The Official Language Policy of India
1. The Official Language of the Union shall be Hindi in Devnagari script.
2. The form of numerals to be used for the official purposes of the union shall be the international form of
Indian numerals.
3. According to Official Languages Act. 1963 the use of English will continue even after 26-1-1965.
4. Documents specified in section 3(3) of the Official Languages Act, should be issued both in Hindi and
English.
4.1 The officers signing these documents shall be responsible for compliance of the above provision.
5. With a view to implementing Official Language Policy, three regions viz. A, B, & C have been set up asper Official Languages Rules, 1976.
5.1 Region A includes Uttar Pradesh, Madhya Pradesh, Bihar, Rajasthan, Haryana, Himachal Pradesh the
Union territories of Delhi, Andaman & Nicobar Islands, Chattisgarh, Uttranchal and Jharkhand
5.2 Regions B means Gujarat, Maharashtra, Punjab and the Union Territory of Chandigarh.
5.3 Region C includes all states and union territories other than those referred to in Region A & B.
6. Communications between Central Govt. Offices may be in Hindi or English. It is not necessary to send
any translation in the case of communications addressed to notified offices. O.L. Rules 1976 (Rule 4)
7. Replies to communications received in Hindi are to be given in Hindi without exception. (Rule 5)
8. Any official can make notings on files in Hindi or English, he will not be required to render its translation
into the other language. (Rule 8)
9. The Central govt. offices wherein more than 80% of employees possess at least working knowledge in
Hindi, will be notified in the Gazettee of India. (Rule 10.4)
10. Manuals, Codes, Name plates, Sign boards, Rubber stamps, Letter heads, Forms, Registers etc, will be
in bilingual/trilingual form. (Rule 11)
11. Department of Official Language prepares an Annual Programme every year for implementation of the
O.L. policy of the Union. The targets prescribed in the Annual Programme are to be achieved in the
office.
12. The Administrative Head of office shall be responsible for compliance of all provisions of O.L. Act/Rules
and directions issued in this regard by the Govt. of India. (Rule 12)

OFFICIAL LANGUAGE POLICY OF THE INDIAN UNION
*HIGHLIGHTS*
1. Hindi written in Devnagari script has been declared as the Official Language of the Indian
Union (Article 343 (1) of the Indian Constitution).
1.1 Under clause 2 thereof during 15 years after the date of commencement of the Constitution,
English will be the Official Language of the country and the use of Hindi will be restricted to
those purposes, authorised by the President of India.
1.2 Article 343 (3) empowers the Parliament to authorise the continued use of English even after
the year 1965.
2. As per the relevant provisions under the Constitution, an Official Language Commission and a
Committee of Parliament on Official Language were constituted which study the methods of
implementation of Hindi and submit their report and views for proper implementation to the
President of India.
3. The Official Languages Act, 1963 was passed in the year 1963 and amended in the year 1967.
Here are some provisions under the said Act:
3.1 The use of English will continue even after 26.01.1965
3.2 The medium of communication between the Central Government and the State Government,
which has not adopted Hindi as the Official Language of the State, will be English.
3.3 According to Section 3 (3) the use of both Hindi and English is obligatory for the following
documents:
General Orders (Office orders, Instructions, Circulars, Memos, Public Notices, Standing
Orders & Special communications etc.)
Resolutions, Notifications, Rules and Regulations etc.
Administrative and other reports (including Annual Report)
Tender, Tender notices, Auction notices etc.

V x, 1976 E |SALIENT FEATURES OF THE OFFICIAL LANGUAGES RULES, 1976
1. The OLR were framed in 1976
2. The OLR are applicable to all the States and Union
Territories of India except Tamil Nadu.
3. Under the OLR, the country has been divided into
three regions viz. Region A, Region B and
Region C so as to associate the appropriate and
systematic expansion of Official Language.
4. Under the OLR, the Central Govt. will correspond
in Hindi only with the State/Union Territories
coming under Region A and B save in
exceptional circumstances. If the letter is
addressed in English, it has to be accompanied
by its Hindi translation.
5. Under the OLR, the Central Govt. will correspond
in English with the State/Union Territories/persons
in Region C.
6. Under the OLR, all the letters received in Hindi
have to be replied to in Hindi only.
7. Under the OLR, an employee is free to submit
the application etc. in Hindi or English.
8. Under the OLR, a letter signed in Hindi will be
replied to in Hindi.
9. Under the OLR, an employee can write the note
in Hindi also.
10. Under the OLR, an employee possessing working
knowledge in Hindi cannot ask for the English
translation of the Hindi documents, except of the
legal and technical nature.

11. Under the OLR, it will be treated that the employee
is having proficiency in Hindi, if he passes his
matriculation or its equivalent or higher
examination with Hindi as a medium or opting for
Hindi as an optional subject in degree or higher
examination or on declaring that he possessesproficiency in Hindi.
12. Under the OLR, it will be treated that an employee
is having working knowledge of Hindi, if he/she
passes his/her matriculation, its equivalent or
higher examination with Hindi as a subject or on
passing the Pragya examination conducted by the
Hindi Teaching Scheme or on declaring that he/
she possesses working knowledge of Hindi.
13. Under the OLR, names of such offices/branches
will have to be notified in the Gazettee of India
wherein 80% of the employees acquired working
knowledge of Hindi.
14. Under the OLR, all the Manuals, Codes and other
procedural literature, stationery items etc., must
be in Hindi and English. Further, all Forms,
Headings of the Registers, Name plates, Notice
Boards, Letter Heads and the inscriptions on the
envelopes and other stationery items must be in
Hindi and English.
15. The responsibility of compliance of the OLR lieswith the Administrative Head of the Office.
