Welcome 1. Chairman Cory Powell called the meeting to order and Berhl Robertson provided the

invocation. 2. The meeting host, Jake Webb with First United Bank, welcomed the group. 3. The Ambassador of the Month, Paula Salamon with Kona Ice – South Lubbock was

recognized. 4. The May Business of the month, Main Event was recognized. 5. Audit report: Greg Taylor, D. Williams and Company, presented the 2017 audit reports for the

Chamber and provided a copy of the audit for the Foundation. a. Taylor reported an unqualified opinion for both audits.

2. Approval was made with a motion by Tim Perrin and a second by Kathy Oaks. Treasurer’s report

1. Treasurer Gabe Vitela reviewed the April 2018 financial reports. a. Approval was made with a motion by Shannon Spencer and a second by Kevin Bryan.

2. President Eddie McBride presented the P& L for Lubbock Uncorked Wine Event. 3. McBride presented the P&L for the Community Prayer Luncheon.

Old Business 1. Chairman-Elect Abel Castro updated the group on the Strategic Planning Board Retreat. 2. CFO Sheri Nugent updated the group on the 2018 Total Resource Campaign expenses.

New Business

1. Program of Work Division Reports a. Business Advocacy Division, Vice Chairman Dave Marcinkowski.

i. EVP Norma Ritz Johnson provided the report in the absence of Marcinkowski. ii. The group was updated on the various committees.

iii. The group was updated on upcoming projects and events b. Communications & Public Relations Division, Vice Chairman Chris Lonngren.

i. Haily Wells provided the report in the absence of Chris Lonngren. ii. The group was updated on the various projects and stats.

c. Community Development Division, Vice Chairwoman Shannon Spencer. i. Spencer provided a Leadership Lubbock update.

ii. Ian van Reenen provided a Young Professional update. iii. Amy Marquez provided a YEA! update and testimonial.

d. Programs, Services and Events Division, Vice Chairwoman Sharon Bass. i. Christye Weld provided the report in the absence of Sharon Bass. i. The group was updated on projects and events.

e. Services and Member Engagement Division, Vice Chairwoman Kathy Oaks. i. Oaks and McBride updated the group on Ambassadors, ribbon cuttings,

membership numbers and retention. President’s Report

1. President Eddie McBride updated the group on the Lubbock Chamber PAC GOTV efforts. Chairman’s Comments

1. Chairman Cory Powell updated the group on various calendar items. 2. Powell updated on the trip to Washington D.C. Meetings were held with Senators John Cornyn

and Ted Cruz as well as Rep. Jodey Arrington, House Ag Committee staff, the office of Rep. Mac Thornberry, the U.S. Chamber and Jack Schenendorf who represents the Ports to Plains Alliance.

A member of the Board of Directors who shall be absent without prior notification from three (3) consecutive regular meetings during any program year (January through December) of the Board of Directors shall automatically be dropped from membership. Members absent from five (5) regular meetings during the program year unless absences are approved by a majority vote at a duly called meeting of the Board shall be dropped from membership on the board.

Memo for Executive Committee and Board of Directors From: Eddie McBride, President and CEO Date: June 15, 2018 Subject: Program of Work and Division Reports Business Advocacy—Vice Chairman Dave Marcinkowski Issues Management • The U.S. Department of Labor on June 13 allowed a deadline to pass without asking the

Supreme Court to hear an appeal of a March appellate court ruling that voided the Fiduciary Rule. The end of the day Wednesday marked the deadline for such a petition. The DOL’s silence effectively ends the short-lived rule and favor our role in this lawsuit.

• We are monitoring and considering official comment on two rulemakings: o The National Labor Relations Board announced a rulemaking to clarify the definition of

“Joint Employer.” In 2015, NLRB issued a decision imposing liability and requiring bargaining in ‘joint employment’ situations. Under the NLRB’s decision, joint employment can be found in situations where a business possesses only potential and indirect control over the employees in question, such as in restaurant franchise situations.

o Comment due July 3 on a Proposed Rule for food labeling requiring disclosure of bioengineered ingredients. The U.S. Chamber drafted comments, and most of the proposed rule appears reasonable and positive for ag., food industry and consumers.

o The Chamber is awaiting issuing of Final Rule for two regulations: Association Health Plans and the Persuader Rule Rescinded Rule.

Government Relations • We are awaiting confirmation of a date the first week in August for a Legislative

Appreciation Luncheon honoring Congressman Jodey Arrington. • Tom Sell of Combest, Sell & Associates, updated the Committee on the 2018 Farm Bill. The

bill failed narrowly in late May due to unrelated politics surrounding scheduling of an immigration bill vote. Sell also discussed trade issues.

Agriculture & Natural Resources • John Duff of National Sorghum Producers updated the Committee this month on the surprise

lifting of an anti-dumping investigation and 179% tariffs on sorghum launched earlier this year by China. The committee discussed the Proposed Rule for Bioengineered Food labeling.

Transportation • We submitted a letter to Secretary of Transportation Elaine Chao expressing support of anti-

trust immunity for American Airlines and Quantas Airways as they apply to form a joint venture. The letter was submitted at the request of Transportation Committee Chairwoman Kelly Campbell, LPSIA Director.
