BOROUGH OF SPOTSWOOD
RESOLUTION FOR APPROVAL TO SUBMIT A GRANT APPLICATION AND EXECUTE A
GRANT CONTRACT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION FOR
THE IMPROVEMENTS AT MAIN STREET, DEVOE AVENUE, VLIET STREET, SNOWHILL
STREET, AND MANALAPAN AVENUE.

NOW, THEREFORE, BE IT RESOLVED that the Borough Council of Spotswood formally
approves the grant application for the above stated project; and
BE IT FURTHER RESOLVED that Mayor Seely and the Borough Clerk are hereby authorized to
submit an electronic grant application identified as LAIF – Spotswood Borough - 00147 to the New Jersey
Department of Transportation on behalf of the Borough of Spotswood.
BE IT FURTHER RESOLVED that Mayor Seely and the Borough Clerk are hereby authorized to
sign the grant agreement on behalf of the Borough of Spotswood, and that their signature constitutes
acceptance of the terms and conditions of the grant agreement and approves the execution of the grant
agreement.

WHEREAS, N.J.S.A. 40A: 5-7.1 and 5-7.3 permits public funds of a municipality to be
invested in any insured Association, or any Federal Association, whose principal office is located
within the State of New Jersey; and
WHEREAS, the adopted Cash Management Plan included a list of designated depositories
of the Borough of Spotswood; and
WHEREAS, the Chief Financial Officer has requested that the list of designated depositories
be amended to include the following:

of the Borough of Spotswood in the County of Middlesex, New Jersey, that the Borough Treasurer is

Spotswood on hand and not needed temporarily in any insured Association or Federal Association,
in such Principle Office, or Branch Office, up to the amount for which such accounts are insured,

RESOLUTION
WHEREAS, the Borough of Spotswood has a fiduciary responsibility to seek competitive
proposals for primary banking services in order to obtain the most favorable rates for the Borough’s
depositories; and
WHEREAS, the Borough has solicited proposals utilizing the non-fair and open process
from five (5) banking institutions and the Chief Financial Officer has determined that BCB
Community Bank has provided the most favorable proposal.
BE IT AND IT IS HEREBY RESOLVED by the Mayor and Council of the Borough of
Spotswood, in the County of Middlesex and the State of New Jersey that BCB Community Bank is
authorized to provide the Borough’s primary banking services, effective August 1, 2018, as outlined
in the submitted proposal, on file with the Borough Clerk.
