BDDA Board Meeting Minutes
January 14, 2015 The Downtown Development Authority of Blackman Charter Township held a regular Board meeting at 7:00 a.m., Wednesday, January 14, 2015 at Blackman Charter Township Meeting Hall at 1990 West Parnall Road. Members Present (8): Roger Auwers, Dan Decker, Don Hoadley, Pete Jancek, Phil Preston, Steve Shotwell, Debbie Simpson, and Greg Vogt. Members Absent (2): Kevin Ganton and Linda Tortorice. Others Present: Jack Ripstra, Township Engineer Staff: Amy Torres and Debbie Kelly, The Enterprise Group of Jackson; and Evelyn Markowski, Township Assessor. Chairman Jancek called the meeting to order at 7:02 a.m. Public Comment: None. Minutes of December 10, 2014: Chairman Jancek moved to approve the BDDA Annual Meeting Minutes of December 10, 2014, as presented, with Mr. Vogt supporting. Unanimously approved. BDDA Budget Report through December 31, 2014: Chairman Jancek shared that the BDDA Debt fund was closed after $208,620.26 was transferred to the BDDA Administration fund to pay off the water tower debt, as suggested by Dove & Hickey. Chairman Jancek moved to approve the BDDA Invoices totaling $565.00; 4th Quarter Reports ending December 31, 2014; and the BDDA Budget Reports, through December 31, 2014, with Mr. Auwers supporting. Unanimously approved by roll call vote. Approve Proposal to Act as Dissemination Agent with Bendzinski & Co.: Chairman Jancek noted that the proposal was included within the BDDA Board packets and added that the proposal had been reviewed and approved by Dove & Hickey, as well as Mr. White, Township Attorney. Chairman Jancek added that this is a new requirement and nothing has changed with the existing bond. In addition, Chairman Jancek mentioned that Bendzinski & Co. has served the BDDA and Township well and they do a good job. Chairman Jancek recommended approval of the proposal, as presented. Mr. Auwers moved to approve the Proposal to Act as Dissemination Agent with Bendzinski & Co., with Mr. Decker supporting.
Unanimously approved by roll call vote. Mr. Shotwell asked if the BDDA approves all charges as it relates to the fee of $1,000 per year for a five-year period as well as the hourly charge of $175 and Chairman Jancek replied that the BDDA Board would be asked to approve all invoices prior to payment. Chairman Jancek added that he neglected to mention the BDDA received an additional $31,275.73 refund from IRS Treasury due from 2013. BDDA and County Property: Chairman Jancek indicated that at the end of December, he and Ms. Markowski documented progress with photographs at the former Avalon for tax purposes. Chairman Jancek noted that they are approximately 60% completed with the demolition, and as a result, they will be taxed at 40% for 2015. Airport Update: Mr. Shotwell shared the County is struggling to find match money and indicated that moving the landfill is the most cost effective. Chairman Jancek added that Mr. Maurer shared with him that the tree cutting would commence in February. Mr. Shotwell reported that deer culling had begun and drones are being used to find other invasive animals. Ms. Torres added that EG Staff responded to an inquiry received from CB Richard Ellis (CBRE) – Detroit office, looking for 10 to 20 acres for a ‘techy’ type of development. Chairman Jancek presented the snowplowing agreement from Wolverine Sealcoating, LLC at the meeting. Mr. Decker moved to approve the snowplowing agreement with Wolverine Sealcoating, LLC, as presented, with Mr. Shotwell supporting. Unanimously approved. Chairman Jancek noted that Lester Brothers would continue to maintain Bob McClain Drive since they currently maintain the Meijer parking lot. Board Comments: Chairman Jancek reported that the Township reappointed Mr. Vogt and Mr. Decker for another four-year term, and confirmed that the terms for BDDA Board Members are staggered. The next Blackman Charter Township DDA Board meeting is scheduled for Wednesday, February 11, 2015 at 7:00 a.m. in the Blackman Charter Township Hall.
