Both budget proposals included $20 million for advancing the planning and preliminary engineering requirements for widening and dredging of the Norfolk Harbor Channel to 55 feet and dredging the Southern Branch of the Elizabeth River to 45 feet. The House budget also contains $330 million in bond authorization for the entire state’s share of the dredging project, which sends a very strong signal to the global marketplace that Virginia is committed to this project and is open for business. When presenting the House budget proposal, House Appropriations Committee chairman Chris Jones stated “The Port of Virginia remains one of the key economic drivers of our economy. But in this competitive international environment, more must be done to ensure Virginia’s port remains positioned to be the top east coast port throughout the 21st century. I am pleased to report we are including $350 million in funding to allow the Virginia Port Authority to build on its momentum and proceed at once with the much needed deepening and widening of the channels. Included in this amount, is $20 million in Commonwealth Transportation Funds to immediately begin the preliminary engineering and design as well as $330 million in bonds to fully fund the state’s share of this critically needed project.” Just ten days prior members of the Virginia Maritime Association participated in the 11th annual Port Day at the General Assembly. The VMA delegation met with Delegates and Senators, explaining the need and the Commonwealth’s economic interest in a “Wider, Deeper, Safer” Port of Virginia. Speakers discussed a recently released report addressing “Economic Development and Port Opportunities – Strategies for Growth.” The guest speakers included John Reinhart, Executive Director and CEO of the Virginia Port Authority, Joe Dunlap, Managing Director of CBRE, and Stephen Moret, President and CEO of the Virginia Economic Development Partnership. The report was the product of a 4-month effort performed by CBRE and funded by ReInvent Hampton Roads, The Port of Virginia, Virginia Maritime Association, and Virginia Economic Development Partnership, in addition to the Economic Development Departments of the Cities of Chesapeake, Newport News, Norfolk, Portsmouth, Richmond, Suffolk and Virginia Beach. Sunday February 18 the Virginia House of Delegates Committee on Appropriations and the Senate Finance Committee both released their versions of a two-year budget proposal for the Commonwealth of Virginia Both budget proposals included $20 million for advancing the planning and preliminary engineering requirements for widening and dredging of the Norfolk Harbor Channel to 55 feet and dredging the Southern Branch of the Elizabeth River to 45 feet

Following their meetings with legislators Port Day attendees gathered for lunch and comments from Secretary of Agriculture and Forestry Bettina Ring Secretary Ring spoke of the opportunities to increase the sales of Virginiarsquos agricultural exports through the Port of Virginia ndash noting that deeper channels would reduce transportation costs to make Virginiarsquos agricultural goods more competitive in the global market

TRENDS amp DISRUPTORS IN GLOBAL LOGISTICSThe effort assessed Virginiarsquos port-related economic development

strengths and weaknesses against other states and select foreign ports CBRE performed site selection analysis for certain manufacturing activities and distribution centers Another component was an analysis of Virginiarsquos relative strengths and weaknesses from a logistics and supply chain perspective The third aspect identified the decision factors behind recent wins and losses for Virginia of port-related economic development deals and key takeaways from interviewing site selectors and other subject matter experts

ldquoStates that donrsquot have the assets that we have are ranking well ahead of the Commonwealthrdquo shared Stephen Moret ldquoThis is not an issue of reality but an issue of perception We are the only state in America that I can find that does not market itself as a businessrdquo

The final report (available at VAmaritimecom) includes numerous recommendations which the funding partners and other economic development organizations can use as a road map for port-related economic development Those individual recommendations support five key themes for growth

1 Competitive Port Infrastructure ndash The infrastructure in and around the Port is extremely competitive and should be further utilized to market the regionstate

2 Refine Focus for Economic Development ndash The Commonwealth is well-positioned for specific projects Focus should be on single node distribution centers and advanced manufacturing

3 Available Industrial Sites ndash Investment to create more pad ready sites with Port access would increase likelihood of winning additional projects

4 MarketingPerception ndash Proactive marketing showcasing the Commonwealthrsquos benefits would increase likelihood of winning additional projects

5 Coordination Between Agencies ndash Presenting an atmosphere of partnership between state agencies and economic development organizations will improve ability to respond effectively to potential new projects

ldquoIn different junctures of the [site selection] processregions that had [a coordinated front] stayed on the site selection list longerrdquo explained Dunlap regarding the decision-making process for business seeking new locations

NORFOLK | Carnival Cruises will take a hiatus during 2018 from offering Norfolk as a homeport the beginning and ending port of a cruise They will resume the cruises in 2019 taking the year off to focus on the arrival of the HORIZON a new enormous vessel in its fleet They are the only cruise line to ever offer Norfolk as a homeport

Carnivalrsquos hiatus will result in Norfolk missing out on roughly $300000 in cruise calls this year the amount of revenue that will be brought in from homeport activity

Fortunately this decision will not affect cruises from making

Norfolk a cruise stop location still bringing in revenue from port-of-call activities

ldquoPort-of-call visitors tend to have more of an economic impactrdquo said Stephen Kirkland executive director of Nauticus in an interview with the Virginian Pilot Visitors spend on average about $104 in restaurants and shops

