Dr. Harry Wayne Parrish called the meeting to order at 5:00 p.m. Mr. Chris Maddox led in prayer. Dr. Harry Wayne Parrish led the Pledge of Allegiance. Board Comments - None Approval of Agenda and Proposed Agenda Modifications Mr. Jimmy Addison made a motion seconded by Mrs. Brenda Guilford to approve the Agenda and proposed Agenda modifications as presented and as recommended by the Superintendent. The motion carried unanimously. Voting was as follows: “YEA” – Jones, Hill, Addison, Guilford, Armstrong, Maddox. “NAY” – None. “ABSTAIN” – None. Adjourn into Work Session Mrs. Melanie Hill made a motion seconded by Mr. Franklin Jones to adjourn into Work Session as presented and as recommended by the Superintendent. The motion carried unanimously. Voting was as follows: “YEA” – Jones, Hill, Addison, Guilford, Armstrong, Maddox. “NAY” – None. “ABSTAIN” – None. Discussion was held regarding Girard Middle School, fewer people are going into education, math and science teachers are hard to find, providing iPad training for subs that are long term, yes for long term but no for day to day, provide incentives, movement at Honeysuckle is nowhere near Girard Middle, need more male educators and African American males, the fit is extremely important, it takes some time to get the good staff, make sure teachers are certified, you are trying to get the right people, not making a recommendation anytime soon for incentive pay, through Title I you can pay the lease, moving expenses, signing bonus but there are certain guidelines of Title schools, district initiative, math and science to be written in the application and agreed upon, work towards it for next year, we are concerned about all schools but the greatest concern is at Girard Middle and Honeysuckle Middle to educate the students, equal opportunity, and it is important to have good teachers. Mr. Jimmy Addison stepped out of the meeting. Mr. Franklin Jones made a motion seconded by Mr. Ben Armstrong to reconvene into Regular Session as presented and as recommended by the Superintendent. The motion carried. Voting was as follows: “YEA” – Jones, Hill, Guilford, Armstrong, Maddox. “NAY” – None. “ABSTAIN” – None. Action Items – Adoption of Consent Agenda Mrs. Brenda Guilford made a motion seconded by Mrs. Melanie Hill to approve the Consent Agenda as presented and as recommended by the Superintendent. The motion carried. Voting was as follows: “YEA” – Jones, Hill, Guilford, Armstrong, Maddox. “NAY” – None. “ABSTAIN” – None. Approval for Dothan City Schools’ Child Nutrition Program to Participate in a Purchasing Cooperative Head Start Baseline Grant Application for 2015-2019 Principal Contracts Personnel Services Mr. Todd Weeks presented the Personnel Agenda stating Item F6 should read 1st grade rather than kindergarten. Mrs. Brenda Guilford made a motion seconded by Mrs. Melanie Hill to approve the Personnel Agenda, Addendum and change as presented and as recommended by the Superintendent. The motion carried. Voting was as follows: “YEA” – Jones, Hill, Guilford, Armstrong, Maddox. “NAY” – None. “ABSTAIN” – None.

Discussion was held regarding 9+20 being equal to a 10-month, the vote last month was for a 12-month, want them to work through the summer, strength coach is not a teacher, if 12-month they get vacation, concerned they will be certified in certain area, after three years they want to only be a PE teacher not a strength teacher, can they do that, if 12-month employee they are entitled to vacation time other coaches are not, the Board voted on 12-month, would think a 9+60 it is the same as an assistant band director, football coach is hired as 9+20 and receives a supplement, if you hire them and they do not want to do it just let them go, trying to keep them year round can we legally take away the 55 if the job is not being done, if done like supplements, if hired as certified PE teacher and decides they do not want to do those duties you would be hard pressed to get rid of them, with a 12-month pay they may make more than the coaches and Ads, 11-month plus employees do not get vacation time, it is advertised as a PE teacher strength coach, Hoover hires them as a PE teacher, difference in 11-month and 12-month is one month’s pay and do not get vacation and a 9+55 would still get vacation, if advertise as a 12-month position and if it does not work non-renew after a year but the problem would be hiring someone for 1 year only, stay with 12-month and PE certification, leave the way it is with the understanding if we see bumps along the way the Board will have the authority to cut or change it, could have a tenured 12-month PE teacher if nothing changed, and principals need to be in the weight room evaluating these people. Mr. Ben Armstrong left the meeting for a few minutes. Mr. Mike Manuel started the discussion regarding the bonus incentive pay for employees. Discussion was held regarding the handout and taking out the non-renewals, terminations, resignations and new hires as of June 30th leaving 1,049 people and if it is a bonus we do not pay retirement, if incentive you do and it would be 2.01% and if bonus it is a 2.23% payment paying federal, state and social security with the Board mating social security. Mr. Tim Wilder stated we want Mr. Segrest to look at this. Mr. Jimmy Addison made a motion seconded by Mr. Franklin Jones to ask Mr. Segrest to look at this as a one-time bonus for employees as presented and as recommended by the Superintendent. Carver Magnet School and Beverlye Magnet Schools will be receiving awards at the Southern Regional Education Conference.

