Chers amis rotariens et rotariennes, Chers filleuls rotaractiens et interactiens,

A l’orée de cette nouvelle année rotarienne, c’est avec plaisir et beaucoup d’empressement que je réitère à tous les rotariens aux dirigeants du District et particulièrement aux Présidents de clubs mes meilleurs vœux de succès pour la nouvelle année rotarienne 2015-16, année au cours de laquelle notre président Ravi RAVINDRAN invite chacun à « Faire don de soi au monde». Je vous demande résolument de donner votre expertise, donner votre talents pour briser le cercle vicieux de la pauvreté, aider les défavorisés et donner de l’espoir à tous ceux qui vivent en marge de la société. Donner votre expertise, donner vos talents pour que des jeunes filles qui aujourd’hui restent à la maison aillent à l’école l’année prochaine. Chers Amis je vous encourage à vous concentrer sur l’essentiel et à aider chacun d’entre nous à trouver sa voie, à dédier notre existence à des causes justes afin de laisser un héritage tangible et réel au monde.Tout cela ne saurait devenir réalité sans toi cher ami rotarien, ce monde à besoins de toi, et nul ne saurait rester en marge de cet appel. Une fois encore, pour cette nouvelle année rotarienne tu n’as que trois cent soixante-cinq jours, pas un de plus, pour passer à l’action, car une fois écoulés ces trois cent cinq jours se transformeront en souvenirs. Saisis donc cette unique occasion pour permettre à ton club d’impacter sa communauté et de faire avancer le Rotary afin qu’il laisse son empreinte dans le monde.

Pour cela voici les objectifs minimum que je demande aux clubs de réaliser pour cette année rotarienne 2015-16• Obtenir un gain net d’au moins 2 membres par club dont un jeune et une

femme. • Créer deux nouveaux clubs par pays. • Obtenir que chaque membre verse au minimum 100 dollars US au Fonds

annuel. • Organiser du 03 au 10 août 2015 au Bénin le séminaire Rotary Youth Awards Leadership (RYLA)Organiser le samedi 28 novembre 2015 au plus tard dans les quatre pays du District la marche de collecte de fonds du ROTARY pour l’éradication de la POLIO• Parrainer au moins une action financée par une subvention mondiale ou de district,• Parrainer au moins une Unité de développement communautaire (UDC)

pour impliquer la collectivité et garantir la pérennité des actions.• Proposer au niveau du district au moins un candidat pour des bourses d’études financées par des subventions mondiales.• Célébrer la SEMAINE DU ROTARY sur la période du 16 au 23 février 2016 pour donner de la visibilité au Rotary et marquer le 110ème anniversaire du Rotary dans les quatre pays du District

Chers Amis rotariens Au delà de ces objectifs, comment atteindre et franchir résolument le cap de 1,3 millions rotariens dans le monde ? Comment atteindre

l’objectif de 35 000 rotariens en Afrique au 30 juin 2019 alors que nous sommes actuellement environ 27 300 rotariens en Afrique ?

Dès à présent et à quelques jours du mois d’Août, mois de l’effectif, je lance un appel pressant pour que vous contribuiez avec zèle et passion à la mise en œuvre des plans d’actions effectifs de vos clubs respectifs en matière de rétention, de recrutement et d’expansion de nos membres. C’est à ce seul prix que nous pouvons relever ces défis.

Soyons dès maintenant des artisans du développement de nos effectifs. Cette tâche ne concerne pas que nos dirigeants, chacun de nous doit se sentir concerné. Invitez, motivez des jeunes et des femmes capables de militer au sein du Rotary. Rendons nos clubs plus attractifs afin de susciter auprès des non rotariens l’envie de devenir rotariens.

Chers Amis ne donner plus l’occasion à quelqu’un de dire qu’il n’est pas devenu rotarien parce que personne ne le lui a demandé. Aucun de nous ne peut réussir seul. Vous m’avez fait confiance pour conduire les destinées du district, et je sais que vous êtes tous là solidaires sous la flamme de l’amitié au sein de nos clubs et de l’équipe du district pour faire don de nous au monde et faire avancer le Rotary.