Carnivalrsquos resumed 2019 program will include five and six-day cruises to the Bahamas on the Triumph a 2754-passenger vessel According to Visit Norfolk five sailings (7 total calls) are already booked to homeport at the Half Moone Cruise and Celebration Center These sailings will have a total economic impact of $31M

Before beginning these trips the Triumph will under-go some major upgrades to the restaurant and entertainment a multi-million-dollar refurbishment

ldquoWe are thrilled that Carnival Triumph will be sailing from Norfolk in 2019rdquo said Donna Allen Vice President of Sales amp Marketing at Visit Norfolk ldquo[We] look forward to working with our Norfolk partners in getting the word out to travel agents and consumersto elevate the customer experience during their time in Norfolkrdquo

CARNIVAL CRUISES HOMEPORT HIATUS FOR NORFOLK IN 2018

HAMPTON ROADS | The Virginia Department of Technology recently subscribed to Streetlight Data a transportation data and planning program which allows the Hampton Roads Transportation Planning Organization (HRTPO) to analyze truck routes to and from the ports

By tracking GPS units in trucks and smartphone apps the program has reported that 57 percent of port-bound trucks were using Interstate 64 on the Peninsula 18 percent used US 460 and 16 percent used US 58 These statistics align with the count data from VDOT (source the Virginian Pilot)

Data also revealed 5 percent of truckers are choosing to use the Chesapeake Bay-Bridge Tunnel a route that appears to be out-of-the-way Robert Case principal transportation engineer at HRTPO suggests that it is to avoid congestion around Washington DC (source the Virginian Pilot)

Knowing where the trucks are going will assist with funding and planning decisions on area projects

ldquoItrsquos not just thinking about port trucks Itrsquos also how the trucks interact with normal people driving around Hampton Roadsrdquo said Laura Schewel CEO and co-founder of Streetlight

NEW DOUBLE HULLED OIL TANKER lsquoTHE LESNEY BYRDrsquoNORFOLK | VMA member Marine Oil Service Christened the fourth in the series of its new double hulled oil tankers the LESNEY BYRD at its facility in the Berkley section of Norfolk on February 6 2018 The 88-foot tanker holds 52000 gallons of lubricating oil for delivery to ships in the harbor Marine Oil Service has grown from a small lubricants distributor here in Norfolk to the largest on the east coast making deliveries from Canada to Florida and in the Pacific Northwest

Company President Burt Miller spoke at the Christening outlining Marine Oil Servicersquos mission and capabilities The Reverend Robert Davenport blessed the vessel and offered a prayer for the vessel and its crew The shiprsquos sponsor Lesney Byrd Miller broke the traditional bottle of Champagne over the bow for good luck

ASSOCIATION IN ACTION

COMMITTEE UPDATESCOMMUNICATIONS amp OUTREACH (Jan 9) On the eve of the beginning of the 2018 General Assembly session the committee received updates on VMArsquos outreach to new legislators and new leaders in the incoming administration under Governor Northam The focus of the meeting was planning for the Feb 8 Port Day at the General Assembly discussing messaging materials logistics and other requirements

MEMBERSHIP (Jan 10) Several updates were provided and there was significant discussion about next steps regarding VMA chapters the Future Leaders and coordination with other VMA committees There was a discussion of ways in which VMA could improve email communications The committee began a deep dive into the responsibilities it is tasked with under VMArsquos Strategic Plan

TOWING amp BARGE OPERATORS (Jan 10) Following updates on monthly agenda items the committee took up a full agenda of new business Topics addressed included the Old Dominion University Center for Enterprise Innovation Southern Branch Deepening North Landing Bridge Replacement Ice and Winter Storms Deficiency Reporting Under Subchapter ldquoMrdquo and the availability of a Tug Safe Job Aid

FUTURE LEADERS (Jan18) A Future Leaders Steering Committee met to begin developing a proposal for the Board of Directors for how the Future Leaders should be established within VMArsquos organizational structure The Steering Committee also began considering a schedule of activities and programs specifically for Future Leaders

EDUCATION amp TRAINING (Jan 19) The focus of the meeting was the planning of the Feb 1 Lunch amp Learn to help member companies begin or improve internship programs The committee also discussed participation in Hampton Public Schoolsrsquo Transportation Analytics Information amp Logistics (TRAIL) Academy

2020 COMMITTEE (Jan 22) The committee provided direction on several action items in the 2020 Marketing amp Public Relations Plan This included direction for design of a ldquo2020rdquo logo developing a mobile display sponsorship packages and special events The committee began developing a budgetary framework

OUTINGS (Jan 23) The committee conducted a review of the Maritime Issues Council Golf Classic and Maritime Mixers held in November and January Locations and alternatives were discussed for a Maritime Mixer in March and tentative plans were made for the remainder of the 2018 calendar

COMMERCE DEVELOPMENT (Jan 23) The committee discussed changes made to VMArsquos reporting of port commerce statistics The committee began taking up the objectives it is tasked with by the VMA Strategic Plan This included significant discussion about the role VMA can play to help member companies identify business opportunities and make connections

