EBID: ECOWAS BANK FOR INVESTMENT AND DEVELOPMENT
I. BACKGROUND
EBID, the financial arm of ECOWAS is an international finance Institution established by the fifteen member States of ECOWAS which include: Benin, Burkina Faso, Cabo Verde, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo. Its headquarters is in Lomé, Togo.
It emerged following the transformation, in 1999, of the former ECOWAS Fund for Cooperation, Compensation and Development (created at the same time with ECOWAS and became operational in 1979)
EBID, as a bank became operational on 1st January 2004 like a holding with two subsidiaries
Since January, 2007, it was reorganized into single organization with two windows, one for the promotion of the private sector and the other, for the development of the public sector.

I. HISTORIQUE
La BIDC, bras financier de la CEDEAO, est une institution financière internationale appartenant aux 15 Etats membres de la Communauté Economique des Etats de l’Afrique de l’Ouest (CEDEAO) que sont : le Bénin, le Burkina Faso, le Cap Vert, la Côte d’Ivoire, la Gambie, le Ghana, la Guinée, la Guinée-Bissau, le Libéria, le Mali, le Niger, le Nigeria, le Sénégal, la Sierra Leone et le Togo. Son siège est à Lomé au Togo.
Elle est issue de la transformation, en 1999, de l’ex-Fonds de Coopération, de Compensation et de Développement de la CEDEAO (créé en même tant que la CEDEAO et devenu opérationnel en 1979).
La BIDC, en tant que Banque est devenue opérationnelle le 1er janvier 2004 sous la forme d’une Holding et deux filiales.
Depuis, janvier 2007, elle est réorganisée en une entité unique. Elle disposant de deux guichets dont l’un est destiné à la promotion du secteur privé et l’autre au développement du secteur public.

From 1st January, 2004, date when it effectively started operations up to 31st December 2010, the Board of Directors of EBID has approved the granting of one hundred and twenty one (121) financial assistance for a total amount of UA 792 504 433 equivalent to USD 1.22 billion or CFA F 602.8 billion.
As at 31st December, 2010 the total net commitments (on going) of the Bank in favour of the Member States of the Community stood at UA 551 548 707 (US$ 849 401 555 ) for 104 projects.

The experiences of EBID in managing funds has focused among others on:
- Cultural Industries Guarantee Fund of West Africa (CIGF)
Created at the initiative of the Intergovernmental Agency for the Francophonie, (CIGF) is aimed at covering the financing of operations of the cultural enterprises in West Africa.
- African Biofuel and Renewable Energy Fund (ABREF) ABREF is a joint initiative of UNCTAD and EBID
exlusively dedicated to funding projects related to renewable energies. It has two components namely: investment fund and facility for technical assitance.
- Special Fund of telecomminucations (SFT)

In addition to its own resources, the bank, since 2004, has mobilized more than five hundred million US dollars from technical partners and on the capital markets in the sub-region.
The main external sources are :
- Government of India;
- Industrial Development Corporation (IDC);
- West African Economic and Monetary Union (WAEMU) financial market;
- Arabic Bank for Economic Development of Africa
- OPEC Fund
The current objective is to mobilize funds from Nigerian and Ghanaian financial markets.

Les nouveaux engagements prévisionnels 2010-2014 de la Banque, tous secteurs confondus s’élèvent à 984,8 millions UC (1,5 milliards de dollars EU). Les nouveaux prêts se chiffrent à 863,6 millions UC (environs 1,35 milliard de dollars EU), les garanties sont estimées à 90,9 millions UC (142,5 millions de dollars EU) et les prises de participation à 30,3 millions UC (47,5 millions de dollars EU).