At the edge of this new Rotary year, that’s with pleasure and great eagerness I reiterate to all Rotarians, District leaders and especially to the clubs Presidents my best wishes for the new Rotary year 2015-16 , the year in which our president Ravi RAVINDRAN invites everyone to «Be a gift to the world.»I strongly ask you to give your expertise, your talents to break the vicious circle of poverty, help disadvantaged people and give hope to those who are living in the margin of society.Give your expertise, give your talents so that the young girls who are not going to school today shall do so next year.Fellow Rotarians I encourage you to focus on the essentials and to help each of us to find his way to dedicate our lives to the just causes in order to leave a real and tangible legacy to the world.Without you, Dear Rotarian, all this could not be reality. This world needs you, and no one can remain indifferent to this appeal.Once more, for this new Rotary year you have only three hundred and sixty-five days, no one more, to take action, because once passed these three hundred and sixty-five days will become memories.Therefore seize this opportunity to allow your club to impact his community and advance the Rotary so that it leaves its footprint in the world.For that here are the minimum goals that I ask clubs to achieve for this Rotary year 2015-16• Getting a net gain of 2 members at least per club including a young and

a woman. • Creating two new clubs per country• Getting that each member pays the minimum US $ 100 to the annual

Fellow Rotarians,Beyond these objectives, and how resolutely achieve the breakthrough of 1.3 million Rotarians around the world? How to reach the goal of 35,000 Rotarians in Africa on June 30th, 2019 while we are currently about 27,300 Rotarians in Africa?August is just a few days from now. Consequently i urge you to work for your membership plan right now. It is the only way of meeting with those challenges. Let us now be development artisans of our workforce. This task is not just about our leaders, each of us should feel concerned.Invite, motivate young people and women able to campaign in Rotary. Making our clubs more attractive in order to generate from non-Rotarians the desire to become Rotarians.Fellow Rotarians, do not give any opportunity to someone to say that he did not become a Rotarian because nobody invited him.None of us can succeed alone. You trusted me to lead the destinies of the district, and I know you’re all here in solidarity under the flame of friendship within our clubs and district team to be a gift to the world and move Rotary forward.

Au Rotary, nous aspirons à de grands desseins. Nous admirons les grands personnages de l’histoire qui ont tant donné à l’humanité : Abraham Lincoln qui a restauré la dignité de tant d’individus ; Mère Teresa qui a manifesté sa compassion envers les oubliés ; et Mahatma Gandhi qui a défendu les opprimés par la non-violence. Leurs vies sont devenues des dons au monde.

Leur exemple peut nous inspirer. Il peut nous pousser à nous demander : « Comment puis-je, avec l’existence que je mène, et sans négliger les responsabilités qui me sont si chères, faire également don de ma personne au monde ? » Alors que je cherchais mon thème, j’ai réfléchi aux leçons que j’ai pu tirer de ma foi hindoue. À ce titre, j’aimerais vous parler de Sudama.

Sudama est un enfant très pauvre et un ami intime de Krishna qui est de lignée royale et une incarnation du divin. La vie finit par les séparer. Krishna devient un stratège militaire et un grand roi tandis que Sudama mène la vie d’un villageois humble et pauvre.

Bien des années plus tard, Sudama traverse une période de vaches maigres et n’a même plus assez d’argent pour nourrir ses enfants. Sa femme lui mentionne l’amitié qu’il avait autrefois entretenue avec Krishna et lui suggère de solliciter son aide. Réticent au départ, Sudama finit par accepter. Ne voulant pas se présenter les mains vides, il enveloppe dans un torchon du riz pilé – tout ce qui lui reste - qu’il compte partager avec son ami.

Krishna est fou de joie à la vue de son vieil ami Sudama et le reçoit avec beaucoup d’égard et de chaleur. Abasourdi

par la splendeur qui l’entoure, Sudama ne se sent pas le courage de présenter son cadeau. Mais Krishna lui demande : « Que caches-tu ? » Sudama ouvre le torchon qui dévoile le riz que Krishna dévore avec enthousiasme. Sudama quitte son ami quelques heures plus tard en ayant oublié de lui demander le service qu’il était venu solliciter, mais rempli de la joie que procure une amitié indestructible.