INTERNATIONAL TRADE SYMPOSIUM (Jan 26) The committee focused on identifying and inviting speakers conference promotion and then commitments from sponsors (See Page 3 for panel topics)

Much of the Associationrsquos efforts each January revolve around representing the interests of the VMA membership and the maritime industry during the legislative session of Virginiarsquos General Assembly The 2018 session began January 10 VMArsquos focus during the 2018 session is obtaining the necessary state support to accelerate dredging the WIDER-DEEPER-SAFER harbor and channels needed for Virginiarsquos port industries to remain competitive and continue delivering economic prosperity for the Commonwealth

Winter Storm Grayson brought heavy seas blinding snow and icing conditions that caused the Coast Guard to restrict navigation in and out of the Port from 600pm Jan 3 until 1200pm Jan 5 During such events the VMA serves as an industry liaison to represent commercial interests in the communications and planning that takes place with the US Coast Guard and key Port and emergency management organizations and to provide updates to the Port and maritime community

On Jan 8 VMA submitted its letter to the US Army Corps of Engineers supporting the findings of the Corpsrsquo published study which calls for deepening the Southern Branch of the

Elizabeth River to 45 feet and encouraging the Corps to continue exploring alternatives to reduce the cost of the project so that it will be better positioned to compete for Federal funding VMArsquos letter was shared with members and stakeholders prompting submission of numerous additional letters that support the need for Wider Deeper Safer channels

On Jan 16 VMA was pleased to host nearly 30 students from Virginia Wesleyan Collegersquos Supply Chain amp Logistics program for an overview of port operations the maritime industry and the role of VMA The students demonstrated knowledge of the port and logistics and asked intelligent questions about trends in the maritime industry and career paths

VMArsquos Art Moye is appointed to the newly established International Trade Committee of the Virginia Economic Development Partnership (VEDP) He attended the committeersquos Jan 18 meeting during which members began reviewing VEDPrsquos various trade promotion programs and activities It will be the purpose of the committee to make recommendations for improving Virginiarsquos trade promotion activities

TRENDS amp DISRUPTORS IN GLOBAL LOGISTICSThe effort assessed Virginiarsquos port-related economic development

strengths and weaknesses against other states and select foreign ports CBRE performed site selection analysis for certain manufacturing activities and distribution centers Another component was an analysis of Virginiarsquos relative strengths and weaknesses from a logistics and supply chain perspective The third aspect identified the decision factors behind recent wins and losses for Virginia of port-related economic development deals and key takeaways from interviewing site selectors and other subject matter experts

ldquoStates that donrsquot have the assets that we have are ranking well ahead of the Commonwealthrdquo shared Stephen Moret ldquoThis is not an issue of reality but an issue of perception We are the only state in America that I can find that does not market itself as a businessrdquo

The final report (available at VAmaritimecom) includes numerous recommendations which the funding partners and other economic development organizations can use as a road map for port-related economic development Those individual recommendations support five key themes for growth

1 Competitive Port Infrastructure ndash The infrastructure in and around the Port is extremely competitive and should be further utilized to market the regionstate

2 Refine Focus for Economic Development ndash The Commonwealth is well-positioned for specific projects Focus should be on single node distribution centers and advanced manufacturing

4 MarketingPerception ndash Proactive marketing showcasing the Commonwealthrsquos benefits would increase likelihood of winning additional projects

5 Coordination Between Agencies ndash Presenting an atmosphere of partnership between state agencies and economic development organizations will improve ability to respond effectively to potential new projects

ldquoIn different junctures of the [site selection] processregions that had [a coordinated front] stayed on the site selection list longerrdquo explained Dunlap regarding the decision-making process for business seeking new locations

NORFOLK | Carnival Cruises will take a hiatus during 2018 from offering Norfolk as a homeport the beginning and ending port of a cruise They will resume the cruises in 2019 taking the year off to focus on the arrival of the HORIZON a new enormous vessel in its fleet They are the only cruise line to ever offer Norfolk as a homeport

Carnivalrsquos hiatus will result in Norfolk missing out on roughly $300000 in cruise calls this year the amount of revenue that will be brought in from homeport activity

Fortunately this decision will not affect cruises from making

Norfolk a cruise stop location still bringing in revenue from port-of-call activities

ldquoPort-of-call visitors tend to have more of an economic impactrdquo said Stephen Kirkland executive director of Nauticus in an interview with the Virginian Pilot Visitors spend on average about $104 in restaurants and shops

Carnivalrsquos resumed 2019 program will include five and six-day cruises to the Bahamas on the Triumph a 2754-passenger vessel According to Visit Norfolk five sailings (7 total calls) are already booked to homeport at the Half Moone Cruise and Celebration Center These sailings will have a total economic impact of $31M

Before beginning these trips the Triumph will under-go some major upgrades to the restaurant and entertainment a multi-million-dollar refurbishment

ldquoWe are thrilled that Carnival Triumph will be sailing from Norfolk in 2019rdquo said Donna Allen Vice President of Sales amp Marketing at Visit Norfolk ldquo[We] look forward to working with our Norfolk partners in getting the word out to travel agents and consumersto elevate the customer experience during their time in Norfolkrdquo

