NSW Forensic Analytical and Science Service to perform the analysis required on drug related seizures by police.

(2) Notes that this is contributing to delays, by more than 12 months in some instances of court cases involving illicit drugs.

(3) Urges the Minister for Police to provide additional resources to increase staffing levels to ensure analysis of illicit drugs seized by police is processed more expeditiously.

2937 NATIONAL DAY OF ACTION AGAINST BULLYING AND VIOLENCEMR STEPHEN BROMHEAD to move—

(1) Notes that Friday 21 March 2014 is the National Day of Action Against Bullying and Violence and congratulates the Government and the Minister for Local Government for their leadership and support.

(2) Notes reports that one in five persons, which equates to almost 5 million Australians, are subject to cyber bullying.

(3) Notes that the National Day of Action Against Bullying and Violence is an annual event held since 2011 and is an initiative that aims to raise awareness of how young people, schools, parents and communities can make a stand against bullying and violence.

(4) Notes that further to the Day of Action, the Bully Zero Australia Foundation has established the Digital Detox program for a "Safer Nation for Every Generation".

(5) Notes that many organisations including schools, workplaces, sporting clubs and community groups have an opportunity to participate in various activities to reinforce the message to end bullying.

(6) Invites all New South Wales citizens to wear the Bully Zero Australia pin to show their support by taking the pledge to "take a break" from social networking for the 48 hours from 9am Friday 21 March to 9am Sunday 23 March 2014.


2938 EASY ACCESS UPGRADE PRIORITY LISTMS NOREEN HAY to move—

That this House:(1) Calls on the Government and the Minister for Transport to make public the priority list of the

"Easy Access" upgrade program for railway stations and whether Artarmon railway station was accelerated up the list.

(2) Demands that the Government keep its pre-election commitment to install the "Easy Access" lifts at Unanderra railway station to provide better access for the aged, frail, parents with prams and those with disabilities.

(3) Condemns the Minister for Transport for repeatedly refusing to give a commitment or time frame for when the "Easy Access" upgrade to the Unanderra railway station will be completed despite being fully budgeted for by the former Government.

(4) Demands Unanderra railway station be upgraded as a matter of urgency.


2939 NORTHCONNEX TUNNEL MOTORWAYMR STEPHEN BROMHEAD to move—

That this House:(1) Congratulates the Government and the Federal Government on their agreement to construct the

NorthConnex Tunnel Motorway.(2) Notes the NorthConnex includes twin nine kilometre tunnels to link the M1 and M2 in Sydney.(3) Notes NorthConnex will significantly ease traffic congestion in Sydney and remove 5,000 trucks

per day from Pennant Hills Road as well as bypass 21 sets of traffic lights.(4) Notes the benefits for the mid north coast and Myall Lakes residents stemming from a continuous

motorway from the mid north coast to Sydney and Sydney West and providing for the more efficient movement of freight.


2940 WOLLONGONG REGISTRY OF BIRTHS, DEATHS AND MARRIAGESMS NOREEN HAY to move—

That this House:(1) Condemns the Government for its decision to close the Registry of Births Deaths and Marriages

Office in Kembla Street, Wollongong.(2) Notes that by moving this specific service to a Service NSW Centre it will disadvantage the

community with increased fees, longer waiting times and lower levels of services.(3) Recognises that the closure will result in the loss of jobs or the relocation of jobs to areas outside

the Illawarra to the disadvantage of current staff.(4) Demands the Government reverse the decision to close the Wollongong office and recognise the

specialty nature of its service requires a stand-alone office.


2941 LOWER HUNTER HOSPITALMS SONIA HORNERY to move—

That this House:(1) Notes that the proposed Lower Hunter hospital may be transferred to a private operator and

owner.(2) Notes that increasing the number of private hospitals is not a solution to the increasing waiting

lists nor provides easier access to stretched Hunter public hospitals.(3) Notes further concerns have been raised by the community that the site choice at Metford is not

the best fit for the proposed hospital.(4) Urges the Minister for Health to fund a publically owned and operated Lower Hunter hospital and

ensure that the site choice is central to the region, easily accessible by car and public transport with free parking and scope for expansion.


2942 DANIEL MCINTYREMR ADAM MARSHALL to move—

That this House:(1) Congratulates shearer Daniel McIntyre, of Glenn Innes, for recently winning the Joseph Paewai

Memorial Trophy for best individual shearer at the 55th Trans-Tasman competition.(2) Notes that this competition is part of the Golden Shears event, which is one of the biggest

shearing contests in the world.(3) Acknowledges that this win has established Daniel as Australia's top shearer and one of the best

shearers in the world.


