A brief presentation
These Rules shall be called “BSNL Promotion Policy forExecutives (BPPE)” and shall be applicable to all BSNLExecutives on the regular rolls of the Company including thosewho are on deputation to some other Organization. This rulewill govern the promotional avenues of the executive’s up toDGM level and beyond that the BSNL MSRR will be applicable.These rules shall be coterminous with the BSNL MSRR.
This promotion policy will ensure promotion of executives tonext higher grades on the basis of merit, efficiency, gradeservice & suitability for higher posts instead of only seniority.
Introduction of the BPPE
The meeting of Corporate Promotion Committee forconsideration of promotion of executives will be held twice ina year i.e. on 1st April and 1st October of every year.
The Bachelor in Engineering or equivalent/ Diploma with 10years of post qualification experience for Telecom Streamand CA/CS/ICWA/MBA Finance/M.Com for finance stream willbe mandatory for the promotion to the post of DGMonwards. In absence of the said qualifications, it would beessential to clear a Departmental Screening Examination forpromotion to DGM onwards.
Introduction of the BPPE
All executives will get smooth career progression up toAGM/CAO/Equivalent grade irrespective of number of post. Thepromotion up to AGM/CAO/Equivalent grade will be selection bymerit irrespective of number of post and qualification.
Although the promotion up to AGM equivalent grade is not postbased but the selection has been kept stringent to ensuresuitability and quality in the promoted executives.
A FAST TRACK mechanism has also been introduced inpromotion to the post of SDE/AO/Equivalent,AGM/CAO/Equivalent and DGM/Equivalent to infuse talent &fresh blood in the cadre.
SALIENT POINTS OF THE POLICY
Promotion from AGM/CAO equivalent to the DGMEquivalent is a post based and selection by meritpromotion.
There will be two mode of promotion in the DGM, i.e.Normal Mode and Fast Track Mode and total post will bedistributed as 50% to each mode. The stringent benchmark will provide quality candidate in the DGM Grade andFast Track mechanism will result in infusion of early ageexecutives in the DGM Grade.
Promotion beyond to the grade of DGM will be governedby existing BSNL MSRR.

For purpose of reporting and working mechanism, executives grades shall be grouped in the following cluster:

Note: This is the minimum qualifying period which an executive shall have to serve in the various grades. However, promotion to the next higher grade shall depend upon the suitability of executives through performance evaluation mechanism.

NORMAL PROMOTION CHANNEL
For SC/ST Candidates:
JTO/JAO/Equivalent to SDE/AO/Equivalent: 55 Marks (Minimum score of 27 is mandatory in Performance appraisal marks for the last five years)
SDE/AO/Equivalent to AGM/CAO/Equivalent: 65 Marks (Minimum score of 29 is mandatory in Performance appraisal marks for the last five years)
QUALIFYING MARKS FOR PROMOTION TO SDE/AO & AGM/CAO EQUIVALENT GRADE
NORMAL PROMOTION CHANNEL
All executives working in SDE/AO/Equivalent grade with four (4) yearsresidency period in the grade will be eligible to appear in a LimitedDepartmental Competitive Examination with a condition to have minimummarks in the APAR (30 Marks – For General candidates, 26 Marks-For SC/STcandidates).
The Top 300 executives with proper representation as per reservationrules shall be selected for the promotion to the post of AGM/CAOequivalent in the said examination with a provision to change the cut-offmarks by appointing authority of the Cadre. This intake shall be limited to
a total cumulative intake of 1500 AGMs overall.
PROMOTION TO THE GRADE OF AGM/CAO EQUIVALENT
FAST TRACK CHANNEL
Promotion from AGM/CAO/Equivalent to DGM Equivalentand above shall be done on two modes.
a) Normal Channel Mode: The promotion of 50% of totalseats of the DGM equivalent grade will be filled throughthis mode.
b) Fast Track Mode: The promotion of 50% of total seats ofDGM equivalent grade will be filled through this mode.
PROMOTION TO THE POST OF DGM
Promotion from AGM/CAO/Equivalent to DGM Equivalentand above shall be based on selection on merit from eligibleseniority list. Promotion to the post of DGM/Equivalent shallbe on the basis of seniority subject to possession ofrequisite qualification & suitability factors as mentioned:

PROMOTION TO THE POST OF DGM
APAR GRADING FOR DGM PROMOTION
APAR Marks:- This shall consist of sum of total of APARscore of last four years multiplied by a weight factor of1.94 rounded to next multiple of 1 when the suitability ofthe executive is being assessed.
Interview Marks:- The DPC will award up-to a maximumof 30 marks to each eligible executive by taking intoconsideration factors like educational qualifications,professional knowledge, ability to reason out logically,presentation of ideas coherently, environmentalawareness, leadership, potential for decision making,communication skills etc.
PROMOTION TO THE POST OF DGM
NORMAL PROMOTION CHANNEL
For General Candidates:
75 Marks (Minimum score of 50 is mandatory inPerformance appraisal marks for the last four yearsusing standard multiplying factor).
For SC/ST Candidates:
65 Marks (Minimum score of 46 is mandatory inPerformance appraisal marks for the last four yearsusing standard multiplying factor).
PROMOTION TO THE POST OF DGM
NORMAL CHANNEL
Executives working in AGM/CAO/Equivalent grade with Two (2)years residency period in the grade will be eligible to appear in FastTrack Mode of promotion to the DGM grade against 50% Quota witha condition to have minimum marks (62 Marks – For Generalcandidates, 58 Marks-For SC/ST candidates) in the APAR in last fouryears. The selection will be done based on Psychometric test,Group Discussion and Interview. The Weightage ofperformance of the above shall be as mentioned below:
Psychometric test : 50 Marks
Group Discussion : 25 Marks
Interview : 25 Marks
PROMOTION TO THE POST OF DGM
FAST TARCK CHANNEL
Before moving on to new policy, all the vacancies availableon date should be filled up. This exercise should becompleted within one month from now.
All the executives who have completed their residencyperiod in the grade should be given next functionalpromotion once organisation moves on to the post VRSscenario to ensure motivation amongst the executiveswho will be left after implementation of VRS package. Oneyear relaxation should be given to all the executives whofall short of such residency period.
Implementation of this policy should be done in long termto ensure a contemporary HR model.

All promotion beyond the DGM/Equivalent will be dealt as per the BSNL MSRR subject to changes as suggested
in promotion policy.
