o One previous crash on file for this carrier, property damage in Richmond on March 16/2013. o Currently 17 motorcoach buses and one Ford E350 (lS passenger van) are registered to the carrier.
The bus involved is a 1998 Prevost o No previous crashes involving this bus o Recent inspection history:
• Inspected by CVSE AVI on June 26/2014 in Kelowna, passed inspection with one comment regarding some minor rust that was repaired during the inspection.
• Inspected by CVSE AVI on June 5/2014 in Hope, failed and placed out of service due to 3x worn brake air hoses (worn through to second layer).
• CVIP inspection completed April 17 /2014 in Kelowna at Galaxy Coach Sales, CVIP expiry of Oct 31/2014.

Our staff at the site have been informed by the RCMP Incident Commander that there are Medevac Helicopters are beginning to arrive here at the hospital in Kamloops.
We have cleared most of the vehicles at the site, but some of the commercial vehicles and larger RV's are unable to turn around. Our staff will be working with the Maintenance Contractor to ensure that they are safe and taken care of.
Once the initial response is complete, I expect that we will be able to open the northbound lanes. However, the southbound lanes will likely have a more lengthy closure as an investigation with the RCMP reconstruction specialist will likely be required given the severity of the incident.
We are still trying to confirm details about the bus and the carrier, but as you can imagine, the site is quite chaotic and our staff will be staying out of the way of the first responders. As soon as we have details, I will advise.

I have a quick update on the response to this incident. The BC Ambulance Service has sent 19 ground ambulances and 6 medevac helicopters to the scene. One of the helicopters just picked up a team of ER doctors here in Kamloops for transportation to the site. BCAS is saying 40 injuries including 6 critical injuries. No confirmation of any fatalities at this time.
In anticipation of questions about the bus operator, we have our staff at the site collecting vehicle information and plate numbers so that our CVSE staff can pull the safety and inspection records for this carrier.
We will have two detours in place. Light vehicles only will be able to detour via the Coldwater Road (approximately 30km) which parallels the Coquihalla Highway into Merritt. This will likely add 20 to 30 minutes to travellers. The main detour for all vehicles will be Highway 1 and Highway 8 from Hope to Merritt.
MoTI has 3 Area Managers on site along with 2 CVSE officers enroute. Our Operations Manager is also enroute to the site for overall coordination.
VSA Highway Maintenance is managing the detour route with assistance from Emil Anderson in Hope.
There is significant media attention with the major outlets covering the story (Global, CTV, CBC etc.)

Our initial responders are now on site and I can provide the following additional details.
The MVI occurred approximately 22km south of Merritt on a relatively flat and straight section of the Coquihalla Highway. There are three southbound lanes at this location. Witness reports at the scene indicate that the driver hit the left shoulder and then over corrected crossing 3 lanes of traffic and ending up off the road to the right. We are not clear if the vehicle rolled as it is upright, but there is damage to one side of the vehicle . The road was bare and dry at the time of the incident.
Initial reports were that it was a Greyhound Bus, but we can confirm that it is a private tour operator. There were 52 occupants. There are multiple injuries and an unconfirmed fatality. Royal Inland Hospital in Kamloops has implemented their Mass Casualty Protocol and 3 medevac helicopters have been dispatched in addition to the 3 ambulances and first responders on scene.
At this point, we have traffic control setup in Merritt to detour southbound traffic via Highway 8 and Highway 1. All lanes are currently closed to facilitate the response with the northbound lanes closed to allow landing sites for the

medevac helicopters. There may be a more local detour route available which we are looking into for light vehicles. Drive8C is updated and accurate.
We have two CVSE officers (also mechanical inspectors) enroute to the site from Kamloops and they will be able to assist the RCMP with the Investigation.
I have attached a picture from the site, and will continue with updates as we receive more information.

As discussed, we have a report of a serious MVI involving a Greyhound bus on the Coquihalla Highway. The following is a summary of what we know at this time
• Report received from RCMP at approximately 2:50PM • Southbound Greyhound Bus went offroad right and rolled approximately 30km south of Merritt
• This location is near the Kingsvale Interchange • We have 3 Road Area Managers enroute. Two are travelling via the Coquihalla and one via Coldwater Road so
they can get to the scene in the Northbound lanes. Expected ETA in about 15 minutes • We have 2 CVSE Inspectors enroute from Kamloops. Both are AVI and mechanics. These are the guys usually
called by RCMP to complete vehicle inspections in these types of Incidents • Maintenance Contractor (VSA) enroute with fiaggers. A detour route via Coldwater Road may be possible
depending upon the exact location of the MVI • Unconfirmed report from RCMP of multiple fatalities and injuries. Report also that some people are still in the
bus. • We do not yet know if the road is closed given that the bus is off the road. A closure may be required for
emergency response and medevac if necessary.
• Global TV has already called for a report.

Please see attachment provided above in regards to the bus that was in an accident outside of Merritt. The company was Western Bus Lines ltd. Pt# 70493 the Bus in question is ICBC plate # P39216 REG# 05770141. I contacted the manager at approximately 17:15 hrs. and he confirmed it was his company that had the accident and presented all the information regarding the bus which matched the CTMS and ITS systems.
It was put out of service on June 5, 2014 during our Hope road check by AVI Neil Brown.

Overall the records are in good order, however, it was noted that there were areas which the carrier needs to pay more attention to in order to keep NSC points down. Notably, drivers are not handing in Violation tickets, and some CVSA Inspection reports. Some have been OOS inspections. This inspector did not see any meaningful discipline on the drivers' files for NSC infractions. Maintenance Records are well kept. Safety Plan and company policy are on drivers' files.
