SECTION 1 INTRODUCTION This report presents the results of a Local Area Transportation Review (LATR) and Transportation Policy Area Review (TPAR) for the Bloom Montgomery Village project. The applicant proposes to redevelop the former Montgomery Village Golf Club into a residential community with a combination of townhouses and single-family detached units. The property is shown on Figure 1-1, is located on the former Montgomery Village Golf Club, which closed in 2014, encompasses an area of 147 acres, and is within the Montgomery Village/Airpark Policy Area of Montgomery County, Maryland. Monument Realty, the Applicant, proposes to redevelop the site as six (6) distinct development areas, which are generally delineated by the existing roadway network and the Pepco-Exelon transmission line, to include a total of 456 townhouses and 32 single-family detached units (488 total units). Access to the development areas would be generally provided via Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Stewartown Road would be extended west to Watkins Mill Road as part of the overall development. A reduction of the site plan is provided on Figure 1-2. This LATR and TPAR study was conducted in accordance with the Maryland-National Park and Planning Commission’s (M-NCPPC) LATR and TPAR Guidelines published in January 2013, and Resolution No. 17-601 adopted November 13, 2012. The scope of this LATR and TPAR was established in consultation with M-NCPPC staff. A copy of the scoping agreement signed by M-NCPPC staff dated May 11, 2016 is included in Appendix A. Tasks undertaken in this study include the following:
1. Review of the project development plans, previous traffic studies conducted in the area, the Montgomery Village Master Plan, and other background data.
2. A field reconnaissance of existing roadways and pedestrian infrastructure,
intersection geometrics, traffic controls, and speed limits.
3. Coordination with M-NCPPC staff through a scoping process to identify the formal requirements of this LATR/TPAR study.
4. Collection of existing bicycle, pedestrian, and vehicular turning movement counts at 18 off-site intersections on a typical weekday from 6:30 to 9:30 AM and from 4:00 to 7:00 PM, based on the M-NCPPC LATR Guidelines.
5. Analysis of existing critical lane volumes (CLVs) at each of the study intersections.
6. Forecast background future traffic volumes based on existing traffic counts, diverted
trips resulting from the Watkins Mill Road interchange, and traffic forecasted to be generated by three (3) pipeline developments.

7. Calculation of background CLVs at each study intersection based on background
traffic forecasts, existing traffic controls, and existing intersection geometrics.
8. Estimation of the number of weekday AM and PM peak hour trips generated by the proposed project uses based on standard M-NCPPC trip generation rates.
9. The determination of the directional distribution of the site-generated trips based
on M-NCPPC procedures.
10. Forecast total future traffic volumes based on background traffic forecasts, diverted trips resulting from the extension of Stewartown Road, and site trip assignments.
11. Calculation of total future CLVs at each study intersection based on total future
traffic forecasts, existing traffic controls, and future intersection geometrics. If necessary, identification of road improvements needed to mitigate site traffic.
12. Preparation of a pedestrian and bicycle statement in accordance with the LATR and
TPAR Guidelines.
13. Preparation of a Transportation Policy Area Review. Sources of data for this analysis included the M-NCPPC’s January 2013 Local Area Transportation Review and Transportation Policy Area Review Guidelines; traffic counts conducted by Wells + Associates; the Maryland State Highway Administration (MSHA); Torti Gallas and Partners; VIKA Maryland, LLC; and Monument Realty. The conclusions of this LATR and TPAR study are as follows:
1. The site is planned to be developed with a total of 456 residential townhouses and 32 single-family detached units divided into six (6) development areas that are located within the Montgomery Village/Airpark Policy Area. Regional access is provided by Frederick Avenue (MD 355) and Interstate 270 and local access provided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road.
2. All of the study area intersections currently operate within the acceptable
congestion standard of 1,425 CLV during the weekday AM and PM peak hours.
3. Three (3) pipeline development projects within the vicinity would generate 558 AM peak hour trips and 332 PM peak hour trips, upon completion.
4. Under future conditions without the Project, with the pipeline developments, and
with diverted existing trips resulting from the construction of the Watkins Mill Road interchange at Interstate 270, all intersections in the study area would continue to operate at acceptable CLVs (below 1,425), during both the AM and PM peak hours.

5. The redevelopment of the site consisting of 456 townhouses and 32 single-family detached units would generate 250 AM peak hour trips and 414 PM peak hour trips upon completion.
6. The results of the total future analyses that include pipeline development, diverted
trips resulting from the planned Watkins Mill Road interchange at I-270, diverted trips resulting from the extension of Stewartown Road, and the new site-generated trips indicate that all intersections in the study area would continue to operate at acceptable CLVs during both the AM and PM peak hours, without the need for additional improvements. Each of the site entrances would also operate at acceptable CLVs.
7. A review of the pedestrian crossing times indicates that, for some legs at several of the study intersections, the pedestrian crossing times are not adequate when considering the “flashing don’t walk” times. The legs that are identified as inadequate would require further review by MCDOT to determine if additional crossing time can or should be added.
8. The Project is located within the Montgomery Village/Airpark Policy Area of
Montgomery County. If developed today, sites located in this Policy Area are required to pay the transportation impact tax that equals 25 percent of the Department of Permitting Service’s development impact tax. If required, this payment is due at the time of building permit.

