Installation, Testing and Commissioning of at least 1no. of single girder under
slung EOT crane of capacity 5t or above and Span equal to 9.5m or above
during last 05 years, by using standard ex. proof hoist, trolley & crane
components of reputed makes like M/s STAHL/ DEMAG/ KONE.
Bidder shall provide PO copies, relevant completion certificates from
the owners (end users with addresses, contact person with phone numbers)
along with the submission of bid for consideration of bid document.
1.3 The bidder shall be an organization with valid authorization certificate for
supply of crane components of reputed makes of M/s STAHL/ DEMAG/
KONE.
Bidder shall provide PO copies, relevant completion certificates from
the owners (end users) along with the submission of bid for consideration
of bid document.
1.4 The firm should have facility to full load test and over load testing of 5t EOT
crane (hoist and cross travel) at their factory.
1.5 1no. of 3t or above explosive proof EOT crane by using ATEX certified
motors integrated with Electromagnetic disc brakes & electrical equipment

2 Financial Qualification Requirements:
The bidder should also meet the following financial qualification
requirements:

2.1 The Bidder should have an annual turnover of not less than a value of
Rs.1crore per year on average for the last three financial years ending
31‐03‐2018. Copy of audited Balance Sheets for last three years have to be
submitted.
2.2 Firm should have undertaken and successfully completed following value
of works related EOT cranes at least in last 05 (Five) years:
Single work of EOT cranes not less than: Rs.80Lakh
(or)
Two works of EOT cranes not less than: Rs.60lakh (each)
Copies of PO`s shall be attached.
2.3 Bidder should possess a current Solvency Certificate from Nationalized Bank
for an amount of not less than Rs.50lakh.
2.4 IT/ TDS certificate shall be submitted with Loss & Profit for last three
years ending 31‐03‐2018. Copy of audited Balance Sheets for last three
years shall be provided.
2.5 Bidder shall submit audited statement of financial status for last 03 years.
II. The following documents shall be submitted along with the application for prequalification of Bid:
1. Duly filled “Questionnaire” signed by competent person, name, phone no and company seal.
2. List of documents of proof submitted along with BQC for S.No. 1 & 2.
3. Any other relevant information which add value to above.
IMPORTANT NOTES :
1. Bidder shall furnish all the above details fully and explicitly.
2. Please note that the “BID” without above mentioned the documents/information in support of the
eligibility criteria will be summarily rejected.
3. No further clarifications will be seeking in this regard.
III. Bid Selection Procedure and Process of BID Qualification Step ‐ 1 : Short listing based on documents submitted, satisfying the all eligibility criteria given
above by the firm or individual along with their Bid / application. (Nonsubmission of any
document as given in above list within stipulated time leads to rejection of Bid).
Step ‐ 2 : Subsequently Bidder’s competency, their technical achievements and financial status will be
evaluated suitable for his project. Feedbacks from Bidder`s clients will be verified.
Step – 3 : Visit to sites/EOT Cranes by technical team (ISRO or Third party) where Bidder has
established above mentioned capacity EOT cranes.
Step ‐ 4 : If required to visit will be made to their factory/ firm by technical team (ISRO or third party)
for accessing the capability of manufacturer.
Step ‐ 5 : Mean while technical Bids will be opened and scrutinized for meeting all technical
specification and supply conditions.
ISRO ‐ SHAR reserves right to verify the information / data furnished by Bidder. If the same is found as fault or
with any deviation the bid will be rejected.
Only those Bidders who are found suitable & meeting all the above qualification Criteria/requirements will be
finally qualify for opening the Price Bids for evaluation.