Mr. Mike Manuel stated we will have new systems coming online: new sub tracking system, new online fee pay system, and new time clock system. Inspection will be held at the Northview High School facility on Wednesday and we will be replacing the HVAC at Kelly Springs and Carver Magnet School. Mrs. Teresa Davis stated the Kindergarten Summer Bridge was a success with 176 students signed up and 136 actually attending, 80 teachers attended K-8 AMSTI, the Grad Exam is this week, 77% of the 5th grade met or exceeded standards with the Alabama Science Assessment, we are revising and condensing the Code of Conduct and the Houston County Truancy is providing a lot of support. Mr. Jay Bruner stated we are working on the bus routes and half-way through middle and high schools, finished with elementary, doing a lot of recruiting and have 8 people being trained to be bus drivers, last year we had 1 substitute for 93 personnel, our turnover goes back to health reasons and transfers. Ms. Tonya Grier stated renovations are being done at Carver Magnet School and Girard Middle School in the cafeteria, they will not be completed when school starts, we are about 8 weeks out and hope to be completed by September, the cooking side is not affected, we are getting updated seating and we will have alternative feeding with sack lunches or grab and go. Mrs. Carol Cunningham stated we are currently provided services through SpectraCare at Girard Middle School and Selma Street Elementary School, worked with the Technology Department with students with visual impairment, the large print books can be done on the iPads, a new textbook would cost up to $300 to change into large print, we will hold a separate rollout for those 6 students, turning over special ed forms to Mr. Bruner and his staff to strategically place those students on buses. Mr. Todd Weeks stated the principals are seeing the light at the end of the tunnel for certified and will be looking at support next, and the personnel office is working on substitutes to make sure their paperwork is done. I want to thank my staff. Mr. Mark Williams stated we are on schedule as far as the 1:1, upgraded the internet speed, we have a private contractor going from room to room in every building to make sure good connectivity is everywhere, Lee, James and others have worked together and reloaded and delivered iPads and are on schedule. Mr. Mike Manuel thanked the Board for approving the local purchasing operative. It is the City issued first joint bid for diesel fuel. Mr. Franklin Jones thanked Mrs. Evans for staying and preparing our grant application for the next 5 years. Personnel Services Mr. Todd Weeks presented the Personnel Agenda changing Item F8 under Appointments to be a Conditional Appointment pending acceptable background clearance. Mr. Jimmy Addison made a motion seconded by Mr. Ben Armstrong to approve the Personnel Agenda and Addendum with changes as presented and as recommended by the Superintendent. Discussion was held regarding J3 and J6 receiving supplements. Mr. Tim Wilder stated he is concerned it would cut their pay if we did this and strongly suggested to the Board they not lose money. Mr. Tim Wilder stated I would like the Board to accept my recommendation and openly urge the Board to get this done, the individual has a BS in Business Administration, Journalism, Communications, had very little grant writing experience, these candidates were heavy on communications. This individual is flexible, good with other people, good personality, the strategic plan talked about it, and we are prepared to send this individual for training for the grant writing. Discussion continued about more information, media experience, expectations, part of the duties is to write grants, last year there local grants for playgrounds, will have to know where to go for the grant and language, ability to talk to people, all had a little but not significant, strength is PR and can work on grants and can do this along side or in addition to DEF, not expectations the first year just a learning curve, there is a gray area in the job description, we will see how it goes, concern is zero years of experience, and looked at applicants and had nobody with experience. Mr. Todd Weeks stated the Board needs to select a Board Member to represent the district for the All-State School Board Member Recognition Program, it should be post-marked September 1st and if you choose not to do it tonight we can put it on the next Board meeting. Mr. Tim Wilder stated Mr. Shaw has agreed to host the District III AASB meeting on August 21st at 5:00 pm. Superintendent Recommendations Mr. Tim Wilder thanked all the individuals that served on the Steering Committee for the Strategic Plan. Mrs. Allyson Morgan gave an overview of the process, reviewed the Strategic Plan, thanked the news media for covering the meetings and recommended that the Board approve their strategic plan for the next five (5) years. Mr. Tim Wilder stated my recommendation is to approve the five (5) year Strategic Plan. Mrs. Allyson Morgan addressed the Board regarding changing alpha grading to numeric grading stating for many years, Dothan City Schools has reported grades in two different ways. Alpha grades (A-F) are reported on the student’s report cards and numeric grades (0-100) are reported on the progress reports and in Parent Portal. During the past year we have completed many discussions and analyzed the topic of grading practices. Administrators and teachers have contributed to this research. We found that numeric grades provide a clearer picture of each