SECTION 2 BACKGROUND INFORMATION Public Road Network Existing Network. Regional access to the Project is provided by Frederick Avenue (MD 355) and Interstate 270. Local access is provided Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Existing intersection lane use and traffic controls at key intersections in the site vicinity are shown on Figure 2-1. Montgomery Village Avenue is a four-lane median-divided roadway that extends from Wightman Road to Interstate 270, where a full-movement interchange is provided. West of Interstate 270, Montgomery Village Avenue becomes Quince Orchard Road. This roadway serves traffic from both the north and south towards the Bloom Montgomery Village site. Sidewalks are provided along both sides of the roadway through the study area, and crosswalks are provided at all legs of the intersections with Centerway Road, Club House Road, Apple Ridge Road, and Wightman Road. Crosswalks are also provided on the northern and eastern legs of the intersection with Arrowhead Road. Montgomery Village Avenue has a posted speed limit of 35 mph. Watkins Mill Road is a north-south, two-lane arterial road located to the west of Montgomery Village Avenue. It serves as the western boundary for this study. Per the Montgomery Village Master Plan, portions of this road—including north of Apple Ridge Road and between Millstream Drive and Club Lake Road—provide shared-use paths, which allow convenience for bicyclists. Sidewalks are provided along both sides of the roadway through the study area, and crosswalks are provided at all legs of the intersection with Apple Ridge Road. Crosswalks are also provided on the northern and eastern legs of the intersection with Club House Road. A grade separated interchange with Interstate 270 is planned, with construction anticipated to begin in summer 2017. Reassignments of existing traffic are included within this study as a consideration of the interchange installment. The posted speed limit is 35 mph. Goshen Road is a north-south, two-lane major highway road located to the east of Montgomery Village Avenue. It serves as the eastern boundary for this study. This road intersects with Wightman Road, Rothbury Drive, Stewartown Road, and Centerway Road which are pertinent to the study. Sidewalks are not provided for much of this corridor; however, a sidewalk is present along the west side of the roadway between Centerway Road and Farmingham Drive as well as the west side of the roadway from Rothbury Drive to Wightman Road. Crosswalks are provided along the northern and western legs of the intersection with Wightman Road, the northern and western legs of the intersection with Rothbury Drive, and along all legs of the intersection with Centerway Road. The posted speed limit is 35 mph. Arrowhead Road is a northwest-southeast, two-lane roadway extending from Montgomery Village Avenue to Frostburg Way. West of Montgomery Village Avenue, the roadway is named Shadow Oak Drive. Arrowhead Road has a signalized intersection with

Montgomery Village Avenue. At the stop-controlled intersection with Rothbury Drive, Arrowhead Road has a separate left-turn lane in the southbound direction. Sidewalks are provided on the east side of Arrowhead Road. The posted speed limit on Arrowhead Road is 25 mph. Rothbury Drive is an east-west roadway, extending from Arrowhead Road to Goshen Road. East of Goshen Road, the roadway is called Green Run Way. Sidewalks are provided on both the sides of the road west of Goshen Road. Crosswalks are located on the western and northern legs of the signalized study intersection with Goshen Road. The posted speed limit is 30 mph. Apple Ridge Road is an east-west, two-lane primary residential street that extends from a residential community west of Watkins Mill Road to Montgomery Village Avenue. Sidewalks are provided along both sides of the roadway through the study area. The posted speed limit is 25 mph. Wightman Road is an east-west, two-lane arterial road that intersections with Goshen Road and Montgomery Village Avenue. This road is located along the northern boundary of the study area. East of the intersection with Goshen Road, the road is identified as Snouffer School Road. Sidewalks are provided along the north side of the roadway within the study area. At the intersection with Montgomery Village Avenue, channelized islands are provided for right-turn movements and crosswalks are provided along all legs of the intersection. At the intersection with Goshen Road, crosswalks are provided along the northern and western legs. The posted speed limit is 35 mph. Stewartown Road is an east-west, two-lane minor arterial road that between Goshen Road and Montgomery Village Avenue. Per the approved and adopted Montgomery Village Master Plan, dated March 2016, this road has been proposed to extend from Montgomery Village Avenue to Watkins Mill Road as a two-lane minor arterial with a 56-foot minimum right-of-way. Reassignments area included within this study as a consideration of the roadway extension. Sidewalks are provided on the south side of the existing roadway within the study area. Per the Master Plan, the sidewalk would be reclassified as a shared-use path, and would continue along the new section between Montgomery Village Avenue and Watkins Mill Road. The posted speed limit is 25 mph. Centerway Road is an east-west, four-lane arterial road that extends from the Montgomery Village Center (immediately west of Montgomery Village Avenue) to Snouffer School Road. Sidewalks are provided along the north side of the roadway within the study area, and along the south side of the roadway from Montgomery Village Avenue to Club House Road. The posted speed limit is 35 mph. Club House Road is an east-west, two-lane business street that extends from Watkins Mill Road to Centerway Road. Sidewalks are provided along the north and south sides of the roadway within the study area. The posted speed limit is 30 mph.