CARNIVAL CRUISES HOMEPORT HIATUS FOR NORFOLK IN 2018

HAMPTON ROADS | The Virginia Department of Technology recently subscribed to Streetlight Data a transportation data and planning program which allows the Hampton Roads Transportation Planning Organization (HRTPO) to analyze truck routes to and from the ports

By tracking GPS units in trucks and smartphone apps the program has reported that 57 percent of port-bound trucks were using Interstate 64 on the Peninsula 18 percent used US 460 and 16 percent used US 58 These statistics align with the count data from VDOT (source the Virginian Pilot)

Data also revealed 5 percent of truckers are choosing to use the Chesapeake Bay-Bridge Tunnel a route that appears to be out-of-the-way Robert Case principal transportation engineer at HRTPO suggests that it is to avoid congestion around Washington DC (source the Virginian Pilot)

Knowing where the trucks are going will assist with funding and planning decisions on area projects

ldquoItrsquos not just thinking about port trucks Itrsquos also how the trucks interact with normal people driving around Hampton Roadsrdquo said Laura Schewel CEO and co-founder of Streetlight

NEW DOUBLE HULLED OIL TANKER lsquoTHE LESNEY BYRDrsquoNORFOLK | VMA member Marine Oil Service Christened the fourth in the series of its new double hulled oil tankers the LESNEY BYRD at its facility in the Berkley section of Norfolk on February 6 2018 The 88-foot tanker holds 52000 gallons of lubricating oil for delivery to ships in the harbor Marine Oil Service has grown from a small lubricants distributor here in Norfolk to the largest on the east coast making deliveries from Canada to Florida and in the Pacific Northwest

Company President Burt Miller spoke at the Christening outlining Marine Oil Servicersquos mission and capabilities The Reverend Robert Davenport blessed the vessel and offered a prayer for the vessel and its crew The shiprsquos sponsor Lesney Byrd Miller broke the traditional bottle of Champagne over the bow for good luck

ASSOCIATION IN ACTION

COMMITTEE UPDATESCOMMUNICATIONS amp OUTREACH (Jan 9) On the eve of the beginning of the 2018 General Assembly session the committee received updates on VMArsquos outreach to new legislators and new leaders in the incoming administration under Governor Northam The focus of the meeting was planning for the Feb 8 Port Day at the General Assembly discussing messaging materials logistics and other requirements

MEMBERSHIP (Jan 10) Several updates were provided and there was significant discussion about next steps regarding VMA chapters the Future Leaders and coordination with other VMA committees There was a discussion of ways in which VMA could improve email communications The committee began a deep dive into the responsibilities it is tasked with under VMArsquos Strategic Plan

TOWING amp BARGE OPERATORS (Jan 10) Following updates on monthly agenda items the committee took up a full agenda of new business Topics addressed included the Old Dominion University Center for Enterprise Innovation Southern Branch Deepening North Landing Bridge Replacement Ice and Winter Storms Deficiency Reporting Under Subchapter ldquoMrdquo and the availability of a Tug Safe Job Aid

FUTURE LEADERS (Jan18) A Future Leaders Steering Committee met to begin developing a proposal for the Board of Directors for how the Future Leaders should be established within VMArsquos organizational structure The Steering Committee also began considering a schedule of activities and programs specifically for Future Leaders

EDUCATION amp TRAINING (Jan 19) The focus of the meeting was the planning of the Feb 1 Lunch amp Learn to help member companies begin or improve internship programs The committee also discussed participation in Hampton Public Schoolsrsquo Transportation Analytics Information amp Logistics (TRAIL) Academy

2020 COMMITTEE (Jan 22) The committee provided direction on several action items in the 2020 Marketing amp Public Relations Plan This included direction for design of a ldquo2020rdquo logo developing a mobile display sponsorship packages and special events The committee began developing a budgetary framework

OUTINGS (Jan 23) The committee conducted a review of the Maritime Issues Council Golf Classic and Maritime Mixers held in November and January Locations and alternatives were discussed for a Maritime Mixer in March and tentative plans were made for the remainder of the 2018 calendar

COMMERCE DEVELOPMENT (Jan 23) The committee discussed changes made to VMArsquos reporting of port commerce statistics The committee began taking up the objectives it is tasked with by the VMA Strategic Plan This included significant discussion about the role VMA can play to help member companies identify business opportunities and make connections

INTERNATIONAL TRADE SYMPOSIUM (Jan 26) The committee focused on identifying and inviting speakers conference promotion and then commitments from sponsors (See Page 3 for panel topics)

Much of the Associationrsquos efforts each January revolve around representing the interests of the VMA membership and the maritime industry during the legislative session of Virginiarsquos General Assembly The 2018 session began January 10 VMArsquos focus during the 2018 session is obtaining the necessary state support to accelerate dredging the WIDER-DEEPER-SAFER harbor and channels needed for Virginiarsquos port industries to remain competitive and continue delivering economic prosperity for the Commonwealth

