On March 15, the U.S.-KoreaFree Trade Agreement wentinto effect
and should helpNebraska agricultureproducers, said Sen.
MikeJohanns, R-Neb.
He said the agreement willeventually eliminate manyKorean
tariffs on U.S. agproducts.
"For Nebraska exporters, thedoors to South Korea, theworld's
12th largest economywith 49 million consumers, arenow wide open,"
said Johanns.
The FTA with Korea couldhelp keep the momentum forU.S.
agricultural exports,which last year saw the U.S.selling more than
$5.4 billionin and $6.1 billion in pork.
According to Mark Jagels, amember of the Nebraska Corn
Board, both U.S. beef and porksales were records. He saidthose
sales to internationalcustomers last year were anachievement "that
wouldn't bepossible without buildingrelationships with
globalcustomers."
"International buyers andconsumers want to know wheretheir beef
and pork are comingfrom. They want to know it issafe and
nutritious, and theywant U.S. farmers andranchers to help tell
thatstory," Jagels said. "Farmershere in Nebraska and acrossthe
country help do that byusing checkoff dollars tosupport
internationalmarketing efforts organized bythe U.S. Meat
ExportFederation."

exports, he said.
Prior to the Korean FTA agreement,Johanns said, American
exporters had topay a tariff, or a tax, to Korea to sell goodsin
that country. He said the averageKorean tariff on American
agriculturalgoods was 54 percent; in the U.S., theaverage tariff on
Korean goods was 9percent.
"The playing field was not level " theKorean tariffs took money
directly out ofour producers' pockets and put them at
adisadvantage," Johanns said. "With thereduction of tariffs, we've
now helpedensure Korea treats our producers morelike we treat
theirs."
According to the U.S. InternationalTrade Commission, Johanns
said, theenactment of this agreement will leaddirectly to an
increase in Americanexports by more than $10 billion.
"This provides a boost for manyAmerican industries:
manufacturing,investing, and most importantly forNebraska,
agriculture," he said.
For example, Johanns said beefproducers will see the elimination
of the40 percent tariff on their products and willsave an estimated
$1,300 for every ton ofexported beef. Tariffs eliminated for
corn,soybeans, pork and wheat will have arippling effect across the
Nebraskaagricultural economy, he said.
"On top of the savings realized atcurrent export levels, the
agreementprovides an incentive for more and moreproducers to enter
the Korean market,"Johanns said. "This means Nebraskaproducers'
$5.3 billion earned in exportsin 2010 should only grow."
Johanns said Nebraska's economy couldalso see job creation as a
result.
"An estimated 70,000 new jobs willbecome available as a result
of theagreement," he said. "This, in turn, putsmore Americans back
on the path toprosperity."
Jagels, a fourth-generation farmer, isalso vice chairman of the
U.S. Meat ExportFederation. He said that pork exportsjumped 18
percent to 2.25 million tons andbeef exports 21 percent to 1.29
milliontons in 2011.
"That equates to a lot of soybeans, cornand distillers grains
going overseas viavalue-added red meat products," he
said,estimating those figures at more than 94million bushels of
soybeans and more than568 million bushels of corn. "Meat exportsnot
only support hog and cattle producersby adding value to beef and
pork, but theysupport corn and soybean farmers throughthe value of
exports."
Kelsey Pope, the Nebraska Corn Board'sdirector of advocacy and
outreach, said27.5 percent of the pork produced in theUnited States
was exported last year,adding $55.55 to the value of each
hog.Nearly 13 percent of the total came frommeat products not
typically consumed inthe United States.
As for beef, she said, 14 percent of allU.S. beef was exported
in 2011, adding a
record $206.37 to the value of each steerand heifer processed.
"Like with pork,about 13 percent of the total came frommeat
products we don't generally consumein the U.S. but are highly
valued byinternational customers," she said.
Jagels said the Nebraska Corn Boardhas supported the U.S. Meat
ExportFederation since it was founded in 1979.In 2011, that support
totaled $430,000,but other Nebraska ag groups, includingthe soybean
and beef checkoffs, broughtthe total support from Nebraska
farmersand ranchers to more than $1.2 million.
When you compare this with the $1.3billion export value of
Nebraska beef andpork in 2011, Jagels said, the return oninvestment
is "tremendous."
He said research shows that for everydollar invested in U.S.
Meat ExportFederation programs, the beef industrysaw about an $8
return and the porkindustry about $15.
"That's a pretty good payback on ourinvestment," Jagels said.
"It's why wecontinue to support U.S. meat exports byinvesting in
the U.S. Meat ExportFederation and participating in globaltrade
missions."