Site Access Concept
The site redevelopment will be comprised of six (6) distinct development areas. Local access will be provided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and Stewartown Road. Direct vehicular access to each development area varies, and the specifics for each area are described as follows. Access to development Area One (1), which will include up to 120 townhouses, is proposed via a full-movement entrance opposite Brassie Place on the west side of intersection with Montgomery Village Avenue. Development Area Two (2), which will include up to 13 single-family detached units and 52 townhouses, will be accessed from the extended segment of Stewartown Road that will be constructed from Montgomery Village Avenue to Watkins Mill Road. Stewartown Road will intersect Watkins Mill Road opposite Crested Iris Drive. Development Area Three (3), which will include up to 19 single-family detached units and 24 townhouses, will include access via a right-in/right-out entrance on the west side of Montgomery Village Avenue south of Duffer Way and north of Greenside Terrace, and a right-in/right-out entrance on the west side of Montgomery Village Avenue south of Meadowcroft Lane and north Duffer Way. Development Area Four (4), which will include up to 94 townhouses, will have access via a full-movement entrance opposite Meadowcroft Lane at the intersection with Montgomery Village Avenue, a right-in/right-out access on the east side of Montgomery Village Avenue south of Duffer Way and north of Greenside Terrace, a full-movement entrance opposite Rothbury Drive at the intersection with Arrowhead Road, and inter-parcel access with a road connection that serves Development Area Five (5). In addition to the inter-parcel access connecting to Development Area Four (4), Development Area Five (5), which will include up to 85 townhouses, will have access via a full-movement entrance on the north side of Stewartown Road to the east of the intersection with Montgomery Village Avenue. Development Area Six (6), which will include up to 81 townhouses, will have access via a right-in/right-out access on the east side of Montgomery Village Avenue south of the intersection with Stewartown Road and north of the intersection with Greenside Terrace, as well as a full-movement access on the south side of Stewartown Road. The proposed design integrates the redevelopment of the golf course within the adjacent residential community and creates a connected street and pedestrian network by utilizing existing roadway intersections and the future extension of Stewartown Road.

Study Area Definition
The LATR and TPAR Guidelines specify the size of the study area based on anticipated site trip generation for the proposed 456 townhouses and 32 single-family detached units. The Project is anticipated to generate 250 AM peak hour and 414 PM peak hour trips, when fully developed, as described in detail later in this report. The study area includes a minimum of two (2) signalized intersections in all directions from the site driveways in accordance with the LATR and TPAR Guidelines and confirmed by M-NCPPC staff. The following study intersections were specified by M-NCPPC staff:

Non-Auto Facilities and Services
Existing Facilities and Services. Montgomery Village, in the vicinity of the site, is served by RideOn, a bus service which offers an alternative to the private automobile.

RideOn. The subject area is served by RideOn routes 58, 59, 60, 64, and 65, with stops along Montgomery Village Avenue, Club House Road, Apple Ridge Road, Arrowhead Road, Rothbury Drive, Wightman Road, Centerway Road, Watkins Mill Road, and Goshen Road. Bicycle Facilities. Currently, there is a limited presence of existing bicycle facilities within the study area. Portions of Watkins Mill Road—including to the north of Apple Ridge Road and between Millstream Drive and Club Lake Road—presently have shared-use paths. A shared-use path also exists along Montgomery Village Avenue south of the intersection with Centerway Road. Per the Montgomery Village Master Plan, additional shared-use paths, bike lanes, and separated bike lanes are proposed for various roads throughout the study area. Existing Traffic Counts
Overview. Existing vehicular and pedestrian/bicycle traffic counts were conducted by Wells + Associates at the off-site study intersections. These counts were conducted on Wednesday, April 27, 2016; Thursday, April 28, 2016; and Wednesday, October 27, 2016 when Montgomery County public schools were in session, from 6:30 to 9:30 AM and from 4:00 to 7:00 PM, in accordance with the LATR and TPAR Guidelines. The vehicular traffic counts are presented in Appendix B and summarized on Figure 2-2. The pedestrian and bicycle traffic counts are presented in Appendix C. Pedestrian counts are summarized on Figure 2-3 and the bicycle counts are summarized on figure 2-4. Public Road Trips. North of Stewartown Road, Montgomery Village Avenue presently carries 1,344 weekday AM peak hour trips and 1,407 weekday PM peak hour trips. South of Stewartown Road, Montgomery Village Avenue presently carries 1,375 weekday AM peak hour trips and 1,400 weekday PM peak hour trips. North of Apple Ridge Road, Montgomery Village Avenue presently carries 1,460 weekday AM peak hour trips and 1,496 weekday PM peak hour trips. South of Apple Ridge Road, Montgomery Village Avenue presently carries 1,212 AM peak hour trips and 1,187 PM peak hour trips. Apple Ridge Road presently carries 799 weekday AM peak hour trips and 781 weekday PM peak hour trips west of Montgomery Village Avenue. Hob Hill Way presently carries 53 weekday AM peak hour trips and 28 weekday PM peak hour trips east of Montgomery Village Avenue. Arrowhead Road presently carries 377 weekday AM peak hour trips and 508 weekday PM peak hour trips east of Montgomery Village Avenue. As shown on Figure 2-3, the study intersection with the greatest volume of peak hour pedestrians was Watkins Mill Road/Club House Road, with 115 pedestrians crossing during the AM peak hour and 41 pedestrians crossing during the PM peak hour.

