SPECIAL ENROLLMENTWINDOW FOR SMALL GROUP
08/18
Each year between November 15th and December 15th, carriers may not decline a small group for failure to meet the minimum employee participation and/or employer contribution requirements. This means small employer groups may enroll with no participation requirements, and the employer may contribute less than 50% towards the employee’s premium¹, and the group can still qualify for coverage.²
This annual Special Enrollment Window is made possible by the ACA. Coverage applied for through the Special Enrollment Window will have a January 1st effective date.³
Now is the time to plan ahead - talk to us about the available medical options and generating employee engagement so you will be ready to take action in November as the window of time to submit and complete the underwriting process is very short.

General Engineering Contractor - LIC#22 • For an estimate call 831.768.2789 • Fax 831.768.2701
Cut to the chase, cut red tape, it’s what I do every day for contractors. Problems solved here are a lesson to all, but thirty years of experience has shown me another new problem is always just a week away. Key word for our first question is ‘responsible’, another contractor knows his stuff, but an expert opinion is always a wise choice. I wrap it up with a question that ‘rocks’… Q: I was the qualifier for the Company that I previously worked for. I had eight different classifications. I left the company about six months ago, and just out of curiosity, I looked up their license and noticed I am still listed as the Responsible Managing Officer (RMO) so they have just been using my license this entire time. I found a “Disassociation Notice” on the CSLB’s website, but my question is, do I need to fill out a form for each classification, or does one Disassociation Notice work for all of the classifications? A: One Disassociation Notice will remove you from the license completely for all classifications. Q: You are helping me with the process of replacing the RMO on our license with a request to Waive the exams. I reviewed our latest filing with the Secretary of State, and it shows me as President, Secretary, Treasurer, and Director. I’m the only one listed. I remember you had said there is way to keep him on as an Officer, but does that mean I also need to file a new Statement of Information to list him as well? A: That is correct, you can keep him on the license as an Officer. As long as you have a designated President, Secretary, and Treasurer with the Secretary of State that matches what
you have on file with the CSLB, there is no need to list him on the Statement of Information. For example, you can elect to have two Presidents or two Secretaries, etc. with the CSLB, however both are not required to be listed with the Secretary of State. “Vice Presidents” are also not required to be listed with the Secretary of State, but they can be on the Contractor’s as Officers. Confused? Call me! Q: One of our clients is requesting that we obtain a Contractor’s License in California. We are a Hospitality contractor (out of Colorado) and we install the tub and shower surrounds in hotel bathrooms. Our client suggested we look in to the “C-54” (Ceramic and Mosaic Tile) classification. Is that what you would suggest also? Is there an exam for the “C-54”? A: The “C-54” would work if the showers and bathtubs are tiled or stone, however you would not be able to install non-tile (such as cast iron, steel, plastic, fiberglass) shower walls or tubs. And yes, there is a law and trade exam for the “C-54” license. A “C-61”/”D-12” (Synthetic Products) contractor can install plastic and/or fiberglass tubs/shower enclosures, and the C61/D12 classification does not require a trade exam. Contractor’s Note: We have a new mailing address below to update your contact files! While knowledge is power, knowing where to go for the answers is half the battle. Get expert assistance immediately when you call 866-443-0657, email [email protected], or write us at Capitol Services, Inc., 3609 Bradshaw Rd, Ste H, #343, Sacramento, CA 95827. Safety Tip of the WeekCHAINS
For general construction rigging, never use a chain when it is possible to use wire rope. The failure of a single link of a chain can result in a serious accident but wire rope on the other hand is frequently composed of 114 wires all of which must fail before the rope breaks. Wire rope gives you reserve strength and a chance to notice a hazard, chains do not. When a wire rope is fatigued from severe service, the wires break one after the other over a relatively long period of time and thus afford the inspector an opportunity to discover the condition. If severely overloaded, the wires and strands will break progressively over a period of perhaps several seconds and with considerable noise, before complete failure occurs. This may afford the man handling the load a brief time in which to either lower it or jump to safety before it falls. Chains, on the other hand, will usually stretch a bit under excessive loading, the links elongating and narrowing down until they bind on each other, thus giving some visible warning. However, if the overloading is great enough, the chain will ultimately fail with less warning than wire rope. Should a weld be defective they break with no warning. It is very difficult to determine the grade of a chain by examination. However, all chains suitable for construction use and in particular for hoisting are marked by an identifying letter stamped on the links. For the highest degree of safety ensure that only chains stamped with the letter "A" is used on hoisting operations. The letter "A" designates heat treated alloy steel which is the strongest chain commonly made. These alloy steel chains must never be welded or exposed to excessive temperatures as the heat treatment will be affected and the chain will lose its strength.