Sur le chemin du retour, il se rend compte de son étourderie et que ses enfants continueront à avoir faim. Mais il se trompe. Arrivé chez lui, il ne trouve pas la case qu’il avait quittée mais une magnifique demeure devant laquelle l’attend sa famille dans de beaux habits et avec des victuailles.Krishna avait en effet compris quelle était la vraie nature du cadeau que Sudama lui avait apporté. Il lui avait apporté tout ce qu’il pouvait donner. En retour, Krishna lui a donné tout ce dont il avait besoin. La leçon à tirer de cette histoire est que ce n’est pas la valeur marchande d’un cadeau qui importe mais les sentiments qui s’expriment par ce geste.

Et nous faisons tous face à un choix : dissimuler nos dons ou les mettre à contribution pour Faire don de soi au monde.

Une telle chance ne se présente qu’une seule fois au cours de notre vie. Et une telle chance se présentera à nous durant cette nouvelle année rotarienne. Utilisons-la pour Faire don de soi au monde.

RI PRESIDENTIAl MESSAGE - JUly 2015

We in Rotary aspire to great deeds. We admire those who gave great gifts to humanity: Abraham Lincoln, who gave the gift of human dignity to the downtrodden; Mother Teresa, who gave the gift of compassion to the forgotten; Mahatma Gandhi, who gave the gift of peaceful change to the oppressed. Their very lives became gifts to the world.

We can be inspired by their example. We can be inspired to ask, how can I, in the life that I live – without neglecting the responsibilities that are so dear to me – how can I, too, become a gift to the world? As I considered my theme, I thought of the lessons I have learned through my Hindu faith. I thought especially of the story of Sudama.

Sudama was a poor child and a bosom friend of Krishna, who was born in a royal lineage as an avatar – an incarnation of the divine. As the two boys grow up, they drift apart, and while Krishna becomes a military leader and king of great repute, Sudama remains a humble villager.The years go by and Sudama’s poverty deepens. Finally, he lacks even food to feed his children. His wife reminds him of his childhood friendship with Krishna: Perhaps it is time to go to the mighty ruler for help. Reluctantly, Sudama agrees, but resolves that he will not go empty-handed. He gathers together a few handfuls of rice – all the food his family has left – and wraps them in a piece of cloth as a gift for his friend.

When Sudama enters the palace, he is overwhelmed by the grandeur and by Krishna’s gracious welcome. His meager gift, so carefully prepared, seems a humiliating reminder of his poverty. Krishna embraces Sudama, who hides the hand holding the rice behind his back.

Krishna asks what he is holding.Far from being disdainful, Krishna accepts the rice with gratitude and consumes it with joy as the two sit and talk together. Hours pass, during which the pleasures of their rekindled friendship push all thoughts of his desperate plight from Sudama’s mind. When evening falls, Sudama sets out for home – and only then realizes that he has neglected his

task. He is returning with nothing, and Krishna has eaten his family’s last grains of rice.

Sudama steels himself to return to his hungry children. But standing before his gate, as dawn begins to break, he sees that the hut he left yesterday has become a stately home, and waiting to greet him is his own family: well-dressed, and well-fed by the baskets of food that appeared in their kitchen as Krishna ate each grain of Sudama’s rice.

Krishna understood what Sudama had brought him: everything he had to give. In return, Krishna gave him everything he needed. It is never the material value of a gift that matters – it is the love that comes with it. Just as Sudama’s gift to Krishna became a gift to Sudama, what we give through Rotary becomes a gift to us. And we all have a choice: whether to keep our gifts to ourselves or give them to others, and Be a Gift to the World.

We have only one chance at our lives. And we will have only one chance at this new Rotary year. This is our time. Let us grasp it. Let us Be a Gift to the World.

