This Basic Practice covers requirements and acceptance cl'iteria for coaling/painting projects carried

out within contractual jobs or by SOC maintenance, in order to provide high standards or corrosionprotection tor SOC facilities. T1Ie scope of coating inspection, records allli rCllol'ting, as well a:; the

Coaling Inspector's responsibility are also covered.

Pre-job Conference

Before any coalingfpainting project is commenced, the Contractor and the SOC representatives shall

discuss. in presence of the Coating Inspector or Engineer, and agree upon the detailed coating/painting

schedules. Th e discussion shall include (but not be limited to) the following topics:

Information on the object (surface) to be handled.

Surface prcp:lratioll requirements such as: surface finish standard. abrasive type. grade and proper!i"s:

surlace profile and cleanliness: cleaning method of non-ferrous surfaces: requirement for abrasive

properties certiticate from the supplier.

Recommended «",ting system, application methods. dry film thickness (DFT) of individual ami linal

coats.

Couting/paint product data and application instructions.

Inspection pl'Ocedures referring to surface preparation, coating application und testing: meeting the

requirements of environmental conditions.

Safety requirements such as personal protection, environmental safety, provisions for nOll-interference

with u(ljacent equipment, processes and working crews.

Provisions for handling nnd storage of paint and coating materials on the jo b site.

Provisions fo r protection of newly applied coatings against adverse conditions on the job site.

Coating/Painting Documentation and Records

The Contractor shall be provided with, or submit for a p p r o ~ a l the technical documentation,

recommendations and requirements related to the particular coating/painting job. These data should be

included into or attached to the "Contract" or "Contract Work Order".

Th e form "Metallurgy and Inspection Group-Inspection Recommendation" (sample form attached),

shall be used by the Coating Inspector for the purpose of his remarks, recommendations and rejections

with reference to individual coating/painting work. while in progress or completed.

Coating Inspection Daily Report (Table 2, sample form attached) shall be prepared by the Coating

Inspector for all major coating/painting jobs.

Coating Inspcction Completion Report (Table 3. sample fonn attached) shall be prepared by the

Coating Inspector for major projects on their completion.

Daily CoatingiPainting Jo b Records shall be carried out by the Coating Inspector as Log-Book entries

pertaining to individual projects; information contained in the daily records shall cuver wo,'k progress

anti remarks on unusual conditions and deviations from specifications.

Monthly Coatingfl'ainting Jo b Records shall be carried out by the Coating Inspector in order to

summarize the work progress and remarks based on the daily Log-Book entries.

J.J Acceptance of Coatlllg/Painting Work

I Acceptance of completion of a coating/painting project is detined by fultilling of all the requirements

and criteria outlined in this Basic Practice. and those referring to a particular project. upon approval

based on the Coating Inspection Report and the Coating Inspector acceptance signature.

I Formal acceptance of a particular coating/painting project is accomplished when the respective

Coutract Work Order is signed by the Coating Inspector and by an authorized SOC representative. All

Coaling Inspection Reports allli relevant correspondence shall be attached 10 Ihe Contract WtlJ"k

J Order.

4 SCOPE OF COATING INSPECTION

J4.1 Testing of Environmental Conditions

The tests of environmental condi tions shall be carried out and include:J C).,. Dry bulb thermometer reading (air temperature).,. "Vet bnlb thermometer reading

J .,. Air relative humidity (using whirling or mechanically driven psychrometer)

,.. Surface temperature

;.. Dew point (as determined from the graph or a dewpoint slide- rule calculator)

J >- Wind speed

Tests of environmental conditions shall be carried out by the Coating Inspector as:

1 .,. Area Test: every day of the year within the SOC premises

;.. Site Test: only during winter months, from Nov 1 until Mar 31 (the exact timing may he subject

to changes).

Painting work must not be nndertaken at high wind speed and when dust is present in the air. It shall

not be permissible to clean snrfaces and apply paints during or after rain. when precipitation has not

entirely dried from the surfaces. To ensure that condensation moisture is not present on surfaces, the

substrate temperature must be 3"deg °C above the dew point.

1() When the environmental conditions are not suitable for surface preparation or coating application, the

Coating Inspector shall postpone these procedures until conditions improve.

.f.2 Pre-preparation Surface Examination

Belore snrfaces are prepared for coating application they shall be examined to determine condition of

the surface. The Coating Inspector shall require that sharp edges on new steel surfaces are rounded and

the weld flux and spatter are removed and other defects corrected.When surfaces are contaminated with grease or oil, the Coating Inspector shall require that they are

dcgreased using emulsion. detergent or solvent type cleaner, whichever is considered the most effective.

·u Properties of Abrasive Blasting Media

I The aiJrasive type and grade shall comply with requirements of the individual contract and type of the

prime coat used. The aiJrasive grade shall be confirmed by proper product coding or designation. which

relates 10 the prevailing grain size in accordance with a sieve analysis standard (e.g. ASTM D -lSI). Dataon abrasive type nnd grade shall be entered into the Coating Inspection Repo,·!.

It may be required by the Contract that certiticates for cleanliness of the abrasive are also provided,

CCl'tificates of above product charncteristics shall be separately requested ti'Dln the supplier by

Contractor or SOC Maintenance and be veriiied by the Coating Inspector or Engineer. The

I C) verification remark regarding abrasive cleanliness shall be entered into the Coating IlIspcctioli Report.

• I f pH of tbe aqueous extract of the abrasive is required, the test shall be carried out by the Coating Inspector. using the pH paper strip , and the result entered into the Coating Inspection Report.

•The Coating Illspector shall also test the blast air for absence of moisture and oit. using the blotter paper

test, and include this information into the Coating Inspection Report together with comments onrespective action taken, if required, to achieve the acceptable air quality.

•-l.4 Testing of Surface Preparation and Cleanliness

Tests related to surface preparation shall be carried out at each painting job site after the Contractor i !has notified the Coating Inspector that the surface is ready for acceptance. Evaluation of surface

Ipreparation and cleanliness shall cover the following properties:

I,. Surface prepamtion finish using NACE Visual Standards as reterence: corresponding SSPC

Spccificntions and SIS Pictorial Standards are also acceptable:

;,- Surface profile using surface profile replica tape; the surface profile replica shall be retained in

the Coating Inspection Report for further reference;

. , Presenee of dnst, oil or other contaminants by visual examination: the Coaling Inspector shall

• C: require blowing the surfaces down with dry and oil-free air and. if necessary, solvent cleaning

or reblasting of the surfaces.

I The Coating Illspector shull enter all the above mentioned information into the Conting Inspection

Rel)orl together with his remarks on the actions taken and on the time interval between the end of

abras ive blasting: and start or painting.

COATING INSPECTOR RESPONSIBILITIES

5.1 To verify that abrasives comply with the designation and/or specification and if necessary, to carry Ollt

pH test of aqueous extract of the abrasive.

I 5.2 To ensnre that the surface preparation standards have been met and that the cleaned surfaces are free

of dust and other contaminants.Ie)5.3 To check labels of coating materials (paint cans or tape packages), to ensure that the materials are of

specified type and quality.

5..1 To check batch numbers and production dates of coating materials to enslIre that those with the

expired shelf life are not used and are removed from the site.

•5.5 To ensure that paint materials are stirred properly before lise.

•5.6 To enSure that correct proportions are observed if two (or more) component paint is used, and that the

components are properly mixed.

•5.7 To ensure that proper type of thinner is used to reduce paint viscosity, and that the volume of t";nncr

added does not exceed the specitiecl values.