Right now bacon is where the money isas one of the hottest
commodities on thepig, up there in price with the loin," saidMarcia
Shannon, University of MissouriExtension swine researcher.
MU Extension researchers recentlycollaborated with other
universities tofigure out what mix of feed works best tofinish out
hogs while creating better baconfor the breakfast plate. Study
resultsfound that by tapering off or eliminatingdistillers grain in
the last month offeeding, carcasses will have firmer fat andbe of
better quality, and producers willstill save money.
"When consumers buy bacon at thegrocery store, they want it to
be firm, notmushy, and that quality issue can hinge onwhat
producers feed their pigs," Shannonsaid.
The balance of quality and economicsbegins with dried distillers
grain.
Many producers feed their pigs distillersgrain, a cheap feed
alternative thatsupplements traditional corn and soybeanmeal. This
byproduct of ethanolproduction essentially is corn without
thestarch. Record high corn prices in the pastseveral years makes
distillers grain a
particularly appealing alternative,causing some producers to use
up to 45percent of it in their feed rations.
While high in nutrients, distillers grainjust doesn't fatten
hogs out the same wayas regular corn.
"Our study two years ago found that upto 45 percent of
distillers grain in feeddidn't hurt performance, but did
impactbelly firmness," Shannon said.
Belly firmness is how scientists talkabout bacon quality. Firmer
bellies, orfirmer fat, mean less unsaturated fat andmore meat from
each pig. "With firmerbelly fat, a processor can get more
baconslices out of a side of pork because it'seasier to slice," she
said.
This quality falters when hogs eat toomuch distillers grain.
"Too much distillers grain softens fat,"Shannon said. "We wanted
to be able tofeed high amounts of distillers grain andnot have that
detrimental aspect of poorerpork quality."
MU Extension and nine otheruniversities studied 580 pigs
fromweaning to market. Researchers fed fivedifferent diets to
different groups of pigs.Diets ranged from rations with
nodistillers grain to rations with 33.5percent distillers grain.
Some diets had aconstant proportion of distillers grain,some
tapered off distillers grain for the
last 140 pounds and others eliminated itfor the final 70 pounds
to a finished pig.
Results confirmed that cutting off thesupply of distillers grain
improves quality.
"If you feed 33.5 percent of distillersgrain all the way up to
market, you'regoing to have a soft fat problem," Shannonsaid. "If
feeding more than 20 percent, werecommend pulling distillers grain
fromthe diet at least two weeks before marketin order to have
desirable belly firmnessor fat quality."
The study manually measured bellyfirmness and also took iodine
values ofcarcasses. Iodine values quantify theamount of
undesirable, unsaturated fatand confirmed the manual
measurements.
The only drawback of finishing pigs thisway is that hogs eating
distillers grainwill need to be fed for about six more dayssince
they gain 10 percent less weight perday. That trade-off is still
well worth it formost producers, Shannon said.
"You can see that there's a slightreduction in performance, but
notsignificant," Shannon said. "When you'relooking at carcass
quality as well asperformance, most producers can justifyfeeding at
least 20 percent distillersgrain."
The research comes out of the NorthCentral Coordinating
Committee on SwineNutrition.
How Much Distillers Grain is Too Much?

BISMARCK, N.D. (AP) - Seed giantMonsanto Co. plans large-scale
tests thisyear of the first government-approvedbiotech crop
developed to deal withdrought.
The new corn is being introduced asmuch of the U.S. remains
abnormally dryand areas in the South and Southwest stillface severe
drought. Monsanto says thecorn won't be a panacea for
drought-stricken farmers but when combined withimproved
agricultural practices could helpthose in areas like the western
GreatPlains, where production withoutirrigation can be half as much
as thenational average.
The St. Louis-based company plans on-farm trials from South
Dakota to Texas toquantify how well the corn works beforereleasing
it commercially next year.
Farmers in areas like western Kansas,which gets about half of
the annualrainfall enjoyed by the eastern half of thestate, are
eager for the results.
We're not in a very wet country here,said Harvey Heier, who has
a farm nearGrainfield, Kan. It would be a big plus ...if it
works.
Monsanto developed the corn with agene taken from a bacterium
commonlyfound in soil and vegetation. The U.S.Department of
Agriculture decided againstregulating it late last year,
essentiallyapproving it for commercial release. Thedecision is
notable because it marks thefirst time USDA's Animal and
PlantHealth Inspection Service has approved aproduct that has been
geneticallyengineered to resist drought, rather thana pest or
herbicide.
The agency says the corn is safe. Itsanalysis concluded the corn
wasn't likelyto harm the environment, people oranimals and wouldn't
boost corn
production at the expense of grasslandsand forest, said Michael
Gregoire, deputyadministrator of APHIS's BiotechnologyRegulatory
Services.
Doug Gurian-Sherman, senior scientistfor the Union of Concerned
Scientists'Food and Environment Program, saidthere's no reason to
think the corn mightbe unsafe, though he and Bill Freese atthe
Center for Food Safety say they wishthere were more stringent
testing andregulation of biotech crops. USDA saidlast November that
it plans to speed upregulatory reviews of biotech crops evenmore by
streamlining the process, cuttingin half the average approval time
of threeyears. New guidelines could be publishedas early as this
month.

