Draft Calendars 2020-2021 A/B and 2021-2022 A/B PURPOSE: To seek Board approval for school calendars for the school year 2020-2021 and 2021-2022. BACKGROUND: The 2020-2021 and 2021-2022 calendar development process was completed over the past several months in order to provide the attached draft calendars for approval. The draft calendars were widely shared with our stakeholders for feedback prior to submission to the Board. The initial calendar survey was completed in November 2019 in order to gather feedback on calendar concerns, calendar options and makeup plan options for instructional days missed due to inclement weather. Calendar drafts were posted on December 2, 2019 along with a survey to gather feedback on the draft calendars to be presented to the Board on December 19, 2019.

Local calendar options are limited as dictated by the following NC School Calendar Law: 1. Start date no earlier than the Monday closest to August 26 and end date no later than the

Friday closest to June 11 (unless a weather related calendar waiver has been approved, year-round school, charter school or cooperative innovative high school.) If waiver is approved the start date can be no earlier than the Monday closest to August 19.

2. There are no educational purpose waivers for exemption of the opening and/or closing dates.

3. All schools within the district must be closed all day for purposes of determining eligibility for a weather related waiver (delayed starts or early dismissals of two or more hours no longer apply).

4. Covers at least nine calendar months. 5. Must have a minimum of 185 days OR 1,025 hours of instruction. 6. Must have at least nine (9) teacher workdays. 7. Local Boards shall designate two (2) workdays on which teachers may take accumulated

vacation leave. Local Boards may designate the remaining workdays as days teachers may take accumulated vacation leave.

8. Have a minimum of ten (10) annual vacation leave days. 9. Have the same or an equivalent number of legal holidays occurring within the school

calendar as those designated by the State Personnel Commission for State employees. 10. School shall not be held on Sunday. 11. Veterans Day shall be a holiday for all public school personnel and for all students

enrolled in the public schools.

Calendar feedback from stakeholders is consistent with feedback received during development of the previous school calendar. The calendar drafts presented for 2020-2022 do not include any delayed opening days and have been replaced with full days designated for staff professional development. Inclement weather makeup plans have been modified to include the use of built-in instructional time (minimum of 2 days) and extended learning options to makeup time missed outside of the regular school day (maximum of 3 days) which will allow the first 5 days of school missed to not be scheduled on the calendar. This will reduce the number and amount of calendar changes once the school calendar has been adopted. After five days of inclement weather, traditional makeup options will be used such as removing teacher workdays and converting them to student days in the order listed on the calendar.

PERSONNEL IMPACT: None RECOMMENDATION: Approve the 2020-2021 and 2021-2022 calendar option A as

modified following Board discussion and feedback. RESOLUTION: Be it therefore resolved the Board of Education approves the

2020-2021 and 2021-2022 school calendars.

on local school calendar options• To review and approve school calendars for 2020-

2021 and 2021-2022

NC LAW REQUIREMENTS

School calendars must meet the following legal requirements:1. Start date no earlier than the Monday closest to August 26 and end date no later than the Friday closest to June 11 (unless a weather related calendar waiver has been approved, year-round school, charter school or cooperative innovative high school.)

6. Must have at least nine (9) teacher workdays.

State Personnel Requirements for Teachers

Teachers are compensated for 215 days of employment over 10 months. The 215 days includes:

10-Annual Leave Days11-Holidays*194 Days comprised of student instructional days and teacher workdays**

*Indicated by the State. Eleven days are on the schedule for 2020-2021 and 2021-2022.**Workdays consist of both required days and optional days which teachers are authorized to take annual leave.
