1. To study, analyze and process the information from three world areas on international and multidisciplinary graduate programs in foreign language education
2. To synthesize the information into international and multidisciplinary curriculum frameworks (master’s and doctoral degrees) for Department of Education, Faculty of Education, Kasetsart University.
6 stakeholders (Executives of KU: Deans, Associate Deans Assistant and Vice Presidents)
1. Educational resources included foreign language education curriculums from three continents : North America, Asia, Australia.2. Interview form for the focus group discussion.

Data AnalysisData were analyzed using descriptive analysis and writing.
13 curriculums in Foreign Language Education and in Language, Culture and Literacy Education were collected from 12 universities in 7 countries of Asia, Australia and North America with one curriculum in Professional Education Training and Development.

The Findings
By searching the available online resources on the Internet, the information from the existing curriculums can be used to design and develop the graduate curriculums indifferent contexts and needs.
The sample course descriptions can be used to develop the new courses or improve the existing ones.
This model of curriculum development or improvement can be considered as best practices since the samples and resources were selected from well-known institutions.
Application of the Findings
1. Conducting the research on the development of the open educational resources for the developed graduate programs.
2. Conducting the research on the development of the open educational learning resources and open courseware resources to increase efficiency in the implementation of the curriculums using the contemporary ICT (Information and Communication Technology).

1) 10 experts: 5 on program evaluation and 5 on foreign language curriculum development and 25 related people: 10 committees and lecturers and 15 students in the program.
2) 10 administrators selected from 5 institutions (2 from each) as future stakeholders of the new developed program.

The Findings1) The Project was well managed and effective with some critical success factors
of the continuous improvement to be done as follows: The modernization of the curriculum to
step into ASEAN Community and the international challenge;
The semi-online learning management to be reorganized and developed: more time spending for experiences training, more flexible qualification for program candidates and more supporting factors for learning such as rooms and building and technology.
The Findings2) For the need analysis of the curriculum,
all 10 future stakeholders agreed with the following abilities of future graduates:
(1) to perform the assigned task; (2) to apply the academic knowledge on teaching and training curriculum development in work; (3) to analyze the information received; (4) to gather and synthesize the information;(5) to present the information; (6) to work with others; (7) to tackle problems in a more integrated way (8) to be ethical person
The effective management of courses and program was due to the best practices in cooperation of the three agencies, Faculty of Education, Faculty of Humanities of Kasetsart University and the IUFM of the University of Montpellier 2 in France.
The keys to success were the good relations of cooperation to one another on an equal basis that all higher education institutions can consider as model: Building good relation from any existing or arranging it prior to cooperate with the institutions abroad for the development of graduate curriculum projects and instruction.