Bidder shall completely fill the following format of technical specifications and terms & conditions by mentioning required details. If required, bidder can add more information/details, by attaching separate sheets, mentioning point no. of this format. Inadequate /incomplete, ambiguous, or unsustainable information, against any of the clauses of the specifications / requirements shall be treated as non‐compliance to tender and quotation will be rejected. Generalized statements like crane shall be manufactured "as per your specifications" or "as per IS standards" or "as per enclosed specification" is not acceptable and Bidder shall submit all the specifications by filling in the following FORMAT only and submitting quotation in any other format is not valid.
II
Bidder shall submit complete information asked in Bid Qualification Criteria to qualifying for bid with all
required information. Certificates, earlier references of supply and contact details should be enclosed. The
offer meeting all the requirements & conditions in all respects only will be considered for further
evaluation /processing.

Bids/Quotations without above documents/Information will not be considered for
evaluation and will be rejected. No further clarifications will be asked in this regard.

required for completion of the work, coordinated
planning for manufacture, inspection, painting, load
testing at supplier works.
4) Packing, marking, loading on Trucks/ Trailers and
safe transportation of EOT cranes & other parts /
items / accessories from supplier site to SPP –SDSC
SHAR site.
5) Erection of EOT crane, Bridge rails, and LT power
cable system at our site.
6) Testing & commissioning of EOT crane shall be done
as per the Technical Specifications, terms &
conditions and QAP, and also in accordance with
latest editions of IS: 3177, IS: 807, FEM & relevant
codes and standards.
7) The level of quality in every aspect of the work/items
shall be the highest as well as conformance to
applicable standards is strict.
8) All the cranes are meant for working in hazardous
environments and should be provided with
protection suitable to II 2D Ex tb IIIC/IIIB T135
(T4) Db IP65 for explosive dust atmospheres in
conformance with ATEX / IS‐IEC standards and other
related/relevant international standards specified or
otherwise. Therefore appropriate protective
enclosures as per standards are to be provided for
electrical components and conformance to
temperature classes shall be ensured.
1.2 General
EOT cranes shall meet requirements of these tender
specifications which contain different sections, and as
per relevant standards. In case of any difference /
conflict between various sections of specifications and
to that of standards, the stringent of all as per
department (purchaser’s) view shall be applicable.

1.4 Hazardous area conditions
EOT cranes shall be suitable for operating in
hazardous/combustible dust environments and
should be provided with protection for
explosive/flammable dust atmospheres II 2D Ex
tb IIIC/IIIB T135 (T4) Db IP65 in conformance with
ATEX /IS‐IEC and other related/relevant BIS and
international standards specified or otherwise.
1.5 Application
These EOT cranes are used for handling of
dangerous/ hazardous oxidiser/fuel powder dust
raw materials, containers/bags. Hence Supplier
shall design, manufacture and erect the crane with
emphasis on quality, reliability and safety and shall
ensure smooth & reliable operation of crane with
long service life.
1.6 Place of use
In following facilities of Solid Propellant Plant, SDSC SHAR

Safety for hazardous
environment cranes
1. In hoist over Load limiting safety system shall
be provided for preventing the hoist to operate
under over load (~10% over SWL.) which can be
settable.
2. In addition to above, Hoist motion shall be
provided with two limit switches one is
operational limit switch and a redundant
Emergency limit switch at higher lift to stop
hoist motion.
3. For hazardous area cranes, wherever relative
motion is expected (during normal operation)
or possible (by inadvertent happening) the
frictional spark or heat generation shall be
adequately prevented by appropriate
containment techniques/engineering solutions
as per EN 13463.
4. Every electrical component shall be with
adequately protected enclosure as per
flammable dust requirement.
5. Energy absorbing end brackets and replaceable
type rubber buffers shall be provided at the
limits of travel motions
6. All moving parts to be suitably guarded to
prevent accident/ injury.
7. Cast iron parts, wood or combustible materials
& bush bearings should not be used in any
parts of crane.
8. Limit switches for all crane motions suitable for
hazardous area.
9. An emergency stop push button to trip main
contactors to cut off power supply to crane shall
be provided in the pendant push button station
10. Pendant shall have lock & key arrangement on
the control circuit to prevent unauthorised use.
The pendant shall be provided with a handle to
aid in dragging the unit with the operator.
11. Guards of an approved design shall be attached
to each of the end carriage for both LT & CT to
push away any materials lying on rails.
12. Suitable guards to be provided for all revolving
shafts, couplings, gears, sheaves of hook block
etc.

