Introduction: The Bureau of Contract Administration has been providing inspection services to the City of Los Angeles for over 50 years. Through the years, as the projects became more complicated and as the City’s building programs grew to multi-billion dollar programs, the need for highly trained construction inspectors become essential. With limited ability to recruit fully qualified inspectors who had all the training and expertise, BCA management and the Board of Public Works established the BCA Training Section in 1987. From the beginning this training program was objective driven and each year significant improvement was made to the entire bureau. Initially created in response to the development of the Assistant Inspector Program and the need to provide newly hired inspectors with basic public works inspection training, the program now boasts thousand of hours of training each year in courses that are not taught at any other location. With the increased need for greater technical and administrative knowledge from demands associated with treatment plant expansions, Los Angeles airports and major public building construction, the BCA management has committed greater financial resources and staff to develop corresponding training. The BCA Training Section is fundamental to the Construction Inspection program which is one of the best training programs in the City of Los Angeles.��

Training Section Management Policy:

The Bureau of Contract Administration training program is managed by the Assistant Director, Walter F. Bradley, under the supervision of the Bureau Training Officer. There are three groups that assess and develop training for staff:

1. Inspector Training Section – Richard Bennett, Principal Construction Inspector.

2. Administrative Services Division – Lawrence C. Williams, Chief Mgmt Analyst

3. Office of Contract Compliance – Hannah Choi, Contract Cmpl Prg Mgr II

The International Association for Continuing Education and Training (IACET) has approved the Bureau of Contract Administration Training Section as an Authorized Provider (AP) of the IACET CE/U. IACET’s mission is to promote and enhance quality in continuing education and training through research, education, and standard setting. The BCA Training Section is responsible for administering continuing education and/or training events/programs. Per Bureau Manual Section A3-4.2 The Principal Construction Inspector [Richard Bennett - current] is identified as the chair of the Training Development Committee (TDC) and is responsible to ensure compliance of the training program as an Authorized Provider by the International Association for Continuing Education and Training (IACET). All training adheres to City of Los Angeles EEO policies.

Bureau of Contract Administration managers and supervisors are responsible for identifying skill development needs based on the Bureau Mission. BCA Management takes a proactive response to any need for employee training and development. Once a class has been taught, supervisors perform periodic evaluations of the training. Managers and supervisors are responsible for continuing education of their employees and making nominations for class attendance. As a policy of program evaluation the TDC meets quarterly to assess the effectiveness of on-going training based on feedback from the learner. This includes course evaluation analysis, instructor qualifications, facility needs, content and presentation. TDC staff reports at the bi-weekly Bureau Mgmt meeting, under Section IV: Civil Engineer Report, the training needs of staff, assessment of the program and other training matters. Training courses are evaluated with the Training Analysis Form (See Appendix) and must receive a score of 75% or greater for Good to Excellent. The ability of managers and supervisors to develop staff is critical to the Bureau’s ability to complete its mission and provide quality, professional service to the citizens of the City of Los Angeles.

Construction Inspector Probationary Policy:

Newly hired Construction Inspectors (Class Code – 7291) are required to successfully complete extensive classroom and field training during their initial 6-month probationary period. This training is mandatory regardless of the education, experience, or knowledge that a new employee brings to the job. During the probation period each inspector receives a monthly written performance evaluation. If the inspector receives a negative evaluation, or fails to pass the training exams, they will not pass probation to become a full-time construction inspector.

Approved Planners’ and Instructors’ Competencies

BCA has a developed a list of Approved Trainers and Instructors. This list identifies staff that have met education and experience criteria, and are deemed competent in given subject matter.

a) Competency is evaluated by experience and through written examination and/or skills demonstration.

b) Instructor’s awareness of learning outcomes is demonstrated through collaboration with TDC and Management. The instructor must train the learners to meet the assessed needs of the course.

c) Instructors are evaluated during the course of training, during train-the-trainer sessions, and through the use of a yearly performance evaluation.

d) Communication skills are evaluated by successful completion of the course by the learners.

e) Competencies expected for planners and instructors include, but are not limited to, the following:

Process for Satisfactory Course Completion:

Completion Requirements • Must show attendance • Must pass a written post assessment with a minimum

classes and must show original and valid signatures. • Failure to meet completion requirements will result in

immediate notification to the learner of requirements for re-training/re-testing.

