Mayor’s message

The announcement by Land Minister Terry Redmond that the State Government has decided to take over the lead role in delivering the Ocean Reef Marina project is also welcomed by the City. We have worked collaboratively for many months with the local member for Joondalup, MLA Jan Norberger, as well as the Premier’s Office and the Ministers for Planning and Lands to arrive at this position, and we express our appreciation for their efforts in arriving at this milestone.

However, the work does not stop here. The City is constantly focusing on the future and will work closely with State and Federal Governments, local businesses, education and training institutions and the community to generate further economic development growth and job creation.

Troy PickardMayor, City of Joondalup

Welcome to the latest edition of Business Edge. This publication updates the community on what is happening in the City of Joondalup from a business perspective.

The City is recognised by the State Government as a major Strategic Metropolitan Centre and a driver of economic growth. To build on these strengths, the City is committed to fostering a culture of innovation and entrepreneurship.

As part of these efforts, and to boost productivity and attract business activity, the City has been advocating to the State Government to base a department or agency in the Joondalup City Centre.

Recently the State Government announced that it would relocate some services to a new eight-storey commercial development on Davidson Terrace, in the Joondalup City Centre. This announcement is a major coup for the City.

The development will house more than 800 public servants by 2019 and generate 340 jobs during construction. The City estimates that the addition of these public servants to the local economy will generate an additional 500 jobs across other industries in the City, especially in the retail sector. This will provide an overall estimated benefit of more than $180 million to the local economy every year.

City developments such as the Reid Promenade multi-storey car park have also assisted in attracting new investment, including the State Government office building on Davidson Terrace. The City, together with development partner Devwest Group, is also making progress on plans for an office project on Boas Place. The State Government decision to lead the delivery of the Ocean Reef Marina project gives certainty to investors and will add significantly to the local economy both during construction and when it is fully developed.

The City presented it’s many projects, including the proposed Joondalup Performing Arts and Cultural Facility, to the Western Australian opposition Shadow Cabinet in September. The Shadow Cabinet members were very supportive of the City’s efforts in advocating for State Government support.

These initiatives, combined with new investments being welcomed on a regular basis, are allowing the City of Joondalup to progress towards realising its goal of being a Global City – Bold, Creative and Prosperous.

Garry HuntCEO, City of Joondalup

This issue of Business Edge highlights some City initiatives and projects that are growing the local economy and making the City an even better place to live and work.

The City is committed to making it easier for businesses to operate and develop. This commitment has been demonstrated through the City’s participation in the Small Business Friendly Local Governments initiative developed by the Government of Western Australia’s Small Business Development Corporation.

There are a wide range of business services and support available to businesses operating in the City, including the sixty27 co-working space, the Edith Cowan University Business and Innovation Centre, Business Station, who deliver the government-funded Business Local program, and the City’s Innovation Fund, which helps foster local initiatives that will bring new business activities into Joondalup.

The City, in collaboration with Edith Cowan University, was also proud to recently launch THE LINK website: thelink.space. This site will allow businesses to grow through research, innovation and making connections with the right people.

In the news

The City of Joondalup has welcomed the State Government’s decision to take over the lead role in delivering the Ocean Reef Marina project.

The City, the State Government and LandCorp will soon sign a Memorandum of Understanding to formalise the partnership.

The announcement is the most significant milestone achieved in the history of the Ocean Reef Marina project. The City has spent a number of years and invested significant financial and human resources in developing the Ocean Reef Marina concept plan and undertaking numerous studies, investigations and reviews required for development.

As land owners, the City will still play a significant role in the project to ensure the City’s interests and those of the local community are represented. In recognition of the strong local community support for the project, the City remains determined to see the Ocean Reef Marina project through to its completion in accordance with their aspirations.

The Ocean Reef Marina project includes approximately 750 boat pens/stackers, boat ramps and boat trailer parking, hotel/short stay accommodation, residential apartments and single lots, food and beverage outlets, retail and service commercial, public open space and community amenities, an internal beach, sea sports club and sea rescue facilities.

Council has now endorsed the draft Memorandum of Understanding between the City of Joondalup, LandCorp and the State Government to enable the Ocean Reef Marina development to proceed.