2943 CHILD PROTECTION CASE WORKER VACANCIESMS NOREEN HAY to move—

That this House:(1) Condemns the Government and the Minister for Family and Community Services for not filling

234 caseworker positions one year after ordering the department to address the issue.(2) Notes that the Government's figures show that more than 48,500 children and young people at

risk of significant harm in New South Wales have not received a face to face child protection service over the past year.

(3) Further notes that in Southern New South Wales 31 per cent of caseworker positions are vacant.

That this House:(1) Calls on the Government and the Minister for Health to address the chronic issue of the shortage

of parking at Wollongong Hospital during upgrade works.(2) Notes that parking difficulties have prompted general visitors to take the limited spaces set aside

for cancer patients as a result of the boom gate being broken.

(3) Further notes the pressure on and frustration of the local residents who have cars parked across driveways blocking access to and from their properties, and of those construction workers not allowed to park on site having to find parking in surrounding streets.


2948 NEWCASTLE LATE NIGHT PUBLIC TRANSPORTMS SONIA HORNERY to move—

That this House:(1) Notes that the busiest clubs in Newcastle have queues of up to 100 people waiting for a taxi at

closing time and the number of buses and train services to the suburbs drop rapidly after 11pm.(2) Notes that the Newcastle community and businesses are encouraging people into the inner-city

and this would be helped greatly with better late night public transport.(3) Urges the Minister for Transport to increase the frequency of late night bus and train services

from Newcastle to the suburbs in order to support the vibrancy of inner city Newcastle.


2949 VIOLENT HOSPITAL PATIENTSMS NOREEN HAY to move—

That this House:(1) Calls on the Government and the Minister for Health to ensure that appropriate security staff are

employed at hospitals to deal with potentially violent patients.(2) Notes that currently support staff with no training have had to deal with such patients.(3) Notes that some staff have been subject to physical assault.(4) Demands the Government take action on the concerns of numerous hospital staff that have to

manage health services with reduced budgets.


2950 ALCOHOL HARM MINIMISATION PRACTICESMS SONIA HORNERY to move—

That this House:(1) Notes the report by the National Alliance for Action on Alcohol that New South Wales is the

worst ranked State for tackling alcohol abuse and liquor-fuelled violence.(2) Notes the report rated New South Wales only 31 per cent on the measures of a range of factors

such as clear plans to reduce alcohol related harm, transparent policies and restrictions on alcohol marketing.

(3) Urges the Premier and Minister for Western Sydney to follow the lead of Newcastle which has successfully implemented alcohol harm minimisation practices to reduce alcohol-fuelled violence.


2951 DOMESTIC VIOLENCE REVIEW CONVENER VACANCYMS SONIA HORNERY to move—

That this House:(1) Notes that the issue of domestic violence is of great concern to the residents of the Wallsend

electorate.

(2) Notes that the former Government established a much needed Domestic Violence Review Panel of 15 experts, following concerns that 43 per cent of domestic violence deaths were not marked as such in police databases.

(3) Notes that the vital work done by the review team has stalled since December 2013 due to the resignation of the convener and that the Government has not yet filled the position.

(4) Urges the Attorney General to expedite the filling of this vacancy so the vital work of the review team may continue.


2952 BERRY BYPASSMR GARETH WARD to move—

That this House:(1) Notes that preparatory works have begun on the Berry Bypass.(2) Acknowledges that Fulton-Hogan has been announced as the preferred tenderer for what will be

the largest ever single investment in the Princes Highway.(3) Congratulates the Government for building important infrastructure, particularly the Princes

Highway.(4) Condemns the former Government for failing to deliver the upgrade to the Princes Highway

through Foxground and Berry.

133 assaults in 2013.(3) Urges the Attorney General to consider strengthening provisions dealing with offences against the

Ambulance Service similar to the measures introduced in Tasmania's Ambulance Service Amendment Bill 2013.

That this House:(1) Congratulates the Minister for Small Business for her tireless work in supporting the growth of

small businesses in New South Wales.(2) Notes that supporting the Commissioner for Small Business are 60 not for profit business centres

who support small business owners in establishing and growing their businesses by mentoring and assisting them to grow through connecting to local clusters, developing export markets, creating jobs, and if necessary to stop them from closing down.

