1. Introduction For this final project “ELEMENTS OF NATURAL AND BUILT
ENVIROMENTS” (ENBE) Project, our task for this final project is to create and
propose a new town within Malaysia area. I, as the mayor of this new town has to
propose a new town layout. This town that I propose must able to provide
sustainability for the citizens and the future.
To propose this new future town, the area of this new town will be around
30KM2 and this new town will be floating on top of the sea. While planning the
new town, there are a lot of thing that need to considerate for example zoning the
area, traffic circulation and so on.
I also required to do some research about ancient, present and future town
before I plan my new town. These research is to minimize the mistake of the past
and make a better town.

2. Town
2.1 Definition A town is a place which is bigger than village but not bigger than city. The population of
people is around 100,000 to 999,999.
2.2 What is the brief history?Millions of years ago during the Paleolithic Era, humans lived like nomads. Whenever a
place ran out of resources, they move to other places. During the Neolithic Era, humans start to
live in groups and settle permanently beside a water source. They plant crops and rear animals.
The Neolithic Revolution brought agriculture, which made denser human populations possible.
Farming activities encouraged hunters to abandon nomadic lifestyles and live near to settle near
others. During the Bronze and Iron Ages, they invented tools out of metal, which enabled them
to build many houses and rafts. Trading activities became popular. More and more people settled

in places with a water source and fertile land. They used tools to build irrigation systems and
ports. As more people settled in the same place, a governing body is required to ensure that
things run smoothly. A complex society is formed. Hence a town is born.
2.3 What makes a town?
What makes a proper town?? A proper town needs to have:
Transportation
Government buildings
Business area
Commercial area
Recreational area
Education area
Religious and cultures area
Hospitals
Industrial area
Residential area
Community area
Port and shipping area
Forest and green area
Other than above point, town also need to provide enough food and water as this two are the
basic needs of living things. The management of waste and electrical supply also needs to be
operated well so that the citizens can live in the town comfortably.

For me a future town is not about flying cars or flying house. Yes maybe 50 years ago people do
think like that but nowadays, what I see is totally different from the past 50 years. For me, a
future town is a town which citizen’s car is 100% carbon free emission car, all building must be
low energy building. This is to reduce wasted energy such as heat energy. Technology is one of
the most important thing in future town. High Tec such as robot it can help or serve human a
better life.

3. Investigation & Data Collection:
Ancient Town (Babylon)
3.1 HistoryBabylon was founded at some point prior to the reign of Sargon of Akkad (A.K.A Sargon the
Great) who ruled from 2334-2279 BCE and claimed to have built temples at Babylon. At that
time, Babylon seems to have been a minor city or perhaps a large port town on the Euphrates
River at the point where it runs closest to the river Tigris. Whatever early role the city played in
the ancient world is lost to modern-day scholars because the water level in the region has risen

steadily over the centuries and the ruins of Old Babylon have become inaccessible. The ruins
which were excavated by Koldewey, and are visible today, date only to well over one thousand
years after the city was founded.
3.2 The significant city and the detailsThe city was built with brick walls and a broad deep moat. This city can be entered by 100 gates
which arranged symmetrically, that were 25 in each side. The city was full of houses and had

been laid out with its streets straight, those which run right angles lead to the river. Each road run
to a small gate in the brick river-wall. The city also have education center. The Hanging Gardens
in Babylon is built in built high above the ground and the plants were not rooted in the earth like
traditional garden. A whole network of canals was formed, and special officials supervise them.
They made sure the canals were clear of rushes and water weeds, the course ways dredged of silt,
and the banks consolidated against floods. Water cascaded down from a reservoir-lake over the
vegetation beneath. Troughs and channels were built into the irrigation system, and lined with
non-rusting metals such as lead and bronze. The irrigation was based on terracing which allows
gravity to carry the water from the highest point and water all of the plants. The Mesopotamians
also used a series of buckets on a wire to carry water up from wells and to the highest points
along the terraces. These chain pumps were usually powered by slaves.
3.3 Conclusion of the city
From the Master plan above, what I see is the planning of this city is good because the
circulation of the traffic system or road system is good. Other than this, they built a network of
canals and chain pump to deliver the water from the Euphrates River to the crops, plants and
supplies water to all citizens.