Winter Storm Grayson brought heavy seas blinding snow and icing conditions that caused the Coast Guard to restrict navigation in and out of the Port from 600pm Jan 3 until 1200pm Jan 5 During such events the VMA serves as an industry liaison to represent commercial interests in the communications and planning that takes place with the US Coast Guard and key Port and emergency management organizations and to provide updates to the Port and maritime community

On Jan 8 VMA submitted its letter to the US Army Corps of Engineers supporting the findings of the Corpsrsquo published study which calls for deepening the Southern Branch of the

Elizabeth River to 45 feet and encouraging the Corps to continue exploring alternatives to reduce the cost of the project so that it will be better positioned to compete for Federal funding VMArsquos letter was shared with members and stakeholders prompting submission of numerous additional letters that support the need for Wider Deeper Safer channels

On Jan 16 VMA was pleased to host nearly 30 students from Virginia Wesleyan Collegersquos Supply Chain amp Logistics program for an overview of port operations the maritime industry and the role of VMA The students demonstrated knowledge of the port and logistics and asked intelligent questions about trends in the maritime industry and career paths

VMArsquos Art Moye is appointed to the newly established International Trade Committee of the Virginia Economic Development Partnership (VEDP) He attended the committeersquos Jan 18 meeting during which members began reviewing VEDPrsquos various trade promotion programs and activities It will be the purpose of the committee to make recommendations for improving Virginiarsquos trade promotion activities

TRENDS amp DISRUPTORS IN GLOBAL LOGISTICSThe effort assessed Virginiarsquos port-related economic development

strengths and weaknesses against other states and select foreign ports CBRE performed site selection analysis for certain manufacturing activities and distribution centers Another component was an analysis of Virginiarsquos relative strengths and weaknesses from a logistics and supply chain perspective The third aspect identified the decision factors behind recent wins and losses for Virginia of port-related economic development deals and key takeaways from interviewing site selectors and other subject matter experts

ldquoStates that donrsquot have the assets that we have are ranking well ahead of the Commonwealthrdquo shared Stephen Moret ldquoThis is not an issue of reality but an issue of perception We are the only state in America that I can find that does not market itself as a businessrdquo

The final report (available at VAmaritimecom) includes numerous recommendations which the funding partners and other economic development organizations can use as a road map for port-related economic development Those individual recommendations support five key themes for growth

1 Competitive Port Infrastructure ndash The infrastructure in and around the Port is extremely competitive and should be further utilized to market the regionstate

2 Refine Focus for Economic Development ndash The Commonwealth is well-positioned for specific projects Focus should be on single node distribution centers and advanced manufacturing

3 Available Industrial Sites ndash Investment to create more pad ready sites with Port access would increase likelihood of winning additional projects

4 MarketingPerception ndash Proactive marketing showcasing the Commonwealthrsquos benefits would increase likelihood of winning additional projects

5 Coordination Between Agencies ndash Presenting an atmosphere of partnership between state agencies and economic development organizations will improve ability to respond effectively to potential new projects

ldquoIn different junctures of the [site selection] processregions that had [a coordinated front] stayed on the site selection list longerrdquo explained Dunlap regarding the decision-making process for business seeking new locations

NORFOLK | Carnival Cruises will take a hiatus during 2018 from offering Norfolk as a homeport the beginning and ending port of a cruise They will resume the cruises in 2019 taking the year off to focus on the arrival of the HORIZON a new enormous vessel in its fleet They are the only cruise line to ever offer Norfolk as a homeport

Carnivalrsquos hiatus will result in Norfolk missing out on roughly $300000 in cruise calls this year the amount of revenue that will be brought in from homeport activity

Fortunately this decision will not affect cruises from making

Norfolk a cruise stop location still bringing in revenue from port-of-call activities

ldquoPort-of-call visitors tend to have more of an economic impactrdquo said Stephen Kirkland executive director of Nauticus in an interview with the Virginian Pilot Visitors spend on average about $104 in restaurants and shops

Carnivalrsquos resumed 2019 program will include five and six-day cruises to the Bahamas on the Triumph a 2754-passenger vessel According to Visit Norfolk five sailings (7 total calls) are already booked to homeport at the Half Moone Cruise and Celebration Center These sailings will have a total economic impact of $31M

Before beginning these trips the Triumph will under-go some major upgrades to the restaurant and entertainment a multi-million-dollar refurbishment

CARNIVAL CRUISES HOMEPORT HIATUS FOR NORFOLK IN 2018

HAMPTON ROADS | The Virginia Department of Technology recently subscribed to Streetlight Data a transportation data and planning program which allows the Hampton Roads Transportation Planning Organization (HRTPO) to analyze truck routes to and from the ports

By tracking GPS units in trucks and smartphone apps the program has reported that 57 percent of port-bound trucks were using Interstate 64 on the Peninsula 18 percent used US 460 and 16 percent used US 58 These statistics align with the count data from VDOT (source the Virginian Pilot)