For more information, visit joondalup.wa.gov.au

The City is currently planning the development and construction of a world-class, contemporary performing arts and cultural facility, which will provide state-of-the-art accommodation for the performing arts; visual arts and crafts; film and media and cultural events within the Joondalup City Centre.

It is intended that the facility will include:

• A lyric theatre of 850 seats, including a fly tower, with lighting and acoustic specifications of the highest standard;

• A 200 seat black box theatre to accommodate a variety of non-traditional theatre stagings and performances;

• A dedicated art gallery;• Conference facilities;• Spaces for the practice of fine arts and crafts;• Curatorial space;• Bar and catering facilities;• Office and managerial spaces; and• Jinan Chinese Cultural Garden.

The proposed facility is consistent with the City’s Strategic Community Plan and enjoys strong support from residents, ratepayers and the wider community including the growing arts sector, state-wide.

The facility will be a place to celebrate imagination and creativity, inspiring individuals, schools and community arts groups to take part in culture and the arts. With the provision of world-class facilities and a mixture of commercial and community activities, the facility will also deliver a much needed cultural and economic resource to the Joondalup City Centre and the wider region.

The City is now working with ARM Architecture to undertake a schematic design process for the facility. Council will consider the schematic design, along with an accompanying business case, in due course. Public comment will also be sought following Council approval to advertise the design.

The City, together with project partner Devwest Group, is progressing the development of Boas Place, a major mixed-use building development in the Joondalup City Centre.

Located across 90 Boas Avenue and 70 Davidson Terrace, Boas Place will showcase a unique architectural built form that will provide a sought after commercial and residential address in the heart of the City of Joondalup. It will deliver a scale, height and intensity of land use to create a series of iconic landmarks and will be a place accessible and welcoming to users, workers, visitors and residents alike.

In addition to an A Grade office building, ideally suited to a major anchor tenant, Boas Place will include:

• Hotel accommodation• Civic square and other public spaces• Residential options – including student accommodation• Retail/commercial options• Underground car parking.

Boas Place will provide excellent investment opportunities. The City is formalising a strategy to attract major tenants and end-users to this exciting development, located at the heart of one of Australia’s fastest growing regions.

For more information on the City’s Major Projects, visit joondalup.wa.gov.au

The City has welcomed the State Government’s appointment of EMCO Building to undertake the next phase of the HBF Arena redevelopment.

EMCO Building will complete a detailed design and undertake construction of new facilities to house the West Perth Football Club and Joondalup City Wolves State Basketball League club.

The City recognised that enhanced facilities at HBF Arena would directly benefit some of the largest and most active sporting clubs in the region.

HBF Arena is a significant regional asset and a recreation and leisure facility that draws people from the Joondalup area and across Perth.

In 2013, Joondalup Council voted to commit $4 million of funding towards the upgrade of facilities at HBF Arena, in addition to the $16 million of funding committed to the project by the State Government prior to the March 2013 election.

The upgrade is expected to make HBF Arena an even more attractive venue for further AFL pre-season and practice games. To date the venue has already hosted three AFL pre-season competition matches – Fremantle v Hawthorn in 2005, West Coast v Fremantle in 2014 and West Coast v Gold Coast in 2016.

The Small Business Development Corporation (SBDC) has developed the Small Business Friendly Local Governments initiative to recognise local government authorities in Western Australia that are committed to actively supporting small businesses in their local area.

The City has been recognised by the SBDC as meeting the requirements to be a Small Business Friendly Local Government, through its work in supporting its small business community.

The City is committed to the objectives of the program and collaborating with the SBDC to further support the needs of local small businesses. Some of the business support programs and services available in the City of Joondalup are outlined in the Business Services section of this publication on page 15.

Enactus is an international non-profit organisation dedicated to inspiring students to improve the world through entrepreneurial action.

Enactus students at Joondalup’s Edith Cowan University (ECU) were recently crowned Enactus National Champions for their program ‘Waste Not’ at the 2016 National Conference and Competition in Sydney. The students also won the Graham Kraehe Community Project - Brambles Food Waste Challenge.

The program provides assistance in environmental analysis and education initiatives for local businesses to reduce food waste. Initiatives include the donation of leftover food to charities and the redirection of waste food into compost to fertilise a community vegetable garden.