With the Farm Bill up for renewal thisyear, two of the nation's
biggest generalfarm organizations have providedlawmakers with
suggestions on whatthey'd like to see in the new legislation.
National Farmers Union (NFU)President Roger Johnson recently
testifiedbefore the U.S. Senate Committee onAgriculture, Nutrition
and Forestry todiscuss risk management and commoditiesin the 2012
Farm Bill.
"Every family farmer, rancher andconsumer benefits from a strong
andeffective safety net for commodities,"Johnson said. "Commodity
prices do notremain high and do not always return aprofit to our
producers. When prices fall,and we know they will, it is critical
that aprice-based safety net be in place, becausewe know that
long-lasting drops incommodity prices and artificially highprice
peaks are harmful to the entireproduction supply chain, in both
domesticand international markets."
In an effort to offer Congress a plan thatmight be more
effective and less expensivethan what is currently in place,
NFUcommissioned the University ofTennessee's Agricultural Policy
AnalysisCenter (APAC) to help develop a farmprogram that would
moderate extremeprice volatility in commodity markets. Italso would
allow farmers to receive theirincome from the marketplace rather
thanfrom government payments, saving thefederal government a
significant amountof money in the process. The plan NFUproposes is
known as the Market-DrivenInventory System (MDIS).
"MDIS is an agricultural commodityprogram that mitigates price
volatility,"Johnson said. "It provides advantages tolivestock
producers and the biofuelsindustry. In addition, it would
reducegovernment expenses, increase the valueof crop exports and
maintain net farmincome over time. The central feature ofMDIS is a
voluntary, farmer-owned andmarket-driven inventory system based
onrecourse loan rates set a level below totalcost of production but
above variablecosts."
According to the study by APAC, duringthe 1998 to 2010 time
period actualgovernment payments for the eightprogram crops " corn,
wheat, soybeans,grain sorghum, barley, oats, cotton andrice "
totaled $152.2 billion, excluding cropinsurance premium subsidy
payments. IfMDIS had been in place during this time,farmers would
have received $56.4 billionfrom the government (in
storagepayments), while earning roughly thesame net farm income
over the period ashistorically received.
In that scenario, taxpayers could havesaved nearly $100 billion.
If currentprograms were continued from 2012 to2021, government
payments would total$65 billion over those 10 years. WithMDIS in
place, government payments areestimated to total $26 billion, or
60percent less.
American Farm Bureau FederationPresident Bob Stallman, also
testifyingbefore Congress, said national farm policymust strike a
balance between the needfor a strong, effective safety net to
protectfarmers and ranchers against catastrophicrevenue losses and
fiscal soundness forthe nation.
"The new Farm Bill must be a fiscallyresponsible package that
meets spendingreduction targets and assures taxpayersthat America's
farmers are making wiseuse of tax dollars," Stallman said.
"Continuation of a multi-legged stoolremains the best approach
for providing afair and effective safety net," he added."This
should consist of a strong cropinsurance program, continuation of
thecurrent marketing loan provisions and acatastrophic revenue loss
program.
He said the challenge is how to draft afarm bill that provides a
"strong,consistently viable safety net that protectsfarmers against
crippling revenuedeclines, whether caused by fallingmarkets or
Mother Nature, while at thesame time remaining cognizant of
budgetdeficit challenges and changing publicsentiment."
"While ours is a deep loss' program andwould not provide
producers withpayments as often as other proposalscontemplated, it
would provide morecoverage in times of catastrophic losseswhen
assistance is most critical," he said.
Stallman said Farm Bureau recognizesthat developing a new farm
bill requiresflexibility from all participants.
"The AFBF board has indicated opennessto discussing an approach
that wouldcombine the current crop insurance andmarketing programs
with a supplementalgroup or area insurance program that sitson top'
of individual crop insurance. But Iwant to be clear that we have a
number ofconcerns about this type of approach."

1) Spraying too early. Rather than spray ona predetermined date
each year, scout thefields and spray the weeds at the proper

2) Misidentifying the weed. Scout the fieldsand learn to
identify the weeds in them.After you've properly identified the
weed,look at herbicide labels and find one thatcontrols it.
3) Bad environmental conditions. On virtu-ally all weeds,