my new future town

4. Investigation & Data Collection:
Present Town (Venice)
4.1 History According to the tradition, Venice was founded in 421 AD on April 25th, Saint Mark’s day, who
is the patron saint of Venice. During the Romanic period Venice was not the name of the city we
know now but it was the name given to the northern region of Italy. It was just after the fall of
the Empire and the arriving of the Longboards that the name started to be used in indicating the
settlements that born in a group of small islands in the lagoon. For nearly 1400 years, the two or

three miles of shallow water separating Venice from mainland Italy, had protected and isolated
Venice from invaders and from the Italian political life. Venice joined together with Italy at the
year of 1866.
4.2 The significant city and the details
Venice, Italy, is known by several names, one of which is the ‘Floating City’. This is due to the
fact that the city of Venice consists of 118 small islands connected by numerous canals and
bridges. Yet, the buildings in Venice were not built directly on the islands. Instead, they were
built upon wooden platforms that were supported by wooden stakes driven into the ground.
The use of wood as a supporting structure may seem as a surprise, since wood is relatively less
durable than stone or metal. The secret to the longevity of Venice’s wooden foundation is the
fact that they are submerged underwater. The decay of wood is caused by microorganisms, such
as fungi and bacteria. As the wooden support in Venice is submerged underwater, they are not
exposed to oxygen, one of the elements needed by microorganisms to survive. In addition, the
constant flow of salt water around and through the wood petrifies the wood over time, turning
the wood into a hardened stone-like structure.

4.3 Conclusion
Venice Island is a very famous town it float on water but it has foundation which is made from
wood. Since the wood is submerged underwater, there is no oxygen therefore no decay of wood
that cause by microorganism. Hence turning the wood into hardened stone. Other than this, in
Venice Island there don’t have road like we do. Only walk way so there is no car. The main
transport of it is boat and leg. \

Transportation for example no car is needed hence that area has low carbon emission.
5. Investigate & Data Collection:
Future Floating City (Lily pad)
5.1 Future City idea origin Lilypad is a floating city designed by Vincent Callebaut. Biomimicry was clearly the inspiration
behind the design. The Lily pad, which was designed to look like a water lily. Mr Callebaut said:
'The design of the city is inspired by the shape of the great Amazonia Victoria Regia lilypad.
Some countries spend billions of pounds working on making their beaches and dams bigger and

5.2 Unique feature
Unlike other cities, it floats on the ocean, and is able to accommodate 50,000 inhabitants. By the
integration of all the renewable energies (solar, thermal and photovoltaic energies, wind energy,
hydraulic, tidal power station, osmotic energies, biomass), Lilypad can not only durably produce
more energy that it consumes, but also process CO2 in the atmosphere and absorb it into its
titanium dioxide skin so that it finally reaches a positive energetic balance with zero Carbone
emission.
Each of these floating cities is made up of a mixed terrain man-made landscape, including an
artificial lagoon and three ridges. It is intended to be either near a coast or float around the world

following the ocean currents and streams. Overlooking from the high, Lilypad is just like a huge
blooming lily. All its petals can be freely split and composed. Moreover, it will be accessed by
three marinas and will also feature three artificial mountains for a change of scenery. The
inhabitant won’t feel boring, because Lilypad will feature a variety of locations for work, study
and entertainment.
The goal for this design is to create a harmonious coexistence of human and nature. It won’t
come true at once though, it will be valuable for the following solutions about climate change.

6. Luminous Town
The New Town
6.1 The Idea of Luminous Town.

Yes! The idea of my town (Luminous Town) came from this the Floating lanterns. Why I call my
town as luminous town?? There few Reason behind it. First, I took the element of the lantern
which it glow from the fire inside it. Some people will ask why call luminous but not spark,

bright, and so on?? It’s because luminous do not really brighten up the surrounding area it only
glow. AND THIS TOWN IS GOING TO BE “GREEN TOWN” As shown as below picture.
Luminous Lightning
Yes like this. I want my town to have this kind of lightning. It because I as a mayor, I want my
town to stay in low profile. Beside that, the effect of luminous light that apply on my town will
give some kind of feel that let people feel that there is hope in the middle of the black dark sea
while the ship or plane pass through it or arriving to my LUMINOUS TOWN.
6.2 Why Floating Town?
The reason why I choose floating town is because of few reason.
First, floating town is sounding by the sea and sea which is all water and human need
water to survive. Yes you must wonder how people survive by drinking salt water? No!