Intellectual Property Policy

As a policy statement regarding intellectual property rights BCA is governed by City Policy under 17 U.S.C.F.R “Our standard practice is to create and produce all training materials utilized in our program curriculum, regardless of the media format, in-house. The City(employer) retains all intellectual property rights to such work produced in the normal course of employment by salaried or hourly-paid City employees as provided in 17 U.S. C.F.R.(Copyright Act 1976, -- §101) under which all such works are considered “work for hire”. In the event that any content used is obtained from outside sources, such content will be reviewed by the City Attorney’s Intellectual Property Division, and necessary licenses would be obtained.

Professional Development Policy:

Inspection personnel are required to maintain a level of competence in their field of expertise by attending on-going refresher classes. In addition, staff is required to attend mandatory training provided by the BCA Training Section or the Personnel Department. With BCA management approval, employees may attend supplementary training, on compensated time, offered by the Personnel Department or outside vendors. Employees are strongly encouraged to attend any professional training, college courses or seminars for their career enhancement.

Record Maintenance & Retrieval Policy:

All training records for Construction Inspector training are maintained on file at Marvin Braude Building – Ste 131 (Van Nuys, Ca) and in a database [BCA Training Database] on a BCA secure server located at Public Works Building 1149 South Broadway, Ste 300, Los Angeles. Employees will be informed of the policy and procedure for obtaining training records during class introduction. Only authorized TCD staff has access to training records. An employee request for their individual training record must be honored within 15 business days. This policy is contained in Department of Public Works Personnel Directive #7 dated May 27, 1983.

Non-Inspection Staff Training Policy:

Bureau administrative, clerical, and support personnel are provided training as a means of enhancing their skills, furthering their knowledge, and ensuring optimum performance of their assigned tasks.

Curriculum: The training curriculum is organized based on the three

groups responsible for training. The course descriptions and certificates are located in the appendices. The enclosed training matrix and class descriptions (see Appendix) describe the mandatory in-house Inspector Training required of each and every new Inspector hired to succeed as a Construction Inspector. Also included is the International Code Council (ICC) certified Deputy Building Inspector training program. In addition to mandatory in-house Inspector Training, the Bureau is committed to continuing education for its Supervisors and Managers as well as the career enhancement of all its employees. To that end, the Career Enhancement Classes, Supervisor and Management Classes, and Safety Training Classes listed are offered upon availability to each and every employee.

Class Notification:

Personnel will be notified via City email of the date, time and location of classes they are scheduled to attend. In addition, the Principal Inspector and Division Manager will be notified via email of personnel assigned to them who are scheduled for training. If scheduled training requires the use of learner provided computer or other technology the notification email will indicate requirements. For online training, a link to the training and instructions for completion will be provided in the notification email.

Construction Inspector Program

Bureau of Contract Administration (BCA) has one of the most rigorous Public Works inspection training programs available. Even though the average inspector starts with BCA with over 10 years of construction experience, each one must begin by passing a 6 month probationary period of intensive training, supervised field work, exams and progress evaluations. All newly hired employees must enter as either a Construction Inspector or Assistant Inspector. The requirements for application for Construction Inspector are very comparable with both American Public Works Association (APWA) and American Construction Inspectors Association (ACIA) minimum requirements.

The newly hired Construction Inspector is required to attend six (6) months of extensive classroom and field training during their initial probation period in the Bureau. This training is mandatory regardless of the education, experience, or knowledge of construction a new employee brings to the job. New Construction Inspectors are evaluated monthly during their probation period. Newly hired inspectors are currently required to attend over 250 hours (see full list of courses in the Training Matrix) of mandatory classroom training in addition to on-going on-the-job training during their six month probation period. Failure to pass required training exams and/or make acceptable progress toward becoming a skilled inspector will result in failure to pass probation to become a full-time employee with the Bureau.

Assistant Inspector Program

If a newly hired inspector does not meet all the requirements for Construction Inspector (CI) - Class Code 7291, but does have significant specialized experience BCA can hire that person as an Assistant Inspector (AI) – Class Code 4208. This is a 5 year probationary period that requires additional class training to meet the minimum requirements for Construction Inspector. If the inspector is unable to promote to Construction Inspector within the 5 year probationary period then that individual is terminated. Once the AI promotes to CI they must then begin the mandatory 6 month probationary period required for hiring. The Assistant Inspector program class schedule requires each inspector to take more comprehensive training. A thorough evaluation is made of their skill and knowledge set and then appropriate training is scheduled so that they become well informed on public works inspection. Inspector Certification Program