SECTION 3 LOCAL AREA TRANSPORTATION REVIEW (LATR) Overview This section presents a Local Area Transportation Review (LATR), which was conducted in accordance with the 2013 LATR and TPAR Guidelines. It includes: a listing of applicable congestion standards; analyses of existing critical lane volumes (CLVs); a summary of site trip generation projections; analyses of future CLVs without and with the site development; and a pedestrian statement. Congestion Standard
The study intersections are in the Montgomery Village/Airpark Policy Area of Montgomery County. The congestion standard in the Montgomery Village/Airpark Policy Area is 1,425, per the LATR and TPAR Guidelines. Site traffic impacts must be mitigated in cases where the existing or projected critical lane volume exceeds these standards.
Existing Intersection Critical Lane Volumes
Existing peak hour critical lane volumes were estimated at the 18 off-site study intersections shown on Figure 3-1 and were based on the existing lane usage and traffic control shown on Figure 2-1, the existing vehicular traffic counts shown on Figure 2-2, and M-NCPPC’s critical lane volume intersection capacity analysis procedure. The results are presented in Appendix D and summarized in Table 3-1. Table 3-1 indicates that all of the study intersections currently operate within the congestion standard of 1,425 CLV during the weekday AM and PM peak hours. The highest CLV was observed at the Centerway Road/Goshen Road intersection during both the AM peak hour and the PM peak hour. Planned Road Improvements
Watkins Mill Road Interchange
One (1) major roadway improvement is planned within the site vicinity and was considered in this study. A new full-movement interchange is planned for Watkins Mill Road at Interstate 270, with construction anticipated to begin in summer 2017. Adjustments to existing traffic along Montgomery Village Avenue were made based on a 2002 traffic analysis prepared by the State Highway Administration (SHA). This study included an estimate of the approximate number of vehicles that would be diverted from Montgomery Village Avenue to Watkins Mill Road because of the future planned Watkins

Mill Road interchange. Based on this study, approximately 5,700 daily vehicles were estimated to be diverted from Montgomery Village Avenue to alternative roadways connecting to Watkins Mill Road. Incorporating the assumptions from the LATR/TPAR study for Montgomery Village Golf Club – Area 4, the percentage of AM peak hour trips that would be diverted from Montgomery Village Avenue to Watkins Mill Road represents 10 percent of the Average Daily Traffic (ADT), whereas 12.5 percent of the ADT would be diverted during the PM peak hour. These percentages were applied to the 5,700 daily vehicles, resulting in 570 diverted AM peak hour trips and 712 diverted PM peak hour trips. It was assumed that approximately one-half of these trips would be diverted to roadways north of Midcounty Highway, including Apple Ridge Road, Club House Road, and Stedwick Road (which is south of the study area.) Thus, these diverted trips were applied to the study intersections based on their link volumes and turning movement counts. Figure 3-2 shows the estimated diverted trips for the study intersections. Pipeline Developments
The following three (3) pipeline developments (approved or planned and within the area surrounding the site) were identified by M-NCPCC during the scoping process for inclusion in this LATR study:
1. Montgomery Village Market Place 2. Webb Tract 3. Reserve Business Center
The location of each of the pipeline developments is shown on Figure 3-3. The number of peak hour trips that will be generated by the three (3) pipeline projects was based on previously approved studies. As shown in Table 3-2, it is estimated that the pipeline developments would generate a total of 558 AM peak hour trips and 332 PM peak hour trips, upon completion. Peak hour trip assignments for the pipeline developments were based on the distributions and assignments that were assumed in each of the respective developments’ previously approved studies. The resulting traffic assignments are summarized on Figure 3-4.

Background Traffic Forecasts The diverted Watkins Mill Road trips shown on Figure 3-2 and the trips generated by the pipeline development shown on Figure 3-4 were added to counts of existing traffic as shown on Figure 2-2 to yield the future background traffic volumes shown on Figure 3-5.
Background Future Intersection Critical Lane Volumes Future peak hour critical lane volumes, without the Project, were estimated at the study intersections in the study area shown on Figure 3-1 and were based on the existing lane usage and traffic control shown on Figure 2-1, the background traffic forecasts shown on Figure 3-5, and the CLV intersection capacity analysis procedure, in accordance with M-NCPPC guidelines. The results are summarized in Table 3-1 and presented in Appendix E. Table 3-1 indicates that all intersections in the study area would continue to operate at a CLV of less than 1,425 during both the AM and PM peak hours. Similar to existing conditions, the maximum CLV’s would be anticipated at the Centerway Road/Goshen Road intersection during both the AM and PM peak hours. Proposed Road Improvements
Stewartown Road Extension
As part of the site development, new road connections to public streets will be constructed, providing alternative travel routes. Specifically, Stewartown Road, that is currently aligned in an east-west direction between Goshen Road and Montgomery Village Avenue, would be extended west from Montgomery Village Avenue and intersect with Watkins Mill Road at Crested Iris Drive. The Montgomery Village Master Plan states that Stewartown Road from Watkins Mill Road to Montgomery Village Avenue would be classified as a two-lane, minor arterial with a 56-foot minimum right-of-way. Adjustments to existing traffic were assessed for turning movements along Montgomery Village Avenue at the intersections of Apple Ridge Road, Stewartown Road, and Club House Road. A portion of existing southbound left turns, northbound right turns, or westbound left or right turns at the Montgomery Village Avenue/Stewartown Road intersection were diverted to the future intersection of Stewartown Road with Watkins Mill Road/Crested Iris Drive. In addition, a portion of existing northbound left turns at the Montgomery Village Avenue/Club House Road intersection and southbound right turns at the Montgomery Village Avenue/Apple Ridge Road intersection were diverted to the Montgomery Village Avenue/Stewartown Road intersection. Figure 3-6 shows the estimated diverted trips for the study intersections.