Le plan Vision pour l’avenir a été élaboré pour pallier certaines faiblesses dans les programmes de notre Fondation, l’une d’elles étant la lenteur du traitement des subventions de contrepartie. C’est pourquoi son but était de simplifier les programmes de la Fondation, de redonner une voix aux Rotariens et de réduire le temps nécessaire pour le traitement des subventions humanitaires.En 2010/2011, une centaine de districts pilotes ont testé le plan Vision pour l’avenir avant que nous l’étendions à tous les districts en 2013/2014. Le Rotary utilise un cycle de trois ans pour les pilotes et la mise en œuvre de ses nouveaux programmes. La première évaluation de ce lancement mondial va donc avoir lieu cette année.L’évaluation complète et équitable du plan Vision pour l’avenir, connu aujourd’hui sous le nom de nouveau modèle de subventions, est la tâche la plus importante qui m’attend avec le reste du conseil d’administration de la Fondation. Je vous encourage donc à répondre aux enquêtes et aux questionnaires qui seront réalisés dans les prochains mois pour évaluer l’efficacité des nouveaux programmes de la Fondation. Les commentaires de Rotariens recueillis par la commission d’anciens présidents présidée par Bill Boyd représentent un bon préambule à l’évaluation plus formelle à venir.Je m’engage à réaliser une évaluation complète du nouveau modèle de subventions et la commission Programmes – qui est en charge de cette procédure – cherche sincèrement à découvrir le niveau de satisfaction de nos membres. Car ce sont bien sûr les Rotariens sur le terrain qui assurent la réussite de nos programmes.

The Future Vision Plan was developed to remedy some weaknesses in our Rotary Foundation’s programs, one of which was the Foundation’s slowness in handling ap-plications for Matching Grants. As a result, the Future Vision Plan sought to simplify the Foundation’s programs, to give Rota-rians more voice and ownership in these programs, and to reduce the time required for the processing of humanitarian grants.In 2010-11, the Future Vision Plan started with 100 pilot districts. The full launch of

the plan for all Rotary districts was achieved in 2013-14. Rotary uses a three-year cycle for the implementation and testing of its new programs, and as a result, the first comprehensive evaluation of the full launch will occur in the third year – which is now this year!A full and fair evaluation of the Future Vision Plan, now referred to as the new grants model, is the most impor-tant task of the year for me and the other Trustees. I encourage you to take advantage of the various surveys and polls that will be conducted in the next few months to test the effectiveness of the new Foundation pro-grams. Comments from Rotarians were solicited earlier for consideration by a committee of past presidents, chaired by Bill Boyd, and the comments received were a good prelude to the more formal part of the evaluation process now underway.I am committed to a thorough evaluation of the new grants model, and the Programs Committee, which is managing the evaluation process, is truly interested in the level of our customer satisfaction with the new grants model. And, of course, that is why you are critical to our assessment, because it is the Rotarians of the world who are our Foundation’s customers!

OBJECTIFS 2015-2016 DU ROTARy INTERNATIONAl

Des clubs plus solides et plus efficacesLe Rotary met à la disposition des clubs des moyens leur permettant d’accroître la participation des membres, d’intensifier leurs actions et d’aider l’organisation à se développer dans son ensemble. À cet effet, le conseil d’administration a fixé des objectifs :• Augmenter les effectifs mondiaux de 35 000

membres conformément aux différents plans régionaux Effectif*

• Requérir de chaque administrateur qu’il ou elle atteigne l’augmentation indiquée dans son plan régional Effectif d’ici au 30 juin 2016

• Améliorer le taux de fidélisation mondial d’au moins 1 %

• Augmenter la proportion de femmes d’au moins 2 %

• Augmenter de 10 % le nombre de membres inscrits à Mon Rotary tout en encourageant les clubs à compter au moins 50 % d’inscrits parmi leurs membres

• S’assurer que 30 % des clubs fixent au moins 15 objectifs dans Rotary Club Central et suivent leurs progrès

• Accroître de 1 % le nombre de parrains de nouveau membre par rapport à l’an passé.

Un plus fort impactLe Rotary souhaite se doter de la capacité de mesurer les résultats des actions de club en faveur de la collectivité. À cet effet, le conseil d’administration a fixé des objectifs :• Augmenter de 25 % le nombre de clubs publiant

une initiative ou une action sur Rotary Showcase• Augmenter de 10 % le nombre de clubs publiant

ou contribuant à une action à la recherche de ressources sur Rotary Ideas

• Obtenir que 25 % des clubs parrainent ou contribuent à une action financée par une subvention mondiale

• Obtenir que 30 % des clubs sollicitent une aide provenant d’une subvention de district

• Augmenter la proportion de clubs versant à la fois des dons au Fonds annuel et à PolioPlus.