2.20 Materials
Shall be of tested quality conforming to their
respective material specifications/ standards.
Defects in materials like fractures, cracks, blow
holes, entrapments laminations pitting etc., are not
acceptable.
2.21 Testing and Certification
As per relevant standards.
Testing and certification by SDSC SHAR or a third
party approved / entrusted by SDSC SHAR.
Tests in the presence of representative of the
department at work site prior to despatch should
include the following in addition to tests specified
by standards:
a. Load test, over load test, deflection test
(span/1000) and movement test.
b. Speed test at rated load and rated speeds.
c. Over load test: All crane movements to be tested
at 25% over load to show capability of crane to
handle over load without any difficulty.
d. Brake test: Hoist brakes should be capable of
holding the load while handling load at rated
speeds.
e. LT and CT brakes should be capable of stopping
the crane within a distance in m equal to 10%
of speed in m/min.
f. Safety checks, interlock checks, alignment and
smooth movement of hook and rope.
g. Detailed list of all components used and
drawings shall be made available to inspection
Engineer/team for scrutiny during test.
In addition to the tests at manufacturer’s site, the
crane is to be erected, tested and commissioned by
the supplier, as per the approved specification
code, at our site as indicated. This includes testing
at No load, load tests (at full load) and overload.
Deflection tests and speed tests and for all
motions. Necessary load will be arranged by SDSC
SHAR.

3 Mechanical Specifications
3.1 Mechanical/ Structural a. Single box girder type, fabricated using best quality steel plates, channels and sections of sufficient thickness conforming to IS: 2062.
b. The total maximum vertical deflection of the girders for the live loads plus trolley and not including impact or dead load of the girder shall not exceed the limit of Span/1000.
c. A minimum thickness of 8mm plate shall be used for the load bearing structural members like girders etc.
d. The girders shall be cambered by an amount equal to the maximum deflection due to dead load plus one half the live load and trolley.
e. The following tolerances shall be maintained.
Over all depth of crane girders : + 2mm
Span over LT wheels : + 4mm (maximum) for span up to 19.5m
Diagonal on wheels : + 5mm (maximum)
LT wheel alignment : + 1mm (maximum)
Tilt of wheels or balance : + 1/1000 maximum (horizontal and Vertical)
Difference in height between trolleys : 3mm up to 2.5 mtrs.
e. Material sourcing shall be done only from reputed material manufacturers / traders on the basis of mill certificate/ test certificate from govt. approved labs
f. Material test certificate to be supplied to SDSC SHAR for clearance before starting the fabrications
g. Good quality of welding to be carried out (achieved by good edge preparation, qualified welder and workmanship).
h. Stress relieving of welded structure should be carried out.
i. Main bridge girder shall be 100% radiographed for all but joints and DP tested on all fillet joints and certified to ensure freedom from defects. Rest of the weld joints of girder and hoist drum should be tested ultrasonically and certified.
j. LT and CT movement shall have suitable guard to push away any materials lying on rails.
k. All fasteners should be of high tensile grade & protected with corrosion and it should be of reputed make (TVS/Unbrako/equivalent). Crane supplier shall submit a test report from the fastener manufacturer for mechanical testing for the same.