(3) Acknowledges that in the Great Lakes Business Centre, managed by Michael Hilsden, is currently assisting around 250 business owners, which is the largest network of businesses in the region.

(4) Congratulates the Great Lakes Business Centre for its work during 2013 in helping to create more than 400 jobs in the Great Lakes by assisting 120 start-up companies and helping a further 200 existing companies to stay afloat and expand.

That this House:(1) Notes that researchers at the University of Newcastle have conducted a study of 1,577 women

who had risky alcohol consumption patterns before pregnancy and found more than half did not alter consumption levels after conception.

(2) Notes that 55 per cent of women who reported a history of binge drinking continued the practice during pregnancy.

(3) Urges the Minister for Health to fund better prenatal services to educate and support women in danger of risky drinking behaviours during pregnancy.

(2) Notes that the Armidale Tourist Park was recognised for its outstanding provision of powered and unpowered camp-sites, tourist cabins and its extensive facilities and amenities.

3156 BIRRONG STATION INFRASTRUCTUREMS TANIA MIHAILUK to move—

That this House:(1) Condemns the Government and the Minister for Transport for converting Birrong Railway Station

into an interchange on the Bankstown train line without consulting residents and without allocating any funding for the upgrade of much needed infrastructure, such as an easy access lift, an accessible toilet and shelter from the elements.

(2) Notes that since the closure of the Liverpool via Regents Park train line, commuters from Chester Hill, Sefton and Villawood are driving to Birrong and parking their cars on the streets in an effort to avoid changing trains up to three times when commuting to the City and Inner West.

(3) Notes that Yagoona commuters are now travelling to Birrong Railway Station since cessation of express services from Yagoona Railway Station.

(4) Condemns the Minister for Transport for creating a parking problem on the streets of Birrong.(5) Calls on the Government to immediately commit to upgrading infrastructure at Birrong Railway

Station.(6) Calls on the Government to fund a traffic management program near Birrong Station, including

the construction of more off-street parking and a "pick-up drop-off" zone, to fix the traffic problems that have been created at Birrong Railway Station.

(7) Calls on the Government to immediately restore Liverpool via Regents Park train services and express train services from Yagoona Railway Station.


3157 RUTHERFORD PUBLIC SCHOOL PERMANENT CLASSROOMSMS SONIA HORNERY to move—

That this House:(1) Notes that Rutherford Public School needs additional classrooms to cope with the growing

number of students at the school.(2) Notes that Rutherford Public School has 10 demountables and two modular designed rooms yet

still has to use the computer room and library for classes.(3) Urges the Minister for Education to urgently provide additional funding to build more permanent

classrooms at Rutherford Public School.


3158 KRYSTAL CAGNEYMR ADAM MARSHALL to move—

That this House:(1) Congratulates Inverell Chef Krystal Cagney on being selected to compete in the National World

Skills Competition to be held in Perth from 18 to 20 September 2014.(2) Notes that Krystal had to make it through three competitions in which she was judged on hygiene,

use of ingredients, wastage, presentation and taste, in order to compete at national level.(3) Further notes that Krystal will compete in the commercial cookery section of the competition that

involves preparing and presenting three course meals and completing a mystery box challenge.(4) Wishes Krystal every success at the National World Skills Competition and for her future

endeavours.

That this House:(1) Notes that in the latest intake of 170 newly sworn Police recruits, only one officer was allocated

to the Hunter Region.(2) Notes repeated concerns about poor Police response times in Newcastle's western suburbs.(3) Calls on the Minister for Police to explain, given the high number of armed robberies in the

Hunter in the past two years, why only one of the 170 new recruits was appointed to the Hunter.

That this House:(1) Congratulates Keiren Weston, of Uralla, on achieving a bronze medal at the Georgina Hope

Swimming Foundation Championships earlier this year.(2) Notes that swimming has helped Keiren overcome adversity in his life, after being injured by a

semi-trailer which resulted in the loss of his right leg in 2007.(3) Pays tribute to Keiren's determination and passion for swimming and his courage in everyday life.


3161 LOWER HUNTER HOSPITALMS SONIA HORNERY to move—

That this House:(1) Notes that the Government has yet to set a construction timeline for the new Lower Hunter

Hospital at Metford nor started site preparation work at the site in preparation for construction despite a statement from Health Infrastructure that indicated such work was underway.

(2) Notes that the existing Maitland Hospital is operating at capacity and the increasing population in the area is putting more pressure on existing resources.

(3) Calls the Minister for Health to speak to residents and reveal her plans for this project before the 2015 general election.
