THE PROBLEM Following the BP disaster, cleanup equipment, particularly skimmers, were in critically short supply, as the spill spread across the Gulf of Mexico. Impacted Gulf State Governors were vocal in demanding accountability; they challenged BP and federal officials over a lack of situational awareness. BP’s initial attempt at tracking cleanup equipment was ill-conceived; it relied on RFID readers which provided no visibility once equipment left the dock.