Site Trip Generation
As previously mentioned, the site redevelopment would be divided into six (6) distinct development areas that will be built in phases. Each development area has a unique development program, proximity to specific roadways, and proposed points of access. The vehicle trips expected to be generated by the Bloom Montgomery Village site were estimated based on LATR trip generation rates. The Project would include a total of up to 456 townhouses and 32 single-family detached units. As shown in Table 3-3, this development would generate 250 (46 in and 204 out) AM peak hour trips, and 414 (276 in and 138 out) PM peak hour trips, upon completion of all six (6) development areas. Trip Distribution
The distribution of peak hour trips generated by the proposed uses of the Project was determined based on the Trip Distribution and Traffic Assignment Guidelines published in the LATR and TPAR Guidelines. Unique distributions were established for each of the six (6) development areas based on the proposed points of access (including the extension of Stewartown Road) as well as proximity to specific roadways. The following directions of approach for each of the development areas were calculated:

Site Access Improvements
The following improvements are planned at each of the site entrances and future road connections:
1. Watkins Mill Road/Crested Iris Drive/Stewartown Road Construct a separate southbound left turn lane on Watkins Mill Road,
removing the existing median island. Stripe crosswalks along each of the four legs of the intersection.

Provide single lanes for inbound and outbound traffic on the east leg of Stewartown Road.
2. Montgomery Village Avenue/Meadowcroft Lane/Area 4 Site Entrance Construct a separate southbound left turn lane on Montgomery Village
Avenue using space in the existing median. Provide single lanes for inbound and outbound traffic.
3. Montgomery Village Avenue/Area 3 Site Right-In/Right-Out Entrance (North)
Provide single lanes for inbound and outbound traffic.
4. Montgomery Village Avenue/Area 3 Site Right-In/Right-Out Entrance (South) Provide single lanes for inbound and outbound traffic.
5. Montgomery Village Avenue/Area 4 Site Right-In/Right-Out Entrance
Provide single lanes for inbound and outbound traffic.
6. Montgomery Village Avenue/Stewartown Road Construct a separate northbound left turn lane on Montgomery Village
Avenue by removing a portion of the existing median. Provide single lanes for inbound and outbound traffic on the west leg of
Stewartown Road.
7. Montgomery Village Avenue/Area 6 Site Right-In/Right-Out Entrance Provide single lanes for inbound and outbound traffic.
8. Montgomery Village Avenue/Brassie Place/Area 1 Site Entrance
Provide single lanes for inbound and outbound traffic. Retain existing northbound left turn lane.
9. Arrowhead Road/Rothbury Drive/Site Entrance
Provide single lanes for inbound and outbound traffic. A separate northbound left turn lane is not proposed on Arrowhead Road
since it would require the elimination of curbside parking and would serve few vehicles.
10. Stewartown Road/Area 5 Site Entrance
Provide single lanes for inbound and outbound traffic. Separate westbound right turn lane or eastbound left turn lane are not
proposed due to the low number of peak hour vehicles turning from either direction.
11. Stewartown Road/Area 6 Site Entrance
Provide single lanes for inbound and outbound traffic.

The future study area is shown on Figure 3-7 and the future lane use is shown on Figure 3-8. Total Future Traffic Forecasts
The trips generated by the proposed 456 townhouses and 32 single-family detached units (separated into the six development areas) were assigned to the public road network according to the directional distribution of each development area described above to and from the points of access for each respective site. The future study area depicting the public road network and future site access points is shown on Figure 3-7. The combined site-generated trip assignments with each of the development areas are shown on Figure 3-9. The diverted trips from the Stewartown Road extension shown on Figure 3-6 and the proposed site trips shown on Figure 3-9 were added to the background traffic volumes shown on Figure 3-5 to yield the total future traffic forecasts shown on Figure 3-10. Total Future Intersection Critical Lane Volumes
Future peak hour critical lane volumes, with the completed Project, were estimated at the study intersections and site driveways in the future study area shown on Figure 3-7 and were based on the future lane usage and traffic control shown on Figure 3-8, the total future traffic forecasts shown on Figure 3-10, and the CLV intersection capacity analysis procedure, in accordance with M-NCPPC guidelines. The results are summarized in Table 3-1 and presented in Appendix F. The results of the total future analyses indicate that all of the intersections in the study area would continue to operate at a CLV of less than 1,425 during both the AM and PM peak hours, without further improvements. The highest CLV would be anticipated at the Centerway Road/Goshen Road during the AM peak hour (CLV of 1,154) and the PM peak hour (CLV of 1,319). In addition, each of the site driveways would operate within acceptable standards during the AM and PM peak hours with the full development of the site. A separate southbound left-turn lane is proposed for Montgomery Village Avenue at the intersection with Meadowcroft Lane for the site access to development Area 4 of the site.