Data also revealed 5 percent of truckers are choosing to use the Chesapeake Bay-Bridge Tunnel a route that appears to be out-of-the-way Robert Case principal transportation engineer at HRTPO suggests that it is to avoid congestion around Washington DC (source the Virginian Pilot)

Knowing where the trucks are going will assist with funding and planning decisions on area projects

NEW DOUBLE HULLED OIL TANKER lsquoTHE LESNEY BYRDrsquoNORFOLK | VMA member Marine Oil Service Christened the fourth in the series of its new double hulled oil tankers the LESNEY BYRD at its facility in the Berkley section of Norfolk on February 6 2018 The 88-foot tanker holds 52000 gallons of lubricating oil for delivery to ships in the harbor Marine Oil Service has grown from a small lubricants distributor here in Norfolk to the largest on the east coast making deliveries from Canada to Florida and in the Pacific Northwest

Company President Burt Miller spoke at the Christening outlining Marine Oil Servicersquos mission and capabilities The Reverend Robert Davenport blessed the vessel and offered a prayer for the vessel and its crew The shiprsquos sponsor Lesney Byrd Miller broke the traditional bottle of Champagne over the bow for good luck

ASSOCIATION IN ACTION

COMMITTEE UPDATESCOMMUNICATIONS amp OUTREACH (Jan 9) On the eve of the beginning of the 2018 General Assembly session the committee received updates on VMArsquos outreach to new legislators and new leaders in the incoming administration under Governor Northam The focus of the meeting was planning for the Feb 8 Port Day at the General Assembly discussing messaging materials logistics and other requirements

MEMBERSHIP (Jan 10) Several updates were provided and there was significant discussion about next steps regarding VMA chapters the Future Leaders and coordination with other VMA committees There was a discussion of ways in which VMA could improve email communications The committee began a deep dive into the responsibilities it is tasked with under VMArsquos Strategic Plan

TOWING amp BARGE OPERATORS (Jan 10) Following updates on monthly agenda items the committee took up a full agenda of new business Topics addressed included the Old Dominion University Center for Enterprise Innovation Southern Branch Deepening North Landing Bridge Replacement Ice and Winter Storms Deficiency Reporting Under Subchapter ldquoMrdquo and the availability of a Tug Safe Job Aid

FUTURE LEADERS (Jan18) A Future Leaders Steering Committee met to begin developing a proposal for the Board of Directors for how the Future Leaders should be established within VMArsquos organizational structure The Steering Committee also began considering a schedule of activities and programs specifically for Future Leaders

EDUCATION amp TRAINING (Jan 19) The focus of the meeting was the planning of the Feb 1 Lunch amp Learn to help member companies begin or improve internship programs The committee also discussed participation in Hampton Public Schoolsrsquo Transportation Analytics Information amp Logistics (TRAIL) Academy

2020 COMMITTEE (Jan 22) The committee provided direction on several action items in the 2020 Marketing amp Public Relations Plan This included direction for design of a ldquo2020rdquo logo developing a mobile display sponsorship packages and special events The committee began developing a budgetary framework

OUTINGS (Jan 23) The committee conducted a review of the Maritime Issues Council Golf Classic and Maritime Mixers held in November and January Locations and alternatives were discussed for a Maritime Mixer in March and tentative plans were made for the remainder of the 2018 calendar

COMMERCE DEVELOPMENT (Jan 23) The committee discussed changes made to VMArsquos reporting of port commerce statistics The committee began taking up the objectives it is tasked with by the VMA Strategic Plan This included significant discussion about the role VMA can play to help member companies identify business opportunities and make connections

INTERNATIONAL TRADE SYMPOSIUM (Jan 26) The committee focused on identifying and inviting speakers conference promotion and then commitments from sponsors (See Page 3 for panel topics)

Much of the Associationrsquos efforts each January revolve around representing the interests of the VMA membership and the maritime industry during the legislative session of Virginiarsquos General Assembly The 2018 session began January 10 VMArsquos focus during the 2018 session is obtaining the necessary state support to accelerate dredging the WIDER-DEEPER-SAFER harbor and channels needed for Virginiarsquos port industries to remain competitive and continue delivering economic prosperity for the Commonwealth

Winter Storm Grayson brought heavy seas blinding snow and icing conditions that caused the Coast Guard to restrict navigation in and out of the Port from 600pm Jan 3 until 1200pm Jan 5 During such events the VMA serves as an industry liaison to represent commercial interests in the communications and planning that takes place with the US Coast Guard and key Port and emergency management organizations and to provide updates to the Port and maritime community

On Jan 8 VMA submitted its letter to the US Army Corps of Engineers supporting the findings of the Corpsrsquo published study which calls for deepening the Southern Branch of the

Elizabeth River to 45 feet and encouraging the Corps to continue exploring alternatives to reduce the cost of the project so that it will be better positioned to compete for Federal funding VMArsquos letter was shared with members and stakeholders prompting submission of numerous additional letters that support the need for Wider Deeper Safer channels