*Cet objectif peut être modifié en fonction des résultats du plan régional Effectif.Une plus grande visibilité et influenceLe public doit attribuer au Rotary le mérite qui lui revient du fait de ses actions locales etinternationales. En outre, le Rotary doit être reconnu comme une organisation de décideurs qui échangent des idées et passent à l’action. Dans ce but, il est nécessaire d’afficher la même identité visuelle. À cet effet, le conseil d’administration a fixé des objectifs :• Encourager les clubs et les districts à adopter la

nouvelle identité visuelle du Rotary dans leurs communications, formations et publications, et atteindre un taux d’adhésion des clubs de 66 %

• Sensibiliser le public à l’impact local du Rotary à travers le monde

• Augmenter de 1 % les opinions positives dans le monde.

Le président élu Ravindran demande notamment aux administrateurs du Rotary de visiter lesdistricts de leur zone et de rencontrer leurs gouverneurs. Ils doivent au minimum :• Se rendre dans 60 % des districts et avoir une

entrevue avec 80 % des gouverneurs pour les encourager à atteindre ces objectifs

• Discuter des problèmes régionaux pour chacune des trois priorités.

OBJECTIVES 2015-2016 OF ROTARy INTERNATIONAl

Stronger and More Effective ClubsStronger and more effective clubs means that Rotary International provides clubs with resources that help engage new and existing members, increase service activities, and helps Rotary grow globally. The board will support this priority by:• Increasing club membership by 35,000 members

globally consistent with the submitted regional membership plans*

• Each director achieves their regional membership plan targeted increases by 30 June 2016

• Improving the global member retention rate by at least 1 percentage point

• Increasing the gender diversity rate of our members by at least 2 percentage points

• Increasing the number of members registered in My Rotary- by 10 percentage points globally while encouraging clubs to have 50% of their club members registered

• Ensuring 30% of clubs set and track at least 15 goals in Rotary Club Central

• Increase new member sponsors by 1% from last year.

Greater Impact:Greater impact means that Rotary International can measure the effect of its clubs on service activities in communities around the world. The Board will support this priority by ensuring:• A 25% increase in the number of clubs posting at

least one initiative or project on Rotary Showcase• A 10% increase in the number of clubs posting

and contributing to projects in need of assistance on Rotary Ideas.

• 25% of clubs sponsor or contribute to at least one project funded through a Global Grant

• 30% of clubs participate in District Grants

• An increase in the percentage of clubs that make a contribution to both The Rotary Foundation Annual Fund and the PolioPlus Fund

*This goal may be adjusted based on regional membership plan achievement

Greater Visibility and Influence:Greater visibility and influence means that Rotary International is recognized and understood by the general public for its work locally and globally; and has a reputation for uniting leaders to exchange ideas and take action. In order to accomplish this, it is important that we all have one unified visual identity. The Board will support this priority by:• Encouraging clubs and districts to adopt Rotary’s

new visual identity as part of their messaging in local and regional communications, training and publications to achieve a 66% club adoption rate

• Increasing awareness of Rotary’s local impact in communities around the world

• Increasing positive perceptions of Rotary around the world by at least 1 percentage point.

President-elect Ravindran asks for directors’ support for other specific actions including to make an effort to visit every district and meet with every governor in your zone, the following measures represent the minimum requirement.• Conduct visits to at least 60% of districts and

personal contact with at least 80% of District Governors to encourage support of these goals.

