As we reflect on 2020, a year defined by remarkable hardship and upheaval, we think of you, our dedicated Board, Commission, and Neighborhood Association Committee (NAC) volunteers, who have shown incredible adaptability, ingenuity and resolve to continue making a difference in our community in spite of all the challenges and restrictions we’ve faced. From finding ways to bring beloved annual events online to spark joy in a time of difficulty; to facilitating important dialogues about policing in our community; to creating new services to enrich and inspire; to making masks for frontline workers; planting trees to combat climate change; or just keeping regular (and equally important) business moving forward in this new virtual landscape, our volunteers have made invaluable contributions across the city.

BEAVERTON ARTS COMMISSION (BAC)• As part of the city’s 1% for the Arts Program, BAC approved 4 significant public art works associated with

The Patricia Reser Center for the Arts.• BAC approved the design of two community-led murals installed along restaurant row, spearheaded by the

Beaverton Downtown Association (BDA) to enhance the 1st Street Dining Commons.• BAC approved streamlining the Arts Program project grant processes and redirecting funding from arts

events to COVID-19 Relief Grants.• All told, BAC approved the distribution of over $100,000 in grants to local artists and arts organizations.

BEAVERTON COMMITTEE FOR COMMUNITY INVOLVEMENT (BCCI)• In light of the COVID-19 pandemic and the need to facilitate events virtually, the BCCI pivoted their

original plans for the Spring Voters’ Forum for the Primary Election to be held exclusively online. They again hosted the Fall Voters’ Forum for the General Election as a fully virtual event. Both events provided new opportunities for enhanced accessibility for community members to watch synchronously from the comfort of their homes or asynchronously online on their own time.

• BCCI reviewed 12 Matching Grant applications submitted by Neighborhood Association Committees (NACs) to address various needs in the community. Some of the projects are currently on hold due to the pandemic, some pivoted to a virtual format, and others were completed with social distancing in place.

• A BCCI workgroup approached the Traffic Commission to ask if a joint subcommittee could be formed to review provisions of the Neighborhood Traffic Calming Program and make recommendations for improvement. This project will continue in 2021.

• The BCCI Land Use Subcommittee began brainstorming on tools and resources that could be provided for community members and NAC leaders to help demystify the land use process so that it is easier to understand, as well as identifying barriers needing to be removed to make it easier to participate in the land use process.

BEAVERTON COMMITTEE ON AGING (BCOA)• Over the summer, BCOA looked at the impacts of COVID on the mental and emotional health of older

adults and strategized how to help get information out to the community to support those facing loneliness and isolation.

• In the fall, they hosted two webinars: “Scamdemic,” an educational presentation on preventing scams, particularly during COVID, and “Mental Health Resources during COVID,” a presentation on local resources to help support older adults during COVID.

• BCOA continues to help older adult connect to resources to services and programs by staying informed about the various options available in the community.

BICYCLE ADVISORY COMMITTEE• At their February meeting, the committee held a planning session to brainstorm new initiatives to pursue.

Safety education for K-12 students and connecting with other bicycle advisory committees in the region topped the list.

• In October, committee members gathered to remember the service of former chair, Adrian Freund, with a bike ride. Freund passed away in May 2020 and served as chair for two-and-a-half years.

• Although Bike Beaverton was canceled in 2020 due to the pandemic, the committee is hopeful for its return in 2021! The committee is eager to continue its outreach to Beaverton residents of all ages and encourage cycling.

BUDGET COMMITTEE• April 21 | Held a Pre-Budget meeting to receive information regarding major cost components and issues in

preparing the FY 2020-21 Proposed Budget.• May 11, 14, 21 | Held Budget Committee Meetings to receive, review and discuss the Proposed FY 2020-21,

held a public hearing, made and passed three amendment packages to the proposed budget and forwarded the Proposed FY 2020-21 Budget as amended to the City Council for adoption at the June 16, 2020 City Council Meeting.

• May 21 | Continued the Budget Committee Meeting to review, discuss, deliberate and approve the May 2020 Supplemental Budget.

DIVERSITY ADVISORY BOARD (DAB)• Drafted and advocated for Council to pass a resolution in support of Asian American and Pacific Islander

(AAPI) communities in response to xenophobic rhetoric about COVID-19.• Reimagined and hosted the first ever Beaverton Virtual Night Market, highlighting 18 vendors and six

performers.• Participated in Black Lives Matter marches and solidarity events.• Supported Census 2020 efforts, the Fall Voters’ Forum, staff interview panels; submitted questions for the

Interim City Manager recruitment.