The ECU Enactus students also run the “net University” program, an initiative to up-skill seniors in the community to use technology such as social media and internet banking. The program runs from libraries in the Cities of Joondalup and Wanneroo.

The team of 24 went on to compete at the Enactus World Cup from 28 – 30 September 2016 in Toronto, Canada.

As part of the changes to TAFE in Western Australia announced earlier this year, all West Coast Institute campuses are now part of North Metropolitan TAFE.

North Metropolitan TAFE also includes all Central Institute of Technology campuses. From January 2017 the Balga, Brigadoon and Midland campuses of Polytechnic West will also be included.

As a result of the changes, students will now have access to a wider range of training courses, expertise and facilities across the north metropolitan region.

Housing redevelopment opportunities

Earlier this year, the Minister for Planning approved District Planning Scheme Amendment No. 73, allowing a range of changes that will result in greater housing and development opportunities within the City. The approval of the Scheme Amendment is necessary to allow the City to meet the future housing needs of its residents.

The Scheme Amendment will allow the majority of the recommendations of the endorsed Local Housing Strategy, including meeting dwelling targets set by State Government in Directions 2031 and sub-regional strategies, to be met.

Specifically, the recommendations include:

• Introducing dual-density codes in Housing Opportunity Areas as established in the Local Housing Strategy, providing opportunities to develop at higher residential densities;

• Rezoning a small number of properties adjacent to large shopping centres to ‘Mixed Use’;

• Introducing a development bonus to encourage the amalgamation of lots for the development of Aged and Dependent Persons’ dwellings, retirement villages and nursing homes;

• Increasing the density code applicable to the City’s activity centres; and

• Introducing minimum residential densities for development on large opportunity sites.

The City’s Local Housing Strategy was subject to extensive public consultation in 2010, and again in 2013, following changes requested by the Department of Planning.

Areas identified for increased densities are strategically located close to or well connected to existing and future services or infrastructure such as employment centres, community facilities, transport hubs and major shopping centres.

Enabling the population around centres to increase will have a positive flow-on effect for businesses and generate additional local employment in the City.

A refurbished simulation hospital was recently opened at the North Metro TAFE Health and Wellness Centre on McLarty Avenue, Joondalup.

The works were completed as part of the State Government’s $11 million investment to support the delivery of diverse, high-quality training programs in Perth’s northern corridor.

Officially opening the Health and Wellness Training Campus, Deputy Premier and Training and Workforce Development Minister Liza Harvey said that the new facilities would allow extra training to be delivered, particularly at Certificate IV and Diploma levels.

“The upgrade will enhance students’ training in nursing, fitness and recreation, sports, beauty therapy and allied health assistance,” Minister Harvey said.

“The simulation hospital gives students studying to become enrolled nurses a strong understanding of what it’s like to work in a hospital environment.”

“It is fully functional and has the capabilities to provide real support in case of an emergency.”

Recently released data by the Department of Employment on forecast growth industries for WA over the next five years show an additional 25,000 jobs in the Health Care and Social Assistance sector. This is more than 26% of the State’s total projected employment growth, placing Health Care and Social Assistance well and truly in the top position for future job opportunities in Western Australia over the next five years.

Innovating for business growth

The Federal Government’s National Innovation and Science Agenda (NISA) was developed to encourage business innovation, growth and employment opportunities.

The NISA Report released in December 2015 outlined a range of initiatives to foster innovation in Australia along with a budget totalling $1.1 billion over four years.

Some initiatives such as Cyber Security, Critical Research Infrastructure and the Incubator Support Programme present opportunities for organisations already located in the City.

For example, the Edith Cowan University Security Research Institute (ECUSRI) is well positioned to develop a Cyber Security Growth Centre to secure the long term future of the national cyber security industry in Western Australia. The City is collaborating with ECUSRI to lobby the Federal and State Governments to support this initiative.

While the NISA initiatives are about innovation, the overarching outcome of all of the programs is business growth.

