• Support funded by the EU Commission

• Similar initiatives taking place in 27 member countries.

• Focused on the broad built environment.

• Project outcome - a Skills Roadmap to ensure the UK has an appropriately skilled workforce to meet the EU 2020 targets:

• Reduce energy consumption by 20%

• Reduce green house gas emissions by 20%

• Meet 20% of energy needs through renewable resources (although UK “internal“ target is 15%)

• We are thus part of a massive - and concerted - initiative which should transcend politics and contribute to the future of planet earth

• Objectives cannot be in doubt BUT

• Scope is UK wide and thus broad brush

• Scope is also limited to craft and technical occupations – leaving advisors and professionals to be picked up by separately

Needs of Wales taken in to account through focussed research in this Country and against the background of the Welsh government`s specific policies such as: • Doubling the use of renewable electricity by 2025 (including 4 GW

from marine energy).• The 2012 Low Carbon Transition Plan • Phase 2 of Arbed (£45 M over three years)• Major support for Biomass.

ALSO • The BEST (Built Environment Sustainability Training) initiative is

already adding both strategic and operational thrust to BUSUK activities and outcomes

• Establish National Qualifications Platform.

• Conduct status quo analysis to take “snap shot” of sector skills and training at the moment.

• Use analysis and Platform to develop the Roadmap which illustrates barriers to training and skills gaps.

• Secure sector endorsement of the Roadmap.

• Use endorsement and evaluation of project to develop training infrastructure as part of Pillar 2 bid (currently in development).

• Skills and knowledge gaps likely to impede UK capacity to meet the 2020 targets.

• Supply of training provision is limited in relation to emerging technologies.

• Governments in each of the four nations have varied responsibilities and strategies/policy stances, meaning that progress is likely to move forward at different paces.

In addition to gaps in skills/knowledge/training provision, other barriers in relation to meeting the 2020 energy targets suggest an urgent need for change: 

• Fragmented policy and lack of coherent UK strategy in relation to green skills.

• Low levels of employer and consumer awareness.

• Funding cuts and constraints.

• Capacity in the existing workforce.

• The so-called ‘hierarchy’ of energy efficiency measures, i.e. the sequence in which issues in buildings must be addressed in order to ensure maximum energy efficiency

• Installation of solar thermal and solar PV

• Installation of energy recovery, energy efficient cooling and shallow geothermal systems

• Installation of biomass, combined heat and power and wind turbines.

Barriers

• Gaps in training provision

• Uncertainty in relation to capacity in the existing workforce (likely to be insufficient to meet high demand for energy efficiency skills)

• Sole focus on the blue collar workforce within research of this nature,

at the expense of professionals

• Unaccredited and unregulated training courses.

• Limited employer and consumer awareness about the agenda

• Fragmented policy, policy “U-turns‟ and lack of an overarching coherent UK strategy in relation to green skills and jobs

1. Raise awareness and understanding of, and stimulate demand for, energy efficiency measures among consumers and employers.

2. Develop appropriate education, training and National Occupational Standards (NOS)/qualifications and update them as new technologies emerge.

4. Establish and maintain appropriate quality assurance underpinned by appropriate accreditation.

• Communicate non-skill specific issues to other stakeholders and policy makers

• Prepare for BUSUK Pillar two – the implementation strategy (bid to EU to be submitted May 8th 2013)
