5. Emblem

Sport venue, competition, trainingsSport venue, competition, trainingsSport venue, competition, trainingsSport venue, competition, trainings “Orbita” Hall (2 Wejherowska street, Wrocław) – one of the most modern sport venues in Poland has been chosen for the competition. It consists of two halls; the bigger one has 3000 places for audience, 1800 square meters of surface. Sport venue has locker rooms, sanitation facilities for audience, rooms for staff with sanitation facilities, offices for organizers and staff, press office etc. All the equipement and construction aspects follow the international requirements.

Trainings will be organized in prepared halls in the sport complex of University of Economics. Trainings schedule will be published. Entrance for audience will be free.

AccommAccommAccommAccommodation venue & cateringodation venue & cateringodation venue & cateringodation venue & catering All the delegations will be accommodated in two student dormitories belonging to the University of Economics (Komandorska Street), situated about 10 minutes from the city centre. Access to the accommodation centre will be possible only with an accreditation card. The canteen is situated in the accommodation venue (the entrance to the canteen will be allowed with the accreditation card). Different types of meals will be served including vegetarian ones. 8.8.8.8. TransportationTransportationTransportationTransportation During the competition shuttle buses from the accommodation venue to the sport venue (and way back) will be organised. A schedule will be published. During the delegations arrivals tranportation from Wrocław airport and from the main railway and bus station to the main accommodation venue will be organised according to the received travel schedules. Transportation during departures days also will be organised (from the main accommodation venue to the Wrocaw airport, the railway and bus station).

Technical regulationsTechnical regulationsTechnical regulationsTechnical regulations The competition will be organised in accordance with the most recent technical rules of the World Karate Federation (WKF). Each country is authorised to enter a maximum of twenty two (22) persons including seventeen (17) competitors (11 men, 6 women) and five (5) officials.

Each country may enter in: Kata: - Individual events: one (1) competitor - Team events: three (3) competitors Kumite: - Individual events: one (1) competitor - Team events:

o team competitions for Men: a team is composed of a maximum of seven (7) competitors and a minimum of five (5) competitors

o team competition for Women: a team is composed of a maximum of four (4) and a minimum of three (3) competitors.

At the first General Technical Meeting, the Head of Delegation or his representative shall confirm and sign the official list of the competitors accredited by CISCA.

Countries participating in the competition with more than five (5) competitors must bring with their delegation and at their own cost one (1) World umpire WKF. These countries must provide the Organising Committee three (3) months before the Championship (it means till April 11th, 2008), with the names of two (2) international referees (1 effective + 1 non-travelling substitute). Any country failing to fulfil this obligation will pay a fee (2 500 USD) to the Organising Committe. 3.3.3.3. - the FISU delegate, member of the CIC, responsible for the International Control of the competitors,

- the Chairman of the Technical Committe of FISU, - the delegate of the Medical Commission,

- the delegate of the FNSU, - the representative of the Organising Committe. The CISCA shall meet as often as necessary during the event. The CISCA shall be responsible for: - the supervision and smooth running of the event, - the interpretation of the FISU regulations, - settling any dispute which does not concern any other committee or jury, - examining and dealing with any complains or protests of non-technical nature, - taking emergency sanctions againts teams or individuals who violate the regulations

of the Championship. - deciding aby other matters not covered in these regulations, - supervision of the organisation of protocol ceremonies.

The Chairman of the CISCA, at least one day prior to the start of the Championship, shall convene a general meeting to which he shall invite: - the members of the CISCA, - representatives of each competing country, - the CT members. The 1st general meeting shall elect an adequately representative and qualified Jury of Appeal in accordance with the regulations of FSI or as the meeting shall determine. The members of the Jury of Appeal must be of different nationalities. 4.4.4.4. Technical Commission (CT)Technical Commission (CT)Technical Commission (CT)Technical Commission (CT) The Technical Commission shall consist of: - the Chairman, technical delegate of FISU; in case of equality vote, the chairman shall

have a casting vote, - the representative of FSI, in case of his absence the representative of FNSU of the

organising country, - the technical representative of the Organising Committee,

- the chairman of the CMI, - three (3) experts from participating countries.

The CT appoints referees and judges for all the competitions from the proposals made by Technical Commission of the Organising Committe. Prior to the start of competition, the CT Chairman is obliged: - to maintain close cooperation with the CISCA Chairman and with an OC

representative in CT, - to ensure that the technical regulations of the appropriate FSI are observed, - to inscpect sport facilities and the equipement to be used during event, - to gather exact information realting to:

o the number and performance level of participating competitors and teams, o the number and qualification of the judges and referees from participating

deleations. - in agreement with CT members, he shall prepare the CT meeting with the

representatives of participating countries as well as the proposals for: o the system of drawing of lots, o the appointement of Jury of Appeal, o the candidates for nomination of three (3) experts from participating

countries for CT membership, o the system of appointement of judges and referees for each competition.

