An urban area can be considered competitive if it manages to foster virtuous development chains between local resources (i.e.: capitals and ideas) in order to maintain and to boost the local welfare.

According to this definition the RCAU Report tried to select the sectors or the dimensions addressing advantagesand risks to the Italian urban areas, in order to get local stakeholders (potential investors and policy makers) used tointervene through the JESSICA revolving funds.