3.2 Rails / Runway beams. a. Crane rails or square bars or I beams of approved make.
b. Should have Manufacturer’s identification &
material designation embossed on the rail at regular intervals.
c. Rails to be aligned parallel within tolerance of ±5
mm. d. Rail top surface to be levelled within
±0.2mm/meter.
3.3 Wheels a. Wheels shall be C 55 Mn 75 steel/ High grade SG iron hardened to ~250‐300 BHN.
b. Maximum wheel load shall be designed in accordance with relevant standards considering factors like load acting, rail material, rail size, rail tolerance, speed requirement and operating hours and the design has to be submitted for approval of SHAR.
c. Wheels shall be single/double flanged straight tread turning suitable for rails / runway beams.
d. Wheels shall be ultrasonic tested and provide test certificate for the same.
3.4 Gears & pinions 1. Gearboxes shall be fully enclosed and filled with life time lubricant oil with minimum maintenance.
2. All gears & pinions are made of precision machined, case hardened high quality alloy steel, Case hardened and Ground, minimum surface hardness of 55‐60 HRC.
3. Spur and helical gears only shall be used for reduction gearing.
3.5 Wire Rope
Hoist wire rope shall be provided with factor of safety of minimum 6 on SWL.
Standard make wire rope of Galvanized, with minimum tensile strength 1960 N/mm2/ 2160 N/mm2 and with 6x36 or 8x19 constructions & preformed.
3.6 Rope drum a. Seamless pipe, machined and stress relieved. b. Designed for single layer of ropes, Flanged at both
ends. c. Rope guide shall be provided. d. Groove radius more than rope radius by 1.5mm e. Forged steel wire rope clips shall be used for wire
rope termination. f. Design of rope drum in all other aspects shall be as
per IS:3177/ FEM/ISO/ DIN standards. g. Rope drum with rope shall be covered with
protective cover to avoid accumulation dust on the drum/wire rope.

3.7 Brakes a. Directly mounted on conical rotor of motor/ cylindrical motor, brake, ATEX certified Electromagnetic cone brakes for all motions viz. hoist, LT & CT.
b. Brakes shall be rated for 2 times of motor full load rated torque.
c. Suitable protection by providing enclosure appropriate to the hazard atmosphere category i.e., flammable dust as above.
3.7.1 Manual release for Hoist Brakes
1. Manual release mechanism shall be provided for hoist brakes (conical rotor brake/cylindrical rotor) for Cranes.
2. Operation procedure of Brake manual release with precautions shall be provided along with supply of EOT Cranes.
3.8 Gear boxes a. High precision, standard make gearboxes shall comply with the latest (FEM/IS/DIN) gear standards.
b. Totally enclosed, leak proof, gear casing, Rigid
c. (Helical and spur) gears: alloy steel, heat treated and precision ground, minimum surface hardness 55‐60HRC
d. Lubrication: Life lubricated gearboxes splash
lubrication h. Bearings: Anti friction bearings i. Gear modules shall conform to IS/ FEM/ British/
DIN / European standards and rating of gear shall be established as per DIN.
3.9 Lubrication a. Grease points are to be clearly visible and accessible
b. Lubrication chart & drawing indicating type of
lubrication, frequency and locations to be provided.
c. Suitable drip pans shall be provided
3.10 Crane Hook a. Plain/Alloy steel, forged conforming to ISO/DIN standards.
b. C shank type, swivelling hooks –to rotate 3600 on
antifriction bearings. c. Non‐lubricated bearings. d. Spring loaded Latch to lock slings. e. Drawing of Crane hook shall be submitted after PO.
3.11 Bearings a) Anti‐friction type. Ball or roller bearings shall be used wherever necessary.
b) Provision shall be made for service and lubrication of all bearings. Bearing enclosures shall be designed to exclude dirt and prevent leakage of oil or grease.

