Bolton Economic Strategy• Economic Strategy prepared in 2006 outlined major development programme

with c£1bn investment pipeline proposed and associated jobs growth• Supported by Town Centre Framework which was clear on key sites e.g.

Innovation Zone, Retail Core• Formed the basis of marketing and inward investment proposition – Brand

Strategy• Economic Strategy revised in 2011 to take account of recession – focus on

three key strategic sites – Logistics North, Town Centre, Loco Works. Also identified issues re skills

• Town Centre action plan in 2013 provided the resources to accelerate delivery of key developments etc

• To date investment pipeline is c£900m, strategic sites are underway and economic powers given to GM plus recovery can sustain jobs growth

• What’s next? What should the emphasis of our Economic Strategy be for next 5-10 years

ECONOMIC IMPACT ASSESSMENT• Fully developed and occupied, is expected to deliver 7,750

gross permanent jobs – the total number actually working on the site

• Taking into account factors of leakage, displacement etc more than 4,000 net jobs could be created in Bolton – jobs that are being created in the economy that would not otherwise be created and/or are not simply moved from elsewhere

• Around 6,000 net jobs are estimated to be created at the Greater Manchester level, which rises to 6,900 in the North West

• Will support an estimated 118 construction jobs onsite every year over anticipated ten year construction phase

• Could increase the size of the Bolton economy by £229 million per annum and in Greater Manchester by £339 million per annum.

LOGISTICS NORTH• 3 planning applications approved on 28th November 2013 for:

– outline permission for up to 400,000 sq. m. of employment floor space on 80 hectares, by Harworth Estates Investment Limited - development period of up to 15 years

– full permission for a regional distribution centre with ancillary office for Aldi Stores Limited up to 600 jobs

– works to create a Country Park on around 200 hectares of land• Aldi development almost complete – option for further 200,000 sq

ft with national training facility likely• MBDA (former British Aerospace) on site • 2 other international and national occupiers imminent

announcement• Approx 1300 jobs in total to date.

Rivington Chase (Loco Works)• Comprehensive regeneration of approx 76ha (189 acres) of

brownfield land

• Provision of up to 1,700 houses – major part of our supply

• 20ha of open space including pedestrian and cycle routes

• Economic Benefits – up to 1,350 new full time equivalent jobs provided on site and up to 400 jobs in the construction of the development

• Outline planning application approved by Committee Oct 2014

• S106 agreement to be finalised before issuing consent

What next?• Development of a new medium term Economic Strategy• Less emphasis on development led strategy – Logistics North

will take care of itself now – town centre still priority• Needs to be much more about maximising the opportunities of

growth – in Bolton and GM• Skills improving but need to go harder and faster• “Town and Gown” - University will be crucial – needs to be at

the heart of a new Strategy• Fortunes of Bolton, town centre and University are linked• University masterplan will drive regeneration on many levels• £40m Academic Village is a crucial part of this strategy• Major programme of housing development has to happen –

transport infrastructure vital