The Bureau of Contract Administration issues Inspector Certification in 10 disciplines. To be considered for certification an Inspector must successfully complete all course content, receive a passing grade on the course exams and fulfill the required 2,000 hours of inspection in the field of emphasis. The certificate programs are:

Bureau of Contract Administration has developed a full training program to satisfy the requirements for International Code Council (ICC) Special Inspection Certification. Certain types of construction or operations require special inspection. The Training Section - Deputy Inspection Program, which exceeds ICC requirements, prepares each candidate to successfully apply and pass the ICC written and oral

BUREAU OF CONTRACT ADMINISTRATION

TRAINING

In its commitment to mandatory Inspector training, on-going education, and career enhancement, the Bureau of Contract Administration provides training classes conducted by its Training Section, City Personnel Department, and private vendors. All training classes offered by the Bureau are audited and affirmed by the Bureau Assistant Director prior to making them available to Bureau personnel Comprehensive hard copy records and a Bureau Training Database of class attendance hours and exam performance (when applicable) are maintained by the Bureau Training Section and the Administrative Services Division as a permanent record of training classes attended. Training records are updated by the Training Section and Administrative Services Division at the completion of each scheduled class All training records are considered a part of each employee’s permanent Personnel File, and as such are kept strictly confidential. Permanent Personnel Files are maintained by the Bureau Personnel Coordinator as well as by the Office of Management-Employee Services. Training records will be made immediately available to requesting individuals who submit a properly completed Transcript Request.

INSPECTOR TRAINING

Records of training classes attended as part of the Inspector mandatory training requirement, continuing education, and career enhancement are maintained by the Bureau Training Section. Comprehensive hard copy records of all Inspector Training are maintained at the Van Nuys Training Center as well as in the Training Section Database. Records of Inspector Training are immediately available upon request to the Bureau Training and Personnel Coordinators. At the end of the Inspector six-month probation period, training records are reviewed by the Bureau Personnel Coordinator for verification that all required classes have been attended and passed in a satisfactory manner.

To obtain certification as a Reinforced Concrete Special Inspector, you must complete four components:

1. Obtain the Certificate of Completion by passing the ICC Reinforced Concrete Special Inspector cer-tification exam. You must become certified within six years from the first time you have taken the exam, or you may be required to take a new examination.

2. Obtain certification by ACI as an ACI Concrete Field Testing Technician - Grade I; and achieve the Associate Reinforced Concrete Special Inspector Certification (*see below); then

3. Meet one of the following three education/work experience requirements: • Two years of verified college or technical school (copy of diploma or transcript required) and

two years of verified work experience in reinforced concrete construction inspection • High school or equivalent graduate (copy of diploma or certificate required) and three years of

verified work experience in reinforced concrete construction inspection • Five years of verified work experience in reinforced concrete construction inspection

4. Provide verification of the work experience: • Complete Sections A and B of the Education/Work Experience Form located on page 33.

Note: Work experience during this time period must include decision-making responsibility and authority; verification of compliance with plans, specifications, and codes; evaluation of rein-forced concrete construction in the field; and documentation and reporting of inspection re-sults. Inspection experience must include the following: formwork installation; reinforcements; embedments; sampling and testing of freshly mixed concrete; conveying, placing, consolidat-ing, finishing, and jointing; curing protection; and formwork removal.

After completing this program, participants should demonstrate increased knowledge of supervisory responsibilities, work delegation, and performance appraisals. They will also learn techniques for providing subordinates with constructive feedback, coaching, and counseling. Target Group: New and potential supervisors; Course Sessions: 2; Hours: 8:30 a.m. – 3:30 p.m. General Orientation: The program format consists of various presentations on the organization of City government, medical and dental benefits, deferred compensation information, credit union services, information about the City’s Employee Assistance Program (EAP), Commuter Services program, and career development opportunities for City employees. Target Group: New hires to the City including those who have previously worked for the Department of Water and Power; Course Sessions: 1; Hours: 8:30 a.m. – 3:30 p.m. Office Administration Skills: Office Administration Skills is conducted in two, six-hour sessions. This course is designed for all clerical support job classifications and covers successful skills and knowledge needed in the workplace to enhance participants’ work performance. The training topics include office organization; strategies for effective multitasking; effective customer service including how to deal with difficult people; strategies for stress management; grammar and English usage; and how to develop a personal action plan for improving skills and knowledge base.
