on the analysis of the Union Finance Bill 2021 with budget
highlights, which

Union Budget is rated as 7 out of 10 after considering the
developments and
acceleration in the macro factors, COVID 19 Situation, Global
Recession and
challenges before the Finance Minister and current situation of the
Indian
Economy.
Health and Well being
Reinvigorating Human Capital
Minimum Government and Maximum Governance
Budget at a Glance presents broad aggregates of the budget for
easy
understanding. This document shows receipts and expenditure as well
as the
Fiscal Deficit (FD), Revenue Deficit (RD, Effective Revenue Deficit
(ERD) and
the Primary Deficit (PD) of the Government of India. It gives an
illustrative
account of sources of receipts and their expenditure through graphs
and
info-graphics. In addition, the document contains the resources
transferred
to States and UTs with legislature. The document also contains
extracts of
allocations for programme and schemes and giving insights on
sources of
deficit financing and composition of important budgetary
variables.
Fiscal Deficit is the difference between the Revenue Receipts plus
Non-Debt
Capital Receipts (NDCR) and the total expenditure. FD is reflective
of the
total borrowing requirement of Government. Revenue Deficit refers
to the
excess of revenue expenditure over revenue receipts. Effective
Revenue
Deficit is the difference between Revenue Deficit and Grants for
Creation of
Capital Assets. Primary Deficit is measured as Fiscal Deficit less
interest
payments.
Budget 2021-22 reflects firm commitment of the Government to
boost
economic growth by investing in infrastructure development. This
is
substantiated by increase in capital expenditure by 34.5%
(`1,42,151 crore)
over BE 2020-21.
In RE 2020-21, the total expenditure has been estimated at
`34,50,305 crore
and is more than Provisional Actual (2019-20) by `7,63,975
crore.
The total resources being transferred to the States including the
devolution
of State’s share, Grants/ Loans and releases under Centrally
Sponsored
Schemes etc in BE 2021-22 is `13,88,502 crore, which shows an
increase of
`74,565 crore over RE (2020-21).
During her speech, Sitharaman announced a total spend of around Rs
2 lakh
crore on healthcare, Rs 35,000 crore for the Covid-19 vaccine, Rs
1.10 lakh
crore outlay for railways and said the government aims to complete
11,000
km of national highway infrastructure this year. The budget for
2021-22,
meanwhile, imposed a Rs 2.5 per litre agri infra cess on petrol and
Rs 4 on
diesel.
Health and Sanitation:
A new scheme, titled PM Atma Nirbhar Swasthya Bharat Yojana,
to
be launched to develop primary, secondary and tertiary
healthcare
Mission POSHAN 2.0 to improve nutritional outcomes across 112
aspirational districts
Operationalisation of 17 new public health units at points of
entry
Modernising of existing health units at 32 airports, 15 seaports
and
land ports
Jal Jeevan Mission Urban aimed at better water supply
nationwide
Strengthening of Urban Swachh Bharat Mission
Education:
750 Eklavya schools to be set up in tribal areas
A Central University to come up in Ladakh
Infrastructure:
Vehicle scrapping policy to phase out old and unfit vehicles –
all
vehicles to undergo fitness test in automated fitness centres every

years (personal vehicles), every 15 years (commercial
vehicles)

Duty of copper scrap reduced to 2.5%
Custom duty on gold and silver to be rationalised
Duty on naphtha reduced to 2.5%.
Duty on solar inverters raised from 5% to 20%, and on solar
lanterns

Tunnel boring machines to attract customs duty of 7%
