Current Laws and their Implications

Three Laws Related to Judiciary: Law on status of judges and Prosecutors, Law on organization and functioning of the courts, Law of the Supreme Council of Magistracy) Enacted

Law on the Associations and NGOs (LANGO) Cybercrimes Law Agricultural Land Law Law on Trade Unions Law on Telecommunications

Page 12: BI-MONTHLY CCC MEMBERS CONSULTATION 2 December 2014 Update EXCOM, OGP and Policy Development in Cambodia Presented by: Mr. Mi Nac Coalition Building and.

Current Laws and…..(Cont’d)

If implementing in their current form, these laws will restrict the space for dissenting voices and criminalize demands for justice

At this crossroads, the space for democratic freedoms could go either way

Activists intimidated by the government who is proposing legislation that would enable it to silence critics

A law on Access to Information should be a priority

Current Laws and…..(Cont’d)

WHERE EACH LAW IS?

Page 14: BI-MONTHLY CCC MEMBERS CONSULTATION 2 December 2014 Update EXCOM, OGP and Policy Development in Cambodia Presented by: Mr. Mi Nac Coalition Building and.

Current Laws and…..(Cont’d)

The eight laws are not yet comply with the international human rights obligations

Input from CSOs is not valued by the Gov’t Many vague terms found and be interpreted

different ways Very harmful to CSOs/individuals who are

critical to the policies of the Gov’t Improvement and enforcement of the current

laws should be focused