3.12 Couplings & transmission Shafts
1. Direct mounted drives of compact & reliable design shall be provided for all motions of cranes
2. No couplings & transmission shafts are envisaged for cranes / hoists under these specifications.
3.13 Approach for maintenance
a. Guarded and safe walking arrangement to access electrical panel, gearbox, motors etc.,
b. Access and seating for repair of LT/ CT motors,
wheel bearings & DSL system.
3.14 Painting for structures
a. Surface preparation: SA 2 ½ finish to be obtained
through shot/sand blasting before painting of
steel structures.
b. One coat of epoxy primer shall be applied to a
Dry Film Thickness (DFT) of 75 microns (min).
c. Later two coats of epoxy paint are to be applied.
d. The intermediate coating shall be to a DFT of 80
microns and the final coat shall be to a DFT of 40
microns.
e. Total Paint thickness shall be 200 microns.
f. Paint shall be of approved make.
g. Paint color of all structures : Golden Yellow.
3.15
Painting for standard make Hoist unit with Trolley & Drive components
a. Painting shall be suitable for high humid & saline atmosphere.
b. As per manufacturers standard procedure & practice.
c. Total painting thickness shall be Minimum to a Dry Film Thickness (DFT) of 160 microns (min).
d. Painting color & shade as per suppliers standard.
4 ELECTRICAL
Electrical equipment for these EOT Cranes/hoist shall be suitable to flammable dust
hazardous environment, appropriate protection meeting Ex II 2D Ex tb IIIB/IIIC T135 (T4)
Db IP 65 requirements as per ATEX directive 94/9/EC (ATEX 95)/ IS‐IEC shall be provided in the construction of all electrical components and must be duly certified for that. This compliance/ conformation are compulsory over and above the BIS or BS codes specified for other aspects of the same product.
4.1 Crane Operation
Floor operated movable pendent push button control at a height of 1m from FFL.
4.2 Hoist System Modular type hoist assembly with ATEX certification suitable for Flammable dust environment. Make : STAHL/DEMAG/KONE

4.3 Motors a. ATEX certified, double pole/dual speed conical sliding rotor motors / cylindrical motor with integrated cone brake – Crane duty squirrel cage motors of adequate power to be selected as per IS 2148 & 325 or equivalent British/European standards. Make : STAHL/ DEMAG/ KONE
b. Proper earthing to be ensured. c. Suitable protection by providing enclosure IP65 and
appropriate to the hazard category as mentioned i.e., flammable dust environment.
d. Thermistors shall be provided in the motor and also in brake housing for limiting the temperature.
4.4 Cables a. FRLS multi strand copper cables of approved make. b. The voltage grade of all the cables used shall be of 1.1KV. c. All the power cables should be 4 core cable of minimum size 4
sq.mm, PVC insulated, PVC inner and outer sheathed as per IS: 5831 & IS 1554 or equivalent British/European standards.
d. All the control cables should be of size not less than 2.5 sq mm, PVC insulated, PVC inner and outer sheathed as per IS 1554 or equivalent British/European standards.
4.5 Electrical panel Electrical panels shall be suitable for hazardous dust environment protection area as mentioned above. a. Steel panel, neatly painted with FR paint of approved make. b. Dust and vermin proof, c. Neatly wired with copper wires, suitably clamped and
covered. d. Systematic numbering and identification of wires, relays,
contactors, fuses, MCB’s etc., e. CFL Lights inside the panel for maintenance purpose. g. Single phase preventer.
h. Relays for overloads.
4.6 Limit switches a. Heavy duty limit switches, suitable for crane applications/ hazard environment should be provided as per approved make.
b. LT & CT motion should be provided with speed reducing limit switches , zero speed switch as it approaches the stoppers at both ends.
c. Hoist to be provided with limit switch for top most and bottom most position.
d. One additional Emergency limit for top most position of main hoist (for redundancy). Load cell based overload limit switch shall be provided for hoist motion.
4.7 Electrical system
a. All Electrical installation work shall comply with provision of Indian Electricity Act & Indian Electricity Rules as amended up to date.
b. Isolator shall be provided at one end of the building and cabling to be provided from MCB/SFU at ground to the isolator.
c. Crane shall be capable of carrying out any two motions simultaneously out of hoist, CT and LT.
d. Control voltage shall be 110V/42V. e. Appropriate protection suitable to the hazard category as
given in table 1 for all electrical systems/components.

