    There once was a time when Staten Islandwas commonly known as the forgotten bor-

    ough.Manhattan and Brooklyn led the way for

    New York City; Queens and the Bronx re-ceived more attention; and then there wasStaten Island, alone by itself, quite literally

    on an island, passed over for attention fromthe rest of the city, from economic develop-ment and from new projects.

    But now, as 2015 is in its earlystages, there are exciting, large-

    scale projects on the horizon forall parts of the Island, and citygovernment is beginning to rec-ognize that Staten Island may be,as Steve Grillo calls it, the nextfrontier.

    I think the time is right. Re-gionally, and within the city itself,there are people being priced outof other neighborhoods, especial-ly industrial neighborhoods,said Grillo, the first vice presi-dent of the Staten Island Econom-ic Development Corp.

    To wit, The New York Wheeland Empire Outlets project on theNorth Shore will bring almost

    $600 million in private funding toSt. George; URL Staten Island willbring a $150 million mixed-use de-velopment project on the formerNavy homeport in Stapleton;Broadway Stages is in the processof redeveloping the formerArthur Kill prison site on theSouth Shore; and Staten IslandMarine Development is in themidst of remediating the almost700-acre former NASCAR site onthe West Shore.

    These large-scale, once-in-a-lifetime projects are not onlybringing millions of dollars of in-vestment to the Island, theyrealso bringing much-needed andlong-overdue attention and spin-off projects that will have a trick-le-down effect to small businessesand residents throughout the bor-ough.

    Why Staten Island?Grillo says Staten Island has

    become this really interesting

    go-between for the New Jerseymarket on one side and the Man-hattan or Brooklyn markets onthe other.

    Staten Island is able to offerlarge empty spaces that areprimed for development or occu-pation, and is far cheaper thanproperties in other parts of thecity.

    Our unique land usehelpsbring in companies that havethose specifications and thoseneeds, Grillo said.

    Staten Island has the space forbigger developments. The chal-lenge is converting the space tomake it move-in ready, and en-couraging the city government tohelp the borough accomplish this.

    A company thats interested indoing work on the Island or set-ting up shop here has a lot of op-portunity.

    I think the key is you have tohave that land ready to go, be-cause New Jersey does, Grillosaid. Thats the competitive edgethat were working to get.

    Grillo said he is always con-cerned about the price-per-square-foot of manufacturingspace compared to New Jersey,and having the city and state gov-ernments recognize that the Gar-den State is so friendly to busi-ness and that Staten Island actu-

    ally competes more with New Jer-sey than the rest of New YorkCity is important to attractingeven more business here.

    While Grillo said the boroughdoesnt lose a lot of business toNew Jersey, it doesnt necessarilyattract businesses to the Islandfor manufacturing. But he thinksthey can do so much more, asthere are companies that needlarge spaces and turn-key-readysites that the Island could pro-vide.

    Staten Island offers so manyopportunities in terms of large-scale sites, but a lot of times,theyre not built yet, he said. Ifyou can think of it, Staten Islandcan host it.

    The big projectsThe Wheel and the Empire

    Outlets are headlining the devel-opment on the North Shore. Outon the West Shore, Staten IslandMarine Developments remedia-

    tion project of the 671 acres of theformer NASCAR site is the talk ofthe town.

    Staten Island Marine Develop-ment is in the midst of a large-scale project that will remediatethe land, developing about 330acres and leaving the rest for wet-land preservation, in perpetuity.SIMD is looking to develop 200acres on the eastern portion ofthe site, with about another 130 to140 on the western side ear-marked for marine-oriented use,

    said Rick Redle, the companysmanaging director.

    The project isnt just large interms of developable acreage; the

    I often pontificate about thepast in this column. So thismonth I am going to try and pre-dict the future. By the time youread this, the Super Bowl will beover, but as I write this we are aweek away.

    So here goes! While my brainsays the Seahawks will win a rela-tively low scoring game I am pre-dicting a dramatic Tom Bradydeflate this! come-from-behindlast minute win. Patriots coach

    and football genius (oxymoron?)Bill Belichick will call trick playso shocking that even his ownplayers will be fooled, but it willturn the game around. Patriots24 Seahawks 20. Let me knowhow I did.