SECTION 4 PEDESTRIAN AND BICYCLE IMPACT STATEMENT
This pedestrian statement discusses the safe and efficient pedestrian access and circulation to and within the site as well as identifying bus service in the site vicinity. Figure 4-1 shows the sidewalk network, accessible ramps, marked crosswalks, pedestrian equipment at signalized intersections, and RideOn bus stops within the study area. An inventory of pedestrian, bicycle, and transit facilities is discussed below. Sidewalks
Sidewalks are provided along various streets in the study area. Along Watkins Mill Road, a sidewalk is provided along both the east and west sides of the street through the study area. For a portion of the west side of Watkins Mill Road that extends from Millstream Drive to Club Lake Road, a shared-use path is provided. Along Montgomery Village Avenue, a sidewalk is provided along both the east and west sides of the street through the study area. North of Wightman Road, a sidewalk is provided along the west side of Pleasant Ridge Drive, but absent along the east side of the street. Along Goshen Road, a sidewalk is sporadically provided and generally absent. However, a sidewalk is present along the west side of the roadway between Centerway Road and Farmingham Drive as well as the west side of the roadway from Rothbury Drive to Wightman Road. North of Wightman Road, a sidewalk is provided along the east side of Goshen Road. Along Wightman Road and Snouffer School Road, a sidewalk is provided along the north side of the roadway within the study area, but is absent on the south side of the street. On Arrowhead Road, a sidewalk is provided along the east side of the street, but is absent along the west side. A sidewalk is provided on both sides of Rothbury Drive, but is absent for a portion of the south side that is between Arrowhead Road and Spur Hill Drive. Along Apple Ridge Road, sidewalks are generally provided along both sides of the roadway through the study area, although a sidewalk is absent on the south side of the street immediately west of the intersection with Montgomery Village Avenue. On Stewartown Road, sidewalks are currently provided on the south side of the roadway within the study area. On Centerway Road, a sidewalk is provided along the north side of the roadway within the study area, and along the south side of the roadway from Montgomery Village Avenue to Club House Road. Pedestrian Crossings
Pedestrian crossing distances and signal timings at each of the signalized intersections were reviewed to determine if sufficient timing is provided for a pedestrian to cross the respective road at a walking speed of 3.5 feet per second. Traffic signal timing plans were obtained from Montgomery County Department of Transportation (MCDOT).

The crossing times were reviewed for the “walk” and “flashing don’t walk” indicators. The “don’t walk” indicator illuminates when the respective green cycle changes to amber. The pedestrian then has the amber and all-red phase of the cycle to complete the crossing (approximately an additional five (5) to seven (7) seconds.) Of the 18 off-site study intersections, ten (10) are signalized and provide for signalized pedestrian crossings. Evaluations of the pedestrian crossing times at the signalized study intersections were conducted based on the existing intersection geometry and traffic signal timing information provided by the MCDOT. Table 4-1 presents a summary of the crossing distances for each leg of the study intersections as well as the required crossing times and the provisions of crossing time for those legs. A detailed summary of the pedestrian crossings for each intersection is provided in the following paragraphs. Watkins Mill Road/Apple Ridge Road. Pedestrian crossings are provided at the north, south, east, and west legs of this intersection. The traffic signal timings indicate that adequate “Flashing Don’t Walk” time is provided for each leg of the intersection. The crosswalk markings along each leg are faded. Pedestrian cross push buttons are provided where signal heads are provided. There are ADA ramps on every corner for this intersection. Watkins Mill Road/Club House Road. Pedestrian crossings are provided at the north and east legs of this intersection. The traffic signal timings indicate that adequate “Flashing Don’t Walk” time is provided for each leg of the intersection. The crosswalk markings along each leg are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are present on each corner of the intersection, except for the southwest corner. Montgomery Village Avenue/Wightman Road. Crosswalks between channelized islands and the northeast, southeast, southwest, and northwest corners of the intersection are provided, but not controlled by pedestrian signals. The traffic signal timings indicate that adequate “Flashing Don’t Walk” time is available for pedestrians to cross within the crosswalk of the eastern leg that is between the channelized islands in the northeast and southeast corners of the intersection. Adequate “Flashing Don’t Walk” time is also available for pedestrians to cross within the crosswalk of the western leg of the intersection that is between the channelized islands in the northwest and southwest corners of the intersection. The “Flashing Don’t Walk” time that is provided for the north and south legs of the intersection is inadequate for crossing. All crosswalk markings are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are provided on all corners of the intersection, including those for each of the channelized islands as well as for the median within the south leg of the intersection. Montgomery Village Avenue/Arrowhead Road. Pedestrian crossings are provided at the north and east legs of this intersection. However, a pedestrian indication is only provided for the north leg of the intersection. The traffic signal timings indicate that the “Flashing Don’t Walk” time that is provided for the north leg of the intersection is inadequate for crossing. Montgomery Village Avenue/Centerway Road. Pedestrian crossings are provided at the north, south, east, and west legs of this intersection. The traffic signal timings indicate that adequate “Flashing Don’t Walk” time is provided for all legs of the intersection. The crosswalk markings along each leg are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are provided on each corner of the intersection as well as on the median within the south leg of the intersection. Goshen Road/Snouffer School Road. Pedestrian crossings are provided at the north and west legs of this intersection. The traffic signal timings indicate that the “Flashing Don’t Walk” time that is provided for the north leg of the intersection is inadequate for crossing. The “Flashing Don’t Walk” time that is provided for the west leg of the intersection is adequate for crossing. The crosswalk markings along each leg are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are present on all corners of the intersection except for the southeast corner. Goshen Road/Rothbury Drive. Pedestrian crossings are provided at the north and west legs of this intersection. The traffic signal timings indicate that the “Flashing Don’t Walk” time that is provided for the west leg of the intersection is inadequate for crossing. The “Flashing Don’t Walk” time that is provided for the north leg of the intersection is adequate for crossing. The crosswalk markings along each leg are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are present on all corners of the intersection except for the southeast corner. The ramp in the northeast corner of the intersection does not connect with any sidewalk. Centerway Road/Goshen Road. Pedestrian crossings are provided at the north, south, east, and west legs of this intersection. The traffic signal timings indicate that adequate “Flashing Don’t Walk” time is provided for all legs of the intersection, except for the south