A number of Federal programs are now available to support growth at all stages of the business development pathway. These programs include:

• Business Research and Innovation Initiative (Department of Industry, Innovation and Science)

• Innovation Connections (AusIndustry)• Entrepreneurs Program (AusIndustry)• Global Innovation Linkages Programme (AusIndustry)• Global Connections Fund (Australian Academy of

Technology and Engineering)• Industry Skills Fund (Department of Education and

Training)• Business Growth Grants (AusIndustry)• Accelerating Commercialisation (AusIndustry)

• Growth Services (AusIndustry)• Business Evaluation (AusIndustry).

More information on how to access these Federal Government programs can be found at business.gov.au

The State Government is also seeking to promote innovation in Western Australia with a recently announced $20 million innovation package. Current initiatives include:

• Western Australian Innovation Summit;• Start IT Up WA Challenge;• WAITTA Incite Awards; and• WA Innovator of the Year.

One of the key aims of the package is to facilitate enhanced collaboration between businesses, universities and the research sector to see the commercialisation of ideas and solve problems. More information can be found on the Office of the Government Chief Information Officer website, gcio.wa.gov.au.

Local Innovation

The City offers many opportunities to Joondalup businesses to gain access to growth and innovation-related programs and opportunities, including the City’s Innovation Fund. Details can be found on the City’s website, joondalup.wa.gov.au

Local businesses can also explore THE LINK website to see some of the inspiring success stories, source help on developing innovative business solutions and commercialisation of ideas.

City welcomes news of State Government office accommodation

On 14 July 2016 the State Government announced its decision to relocate more than 800 public servants from the Department of Water, Department of Environment Regulation and the Office of the Environmental Protection Authority to the Joondalup City Centre by early 2019.

Premier Colin Barnett announced that the Liberal National Government had signed an Agreement for Lease with Primewest to build about 9,600 square metres of new office space in Joondalup.

The construction of the eight-storey building is expected to generate about 340 jobs and the City of Joondalup will see economic benefits from the start of construction in October and an ongoing stimulus once public servants relocate.

The building’s proximity to the Joondalup train station and bus stops, coupled with the modern end of trip facilities that are planned for the building will provide numerous transport options for staff.

The move has confirmed Joondalup’s standing as the commercial, civic and cultural City Centre of Perth’s northern growth corridor, one of Australia’s fastest growing regions.

Joondalup is a logical location for decentralisation of government departments and agencies given the large number of people who live in the northern suburbs and travel outside the region to work.

Attracting more than 800 public servants will help address this issue, as well as enhancing the vitality and vibrancy of the City Centre by vastly increasing the number of people who visit Joondalup for work, retail and commercial purposes.

As well as the 800 government jobs, the City estimates that an additional 500 jobs across other industries such as the retail sector will be generated, and over $180 million will be added to the local economy every year.

The Primewest development has received a 5-star Green Star sustainability rating from Green Building Council Australia and includes commercial and office space, a ground floor cafe, an outdoor recreation deck and car parking.

The City is currently developing a new Activity Centre Structure Plan for the Joondalup City Centre, which will further encourage high density residential and mixed use development, with plans for even higher quality public spaces to attract businesses and residents to Joondalup.

The Joondalup City Centre has seen massive growth and change over the past two decades, with work ongoing to attract both international investment and further development to become a vibrant CBD that is even more inviting for visitors, businesses and residents.

A promising future for a strong visitor economy

The City welcomed the Premier’s announcement in March 2016 that he would take on the tourism portfolio following a Cabinet reshuffle, signalling the importance of the industry to the Western Australian economy.

This announcement put tourism at the front and centre of economic development of the State. Tourism has always been vitally important to the economy and is set to become even more significant as WA emerges as a key destination for people from China and South East Asia.

The City has long recognised the importance of international relations, having had a sister city partnership in place with Jinan, in the People’s Republic of China, since September 2004.

In September 2015, Mayor Troy Pickard led a delegation to China where meetings and discussions were held with the Mayor of Jinan and senior officials from the Jinan Foreign Affairs Office, Jinan Tourism Bureau and Jinan Commerce Bureau. The City’s Investment Attraction Prospectus Joondalup Has the Edge and a visitor guide were both translated into Mandarin specifically for the visit.

“The City can be proud of the international partnerships it has forged and we firmly believe that the future prosperity of Joondalup will be advanced by these connections,” Mayor Pickard said.