    I can also predict that on Feb-ruary 25 the Staten Island Cham-ber of Commerce will hold theannual Lou Miller Awards.Thats a super event you shouldnot miss as each year they recog-nize local small business people

    who have overcome adversity andchallenges to succeed in businesswhile at the same time givingback to the community. Lou wasa Russian immigrant who cameto America with nothing and be-came not only a successful busi-ness person but also went on toteach hundreds of small businesspeople the skills they needed to bemore successful in business and,more importantly, in life.

    Past recipients are a whos who

    of Staten Island business icons.Its a wide array of businesstypes, all with different reasonsas to why they were recognized.

    Here are some examples.Architect Al Melnicker was the

    very first Lou Miller Award win-ner. He was Glen Cutronas men-tor so you can imagine the painand suffering he had to overcome.Glens cousin Bob Cutrona wonfor running Project-One for thepast 87 years; some day he hopesto get to Project Two. LarryAranns extremely talented inte-rior designer wife Susan Huck-vale-Arann won for her designskills and for the ultimate sacri-

    fice, taking Larry.The Nicotras were acknowl-

    edged for bringing non hourlyhotel rates to Staten Island. DaveRampulla won, and everyonelooks up to him. Stanley Freid-man won and hasnt been seensince. Rumor has it you can catchup with him in Miami.

    Henry Salmon and Jon Salmonwere recognized together Jonhad a hat on. Chris Ferrera wonlast year; I cant remember whyeither.

    All joking aside, this yearswinners are well deserving. ChadReyes is an investment guru whohas a passion for teaching youththe core values of business.Bernard Del Ray, who runs hisown accounting firm, is very ac-tive in Rotary and other commu-nity groups. Claudette Duff runsa senior services agency; herwork also doubles as her giveback to the community. Sal Sot-tile runs a large security firm and

    serves multiple community andgovernment groups, offering hisexpertise pro bono to make StatenIsland a safer place. Ryan Walsh

    is carrying on the family tradi-tion, not only by running WalshElectric, but by winning a LouMiller Award, as his parents werehonored back in 1997. Joann Sca-mardella is being recognized foroperating Scamardella FuneralHome and for her too-many-to-mention charitable volunteer ef-forts.

    Architect Ron Vittorio man-ages to run his firm while beingan active member in his industryassociations and doing much

    charitable work as well. Dr. Rev.Daniel Mercaldo is being recog-nized for doing Gods work, liter-ally.

    Rallying the troops

    It is with great consternation that

    we must once again address the

    struggle to revitalize the old North

    Shore Rail line.

    In 2013, after years of spadework by

    the Chamber of Commerce, elected of-

    ficials, and others, the Metropolitan

    Transportation Authority put forth a

    proposal to develop a Bus Rapid Tran-

    sit system across the North Shore ofStaten Island. The BRT would run

    where the old rail line formerly exist-

    ed. Federal monies received for Super-

    storm Sandy recovery would fund the

    project.

    This news was met with jubilation

    by a borough that has long felt short-

    changed in the public transportation

    area. Certainly, all the major con-

    struction beginning on the North

    Shore only increases the need for vi-

    able mass transit there.

    Then, last year, when the MTA an-

    nounced its five-year capital budget,

    the North Shore BRT was nowhere to

    be found. It was a major blow to Stat-

    en Islands hopes for bringing its mass

    transit system in line with current

    need.

    Some hope for breathing new life

    into the project emerged last autumn

    when the MTA Capital Review Boardvetoed the proposed budget. This now

    allows a window of opportunity for

    Staten Island to lobby to get the BRT

    into the budget. Granted, the budget

    was vetoed was because it contained a

    $15 billion funding gap, so the MTA

    will presumably be looking to cut not

    add spending. But there are some

    possibilities for alternate funding

    sources on the table that were not

    there before.