On Jan 16 VMA was pleased to host nearly 30 students from Virginia Wesleyan Collegersquos Supply Chain amp Logistics program for an overview of port operations the maritime industry and the role of VMA The students demonstrated knowledge of the port and logistics and asked intelligent questions about trends in the maritime industry and career paths

VMArsquos Art Moye is appointed to the newly established International Trade Committee of the Virginia Economic Development Partnership (VEDP) He attended the committeersquos Jan 18 meeting during which members began reviewing VEDPrsquos various trade promotion programs and activities It will be the purpose of the committee to make recommendations for improving Virginiarsquos trade promotion activities

NEW DOUBLE HULLED OIL TANKER lsquoTHE LESNEY BYRDrsquoNORFOLK | VMA member Marine Oil Service Christened the fourth in the series of its new double hulled oil tankers the LESNEY BYRD at its facility in the Berkley section of Norfolk on February 6 2018 The 88-foot tanker holds 52000 gallons of lubricating oil for delivery to ships in the harbor Marine Oil Service has grown from a small lubricants distributor here in Norfolk to the largest on the east coast making deliveries from Canada to Florida and in the Pacific Northwest

Company President Burt Miller spoke at the Christening outlining Marine Oil Servicersquos mission and capabilities The Reverend Robert Davenport blessed the vessel and offered a prayer for the vessel and its crew The shiprsquos sponsor Lesney Byrd Miller broke the traditional bottle of Champagne over the bow for good luck

COMMITTEE UPDATESCOMMUNICATIONS amp OUTREACH (Jan 9) On the eve of the beginning of the 2018 General Assembly session the committee received updates on VMArsquos outreach to new legislators and new leaders in the incoming administration under Governor Northam The focus of the meeting was planning for the Feb 8 Port Day at the General Assembly discussing messaging materials logistics and other requirements

MEMBERSHIP (Jan 10) Several updates were provided and there was significant discussion about next steps regarding VMA chapters the Future Leaders and coordination with other VMA committees There was a discussion of ways in which VMA could improve email communications The committee began a deep dive into the responsibilities it is tasked with under VMArsquos Strategic Plan

TOWING amp BARGE OPERATORS (Jan 10) Following updates on monthly agenda items the committee took up a full agenda of new business Topics addressed included the Old Dominion University Center for Enterprise Innovation Southern Branch Deepening North Landing Bridge Replacement Ice and Winter Storms Deficiency Reporting Under Subchapter ldquoMrdquo and the availability of a Tug Safe Job Aid

FUTURE LEADERS (Jan18) A Future Leaders Steering Committee met to begin developing a proposal for the Board of Directors for how the Future Leaders should be established within VMArsquos organizational structure The Steering Committee also began considering a schedule of activities and programs specifically for Future Leaders

EDUCATION amp TRAINING (Jan 19) The focus of the meeting was the planning of the Feb 1 Lunch amp Learn to help member companies begin or improve internship programs The committee also discussed participation in Hampton Public Schoolsrsquo Transportation Analytics Information amp Logistics (TRAIL) Academy

2020 COMMITTEE (Jan 22) The committee provided direction on several action items in the 2020 Marketing amp Public Relations Plan This included direction for design of a ldquo2020rdquo logo developing a mobile display sponsorship packages and special events The committee began developing a budgetary framework

OUTINGS (Jan 23) The committee conducted a review of the Maritime Issues Council Golf Classic and Maritime Mixers held in November and January Locations and alternatives were discussed for a Maritime Mixer in March and tentative plans were made for the remainder of the 2018 calendar

COMMERCE DEVELOPMENT (Jan 23) The committee discussed changes made to VMArsquos reporting of port commerce statistics The committee began taking up the objectives it is tasked with by the VMA Strategic Plan This included significant discussion about the role VMA can play to help member companies identify business opportunities and make connections

INTERNATIONAL TRADE SYMPOSIUM (Jan 26) The committee focused on identifying and inviting speakers conference promotion and then commitments from sponsors (See Page 3 for panel topics)

Much of the Associationrsquos efforts each January revolve around representing the interests of the VMA membership and the maritime industry during the legislative session of Virginiarsquos General Assembly The 2018 session began January 10 VMArsquos focus during the 2018 session is obtaining the necessary state support to accelerate dredging the WIDER-DEEPER-SAFER harbor and channels needed for Virginiarsquos port industries to remain competitive and continue delivering economic prosperity for the Commonwealth

Winter Storm Grayson brought heavy seas blinding snow and icing conditions that caused the Coast Guard to restrict navigation in and out of the Port from 600pm Jan 3 until 1200pm Jan 5 During such events the VMA serves as an industry liaison to represent commercial interests in the communications and planning that takes place with the US Coast Guard and key Port and emergency management organizations and to provide updates to the Port and maritime community

On Jan 8 VMA submitted its letter to the US Army Corps of Engineers supporting the findings of the Corpsrsquo published study which calls for deepening the Southern Branch of the

Elizabeth River to 45 feet and encouraging the Corps to continue exploring alternatives to reduce the cost of the project so that it will be better positioned to compete for Federal funding VMArsquos letter was shared with members and stakeholders prompting submission of numerous additional letters that support the need for Wider Deeper Safer channels