Following the delegation to China, the City has held several meetings with key industry stakeholders in the spheres of tourism and education, and has also commissioned targeted research into international economic development opportunities for Joondalup.

There is compelling evidence that the City of Joondalup should continue to focus on promoting and supporting the visitor economy. Tourism and hospitality contributed about $1.29 billion to the Joondalup economy in 2014/15.

According to Tourism Research Australia, in 2014/15, there were 1,385,711 international visitor nights in the City of Joondalup, accounting for 46 per cent of the total visitor nights. In the five years to 2014/15, an average of 36,232 international visitors came to the City every year, staying for an average of 29.4 days, which is higher than the average for Western Australia. (Source: Tourism Research Australia Data, 2015)

International visitors were more likely to be visiting friends and relatives, accounting for 53.4 per cent of all visitors. The other reasons for visiting the City were holidaying for 32.9 per cent and education-related for 4.4 per cent. (Source: Tourism Research Australia Data, 2015)

The City has strategic memberships in place with the Tourism Council WA and Experience Perth, to broaden its tourism activity to international markets. A number of local tourism sector operators, including Rottnest Fast Ferries, have understood the importance to cater for the specific needs of the Chinese market and have undertaken the China Ready & Accredited certification through the Tourism Council WA. To assist more local operators in understanding the needs of Chinese visitors, the City, in partnership with Tourism Council WA, delivered a China Ready workshop at the Joondalup Resort. This workshop was one of several tourism industry specific training sessions organised by the City during a Tourism Week in September 2016.

Digital City update

Collaborating for a Cyber Safe City

The Edith Cowan University Security Research Institute (ECUSRI) and the cities of Joondalup and Wanneroo have collaborated to deliver Cyber Check Me, a new cyber security initiative. The objective is to provide easy access to cyber security information for small business owners and community members.

The pilot program was successfully delivered during April and May 2016 at pop-up locations across the region, including Lakeside Joondalup Shopping City and the sixty27 co-working space. Attendees took advantage of free assistance from ECUSRI students on a range of cyber issues including password management and anti-virus protection for mobile devices.

The Cyber Check Me team plans to deliver further assistance to the local business community during 2016/17. If you are interested in attending an event or supporting the initiative please contact [email protected]

Digital JEM for Joondalup

As is best practice in any business or large organisation, the City of Joondalup is continuously monitoring and improving operations where possible. The City has recently developed an innovative system that allows operational staff to access internal data using mobile devices while working in the field, resulting in greater work efficiencies.

Joondalup Enterprise Management, or JEM as it is more commonly known, was designed and developed by the City of Joondalup in-house after the City’s Ranger Services team identified an opportunity to be more efficient in managing their workload.

JEM is a unique mobile solution developed to allow operational staff to interact with core systems data from any location using any mobile device. It provides staff access to operational data, action requests, works orders and spatial information, all integrated into a mobile platform suited to real operational needs.

The City manages approximately 150 assets such as community centres, libraries and car parks. External contractors also provide assistance to maintain these assets. Since using JEM the process has become so efficient that contractor work orders that previously took over 30 days to complete can now take as little as five days.

The capability of JEM’s features have significantly expanded and provided a greater scope of options from the original concept. The City is committed to embracing opportunities to expand JEM to provide greater productivity across the organisation.

Once the system became operational, it was evident that it had the potential for far reaching benefits across the organisation. As JEM has continued to develop, the City has welcomed the interest of other local governments in the region and provided demonstrations on JEM adaptability and potential usage.

In the hot seat

Business: Rottnest Fast FerriesInterviewee: James Mulholland, Director

I have been working in marine tourism since the age of 16 and have been self-employed for the last 12 years. Prior to acquiring Rottnest Fast Ferries in 2012, I owned Swan Jet Adventures for six years providing jet boat tours from Barrack Square Jetty. I sold that business in early 2013 and now concentrate solely on Rottnest Fast Ferries with my business partner Luke Crispin.

The business has grown exponentially over the last three and a half years, with some major milestones including a complete company rebranding, website development and most significantly, the addition of a second ferry to the operation, allowing year round regular ferry services from Hillarys for the first time in the harbour’s history.