    And so the Chamber of Commerce

    is creating a coalition of local groups

    to ensure the powers-that-be hear Stat-

    en Island loud and strong. They will

    be heading to Albany to voice our con-

    cerns. They have also started a peti-

    tion directed toward Governor Cuomo

    and Mayor DeBlasio, asking them to

    insist that Staten Island not be, as they

    put it, thrown under the bus when it

    comes to mass transit.Were putting out a rallying cry: If

    you belong to a local group business,

    service, trade, civic, charitable here

    on Staten Island, ask everyone in-

    volved to please take the simple step of

    signing the online petition. It only

    takes a moment, and achieving a criti-

    cal mass of signatures is vital to suc-

    Situation

    For some business owners and profes-sionals, the winter season can be slow butthere is no reason it cant be extremely pro-ductive. Use this time to review your tech-nology and make sure that its up to dateand effective. Below is a check list of somereally simple things you can do to makesure your systems are operating efficiently.

    1.) Mobile electronics: create a weeklyschedule for closing all apps on youriPhone, iPad, etc., and rebooting them. Toclose apps on idevices, simply double click

    the home button at the bottom of thescreen and then run your finger bottom totop on all the open screen images that ap-pear in order to close them. Youll be sur-prised at all the apps that were not closed they can affect your performance and bat-

    tery charge. Upon completion, shut down

    your device, by holding down the on-offswitch until you see the slide to poweroff message. Power off for a few secondsand restart by pressing the on-off switch. Itmay take a minute or so to restart/reboot,but that too can affect your device perform-ance and battery time.

    Eliminate apps that you never use,change settings so that you cant be tracked(unless you want to), and reset passwordsfor all those apps and subscriptions that nolonger work because youve forgotten yourusername and password. If an app nolonger works, get tough, fix it or eliminate

    it! Then back everything up to your com-puter, external drive, server, or cloud. Shutoff any battery-sucking apps that you dontuse, like Bluetooth, and adjust your bright-ness, etc. to lower, acceptable levels.

    2.) Notebook or desktop: Make sure that

    your operating system, software and apps

    are all at the most recent revision. Gothrough your directory and eliminate du-plicate and temporary files and work thatyou no longer need. Some people back upthe whole drive before working on thecleanup in case they inadvertently deletesomething important.

    Audio books, e-books, old photos andvideos (that you really no longer need on aday-to-day basis) can be burned to a DVDfor archiving, allowing you to eliminatethem from your local drive. You will beamazed at how much room images andvideos take up! If you have a Windows

    Congress passed the Tax Increase

    Prevention Act of 2014.What does this retroactive ex-

    tension of temporary tax rulesmean for you? If youve been won-

    dering what federal breaks areonce again available for your 2014personal and business income tax

    returns, heres an overview of se-lected provisions.

    Bonus depreciation. You canexpense 50 percent of the cost ofnew property you acquired andplaced in service during 2014.

    Section 179. The immediateexpensing limit for new and usedproperty purchased and placed inservice during 2014 is $500,000.Your total Section 179 deductionis limited when you purchase $2million or more of assets duringthe year.

    Qualified improvements. Youcan use a 15-year straight-line de-preciation method for improve-ments to leased buildings, restau-rant property, and the interior ofretail establishments.

    Commercial building energy-efficient improvements. If youmade improvements to your com-mercial building that helped re-duce utility costs, you can claim adeduction of up to $1.80 persquare foot.

    Econsult Corp., an economicconsultant firm based in Philadel-phia, estimated that over the nextfour to five years, the project

    would create 4,000 to 5,000 con-struction jobs, then approximate-ly 2,000 to 3,000 permanent jobsonce its completely filled and op-erational.

    At full capacity, there will beapproximately 3.5 million squarefeet of industrial manufacturingland on the eastern portion of thesite and a minimum of 1.5 millionsquare feet of space for marineuse on the western portion.

    The Econsult study found thedevelopment will have an approx-

    imate financial impact of morethan $600 million in terms of con-struction dollars, once its com-plete.

    According to Redle, SIMD hasan agreement in principle withthe New York Container Termi-nal to provide an interlink be-tween the two facilities, helpingthe West Shore site become a low-cost receiver of goods and materi-als, including overweight ship-ments.

    The Brooklyn Brewery has se-lected a 25-acre parcel of theSIMD site as its preferred loca-tion for a 200,000 square foot, $70

    million distribution facility. Redlesaid SIMD is working hard to getBrooklyn Brewery to the site,which would provide great bene-

    fits to both companies. Over thenext 10 years, Redle said, Brook-lyn Brewery estimates that 60 per-cent of its volume will be export-ed overseas, and since the WestShore site will allow for over-weight shipments, that wouldallow the company to expand itsshipments by 20 percent to 30 per-cent.

