The Electronic Signatures in Global and National Commerce Act is a United States federal law passed by the U.S. Congress to facilitate the use of electronic records and electronic signatures in interstate and foreign commerce by ensuring the validity and legal effect of contracts entered into electronically. Although every state has at least one law pertaining to electronic signatures, it is the federal law that lays out the guidelines for interstate commerce. President Bill Clinton signed the E-SIGN Act electronically. With the passage of this bill, electronic signatures and on- line contracts gained legal acceptance. Tom Gonser founded DocuSign in 2003. The philosophy behind DocuSign was to create a simple e-signature process that did not require a paper and pen. In honor of the 10th Anniversary of E-SIGN, DocuSign hosted the 2010 E-SIGN Summit in San Francisco with a live keynote address by President Bill Clinton (via satellite) and presentations from industry visionaries. Digital Transaction Management (DTM) has emerged as a new category of cloud services designed to digitally manage document-based transactions. DTM removes the friction inherent in transactions that involve people, documents, and data to create faster, easier, more convenient, and secure processes.
