The first wk. secn. In a BOQ is

often termed the PreliminariesBill and covers many important

financial matters which relate to

the contract as a whole and arenot confined to any particular

wk. secn.

1. Items which are not specific to work

sections but which have an identifiable

cost which is best consideredseparately for tendering process, such

as contractual requirements for

insurances, site facilities for theemployers representative and

payments to the local authorities.

The Preliminaries section of a BOQ

contains two separate and distinct types

of items.

2. Items for fixed and time related costs

which derive from the contractors

expected method of carrying out thework, such as bringing plant to and from

the site, providing temporary works and

supervision.

Typical preliminary clauses in respect

of;1.water for work

The contractor shall provide clean, fresh water for

use on he works. Pay all necessary charges, provide

all temporary storage, plumbing services andconnections and shall clear away and make good on

completion.

2. Temporary Work

The contractor shall provide and maintain all

necessary roads, crossings and the like and shall clear

away and make good on completion

3. Scaffolding

The contractor shall provide and

maintain all necessary temporary

scaffolding for the execution of work

Sectional Trade BillsThere would be a number of sectional trade

bills in accordance with the scope, or

complexity of the project. All the measuredwork will be inserted in to sectional trade bills.

Such as;

Bill No. 2 D- Ground work

Bill No 3 F- Masonry

Bill No 4 E- In-situ Concrete etc..

Preamble

Preambles are clauses usually inserted at thehead of each work section bills, and principally

contained descriptions of material and

workmanships as found in specifications,

together with another relevant information of 

which the contractor should be aware in pricing.

Inserting the preamble in the B.O.Q, the lenth of 

the work descriptions are reduced and thespecifications is not necessary if they provide the

information

Specify the standard of the workmanship

required,Assist in pricing measured work,

Repetition of same information item by item

will be avoided and hence the work descriptionswill be more concise.

Preambles for Excavation.

The quantities of excavation, includingdisposal of excavated material have been

measured nett and the contractor is to allow

in his bill rates for any increase in bulk and for

any additional excavation that may be

required for working space, other than that

provided in accordance with the SMM.

Excavation rates shall include for grubbing up

and removing any tree roots and similar

obstructions that may be encountered

Excavation shall be inspected and approved by

the Architect and the representative of the Local

Authority before any concrete or filling is laid,and any variations measured by the Quantity

Surveyor.

If any excavations are carried out to a greater

width or depth than directed or required, then the

Contractor is to make up or fill in to the required

width or depth with concrete [1:12] at his own

expense, where directed by the Architect, and nopayment will be made for the additional

excavation

Hard core shall be clean, hard brick or stone

broken to pass a 5 diameter ring and be well

graded and compacted in layers not exceeding

150 mm thick, with a 800 kg vibrating roller

running at a slow speed with a minimum of 

three passes over each layer.