Who are the people behind the success of Rottnest Fast Ferries?

My brave and trusting business banker who has believed in us and the strength of the WA tourism industry.

We have focused on balancing our team with a mixture of youth and experience. Jay Anglesey and Reid Purcell head up our vessel operations covering all aspects of delivering safe and reliable travel. Emily Allen has performed many roles within the business and has been instrumental in the development of the business as a whole. Deb Carr has consulted to us for several years and provided the benefit of her wealth of knowledge in tourism gained over many years in large hotel groups.

What benefits does Rottnest Fast Ferries bring to the local visitor economy?

Rottnest Fast Ferries is one of the largest tourism operators in the northern suburbs and the flow on effects benefit many businesses and local people. We market ourselves, Hillarys Boat Harbour, Rottnest Island and the beautiful Perth coastline to international, interstate and intrastate markets through many mediums. We have several deals with businesses within the harbour by way of discounts and packages and regularly sponsor events taking place within the marina.

Over the last several years we have donated over $70,000 worth of travel and packages to the local community through sponsorship of school events, football clubs, charitable funds, hospitals, surf clubs and quiz nights benefiting our community. We have also contributed to fundraising appeals such as the Lord Mayors Fire Appeal for Yarloop.

We pride ourselves in sourcing our purchasing requirements from the northern suburbs and the growth in commercial areas such as Wangara have made this easier.

The additional vessel allowed us to break several records last financial year, including most passengers moved in a 24-hour period during the New Year’s Eve fireworks event at Rottnest Island and the most passengers transported to Rottnest from Hillarys since ferry operations began. We hope to attract even more customers this year with our new Coastal Cruise from Hillarys along the coast to either Scarborough or Mindarie.

In what ways have industry awards helped your business to expand?

Business ownership can be a lonely and challenging path often with little or no reward or recognition. Employees and the jobs they do are invaluable to any business but these jobs would not exist without the business owners who put everything on the line to create them.

We have entered the Tourism Council WA’s Perth Airport Tourism Awards for several years now and each year it drives us to improve the business in each area and create new content for the submission. We obtained a Bronze Award last year, which provided a huge boost in staff morale throughout the business. We are hopeful of achieving Gold at this years’ awards, which will recognise the dedicated staff we have and the investment we have made in new assets to provide our services.

Why have you decided to become China Ready Accredited and target the Chinese market?

Perth and Western Australia are great destinations for Chinese customers, with a wide range of activities and options that are of interest to the Chinese market. Rottnest Fast Ferries received its China Ready Accreditation in 2014, after recognising how important the Chinese market is not just for Rottnest Island but for Perth and Western Australia as a whole.

In terms of our product offering, both Rottnest Island and Hillarys Boat Harbour provide the type of unique and memorable experience that Chinese customers are interested in, and our seasonal Whale Watching cruises are also always a popular option. We have a package which combines our Whale Watching cruise with entrance into AQWA – the Aquarium of Western Australia, which encourages customers to stay and enjoy Hillarys Boat Harbour.

Becoming accredited has given us access to the Chinese market that wouldn’t have otherwise been available, and over the past year in particular we’ve seen significant growth from the Chinese market.

Why is Joondalup a great place to do business?

Having lived in the City of Joondalup since 1992 I have been a beneficiary of the many investments made by the Council to improve its offering and services to its ratepayers. Mullaloo Beach Park is one such example; I am there regularly with my daughter enjoying the open space and play facilities.

When it came to applying for a liquor licence for our new vessel, the letter of support provided by the City, coupled with the straight forward process of obtaining a food licence for the onboard snack bar, demonstrated the excellent systems and processes in place at the City.

We have recently become involved in THE LINK initiative and are seeing the benefits of such programs being facilitated by the City. We are now also working with the Economic Development Team at the City.

What important lessons have you learnt about business along the way?

I have watched my parents be self-employed for as long as I can remember and thought: why put yourselves through this journey which is full of many ups and downs? I have had my share of success and failure, nothing provides a wakeup call larger than a cold shower because you can’t pay the gas bill and it’s been cut off. These events only serve to drive business owners to be the best they can and grow their businesses.

Don’t give up, don’t take no for an answer - if it was easy, everyone would do it!
