1.0 INTRODUCTION
1.1 Terms of Reference & Objectives
Hydrock Consultants Limited (Hydrock) have been commissioned by Abbey Manor Group
to undertake a Utilities Appraisal for this development site. Refer to Figure 1-2 for Site
Location.
The objectives of the report were to obtain the existing Utility Services information and
confirm that the proposed residential development can be adequately serviced. In addition,
should any existing services cross the site, the utility companies would be requested to
comment and provide relevant information regarding potential service diversions and / or
cut offs etc in accordance with the Illustrative Masterplan as it currently stood.
1.2 Site Location
The site is referenced in Table 1 and the Site Location Plan overleaf.

The proposed development site is currently an open field designated ‘Perry’s Hill/Bunford
Hollow’.
The site measures approximately 4.26 Ha in area and is located to the southwest of Yeovil town centre, at the junction of the A30 West Coker Road and A3088 Watercombe Lane. Refer to Figure 1-2 for the location. As detailed on the Illustrative Masterplan, the proposed access into the development will be off West Coker Road to the south of the site.

1.3 Site Condition
A site specific Topographical Survey has been carried out and forms the base of the
Illustrative Masterplan and Existing Services Information plan, drawing no. C12604-C002,
included in Appendix A. Existing service runs have been marked on this plan.
The site is bounded on the east by the A3088 (Watercombe Lane), on the south by the A30 West Coker Road, and on the north and west by open fields. The surrounding areas to the south and east generally consist of residential development.
2.0 PROPOSED DEVELOPMENT
2.1 Layout
The proposed development is an outline planning application for residential development
as indicated on the drawing no. C12604-C002 included within Appendix A of this report,
with associated roads, open spaces and landscaping. The provision of 92 residential
dwellings has been tested although it is likely that a reserved matters application would
propose approximately 80 dwellings.

3.0 EXISTING UTILITY SERVICES 3.1 Utility Information
This report contains information obtained and provided by the utility companies. It
contains letters and plans showing the location of the utility companies plant within the
vicinity of the site.
All correspondence received from the utility companies is included within the
Appendices. Hydrock Consultants Ltd has taken all reasonable steps, within the
timescales, to obtain the information from the utility companies. The information received
from the utility companies and contained within this report is for information purposes
only. Hydrock Consultants Ltd accept no responsibility for the accuracy of such
information and no liability for any direct and/or consequential loss that may occur as a
result of the information contained within this report.
3.2 Primary Utility Companies Affected
The following table summarises the information received from the utility Companies and confirms whether their plant will be affected by the proposed redevelopment of the site. All Plans and correspondence received are included in Appendix B.

3.4 Proposed Primary Utility Services
3.4.1 Proposed New Supply Capacities & Costs.
Following finalisation of the site layout and subsequent liaison with respective utility
companies, the following section summarises the responses received from each
respective utility company with regards to mains capacities / diversion requirements,
(where appropriate).
Based on the Illustrative Masterplan, we are able to advise of the following:
3.4.2 Electricity – Scottish & Southern Electric (SSE)
Western Power Distribution (WPD) provide a general mapping service for electricity
services regardless of region and, although Yeovil falls within the SSE area, WPD record
plans have been obtained. The WPD plans indicate existing High Voltage (HV) 11kV
overhead cables traversing the site. This line runs from the south eastern corner adjacent
to the Bunford Hollow Roundabout west north west to the adjacent open fields.
This service will need to be grounded through the site – if it is to follow the line of road on
the Illustrative Masterplan this will entail a run of approximately 280m.
Discussions have been held with SSE regarding proposed supplies and they have
indicated that, with the installation of a pole mounted transformer near the boundary of the
site, a low voltage feed can be taken off to serve the development. No off-site
reinforcement work should be required.

3.4.3 Gas – Wales & West Utilities (WWU)
WWU mains records confirm there are existing low pressure gas mains adjacent to the
site. The sizes of the mains range between 63mm and 180mm diameter. Subject to
capacity confirmation by WWU, a connection off one or more of these mains may be
possible to service the development proposal.
A formal application for confirmation of the above has been made to WWU

3.4.4 Potable Water Supply – Wessex Water (WW)
WW potable water mains records indicate there are existing potable water mains of
various sizes from 4 inch to 8 inch in the vicinity of the site. They are, however, on the
opposite sides of both Watercombe Lane and West Coker Road, and will require at least
one road crossing.
Wessex Water have verbally indicated that there is capacity within the existing network to
serve the proposed development and that a connection should be viable from one or more
points to service the site.
A “Development enquiry request” will need to be made to WW in order to establish how
the proposed development can be supplied with potable water.

3.4.5 Telecommunications – British Telecom (BT)
BT records indicate that there is existing underground telecommunication apparatus
adjacent to the site on the opposite side of West Coker Road. Subject to capacity, the site
may be potentially served from this plant, but a road crossing will be required.
There is no anticipated BT charge to service the new development.