5.5.5.5. International Medical Commission (CMI)International Medical Commission (CMI)International Medical Commission (CMI)International Medical Commission (CMI) The Executive Committee shall nominate a member of FISU Medical Committee if the regulations of the appropriate FSI require doping control. He shall be chairman of the CMI composed of physicians designated by the Organising Committee. The CMI shall be responsible for the supervision of the following tasks: - medical care of participants, - doping control, - to advise the CISCA about all matters related to hygiene and catering. 6.6.6.6. ParticipationParticipationParticipationParticipation Only the following may participate as competitors in a FISU sport event:

- students who are currently officially registered as proceeding towards a degree or diploma at a university or similar institute whose status is recognised by the appropriate national academic authority of their country,

- former students of the institutions mentioned above who have obtained their academic degree or diploma in the year preceding the event.

All competitors must satisfy the following conditions: - be a national of the country they represent, - be at least 17 and less than 28 years of age on January 1st, 2008.

Individual dossierIndividual dossierIndividual dossierIndividual dossier The individual dossier for each competitor to be presented to the CIC must be written either in Official working languages of FISU (French, English, Russian or Spanish), and stamped with a seal from the relevant FNSU. The dossier must include: - a passport or identity card which shall include:

o full name (in capitals), o nationality, date and place of birth, o a recent photograph.

- if a student: o a document proving that he has satisfied the conditions normally required in

his country for entrance to a university or similar institute, o a FISU Eligibility Form stamped and signed by FNSU and University or

similar institute or student card or certificate from the appropriate national academic authority certifying that the competitor is currently officially registered as proceeding towards a degree or diploma at university or similar institute whose status is recognised by the appropriate national academic authority of their country.

- if a former student: o Proof of the date he obtained his final academic degree or diploma.

- if a pupil: o A certificate of study signed, by hand, by the responsible official of the

establishment certifying the date of entry into that establishment and that the competitor has been regularly attending that establishment for at least two (2) years.

The CIC has the right to verify the validity of any document presented by any means of communication.

Participant Identity CardsParticipant Identity CardsParticipant Identity CardsParticipant Identity Cards A numbered identity card with a recently taken photograph will be issued to each competitor whose dossier has been approved by the CISCA. Identity cards will be issued also to all accredited officials, judges and referees. Competitors will be required always to keep their cards with them and be prepared to present them for inspection by members of CISCA or any other persons authorised by them. Identity cards will admit the holders to sports venues, official accommodation and to any other facilities or services agreed between the Organising Committee and the Executive Committee of FISU. Heads of Delegation or his representative in declaring their starters or composition of teams must list also the identity card numbers of their competitors. Competitors in reporting for the start of any individual sport and also for a team sport must present must be prepared to show their cards to the official in charge. For team championships, the Head of Delegation or his deputy, before each match, must present a list of the players who will be taking part which must include the numbers of the identity cards.

Wrocław is an excellent example of a multicultural metropolis situated at the interface of ethnically diverse areas. With its 800 000 inhabitants it’s the 4th biggest city in Poland, one of the oldest and most picturesque ones. It is situated in the south – west part of the country and is considered as one of the most important economic, culture, science and sport areas. A wide educational offer of many universities and over 120 000 students have created an image of academic city. Long, interesting history, monuments and many other unforgettable places attract a big number of tourists every year. The specific character of Wrocław's architecture has been commented on many occasions. Authors stress an original combination of material and spiritual factors, noting the existence of numerous religious institutions, monasteries, Gothic churches, and Baroque colleges side by side with commercial establishments (there were several dozen department stores and specialty shops in Wrocław at the turn of the century) and other splendid, often pioneering examples of secular urban architecture. Good infrastructure and sport facilities have significant input in organisation of many sport events on high level. Furthermore lot of connections with big Polish and European cities offered by Wrocław airport, well developed train and bus transportation, big number of hotels and restaurants make the arrival and stay in the city easier.

2.2.2.2. ClimateClimateClimateClimate Wrocław is situated in a moderate climate region. Winter is quite severe (average temperature -5°C/0°C), the coldest month is January, it snows and rains quite often. Nevertheless the climate is getting warmer. Spring is very pleasant, warm and sunny, temperature in April/May has been about 16°C/20°C lately. Summer is very warm (˜25°C) and sometimes even hot (36°C/40°C), however, last years temperature vary a lot, it can change suddenly day by day. In July it rains frequently (it’s the most rainy month during the year). Autumn is charming as well as spring, it’s warm and sunny but temperature decreases suddenly in October/Novemeber. 3.3.3.3. TransportationTransportationTransportationTransportation Air connections Wrocław airport offers direct flights to/from: Warsaw, Brussels, Gdańsk (Danzig), Cork, Dortmund, Dublin, Frankfurt Hahn, Frankfurt am Mein, Glasgow, Copenhagen, Liverpool, London Gatwick, London Stanstead, Milan Bergamo, Milan Malpensa, Munich, Nottingham , Rome, Shannon, Barcelone/Girona. Railway connections Wrocław has many connections with big Polish cities and international connections with Berlin, Görlitz, Hamburg. City transportation City transportation is based on trams and buses system which allows to reach almost every place in Wrocław. During night time night buses are available. City transportation is not very expensive, furthermore it is possible to buy periodic tickets (for example: for 1, 5, 10

days) which allows to decrease the costs. Obviously, there is also a big number of taxis available at any time.
