RECOMMENDATIONS
REPORT SUMMARY
UNDERWATER INSPECTION
The substructure units inspected below water at Bridge No.
74539, Piers 1 and 2 and the East Abutment, were found to be in
good condition. The concrete was generally smooth and sound with
random minor vertical cracking noted along the pier shafts and the
abutment breastwall. A localized scour depression was located at
the upstream nose and extended to the upstream quarter of Pier 2.
There was also a light to moderate accumulation of timber debris at
the upstream nose of Pier 2.
(A) The channel bottom consisted of silty sand and 2 foot
diameter and smaller rock with up to 3 inches of probe rod
penetration at Pier 1.
(B) The channel bottom consisted of 2 foot diameter and smaller
rocks and gravel with soft silt infilling at Pier 2.
(C) Random vertical hairline to 1/32 inch wide cracks were
observed along the concrete pier shafts.
(D) Random vertical hairline to 1/16 inch wide cracks were
observed along the East Abutment breast wall.
(E) A 2 foot deep scour depression was observed at the upstream
nose of Pier 2 and extending to the upstream quarter point.

The superstructure consists of a three-span continuous concrete
structural slab that is 22 inches thick at the midspans and 37
inches thick at the haunches (over the substructure units). The
bridge is supported by two reinforced concrete abutments and two
reinforced concrete piers. The piers are numbered 1 and 2 from west
to east.

The routine underwater inspection of Bridge 74539 (MSAS 109 over
the Straight River) was completed on May 25, 2016. The underwater
inspection was conducted from shore. The inspection was conducted
by a team consisting of a PE-Diver with a valid MnDOT Team Leader
certification, a backup diver and a dive tender. The inspection
utilized commercial dive equipment and techniques (SSA and/or
SCUBA) in accordance with OSHA regulations. Profiles were taken
along the upstream and downstream faces of the bridge and around
the periphery of substructure units to determine the presence,
location and area of scour.
The bridge elements inspected consisted of Piers 1 and 2 and the
East Abutment. According to the bridge inventory or design
drawings, Piers 1 and 2 were founded on steel H-piles encased in
the concrete shafts. The abutment consists of a vertical breastwall
with skewed wingwalls. Inspection procedures followed FHWA guidance
and the MnDOT Bridge and Structure Inspection Program Manual with
channel bottom probing to search for foundations. The routine
underwater inspection frequency is recommended to remain at a
maximum of 60 months based on those findings and risk factors.
Also, inspection procedures should continue to follow the above
approach and standard guidance with 100% Level I and 10% Level II
intensity efforts.