    For now, SIMD is working to re-mediate the site, cleaning it ofcontaminants up to EPA stan-dards and raising it to post-Sandy

    height requirements. Actual ver-tical development on the easternportion of the site could happenby this time next year, while thewestern portion is estimated to beready within 36 to 42 months,Redle said.

    The trickle-down effect

    Big projects get all the atten-tion, and understandably so. Itshard to miss a 60-story Ferriswheel, after all.

    Beyond the direct impact large-scale developments such as TheWheel and the West Shore devel-opment have, though, are the

    trickle-down effects these projectshave on smaller business.

    In Stapleton, for example, de-velopers big and small are buying

    up properties hoping to turnthem over, as a result of the rede-velopment of the Homeport.

    It all starts with the Wheeland the outlets, goes to Stapleton,then spreads to the South Shoreand the West Shore, Grillo said.The big projects help the smallerprojects go through.

    The SIEDC is receiving signifi-cant interest from outsidesources now that The Wheel iscoming, sources that would havenever thought about coming to

    Staten Island before.I think these projects give

    Staten Island a lot of legitimacy,Grillo said.

    Any project that we mention,whether its small, medium orlarge, is tied back into whats hap-pening in St. George, and itmakes the project seem even thatmore impressive.

    Another example Grillo men-tioned was the green zone a spe-cially-designated area aimed at

    attracting companies that pro-vide sustainable goods and serv-ices which was designed totransform the West Shore. Theproject involves studyingstormwater and developing creekmarshes, but it turns into otherinterest in the area becausetheres a larger vision.

    When you take that umbrellaconcept, you start picking outsmaller projects that can make adifference. And thats what reallyimpacts the small business

    owner, Grillo said.In St. George, restaurants and

    other eateries are about to get aninflux of competition because ofthe massive restaurant experi-ence planned for the outlets. Andwhile the competition will cer-tainly draw some customers awayfrom the existing businesses,Grillo said it would also be a boonbecause of the massive foot traf-fic the projects will create, whichwould have never been seen with-

    out them.These opportunities are alsoincentives for existing businessesto improve, serving as a wake-up

    Island, as it creates new jobs, getsshoppers to stay on the Island andimproves the quality of life.

    The residential effect

    The residential real estate mar-ket is affected by more factors

    than just commercial develop-ment such as the overall econo-my and interest rates but gener-

    ally speaking, the more attractivea community, the better its realestate market.

    According to the Staten Island

    Board of Realtors, which releasesa monthly residential real estatemarket report, the housing mar-

    ket is steadily improving.At the end of 2014, the major

    measurements of success alllooked better than they did at the

    same time in 2013. Average salesprice increased 1.7 percent to$425,763; days on market reduced17.1 percent to 136; and percent oforiginal list price received in-creased a full point to 92.8 per-cent.

    SIBOR categorized 2014 as an-other recovery year for the hous-ing market, which shifted frombeing drastically undersuppliedto approaching equilibrium. Theorganization said the factors topay special attention to in 2015

    are days on the market, percent oflist price received and absorptionrate, as these can offer deeperand more meaningful insightsinto the future direction of hous-ing.

    Whats ahead?

    Grillo said he isnt particularlyconcerned about the Islands com-mercial sector, with the wealth ofrestaurants, entertainment ven-ues and retail opening.

    Whats crucial for the sector totruly excel is taking advantage ofthe opportunities that are pop-ping up.

    The further development andcreation of new Business Im-provement Districts and mer-chant groups will be vital to thesuccess of neighborhoods aroundthe borough, he said.

    I think that is the next phasein Staten Islands commercial de-velopments.

    To stay competitive as mom

    and pop shops, you have to stayinnovative, Grillo said.

    So how does the Island getthere? First, neighborhood andmerchant groups need to band to-gether to market themselves bet-ter. Then, Island agencies need tobring city government proposalsand blueprints for projects theythink would be good for the bor-ough.

    Grillo said the focus will be totry to develop similar projects towhat is going on at the Teleportproperty on South Avenue, wheregovernment agencies are releas-ing RFPs to transform underde-veloped sites into innovative proj-ects.