My citizen will not drink salt water. My town will use the technology of “Distillation”
method to purify the salt water to clean water that is drinkable. Just like what
Singapore did as well.
Secondly, Our EARTH’s Iceberg which from the North Pole and South Pole are melting.
If this really happen, the sea levels could rise by 216 feet changing shorelines and
engulfing entire cities worldwide. Since my town is floating on the sea so I do not worry
that much.
Thirdly,
since my
town is
surrounded by sea, the temperature of my town will be balanced. This is because the
effect of sea breeze and land breeze.

This is the Master Plan of Luminous Town. Although it look simple from the above view, but
not the side view. A lot of people ask why the master plan must be in round shape? For me
circular shape is more easy to design and planning the new town.

Why I Arrange or Planed such way?
As you can see I located all Residential Area beside along both of the seaside this is
because I want my citizen to enjoy their sea view after they came back from their work,
school, or university. To release their stress.

The main transport to Luminous town is either by ship or by airplane. So I attach this two
area which is the port and the airport together so it’s easy to manage the transportation.
Since this two area are attach together, I plan to build a building which call Lumi central.
The idea of it is from KL central.
Other than ship and plane, the transportation that run inside the town is 100% electrical
car which do not emit any carbon monoxide and it do not produce any sound pollution
since it is run by electrical. This will created a healthy air.

Solar powered car
The reason I put business area and Industrial area near the airport and the port it is
because of I don’t want to delay those busy business man’s times. So it will reduce the
time travel from the Lumi Central to the business area. Reason for the Industrial area is, it
will be easy to deliver all the good to the port or airport to export it out of LUMINOUS
TOWN.
Hospital and Police station this two important buildings which I located in both side of
the medium circle area. The reason is to reduce the ambulance time travel to the
destination and people who have real emergency.
Education as you can see it located in both side. For the upper part are primary and
secondary school, for the bottom part are the University reason of it is because I want all
student and other people interact together since I separate two side of residential area.

For the government area why I put it in the middle is because since the government
control everything, so they must be in the middle. The tallest building in Luminous town
are the government tower. So it will be like “I’m watching everybody”. For the entrance,
I plant a lot of big tree to hidden up the government building.

6.6 Road circulation / Traffic circulation
A lot of people ask why the master plan must be in round shape? My other answer for that is, it
because I want my town which do not have dead end road. Beside of dead end road, circulation
of my road is in circle shape so that citizen of luminous town can travel anywhere they want
without worry of losing direction.

The water is pump up from the sea and it will be distil before citizen of luminous town drink it.

6.8 Overall view of Luminous town.
As you wonder why all my building’s roof are in green color? It’s actually green rooftop. I was
inspired by Le Corbusier the world famous architect. His famous 5 point are

In his 5 point I choose one of his point, and that is the Roof garden.
The government building I put red in color is because I was inspired by the hibiscus flower
which is also our national flower (Malaysia).

Other reason why I choose our national flower is because I want my citizen remind that they are
still staying inside the boundary of Malaysia. I know that it will feel more or less different
environment due its floating town.

All residential house and other buildings will be built in all transparent solar cell glass as their wall. It’s a new technology which invented in the year of 2014.

Since it’s transparent, the light can be pass through it. At the night, house light will be turn on all residential house. Automatically it become a Luminous town.

6.9 Conclusion of my Luminous Town The conclusion of my Luminous Town is it’s totally a green town. It’s because this town is
totally green due to all buildings generate its own electrical energy, and its zero carbon emission.
This town will solve the problem of iceberg melt even the sea level raise up to 216 feet (65.8m)
height because Luminous town is a floating Town. The building design was inspired by Hibiscus
flower, Le Corbusier roof garden, movement of the candle flame, and the 3 case study.

7. Conclusion Conclusion From this project, I’ve learnt that planning a town is not to make it look nice or
beautiful, that is just the secondary purpose. The main purpose of this town planning is to make
the town function well. Ensure that the town can sustain and live by itself and it’s not depend on
outsiders to support them. Besides that, the sustainable features must also be related to the town.
In conclusion, we need to be extreme careful when come to planning a town. We cannot just
simply put in and take out elements from a town because “EVERY DESIGN MUST HAVE ITS
REASON”. Sustainable features are also important to sustain a town keeping it eco-friendly.