• Addressing region-Specific issues in any of the three goals

Le dernier cas de polio de souche sauvage a été signalé au Nigeria le 24 juillet 2014 dans l’état de Kano au Nord du pays. Aujourd’hui marque donc une année sans nouveau cas de ce type et le pays est sur le point d’éradiquer cette maladie invalidante. Si aucun nouveau cas n’est signalé dans les prochaines semaines, l’Organisation mondiale de la Santé pourrait même retirer le Nigeria de la liste des pays endémiques, n’y laissant plus que l’Afghanistan et le Pakistan.Le Nigeria est le dernier pays endémique en Afrique et c’est une autre année sans polio que nous célébrerons le 11 août, mais cette fois-ci dans tout le continent.« Les Rotariens du monde entier peuvent être fiers de cet accomplissement », a déclaré le président du Rotary K.R. Ravindran. « Nous avons écrit une page d’histoire et placé l’Afrique sur la voie d’un avenir exempt de polio. Mais nous n’avons pas encore atteint notre objectif d’éradication de la polio dans le monde. Continuer de collecter des fonds et de sensibiliser l’opinion publique et les gouvernements est donc plus important que jamais. »Les progrès réalisés au Nigeria ont été rendus possibles par de nombreuses mesures, notamment un financement local et international, la mobilisation de milliers de travailleurs de santé et de nouvelles stratégies qui ont permis de vacciner les enfants qui n’avaient pas pût l’être jusqu’à présent en raison de problèmes de sécurité dans le Nord du pays.« L’engagement du Rotary est la principale raison de ce récent succès au Nigeria », explique quant à lui le Dr Tunji Funsho, président de la commission PolioPlus du Rotary au Nigeria. « Nous avons su convaincre les dirigeants politiques de se rallier à notre cause et d’y apporter des moyens financier et humains ». Le Nigeria a en effet augmenté son soutien à l’éradication de la polio tous les ans depuis 2012, jusqu’à lui allouer 80 millions de dollars cette année. M. Funsho reconnaît aussi l’importance du soutien des chefs religieux qui ont soutenu les efforts de vaccination auprès des familles de leurs communautés.Malgré cet événement historique au Nigeria, les experts de santé restent prudents et ne déclarent pas victoire. Afin de prévenir toute résurgence de la maladie, les partenaires de l’Initiative mondiale pour l’éradication de la polio doivent renforcer les vaccinations de routine, particulièrement dans les zones difficiles d’accès, et les activités de surveillance. Si aucun nouveau cas de polio n’est signalé dans les deux prochaines années au Nigeria, l’Afrique toute entière pourra être officiellement déclarée exempte de polio.« Le virus peut toujours se propager des pays endémiques aux régions qui n’ont plus connu la polio depuis des années », rappelle M. Funsho. « Il est donc important de conserver un taux de vaccination d’au moins 90 % au Nigeria. »La Syrie a en effet récemment connu une épidémie qui a produit 35 cas de polio signalés en décembre 2013, alors que le pays n’avait plus connu de cas depuis 1999. La vaccination reste donc impérative pour éviter que l’histoire ne se répète au Nigeria. En juin, le Rotary a donc débloqué 19 millions de dollars pour appuyer les efforts d’éradication en Afrique, dont près de 10 millions ont été affectés au Nigeria. Depuis le lancement du programme PolioPlus en 1985, les contributions du Rotary dépassent 1,4 milliard de dollars.« Nous n’avons jamais été aussi près d’éradiquer la polio au Nigeria et dans le monde, mais il ne faut pas crier victoire trop tôt, » rappelle M. On 24 July, Nigeria will have passed one year with no new cases of wild poliovirus.This is the longest the country has ever gone without a case of polio and a critical step on the path toward a polio-free Africa. We’ve come a long way since the bleak years when the virus reached its peak. It was only a decade ago that polio struck 12,631 people in Africa- three quarters of all cases in the world.

11 August will mark an even greater milestone: one year since the last case of polio in Africa. For Africa to be certified polio-free, all countries in the region, including Nigeria, must go two more years without a case of polio. To do this, all children in Nigeria must continue to receive the polio vaccine, including those in hard-to-reach and underserved areas.

I am immensely proud of our Rotarians who have donated $688.5 million to fight polio throughout Africa, including more than $200 million to Nigeria. I congratulate these Rotarians from Africa and around the world who have also devoted countless hours to immunize the children who now have the opportunity for healthier, happier lives. Please note if the stringent World Health Organization testing criteria are met, then Nigeria could well be removed from the list of polio-endemic countries in September of this year.

It is crucial to keep the world informed about the progress being made in the fight against polio. The support of Rotarians, donors, and local governments are key to our goals and we rely on you to help keep them informed. This is why the RPICs program was set up. Now is the time to deliver. • Send an op-ed to your local paper. Update this sample op-ed for publication in your local newspaper. Check for your paper’s specific guidelines (e.g. word count) and then send it to the op-ed or editorial features editor for consideration.

• Share news about progress in Nigeria using social media, and encourage your networks to donate. Sample posts and shareable content are available to download for your use. Social media is a crucial part of our milestone campaign and is one of the most efficient ways of spreading information.

I ask that you ensure the use of these materials among clubs and districts in your zones.