leg of the intersection which has inadequate crossing time. The crosswalk markings along each leg are visible. Pedestrian cross push buttons are provided where signal heads are provided. ADA ramps are located on all the corners of the intersection. The ramp on the southwest corner of the intersection does not connect to additional sidewalk. These results indicate that, for some legs at several of the study intersections, the pedestrian crossing times are not adequate when only considering the “flashing don’t walk” times. The legs that are identified as inadequate would require further review by MCDOT to determine if additional crossing time can or should be added. Bicycle Facilities
Portions of Watkins Mill Road—including to the north of Apple Ridge Road between Millstream Drive and Club Lake Road—presently have shared-use paths. A shared-use path also exists along Montgomery Village Avenue south of the intersection with Centerway Road. Per the Montgomery Village Master Plan, additional shared-use paths, bike lanes, and separated bike lanes are proposed for various roads through the study area. Apple Ridge Road is planned for the striping of on-street bike lanes from Watkins Mill Road to Montgomery Village Avenue. Watkins Mill Road from Apple Ridge Road to the future extension of Midcounty Highway is planned to include the construction of a shared-use path and designation as a signed shared roadway. Goshen Road from Warfield Road to Odendhal Avenue is planned for the construction of a shared-use path as well as the striping of on-street bike lanes. The existing shared-use path on the east side of Montgomery Village Avenue would be extended northward to Wightman Road. With the extension of Stewartown Road from Montgomery Village Avenue to Watkins Mill Road, the construction of a shared-use path from Watkins Mill Road to Goshen Road is planned for the south side of the street. Shared-use paths are also planned for Centerway Road from Goshen Road to Montgomery Village Avenue as well as for Wightman Road from Goshen Road to Brink Road. Transit Facilities
The Project is served by RideOn routes 58, 59, 60, 64, and 65, with stops along Montgomery Village Avenue, Club House Road, Apple Ridge Road, Arrowhead Road, Rothbury Drive, Wightman Road, Centerway Road, Watkins Mill Road, and Goshen Road. Route 58 connects passengers to the Shady Grove Metrorail station on the Red Line. Specifically, route 58 operates between Shady Grove station and Lakeforest Mall, with service provided Monday through Friday from 4:45 AM to 10:31 PM. Saturday and Sunday service is also provided from 6:40 AM to 9:08 PM and from 7:10 AM to 7:58 PM, respectively.

Route 59 connects passengers from the Montgomery Village Center to Rockville Metrorail station on the Red Line, via a stop at the Shady Grove Metrorail station. Service is provided Monday through Friday from 4:49 AM to 1:40 AM. Saturday and Sunday service is also provided from 5:17 AM to 1:20 AM. Route 60 connects passengers from the Montgomery Village Center to the Shady Grove Metrorail station. Service is provided Monday through Friday from 5:15 AM to 9:12 AM towards Shady Grove, and from 3:35 PM to 7:59 PM towards Montgomery Village. Route 64 connects passengers from the Montgomery Village Center to the Shady Grove Metrorail station. Service is provided Monday through Friday from 4:50 AM to 10:44 PM. Saturday and Sunday service is also provided from 6:45 AM to 9:49 PM and from 6:55 AM to 9:02 PM, respectively. Route 65 connects passengers from the Montgomery Village Center to the Shady Grove Metrorail station. Service is provided Monday through Friday from 5:55 AM to 9:19 AM towards Shady Grove, and from 4:15 PM to 7:44 PM towards Montgomery Village. Information regarding each bus route is provided in Appendix G. Street Light Inventory
An inventory of existing streetlights was conducted in the study area. Street lights are provided at each of the study intersections and at other intersections within the study area.