4.8 Earthing a. The frames of motors, metal enclosures of all electrical equipment, conduits and tray system shall be effectively grounded in accordance with the Indian Electricity Rules.
b. The fourth conductor of the down shop lead shall be earthed at both ends to serve as the earthing lead for the crane.
c. GI/Copper flats/ conductors of required size shall be used for grounding purpose.
d. All the electrical equipments viz. motors, brakes, limit switches etc., shall be connected to the earth grid/crane structure by means of two distinct earth leads. The equipment on the crane shall be made continuous by providing jumpers over riveted or bolted joints
e. Provision for grounding the hook is required on the cranes for hazardous area cranes.
5 ERECTION & COMMISSIONING :
5.1 Erection & commissioning
a) The party shall arrange erection and commissioning of the cranes at SDSC SHAR. Adequate number of teams of technical experts should be made available so that erection and commissioning delays are eliminated.
b) Such personnel will be required to be present immediately as soon as we call upon for erection after receipt of crane at our site and site preparedness.
c) All material handling equipments & any other equipment required for the installation and commissioning shall be arranged by department based on availability on chargeable basis.
d) Safety norms should be followed during commissioning and testing at site as per industry standard safety norms.
e) Following items of work shall be performed by the party. f) Installing of the crane structure including gantry girder and
rails in position. g) Complete fitting and wiring of all electrical items. h) Minor civil works required for chipping, plastering, closing etc i) Testing and commissioning of the cranes. The crane
performance shall be demonstrated after successful commissioning.
j) In the interest of early commissioning, the supplier shall ensure minimum amount of assembly is necessary at site. The supplier, before proceeding with design details, shall check (at site) the span of gantry rails and other details.
k) Initial unloading of EOT cranes parts shall be done by supplier’s manpower & supervision. Equipment support with available equipments like Mobile cranes / Forklift / Hydra etc., will be spared for unloading of cranes parts by department at free of cost based on availability.

6 TESTING AND CERTIFICATION
6.1 Testing and inspection of the cranes at manufacturer’s work site prior to dispatch in all respect in conformity with IS: 3177/FEM standards in the presence of the representative of SDSC SHAR. Third party inspection if required shall be arranged by Purchaser. The test shall include the following tests in addition to tests specified by standards. a. Load test. b. 25% Overload test. c. Deflection measurement
d. Testing for smooth movement with and without load e. Speed test at rated speed and rated load f. Brake test for holding load at rated load and speed g. Check up safety features/interlocks h. Smooth hook and rope movement i. Check of components j. Check for certification of various tests and QC checks
6.2
Hazardous area protection: Electrical and non‐electrical systems/ components of the crane identified for use in hazardous areas i.e., flammable dust environment shall be with ATEX certified by notified/ approved certification bodies for the specified protection provisions and conformance to standards. The supplier shall provide detailed list of all components / drawings during inspection. The supplier shall also provide the necessary inspection & testing facility/equipments at his own expenses.
For commissioning of crane at SHAR, all the tests are to be conducted in presence of SHAR representatives. Necessary loads will be arranged by SHAR for the above test at site.
6.3 All hazardous area certified components shall be labelled perfectly according to the directive or scheme used.
7 Documents to be submitted after receipt of PO within 30 days.
1 Design documentation including calculations and analysis as approved.
2 Quality Assurance Plan. 3 Three sets of final general arrangement drawings. 4 Technical details of parts with specifications.
5 Drawings showing layout of controllers and protective panels
and pendant station.
6 Crane wiring diagrams as well as a schematic diagram of control wiring indicating rating and specifications for motors, contactors, fuses etc
7 Proposals for hazardous area protection and other safety schemes/provisions for the crane and protection features with ATEX certifications for electrical & non‐electrical systems /components.