student’s work for both students and parents. Teachers and Principals overwhelming want this on the report cards. Based on this, it is our recommendation that Dothan City Schools move to a numeric reporting of grades for first through twelfth grade. This recommendation would change the report card to be based on the numeric system instead of alpha. The Parent Portal and progress report would remain the same. Mr. Tim Wilder stated I recommend that Dothan City Schools move to a numeric reporting of grades for first through twelfth grade. Mrs. Allyson Morgan stated it does not need a motion just your support. Mr. Chris Shaw and Mr. Stan Eldridge addressed the Board regarding graduation at the Dothan Civic Center, the limited seating, parking, very stressful time, other school systems graduate at the stadium and it would be ideal to have graduation at Rip Hewes Stadium and have it on Tuesday and Thursday night. The tickets and parking would not be an issue and we would have a backup plan because of the weather. Northview would graduation on Tuesday, May 19th at 7:00 pm and Dothan High on Thursday, May 21st at 7:00 pm. If there is rain or weather the backup plan will be Friday at 4:00 pm and 7:00 pm for both schools, if it rains then the backup plan will be Saturday 8:00 am and 11:00 am. There will be plenty of seating available. Mr. Tim Wilder stated I would like the Board to vote on this. Mr. Jimmy Addison made a motion seconded by Mrs. Brenda Guilford to approve graduation as presented and as recommended by the Superintendent. The motion carried. Mr. Mark Williams stated we are getting prepared for the rollout for the iPads to the students at Dothan High School next Monday night. Mr. Tim Wilder thanked Jim Cook and DEF for getting the word out. Mrs. Teresa Davis acknowledged Mr. Jeff Torrence, Principal at Slingluff Elementary. He followed through with the Morris Slingluff Elementary Playground Project, got complete funding and started groundbreaking today. It should be completed before school starts. Mr. Jeff Torrence thanked the Wiregrass Foundation, the DEF and many individuals that helped with the project. Mr. Jay Bruner stated we are working on the routes and the State will send down a couple of guys to certify the buses. Mr. Todd Weeks stated we still have almost 30 positions we still need to fill. Many of which will close tomorrow. Anytime you hire within the district it creates a snowball and during the summer the jobs have to run for two weeks. Please consider a meeting maybe next week. Dr. Harry Wayne Parrish asked about next Wednesday, July 30th at 8:00 am for personnel. Mr. Tim Wilder stated I appreciate Mr. Segrest looking into the incentive bonus and the opinion. What is our next step? Mr. Jere Segrest stated I drafted it. Mr. Mike Manuel asked if it had to go to the Board Policy Committee. Mr. Jere Segrest stated that is what I wrote. Mr. Tim Wilder stated it has to go before the Board Policy Committee so it probably will not be the 4th. Mr. Chris Maddox stated the last few meeting Mr. Manuel has not gone over the financial information. I would like for Mr. Manuel to go over the financials with us. My question to Mrs. Morgan is with regard to the number of students who are coming into the middle magnet schools at BMS and CMS, if we are putting every kid who is eligible in both the schools should the positions at HMS and GMS be transferred to the others. Mrs. Allyson Morgan stated every child is not going, some have turned it down. Mrs. Carol Cunningham stated the LinC teacher at HMS and GMS is one person split between the two schools. The elementary schools have a full-time teacher. Dr. Harry Wayne Parrish stated we might change the Board Comments to the end. It is when within a building the Principal decides he wants a 3rd grade teacher to move to a 5th grade position or he or she does according to Students First Act that is not something that has to have Board approval it can be done by the Principal and employee agreeing and signing off on it and Mr. Wilder approving it. What we are seeing is because accounting is at the mercy of my office making sure they get that information because every now and then it can change from where an employee is paid. It is something I think we need to put on the agenda so accounting knows it and you all know it. Mrs. Tonya Grier stated we are 4 to 6 weeks out completing Carver. Mr. Todd Weeks stated I will be meeting with the policy committee tomorrow to bring the incentive/bonus and it should come before the Board Monday. Mr. Mark Williams stated things are on schedule with the rollout. Mr. Tim Wilder stated Lee Jacobs and James Berry have done a great job and taken it and run with it on this iPad Initiative. Torrie Ethridge has hit the ground running and has enrolled in a class with the American Grant writers Association and she will be certified and it opens our school system to thousands of data bases for possible grants. Mrs. Tami Culver stated we will be allocating our grant funds at Institute, Friday, August 8th, 7:30 we will have our Adopt-A-School breakfast at WRC and the meetings with iConnect were wonderful. Dothan High/Northview High Restroom Renovations ARCHITECT: Seay, Seay & Litchfield, PC

DOTHAN HIGH: Project Completed. NORTHVIEW HIGH: Project Completed.

Central Office Parking Lot Improvements ENGINEER: Reeves Engineering & Construction, LLC

The bid was awarded to the low bidder, Wiregrass Construction Co., Inc., for the paving project. Work began on the new parking lot Wednesday, October 22. The contract time for completion will be ninety (90) days.