SECTION 5 TRANSPORTATION POLICY AREA REVIEW (TPAR) Overview This section presents an area-wide transportation test, a Transportation Policy Area Review (TPAR). TPAR evaluates the transit adequacy of a policy area through coverage, peak headway, and span of service and roadway adequacy based on vehicle miles traveled through a comparison of free-flow speed versus forecasted travel speed over a 10-year period. TPAR is evaluated for each development proposal based on the development’s policy area and the type of development proposed. The TPAR requirements for adequate public facilities under the Subdivision Staging Policy will be satisfied by making TPAR payments if any are required under the current 2012-2016 Subdivision Staging Policy. Required Mitigation (TPAR Payment) The Project is located within the Montgomery Village/Airpark Policy Area of Montgomery County. If developed today, sites located within the Montgomery Village/Airpark Policy Area are required to pay the transportation impact tax that equals 25 percent of the Department of Permitting Service’s development impact tax, per the LATR/TPAR Guidelines. If required, this payment is due at the time of building permit. Since this area is adequate for the roadway test but inadequate for the transit test, the Project would be required to contribute a TPAR mitigation payment equal to 25 percent of the transportation impact tax.

SECTION 6 CONCLUSIONS
The conclusions of this LATR and TPAR study are as follows:
1. The site is planned to be developed with a total of 456 residential townhouses and 32 single-family detached units divided into six (6) development areas that are located within the Montgomery Village/Airpark Policy Area. Regional access is provided by Frederick Avenue (MD 355) and Interstate 270 and local access provided by Montgomery Village Avenue, Watkins Mill Road, Rothbury Drive via Goshen Road, and the extended Stewartown Road.
2. All of the study area intersections currently operate within the acceptable
congestion standard of 1,425 CLV during the weekday AM and PM peak hours.
3. Three (3) pipeline development projects within the vicinity would generate 558 AM peak hour trips and 332 PM peak hour trips, upon completion.
4. Under future conditions without the Project, with the pipeline developments, and
with diverted trips resulting from the construction of the Watkins Mill Road interchange at Interstate 270, all intersections in the study area would continue to operate at acceptable CLVs (below 1,425), during both the AM and PM peak hours.
5. The redevelopment of the site consisting of 456 townhouses and 32 single-family
detached units would generate 250 AM peak hour trips and 414 PM peak hour trips upon completion.
6. The results of the total future analyses that include pipeline development, diverted
trips resulting from the planned Watkins Mill Road interchange at I-270, diverted trips resulting from the extension of Stewartown Road, and the new site-generated trips indicate that all intersections in the study area would continue to operate at acceptable CLVs during both the AM and PM peak hours, without the need for additional improvements. Each of the site entrances would also operate at acceptable CLVs.
7. A review of the pedestrian crossing times indicates that, for some legs at several of the study intersections, the pedestrian crossing times are not adequate when considering the “flashing don’t walk” times. The legs that are identified as inadequate would require further review by MCDOT to determine if additional crossing time can or should be added.
8. The Project is located within the Montgomery Village/Airpark Policy Area of
Montgomery County. If developed today, sites located in this Policy Area are required to pay the transportation impact tax that equals 25 percent of the Department of Permitting Service’s development impact tax. If required, this payment is due at the time of building permit.

Proposed residential uses - Total of 459 single-family residential dwelling units: 28 single-family detached and 431 townhouses The site is situated on the former Montgomery Village Golf Club, which closed in 2014, and encompasses an area of 147 acres. The Master Plan explicitly recommends that the former golf course be redeveloped for residential uses. Specifically, the Plan recommends that Townhouse Low Density (TLD) and Commercial-Residential Neighborhood (CRN) Zones—in particular, CRN-0.5, C-0.0, R-0.5, H-65—be the designated zones for the site. A portion of the site is recommended for dedication to publicly accessible open space. The site would be divided into six development areas, which are generally delineated by the existing roadway network and the Pepco-Exelon transmission line.
Vehicular access to the development would be generally provided via Montgomery Village Avenue, Watkins Mill Road, Goshen Road, and Stewartown Road (extended).

HOW TO RIDE A BUSCheck schedule for timepoint nearest your location. Wait at the blue and white RIDE ON bus stop sign. Arrive several minutes before scheduled time. Have exact fare ready (drivers do not make change).
• Not all stops are listed on a public timetable.
• If you are unfamiliar with your stop, sit or stand behind the line near the front of the bus and ask the bus driver to notify you when your stop is approaching.
• Ask the bus driver if you are not sure if the bus goes to your stop.
• If you have internet access (at home or somewhere else, such as a public library), it may be easier for you to use an online trip planner rather than a paper timetable.
• Be mindful of changes in the schedule, for holidays or bad weather.
• Please observe the following rules for all patrons: No eating, drinking, or smoking.
• Electronic devices may be played with earphones set at low level.
HOW TO READ A TIMETABLE• Find the schedule for the day of the week and the direction
you wish to ride.
• Find the timepoints closest to your origin and destination. The timepoints are shown on the route map and indicate the time the bus is scheduled to be at the particular location. Your nearest bus stop may be between timepoints.
• Read down the column to see the times when a trip will be at the given timepoint. Read the times across to the right to see when the trip reaches other timepoints. If no time is shown, that trip does not serve that timepoint.