Annual Budget Document FY 2020-2021

HUMAN RIGHTS ADVISORY COMMISSION (HRAC)• Appointed the first Mayor’s Youth Advisory Board (MYAB) liaison to the HRAC board in an effort to bring

youth voices into HRAC meetings.• Developed strong working relationships with Beaverton Police Department (BPD) Chief of Police, Ronda

Groshong, and BPD command staff.• Developed and implemented the 6-month BPD/HRAC Inquiry Sessions to have intentional dialogue and

education on local policing practices.

LIBRARY ADVISORY BOARD (LAB)• Revised the Beaverton City Library Rules for Use policy.• Washington County Cooperative Library Services (WCCLS) Manager, Lisa Tattersall, came to the February

LAB meeting and discussed WCCLS history, structure, membership, funding, and services.• LAB kept abreast of and actively supported library plans for provision of library services during the

pandemic, including BCL To-Go, virtual library programming, and more.• Members engaged in community education efforts regarding the WCCLS Local Levy, which passed in May.

MAYOR’S YOUTH ADVISORY BOARD (MYAB)• Six board members attended the National League of Cities Congressional Conference in March in

Washington D.C. and did an outstanding job representing Beaverton. The board members also metwith Senator Ron Wyden, Senator Jeff Merkley, and Congresswoman Suzanne Bonamici in roundtablediscussions to advocate for youth programs.

• MYAB members continued to provide youth perspectives to boards and commissions by helping to fillyouth liaison roles. Youth liaisons actively engaged with six boards and commissions--an increase fromtwo in previous years.

• MYAB continues to meet virtually and have put together various community engagement projects such asassembling 250 COVID-19 Care Packages for homeless youth and a re-imagined virtual Youth DiversitySummit which is planned for March 2021.

NEIGHBORHOOD ASSOCIATION COMMITTEES (NACs) • NAC meetings went virtual, ensuring continuity of required land use review processes and providing

opportunities for neighbors to stay connected to each other and city happenings.o NAC meetings hosted developers for their required Neighborhood Review Meetings as per Senate Bill

100.o City staff shared updates and sought feedback on city programs, projects, and policies.o Partner agencies, like Tualatin Valley Parks & Rec District (THPRD), shared their latest updates to

keep the community informed of their changing services at all points of the pandemic.• NACs hosted a few in-person socially distanced events in addition to online and social media events to

provide resources, services, and community building in spite of COVID.• NACs reached out to their communities and found ways to donate time, energy and funds to help during

the crisis.

PLANNING COMMISSION• Meetings held: 28, 20 of which were held remotely.• In addition to making decisions on land use applications large and small, the Planning Commission devoted

considerable time to reviewing the updated Development Code for Downtown Beaverton, which will become effective on January 8, 2021. This landmark effort sets the stage for a more vibrant and pedestrian-friendly downtown Beaverton, and Planning Commission involvement was crucial in its success.

SOCIAL SERVICES FUNDING COMMITTEE (SSFC)• Advocated for an increase in social service funding to City Council, who approved a change from $2.10 per

capita to $2.75 per capita allocated to social service funding. This resulted in close to $65,000 of additional funding to nonprofits providing social services in Beaverton.

• Reviewed all the grant applications and interviewed organizations via Zoom, asking additional questions about the impact the pandemic had on services offered and community needs.

• Fully funded 18 organizations, for a total of $320,000. One-third of the grants went to first-time applicants. These organizations serve essential needs of the Beaverton community and have continued to provide services such as food, healthcare, and resource navigation during the COVID-19 pandemic.

TRAFFIC COMMISSION• Barrows Road Crosswalk and Pedestrian Beacons at the west end of Barrows Park | The project included the

installation of a marked crosswalk and a rectangular rapid flashing beacons (RRFB)• 173rd Avenue Crosswalk and Pedestrian Beacons north of 170th Drive at Willow Creek Greenway | The

project included the installation of a marked crosswalk and a rectangular rapid flashing beacons (RRFB).• Bike Boulevard on SW King Boulevard, SW 105th Avenue, SW Lee Avenue SW 11th Avenue and SW Alger

Avenue | The Traffic Commission approved the installation of shared lane marking on these streets to better position bicyclist in the travel lanes and improve driver awareness.

• The Traffic Commission approved forwarding to the State a request to lower the speed limit on Watson Avenue, 173rd Avenue, Denney Road and Lombard Avenue.

VISIONING ADVISORY COMMITTEE (VAC)• With the completion (or near completion) of many of the action items in the current Beaverton Community

Vision action plan, VAC decided it’s time to reach out to the public and begin a new vision.• VAC discussed the 2021 community outreach process and committed to ensuring the feedback received

from the public is representative of the racial, ethnic, and economic diversity of Beaverton.• VAC made the decision to use emergent technologies (e.g. Zoom), regardless of the state of the pandemic in

2021, to reach people who would not usually attend a public meeting to discuss visioning and the future of Beaverton.