5 Three sets of hardbound Spare part manuals with part no./ specification.
6 Three sets of hard‐bound Test certificates of items like: motors, brakes, gears, wire ropes, bearings, gear boxes, pulleys, wheels, limit switches, hook etc., Material/ Manufacturers test certificates for all the items fabricated by the party, including those for the Hooks and Wire Ropes., Ex/ATEX certificates & approvals for compatibility to area classification.
7 Three sets of hard‐bound illustrated spare parts catalogue shall be provided.
8 Three sets of Hard bound Reports on various tests and QC checks at shop and site.
9 Soft copy of manuals and drawings in CD/DVD form.
9 Tools A set of tools required for maintenance of cranes should be supplied as per list given in this booklet at free of cost.
10 Packing & Forwarding Packing shall provide adequate protection against shocks, vibrations, corrosion and handling forces during transport. The party will be responsible for replacement of transit damage and loss.
11 Spares for two years
Recommended mechanical and electrical spare list for two (2) years trouble free operation and maintenance for all the cranesto be provided. (List given in this booklet)
12 Acceptance SDSC SHAR will accept the item on the basis of test certificates, QC reports, in‐ situ tests for qualifying its rated load capacity and functionality as per the provisions of relevant IS codes and party’s compliance certificate that establishes conformance to the relevant international standard codes.
13 Training of personnel for operation & maintenance.
Supplier shall arrange training for personnel in operation & maintenance and trouble shooting of these cranes at SHAR site at free of cost.

TERMS AND CONDITIONS OF SUPPLY :
DELIVERY SCHEDULE: Time period
The delivery of cranes to our site SDSC SHAR
Within 12 months from the date of placement of P.O (inclusive of time taken for design approval)
The Erection and commissioning of 2 cranes.
Within 2 months from date of supply and after readiness of site.
Handing over of all documents/ certificates.
Within three weeks from the date of commissioning of each crane.
1 The crane should conform to relevant International standards. (For some components relevant BS/ European standards also).
2 The cranes should be designed with appropriate Factor of safety as per FEM/DIN standards for usage at maximum load & speed conditions and to maximize endurance/safe life.
3 The cranes should be designed built and installed with necessary precautions for safe operation.
4 The crane building, erection and commissioning works should be carried out by qualified and skilled workmen who are covered under ESI.
5 Qualified and experienced supervisors should be employed to supervise the works.
While carrying out the works care must be taken to protect personnel working/
moving in the vicinity.
6 If any damage is caused to SDSC SHAR property, the same should be rectified free of cost.
7 Instructions for safe crane operation should be indicated at suitable locations to caution the operators/users.
8 Even after order placement the supplier must be ready to accommodate minor variations in specifications/terms at the discretion of SDSC SHAR or with mutual consent, communicated in writing.

Before preparation of the clearance diagrams, dimensioning of the general arrangement drawing, and spacing of the gantry and bridge rails, the supplier shall visit the site in SDSC SHAR and make the necessary measurements accurately to avoid any mis‐match of assembly /integration. Accuracy of measurements, correctness of layouts/spacing and fabrication/assembly will be the sole responsibility of the crane supplier.
10 The cost incurred for minor modification in the system for the satisfactory completion of work after final approval of design drawing has to be absorbed by the party.
11 Machinery, equipment, tools etc. required for doing the erection and commissioning job at site are to be bought by the supplier.
12 Supplier shall observe mandatory statutes (State or central) in employment of personnel for the department for doing erection jobs.
13 Department shall not be responsible for loss of material/damages or injuries to erection personnel. However the supplier shall be responsible for any damage/ loss to the buyer’s property arising out of the negligence of the seller’s personal.
14 The electric power supply will be made available for party’s erection tools and welding sets that run on electric power. Party should make own arrangement for erection and the other facilities.

15 The supplier has to make their own arrangements for loading and boarding of their staff during transportation, erection, testing and commissioning of the system.
16 Some restrictions may be imposed by the security staff etc. on the working and on movement of labour, materials etc. The contractor shall be bound to follow all such restrictions/instructions and nothing extra shall be payable on this account.
14 The party shall take instructions from the Engineer in Charge for stacking of materials in any place.

