COA) is
actively promoting disaster prevention-related businesses to enhance the
IA’s abilities. For raising the efficiency of disaster response, the project
planned and established the disaster notification system platform. With a
view to efficient disaster reporting system, reduce administrative
procedures to gain time, reduce the sets of flood damage to crops invasion.
Information technology can effectively improve the cost of traditional
paper notification, therefore in order to enhance the irrigation associations,
for the efficiency of disaster notification, to build disaster notification
system with Google Maps GIS map data, in order to achieve notification
immediately and environmental position for the competent authority to
determine the affected locations may have a significant impact, apply for a
priority basis to facilitate follow-up disaster preparedness and response
