Interview with the Honorary Consul General of BhutanHan Young Kim
1. What do you think was the first (most important) exchange between Korea and Bhutan?
In 1977 4 high officials from Bhutan came to South Korea to get Saemaul Undong training for few months. After they got the training, they returned back to Bhutan and became important leaders in various fields especially heads of various agriculture and related sectors. Some even became Ministers. Korea and Bhutan had established diplomatic relations from 1987 only.
2. We heard that many missionaries are wishing to go to Bhutan, what do you think about that?
Bhutan is a place where, they allow people have the freedom to choose whatever religion they want. But looking at their current state, I don’t think they need any missionaries. They are in a very happy as they are now.
3. What is different about Bhutan from South Korea?
Bhutan is very different from South Korea. Few years ago, if you went there, you would feel like you have come back to time. It is modernizing on its own pace with one foot rooted in the past.
Bhutan is aware of the negatives of rapid modernization because of which it has prompted its government to adopt sustainable socio-economic development, preservation of cultures and traditions and also preservation of natural environment. All these have been given utmost importance. If you see their indicator of development, you will see that every decision is made for the benefit of its people.
For example, it has a very high potential for attracting tons of tourists like its neighboring countries, but the government still maintains a ‘high value –low volume’ tourism policy which is an effort to keep foreign influences at bay while nurturing its values. This makes Bhutan different from here and other countries.
4. What type of country do you think is Bhutan in one word?
I think Bhutan is a Time Capsule. They have had long established dealings with neighboring countries like India and Nepal and yet they have succeeded in preserving their rich culture and traditions as it was 100 years ago. Just like a time capsule it is a Country that carries a very unique and special tradition.
Analysis
1. Status Of Bhutan and South Korea relationship .
- Still in primary stage - Not very enhanced - No bridge of communication ( No embassy in both
countries)2. What can Bhutan do to improve its relation with Korea?- Effective tourism strategies targeted towards Koreans. - Establish direct relationship with Korea - Increase the quota of school students studying in Bhutan- Lighten FDI policy to encourage more Korean Investors
3. What can Korea do to Improve its relations with Bhutan? - Provide trainings in R&D and ICT - Increase Investment- Initiate cultural exchange programs and activities - Provide more Scholarships to attract Bhutanese students.
There are lack of interchanges in many aspects between Bhutan and South Korea, if the two nations improve its line of communication and interests, there are many potentials for cultural, social and economic cooperation.
Korea has been changed and developed very fast. However, because of that, Korea has lost their traditions and own its own characteristics. Bhutan should learn the technologies from Korea but also should understand the downsides of rapid modernization. Therefore it should cautiously develop without losing its soul.