The work shall be carried out with least hindrance to the adjoining building and offices and the contractors will be responsible for any damages, caused to the existing fixtures, electric fitting, etc. in the course of execution and the contractor shall make good any such, damages without any claim for extra.
19 The party has to obtain necessary fire permit/safety clearances from the Department for operations near facilities such as gas cutting, welding before starting the work at site.
20 Party has to follow all the statutory regulations to ensure the health and safety of the employees at the work site.
21 Prior permission has to be obtained from the department for the contract labours to work after office hours.
22 Free electricity and water will be provided by the purchaser for the erection, testing and commissioning of the crane at the site.
23 For unloading the crane parts at site (in respective building) material handling support like Forklifts (~12 ton cap.) and available mobile crane will be provided by department at free of cost.
24 The supplier should satisfy himself about the site condition beforehand to avoid any difficulty during erection and commissioning of the crane

Guarantee: The bidder shall provide twelve (12) months warranty for the entire EOT Crane system, from the date of commissioning & fully acceptance of EOT Crane against design & manufacturing defects, poor quality, poor workman ship, etc. After commissioning, during the warranty period of one year, supplier’s service personnel shall make 4 free visits (in every 3 months once) to our site and perform free inspection /service all EOT Cranes and ensure their satisfactory working condition.

Bidder should quote separately for spares as considered necessary for two years of normal operation of crane as given in Annexure‐4. Bidder can suggest any extra spare parts with cost in this regard. However, purchaser may use his discretion in selecting/removal of spares at the stage of ordering.
25 Prices quoted shall be F.O.R Sriharikota.

Taxes and other costs, if any: Percentage of GST applicable for the quoted items
along with HSN Code, shall be provided. (As per the Notifications No.47/2017 ‐
Integrated Tax(Rate) dated 14.11.2017 issued by Ministry of Finance(Department
of Revenue), SDSC SHAR is eligible for a reduced rate of 5% IGST only wherever
IGST is applicable. Accordingly Exemption Certificate will also be provided)

Customs Duty: ISRO is Exempted from payment of Customs Duty vide Notification No.05/2018 Customs dated 25.01.2018.(We will provide Customs Duty Exemption Certificate in case of Import orders/Imported supplies/High sea sales). Note : The list of items for which CDEC is required shall be mentioned along with quotation.
28 Liquidated Damages: In case of delay in Supply beyond the stipulated delivery period, Liquidated Damages will be levied @ 1/2% per week or part thereof subject to a maximum of 10% of total order value.

INSURANCE: ‐ Being a Govt. Of India Dept., Insurance is not required at our cost.
Please ensure the safe delivery of the ordered item with proper transport worthy
packing.

Security Deposit : You shall be submit @ 10% of order value within 10 days of
receipt of order as security in the form of Demand Draft/Bank Guarantee or Fixed
Deposit Receipt from a Nationalised/Scheduled Bank valid up to the supply,
erection and commissioning plus two months.
This SD does not carry any interest, and shall be returned to you only after
successful completion of contractual obligations. In case of poor performance/non‐
performance SD shall be forfeited.

Guarantee period shall be for a period of 12 calendar months, commencing from the date of acceptance & taken over by the purchaser at our site. During this period any defect noticed on design, materials, workmanship shall be replaced/rectified by the supplier at free of any cost.

Performance Bank Guarantee: You shall submit performance Bank Guarantee for
10% order value valid from a Nationalised / Scheduled Bank till completion of
Warranty period plus Sixty days as claim period. This PBG shall be submitted along
with dispatch documents such as invoice, warranty certificate etc.
33 Payment Terms : Vendor shall comply with following payment terms only :
Our standard Payment terms are 100% value by RTGS within 30 days after receipt and acceptance of items at our site on prorate basis. Please furnish your bank account details in the invoice for arranging payment. However, if bidder requests, maximum of 20% of advance of order value against Bank Guarantee, stage payment against supply and commissioning on pro‐rata basis will be paid.
34 Validity of Offer shall be minimum period of 90 days from the tender due date.