On Jan 16 VMA was pleased to host nearly 30 students from Virginia Wesleyan Collegersquos Supply Chain amp Logistics program for an overview of port operations the maritime industry and the role of VMA The students demonstrated knowledge of the port and logistics and asked intelligent questions about trends in the maritime industry and career paths

VMArsquos Art Moye is appointed to the newly established International Trade Committee of the Virginia Economic Development Partnership (VEDP) He attended the committeersquos Jan 18 meeting during which members began reviewing VEDPrsquos various trade promotion programs and activities It will be the purpose of the committee to make recommendations for improving Virginiarsquos trade promotion activities

ASSOCIATION IN ACTION

COMMITTEE UPDATESCOMMUNICATIONS amp OUTREACH (Jan 9) On the eve of the beginning of the 2018 General Assembly session the committee received updates on VMArsquos outreach to new legislators and new leaders in the incoming administration under Governor Northam The focus of the meeting was planning for the Feb 8 Port Day at the General Assembly discussing messaging materials logistics and other requirements

MEMBERSHIP (Jan 10) Several updates were provided and there was significant discussion about next steps regarding VMA chapters the Future Leaders and coordination with other VMA committees There was a discussion of ways in which VMA could improve email communications The committee began a deep dive into the responsibilities it is tasked with under VMArsquos Strategic Plan

TOWING amp BARGE OPERATORS (Jan 10) Following updates on monthly agenda items the committee took up a full agenda of new business Topics addressed included the Old Dominion University Center for Enterprise Innovation Southern Branch Deepening North Landing Bridge Replacement Ice and Winter Storms Deficiency Reporting Under Subchapter ldquoMrdquo and the availability of a Tug Safe Job Aid

FUTURE LEADERS (Jan18) A Future Leaders Steering Committee met to begin developing a proposal for the Board of Directors for how the Future Leaders should be established within VMArsquos organizational structure The Steering Committee also began considering a schedule of activities and programs specifically for Future Leaders

EDUCATION amp TRAINING (Jan 19) The focus of the meeting was the planning of the Feb 1 Lunch amp Learn to help member companies begin or improve internship programs The committee also discussed participation in Hampton Public Schoolsrsquo Transportation Analytics Information amp Logistics (TRAIL) Academy

2020 COMMITTEE (Jan 22) The committee provided direction on several action items in the 2020 Marketing amp Public Relations Plan This included direction for design of a ldquo2020rdquo logo developing a mobile display sponsorship packages and special events The committee began developing a budgetary framework

OUTINGS (Jan 23) The committee conducted a review of the Maritime Issues Council Golf Classic and Maritime Mixers held in November and January Locations and alternatives were discussed for a Maritime Mixer in March and tentative plans were made for the remainder of the 2018 calendar

COMMERCE DEVELOPMENT (Jan 23) The committee discussed changes made to VMArsquos reporting of port commerce statistics The committee began taking up the objectives it is tasked with by the VMA Strategic Plan This included significant discussion about the role VMA can play to help member companies identify business opportunities and make connections

INTERNATIONAL TRADE SYMPOSIUM (Jan 26) The committee focused on identifying and inviting speakers conference promotion and then commitments from sponsors (See Page 3 for panel topics)

Much of the Associationrsquos efforts each January revolve around representing the interests of the VMA membership and the maritime industry during the legislative session of Virginiarsquos General Assembly The 2018 session began January 10 VMArsquos focus during the 2018 session is obtaining the necessary state support to accelerate dredging the WIDER-DEEPER-SAFER harbor and channels needed for Virginiarsquos port industries to remain competitive and continue delivering economic prosperity for the Commonwealth

Winter Storm Grayson brought heavy seas blinding snow and icing conditions that caused the Coast Guard to restrict navigation in and out of the Port from 600pm Jan 3 until 1200pm Jan 5 During such events the VMA serves as an industry liaison to represent commercial interests in the communications and planning that takes place with the US Coast Guard and key Port and emergency management organizations and to provide updates to the Port and maritime community

On Jan 8 VMA submitted its letter to the US Army Corps of Engineers supporting the findings of the Corpsrsquo published study which calls for deepening the Southern Branch of the

Elizabeth River to 45 feet and encouraging the Corps to continue exploring alternatives to reduce the cost of the project so that it will be better positioned to compete for Federal funding VMArsquos letter was shared with members and stakeholders prompting submission of numerous additional letters that support the need for Wider Deeper Safer channels

On Jan 16 VMA was pleased to host nearly 30 students from Virginia Wesleyan Collegersquos Supply Chain amp Logistics program for an overview of port operations the maritime industry and the role of VMA The students demonstrated knowledge of the port and logistics and asked intelligent questions about trends in the maritime industry and career paths

VMArsquos Art Moye is appointed to the newly established International Trade Committee of the Virginia Economic Development Partnership (VEDP) He attended the committeersquos Jan 18 meeting during which members began reviewing VEDPrsquos various trade promotion programs and activities It will be the purpose of the committee to make recommendations for improving Virginiarsquos trade promotion activities
